The EU imposes fresh sanctions on Russia, including a lower oil price cap and a block on exports from Rosneft&rsquo;s Nayara refinery in India.

The European Union on Friday imposed sanctions on the Indian oil refinery of Russian energy giant Rosneft and lowered the oil price cap, as part of a new raft of measures against Russia over its war in Ukraine.
The fresh sanctions package on Russia included new banking restrictions, and curbs on fuels made from Russian crude oil.
The lowered oil price cap - currently set at USD 60 per barrel - means Russia will be forced to sell its crude at reduced rates to buyers like India. As the second-largest purchaser of Russian oil, India stands to benefit from this move. Russian crude currently accounts for nearly 40 per cent of India's total oil imports.
"For the first time, we're designating a flag registry and the biggest Rosneft refinery in India," EU foreign policy chief Kaja Kallas said in a post on X.
Rosneft owns 49.13 per cent stake in Nayara Energy Ltd, formerly Essar Oil Ltd. Nayara owns and operates a 20 million tonne a year oil refinery at Vadinar in Gujarat as also over 6,750 petrol pumps.
An investment consortium SPV, Kesani Enterprises Company holds 49.13 per cent stake in Nayara. Kesani is owned by Russia's United Capital Partners (UCP) and Hara Capial Sarl, a wholly-owned subsidiary of Mareterra Group Holding (formerly Genera Group Holding S.p.A.).
EU sanctions means Nayara cannot export fuel such as petrol and diesel to European countries.
"We are standing firm. The EU just approved one of its strongest sanctions package against Russia to date," Kallas said. "We're cutting the Kremlin's war budget further, going after 105 more shadow fleet ships, their enablers, and limiting Russian banks' access to funding." Among the sanctions announced were ban on Nord Stream pipelines, and a lower cap on price at which Russian can export oil.
In December 2022, the Group of Seven (G7) nations imposed a USD 60 a barrel price cap on Russian oil sold to third countries. Under this mechanism, Western insurance and shipping services could only be used if the oil was sold at or below the capped price. The goal was to restrict Russia&rsquo;s oil revenues while maintaining stability in global energy supplies. However, the cap faced criticism for being largely ineffective in achieving its intended impact.
The European Union and Britain had been pushing to lower the price cap after a fall in global oil prices made the current USD 60 cap nearly irrelevant.
While Kallas did not specify the new price cap, reports suggest it will initially be set between USD 45 and USD 50, with automatic revisions at least twice a year based on market conditions.
While the lower price cap stands to benefit importing countries like India, continued purchases may be at risk if the US follows through on its threat of sanctions. Earlier this week, President Donald Trump warned that nations buying Russian exports could face sanctions or steep tariffs if Moscow does not reach a peace agreement with Ukraine within 50 days.
Russia typically supplies crude oil to India on a delivered basis - handling both shipping and insurance for the cargo and vessels. Under the price cap mechanism, Russia kept the official invoice price of crude below USD 60 per barrel to comply with sanctions, but charged higher rates for transportation services. This practice has allowed it to effectively realize prices closer to market rates despite the cap.

Russia's shadow tanker fleet expanded as the steep discounts on its crude oil narrowed - from record levels of around USD 40 per barrel below Dated Brent in 2022, following the invasion of Ukraine, to just USD 3&ndash;4 per barrel currently.
"We are putting more pressure on Russia&rsquo;s military industry, Chinese banks that enable sanctions evasion, and blocking tech exports used in drones," Kallas said. "Our sanctions also hit those indoctrinating Ukrainian children. We will keep raising the costs, so stopping the aggression becomes the only path forward for Moscow." Europe imports fuels like diesel and petrol from India. Indian refiners typically buy large amounts of Russian crude, which is refined to fuels like petrol and diesel and exported to EU.
Oil income is the linchpin of Russia&rsquo;s economy , allowing President Vladimir Putin to pour money into the armed forces without worsening inflation for everyday people and avoiding a currency collapse.
Other measures adopted by EU include sanctions on dozens more vessels in Russia's shadow fleet of oil tankers, bringing the total above 400, as well as on several entities and traders that work with the covert fleet. Besides more goods have been added to existing export lists of restricted items used by Moscow's war machine while sanctions have been imposed on several entities, including in China and elsewhere, that are seen to aid Russia skirt the bloc's trade and energy restrictions.
Also targeted was the Nord Stream pipelines between Russia and Germany to prevent Moscow from generating any revenue from them in future. The pipelines were built to carry Russian natural gas to Germany but are not in operation.
The sanctions also targeted Russia's banking sector, with the aim of limiting the Kremlin's ability to raise funds or carry out financial transactions. Two Chinese banks were added to the list.

