Police arrested Shivam Mishra in connection with the Lamborghini crash on Kanpur&rsquo;s VIP Road that injured several people, rejecting claims that another person was driving the car.

Police on Thursday arrested Shivam Mishra, son of local tobacco baron K K Mishra, in connection with the high-profile Lamborghini crash that left several people injured on the VIP Road in Kanpur earlier this week, the police chief said.
The action came a day after a man claimed that he, and not Mishra, was driving the car at the time of the incident and went to the local court to surrender himself.
The court, however, rejected his surrender plea after the police maintained its stand that it had evidence to establish Mishra was behind the wheel.
"He (Mishra) has been arrested and will be presented before the court," Commissioner of Police Raghubir Lal told PTI on Thursday morning.
Mishra was taken into custody from a hospital in Delhi where he was undergoing treatment for his alleged medical condition (as claimed by his family), an official said, requesting anonymity.
The 35-year-old was immediately taken to Kanpur to be produced before a court, the official added.
Lamborghini Revuelto, an Italian luxury sports car worth over Rs 10 crore, rammed into pedestrians and vehicles in the upscale Gwaltoli area around 3 pm on Sunday.
Mohd Taufeeq, 18, an e-rickshaw driver injured in the crash, lodged a complaint in the matter.
However, counsel for the accused later claimed that Taufeeq was not keen on pursuing legal action.
The police said that their preliminary probe, supported by CCTV footage and eyewitness accounts, indicated that the car was speeding before the collision.
Videos circulating on social media appear to show private security personnel pulling a man believed to be Mishra out of the driver's seat immediately after the crash and then taking him away in another SUV.
The police had initially listed an "unidentified driver" in the First Information Report (FIR) as accused, but later amended it to name Shivam Mishra after preliminary evidence emerged.
In a hearing on Wednesday, a local court rejected the surrender application of an individual named Mohan Lal, who claimed he was driving the car at the time of the crash, on the grounds that his name was not in the FIR and evidence points to Mishra as the driver.
While the police have stood by their findings, Mishra's father and his counsel have maintained that he was not driving the Lamborghini at the time of the accident.
They claimed that a hired driver was at the wheel, and that Mishra was unwell and suffered a medical episode during the ride &ndash; a condition his family says could have contributed to the mishap.
Mishra's father also alleged that the car had experienced a technical issue prior to the crash.
These assertions are expected to be examined as part of the ongoing investigation and potential medical and forensic evaluations, according to officials.
The high-profile case has drawn intense public scrutiny nationwide with many on social media alleging preferential treatment and delayed action by law enforcement following the crash.

Ajit Pawar, Captain Sumit Kapoor, co-pilot Capt. Shambhavi Pathak, Personal Security Officer (PSO) Vidip Jadhav, and flight attendant Pinky Mali were killed when the Learjet aircraft they were on board crashed near the Baramati airport in Pune district.
According to a statement issued by the Ministry of Civil Aviation after the death of Pawar and four others after the plane crash, Baramati has an &lsquo;uncontrolled airfield&rsquo; (one without a dedicated Air Traffic Control), and traffic information is provided by instructors/pilots from the local flying training organisations.
Union Civil Aviation Minister K Ram Mohan Naidu had said the investigation into the plane crash would follow a time-bound approach.