Tesla makes its India debut with Model Y SUV priced from ₹60 lakh, starting deliveries in 2025, and opens Experience Centre in Mumbai.

Tesla has made its much-anticipated debut in India, the world's third-largest automobile market, by launching its electric midsize SUV &mdash; the Tesla Model Y.
Priced from nearly ₹60 lakh, the Model Y is currently the only offering from Tesla available to Indian consumers.
The SUV will come in two variants: the Rear-Wheel Drive version priced at ₹60 lakh, and the Long Range Rear-Wheel Drive version at ₹68 lakh. Buyers will also have the option to add Tesla&rsquo;s Full Self-Driving (FSD) package for an additional ₹6 lakh.
Available in six colour options, only the Stealth Grey variant will come at no extra cost. Other finishes &mdash; Pearl White Multi-Coat, Diamond Black, Ultra Red, Quicksilver, and Glacier Blue &mdash; will carry an added price tag. Customers can choose between white and black interiors, with all variants featuring a standard five-seat configuration.
Currently, Tesla has restricted deliveries and registrations to Mumbai, Delhi, and Gurugram, according to information listed on the company&rsquo;s official website. Prices are expected to vary slightly depending on state-specific taxes and fees. Deliveries of the Model Y are slated to begin in the third quarter of 2025.
Earlier today, Maharashtra Chief Minister Devendra Fadnavis inaugurated Tesla&rsquo;s first Experience Centre in India, located at Bandra Kurla Complex (BKC), Mumbai. Speaking at the launch, Fadnavis remarked, "I welcome Tesla here in Mumbai. Tesla has opened an experience centre here, and it is a statement that Tesla has arrived and it's a statement they Tesla has arrived in the right city and right state."
The opening of the Experience Centre marks a significant milestone in Tesla&rsquo;s India journey, as the brand begins gauging local interest and preparing the groundwork for a broader rollout.
In April, Prime Minister Narendra Modi had a telephonic conversation with Tesla CEO Elon Musk to explore collaboration opportunities in innovation and technology. The two had previously met in person during PM Modi&rsquo;s visit to the United States in February.
With India emerging as a key market for electric vehicles, Tesla's entry is expected to intensify competition in the premium EV space while also reinforcing the country's push for sustainable mobility.

Maharashtra CM Devendra Fadnavis urges Tesla to set up R&amp;D and manufacturing in the state, calling Mumbai the ideal city for innovation and sustainability.

Global EV giant Tesla officially made its entry in India on Tuesday with the launch of its first experience centre at the Maker Maxity Commercial Complex, in Bandra Kurla Complex here.
The experience centre was inaugurated by Maharashtra Chief Minister Devendra Fadnavis in the presence of other dignitaries.
Speaking at the event, Fadnavis said the state government wants to see Tesla establish its research and development and manufacturing facilities in India, and invited the global EV major to consider the state as a partner in its journey.
"We wish to see research and development and manufacturing being done in India. I am sure Tesla will think about it at an appropriate stage," Fadnavis said.
"Consider Maharashtra as a partner in your journey," he said.
The CM called Tesla's decision to open its first centre in Mumbai a statement of confidence in the city and state.
"The inauguration of the Tesla Experience Centre is a statement that Tesla has arrived in the right city and in the right state -- that is Mumbai and Maharashtra," he said.
He said Mumbai is not just as the financial, commercial, and entertainment capital of India, but also an entrepreneurial hub.
"Mumbai stands for innovation and sustainability," Fadnavis said.
The CM said Tesla is more than an automotive company. "Tesla is not just a car company, it is all about design, innovation and sustainability, that is why it is loved globally," he said.
The chief minister said he rode a Tesla vehicle for the first time when he was in the US in 2015.
"I thought then that we should have such mobility in India. It has taken almost 10 years, but we are very happy that you are finally here," he said.
The CM expressed confidence that India will become a major market for Tesla.
"People in India are eagerly waiting for Tesla. I am sure you will find one of your best markets here once you start deliveries," he said.
Highlighting the state's readiness to support electric vehicle growth, Fadnavis said Maharashtra has a robust market for electric mobility.
"We are also a manufacturing hub. Our policies for charging infrastructure, vehicle promotion, and incentives for manufacturing are among the best.
This is a good beginning and has the potential to transform the market," he said.
As per industry experts, the Austin-headquartered company has already shipped in first set of cars, apparently Model Y rear-wheel drive SUVs, from its China plant.
Last month, Tesla India took on lease 24,565 sq ft warehousing space in Lodha Logistics Park in Mumbai for five years.
In June, Union Heavy Industries Minister H D Kumaraswamy said the electric carmaker is not interested in manufacturing cars in India but keen on establishing showrooms in the country.
Tesla has made its India debut at a time when it is facing reduced sales in Europe and China.
Last week, Tesla India Motors and Energy Pvt Ltd -- the Indian subsidiary of the company founded by Elon Musk -- had received trade certificate from the Regional Transport Office (RTO) in Andheri.
Such a certificate allows the company to showcase its vehicles, conduct test drives, and begin sales.
Trade certificates are a necessary requirement under the Central Motor Vehicles Rules for vehicle dealers or manufacturers looking to operate unregistered vehicles for trials or promotional activities.
US President Donald Trump has said if Tesla were to build a factory in India to circumvent that country's tariffs, it would be "unfair" to the US.
Tesla CEO billionaire Elon Musk had said in April last year that his visit to India had been delayed due to the company's heavy obligations.
The electric car maker was seeking an initial tariff concession that would allow it to offset 70 per cent of customs duty for cars priced less than USD 40,000, and 100 per cent for cars of higher value.
However, earlier this year, Commerce and Industry Minister Piyush Goyal stated that India will not tailor its policies to suit Tesla, and its laws and tariff rules will be formulated to attract all-electric vehicle manufacturers from across the globe to set up a base in the world's fastest-growing economy.&nbsp;

India's exports to the UK rose by 12.6 per cent to USD 14.5 billion, while imports grew by 2.3 per cent to USD 8.6 billion in 2024-25.

The India-UK trade deal will provide duty-free access to several domestic sectors such as leather, electrical machinery and chemicals in the British market, thus unlocking nearly USD 23 billion in opportunities, Commerce and Industry Minister Piyush Goyal said.
The pact, officially called Comprehensive Economic and Trade Agreement (CETA), was signed in London on Thursday in the presence of Prime Minister Narendra Modi and his British counterpart Keir Starmer.
"Duty-free access for about 99 per cent of Indian exports unlocks nearly USD 23 billion in opportunities for labour-intensive sectors, marking a new era for inclusive and gender-equitable growth," Goyal said in a post on X.
Artisans, weavers, and daily-wage labourers employed in several MSMEs across textiles, leather, footwear, gems and jewellery, toys, and marine products will step into a new phase of prosperity, he said.
This agreement, Goyal said, will ensure duty-free exports of nearly 95 per cent of agricultural products, while fisherfolk gain from zero duty on 99 per cent of marine exports, boosting their incomes.
"The deal will also have a transformative impact on manufacturing-intensive sectors like engineering goods, electronics, pharma, chemicals, food processing, and plastics. This agreement will also provide Indian consumers high quality goods at competitive prices," he added.
Goyal also said that India's talent in IT, services, and education will gain from easier access to the UK's high-value markets.
"The three-year exemption from social security contributions in the UK as part of the Double Contribution Convention is a significant breakthrough for Indian workers and their employers," he said adding chefs, yoga instructors, musicians and business visitors will also be benefitted from the pact.
India's exports to the UK rose by 12.6 per cent to USD 14.5 billion, while imports grew by 2.3 per cent to USD 8.6 billion in 2024-25.
The bilateral trade between India and the UK increased to USD 21.34 billion in 2023-24 from USD 20.36 billion in 2022-23.

India has protected the interest of domestic farmers by excluding dairy products, edible oils and apples in the free trade agreement (FTA) with the UK while securing zero duties on 95 per cent of agriculture and processed food items.
No tariff concession has been allowed on oats as well in the FTA, which was signed on Thursday.
On the other hand, Indian staples like turmeric, pepper, cardamom; processed goods like mango pulp, pickles, and pulses; and marine products such as shrimp and tuna will enjoy duty-free access in the UK market.
In agriculture, the UK imports USD 37.52 billion worth products, but imports from India are just USD 811 million.
"India's farmers are poised to be the biggest winners of the FTA, which unlocks premium UK markets for their produce, matching or exceeding the benefits already enjoyed by exporters from Germany, the Netherlands, and other EU nations," a commerce ministry official said.
More than 95 per cent of agricultural and processed food tariff lines will attract zero duties on fruits, vegetables, cereals; pickles, spice mixes, fruit pulps; and ready-to-eat meals and processed foods.
This will lead to reduction in landed cost of these Indian products in the UK market, boosting India's export and enhancing income of domestic farmers.
"Duty-free access is expected to increase agri exports by over 20 per cent in the next three years, contributing to India's goal of USD 100 billion agri-exports by 2030," the official said.
The FTA would also give a boost to exports of emerging products such as jackfruits, millets, and organic herbs.
With regard to the benefits for the blue economy, the FTA provides for zero-duty access for 99 per cent of exports, including shrimp, tuna, fishmeal, and feeds. These are currently taxed in the range of 4.2-8.5 per cent.
"Despite the UK's USD 5.4 billion marine import market, India's share remains at just 2.25 per cent, underscoring a significant untapped export opportunity," the official pointed out.
The FTA would also help India's export of high-margin branded products like coffee, spices, beverages, and processed food.
Stating that the UK consumes 1.7 per cent of India's coffee, the official said duty-free access will help Indian instant coffee compete with EU exporters like Germany and Spain.
The UK is a major buyer of Indian tea (5.6 per cent), while spices have a 2.9 per cent share. The zero tariffs will help enhance the country's market share.
"Indian craft drinks like feni from Goa, artisanal wines from Nashik, and toddy from Kerala will now enjoy Geographical Indication (GI) protection and shelf space in high-end UK retail and hospitality chains," the official said.
The FTA is set to help India's food processing sector. India exports USD 14.07 billion of processed agriculture and food products globally per year. The UK imports USD 50.68 billion worth of processed items, but Indian products make up for a mere USD 309.5 million.
Farmers of various states in the country are likely to benefit from the FTA. The major beneficiaries are Maharashtra (grapes, onions), Gujarat (groundnut, cotton), Punjab and Haryana (basmati rice), Kerala (spices), and NE states (horticulture).

Dow Jones surged 1.14%, maintaining bullish momentum.

India signed its 16th FTA, the Comprehensive Economic and Trade Agreement (CETA), with the UK to boost trade, investments, and strategic cooperation.

India on Thursday signed a free trade agreement, officially dubbed as the Comprehensive Economic and Trade Agreement (CETA), with the UK &ndash; its 16th trade pact so far &ndash; as the country aims to boost bilateral trade and investments.
The other regions and countries with which India has signed such agreements include the four-nation European bloc EFTA, Japan, Korea and Australia.
Since 2014, the country has signed five trade pacts with Mauritius, the UAE, Australia, EFTA and the UK.
What is an FTA? A free trade agreement is an arrangement between two or more countries where they agree either to end or reduce customs duties on the maximum number of goods traded between them, besides cutting down non-trade barriers on a significant value of imports from partner countries and easing norms to promote services exports and bilateral investments.
The subjects covered under these pacts range from 10 to 30. Across the globe, over 350 FTAs are currently in force and most of the nations have signed one or more such agreements.
What are the benefits of FTAs? 
Zero-duty entry into partner country markets helps in the diversification and expansion of export markets.
Level-playing field vis-a-vis competitors who may have already entered FTAs with partner countries.
FTAs enable preferential treatment in the partner country market over non-FTA member country competitors.
Such pacts attract foreign investment to stimulate domestic manufacturing. They allow access to raw materials, intermediate products and capital goods for value-added manufacturing.

FTAs signed by India so far
India has inked trade deals with Sri Lanka, Bhutan, Thailand, Singapore, Malaysia, Korea, Japan, Australia, the UAE, Mauritius, the 10-nation bloc ASEAN (Association of Southeast Asian Nations), and four European nations' bloc EFTA (Iceland, Liechtenstein, Norway, and Switzerland).
In addition, India is negotiating trade agreements at present with a number of its trading partners. The negotiations are underway with the US, Oman, the European Union (EU), Peru, and Israel.
Talks with Canada for a similar pact were put on hold due to certain political issues. India-UK CETA
India and the UK clinched a 'landmark' trade deal that will remove taxes on the export of labour-intensive products such as leather, footwear and clothing, while making imports of whisky and cars from Britain cheaper, in a bid to double trade between the two economies from the current about USD 56 billion by 2030.
India will cut import duty on Scotch whisky and gin from the UK to 75 per cent initially and to 40 per cent by the 10th year. At present, it is 150 per cent.
Tariffs on automotive imports will go from over 100 per cent to 10 per cent under quotas on both sides.&nbsp;

India and the UK sign a historic FTA to boost annual bilateral trade by $34 billion, reducing tariffs and enhancing cooperation across sectors.

The India-UK free trade agreement (FTA) will significantly improve market access and will boost bilateral trade by around USD 34 billion annually, the British government said on Thursday, hours before formalising the landmark deal.
The FTA, billed as the UK's most economically significant bilateral trade deal since leaving the European Union, will be signed in the presence of Prime Minister Narendra Modi and his British counterpart Keir Starmer.
The two prime ministers will also unveil an "UK-India Vision 2035" to take their partnership to new heights in a time of rapid global change.
The UK said Indian consumers will benefit from improved access to the best British products -- from soft drinks and cosmetics to cars and medical devices -- as average tariffs will drop from 15 per cent to 3 per cent after the FTA kicks in.
The UK already imports 11 billion pounds in goods from India but liberalised tariffs on Indian goods will make it easier and cheaper for British consumers and businesses to buy Indian products and boost Indian businesses' exports to the UK, it said in a statement.
"Our landmark trade deal with India is a major win for Britain," Starmer said.
"It will create thousands of British jobs across the UK, unlock new opportunities for businesses and drive growth in every corner of the country, delivering on our Plan for Change," he said.
The UK said the ambitious new vision for 2035 will go beyond trade, with reinvigorated mutual commitment to drive prosperity and innovate and deepen defence cooperation through a new Defence Industrial roadmap.
It will provide for securing "our borders, tackle climate change and nurture educational connections." On the FTA, the UK said it is forecast to boost bilateral trade by 25.5 billion pounds (USD 34 billion) yearly.
It is both India's most comprehensive deal ever, and the UK's most economically significant bilateral trade deal since leaving the EU, the UK said.
"It significantly improves market access for businesses in both countries, leading to cheaper products and services for consumers," it said.
PM Modi landed in London on Wednesday as part of his two-nation trip to the UK and the Maldives.&nbsp;