Parliamentary Affairs Minister Kiren Rijiju on Wednesday alleged that Congress leader Rahul Gandhi's speech in the Lok Sabha was "full of lies" and the ruling alliance will seek to expunge from the House records the "lies" he has spoken.
Soon after Gandhi's speech during a debate on the Union Budget, Rijiju said the ruling alliance members will serve a notice before the chair seeking authentication of whatever the leader of opposition has spoken.
"We will demand expunging of whatever lies Rahul Gandhi has spoken," he told reporters here.
Even though Gandhi has promised to authenticate what he has spoken, the minister said, "I know he cannot authenticate them because he lied. He lied in the House."
Rijiju further alleged that the Congress leader often lies deliberately and then leaves the House, instead of sitting there to listen to the reply of the minister concerned.
It was unfortunate, he said, that the country does not have a person with a serious nature befitting the position of the leader of opposition in Lok Sabha.
"Our party has taken a stand that we will counter Rahul Gandhi's lies outside, but inside the House, a notice will be issued," he said.
Rijiju said Gandhi has made a major allegation against Petroleum Minister Hardeep Singh Puri without giving any notice, which is a serious breach of privilege.
"We will file the necessary notice with the speaker. The leader of the opposition did not make any useful substantive contribution to the budget discussion but only made some wild allegations," he said.
The minister said he told Gandhi to be present in the House when Finance Minister Nirmala Sitharaman would reply to the budget discussion.
"After his speech, he immediately went out of the House. The rule is that once a member delivers his speech, he cannot leave the House immediately," he said.
Gandhi alleged in the Lok Sabha that the government has "sold Bharat Mata" through the India-US interim trade deal and that it was a "wholesale surrender" with India's energy security handed over to America and farmers' interests compromised.
Rijiju said no one can sell or buy India, no one can think of that.
"In 2011-12, India was considered as one of the fragile five country. Now we are the fourth largest economy and poised to become the third largest," he said.

Union Minister Kiren Rijiju on Wednesday claimed that 20 to 25 Congress MPs had abused Lok Sabha Speaker Om Birla in his chamber and they were not stopped by senior leaders K C Venugopal and Priyanka Gandhi Vadra, who were present there.
The parliamentary affairs minister said that Birla was very hurt. The Lok Sabha speaker is a very lenient person, else he could have taken strong action, he said.
"Some members went to his chamber and abused (Birla). When 20-25 Congress MPs went to the speaker's chamber, I also went there. I just can't utter the kind of abuses they have hurled at the speaker," Rijiju told reporters in the Parliament House complex.
He claimed that Venugopal, Priyanka Gandhi Vadra and other senior Congress leaders were present in the chamber when the incident happened. "They were encouraging (the Congress MPs). Had our MPs misbehaved with anyone, our leader would stop them. But their leaders were egging on the MPs to quarrel," he alleged.
Rijiju claimed the Congress MPs did not obey even the Speaker's rulings. "Then Rahul Gandhi said he does not need anyone's permission to speak (in Lok Sabha). He will speak as he pleases, irrespective of rules. This is on record," the minister told reporters.
"You have to take permission from the chair. Unless the chair gives permission, no member can speak. Even the prime minister speaks with the permission of the chair," he pointed out.
About Rahul Gandhi's insistence on speaking on the unpublished memoir of General M M Naravane (retired) in the Lok Sabha, Rijiju said conversations between the prime minister and the defence minister, the army chief and the defence minister, or between the army chief and his junior officers can't be discussed in public.
"If everything is to be discussed in public, how can you maintain the security for the nation?" he wondered. "The entire country can see how an MP is trying to use a very sensitive matter related to the country's security as an instrument to drive political mileage."
The Union minister said it was a matter that should not be taken lightly, as it will not only demean Parliament but also the person raising it. "Gandhi should understand that he is an honourable member of Parliament. He owes a certain responsibility to the people of this country. You have the obligation to maintain the decorum of the House and also think about the interest of the nation," he said.
The minister said it was difficult to make Rahul Gandhi understand the issues. "I don't know which world he lives in. But there are several sensible persons in Congress, and they can make him understand that this is not the way Parliament should function. You should not behave like a child on issues of the nation's security. Our country is very big. Security is a very big issue for us. It is not right to lower the dignity of someone for political mileage. Rahul Gandhi got exposed. I don't need to make any comment after he was exposed," Rijiju added.
The Lok Sabha has been witnessing disruptions since February 2, after Congress leader Rahul Gandhi was disallowed by the chair from quoting from an article based on excerpts of former Army chief M M Naravane's unpublished memoir, which has references to the India-China conflict of 2020.
On February 4, Prime Minister Narendra Modi could not reply to the debate on the Motion of Thanks on the President's address due to opposition protests. In an unprecedented move, the Motion of Thanks was passed on February 5 without the customary speech by the prime minister.
The speaker read out the Motion of Thanks to the President for her address, and it was passed by a voice vote amid sloganeering by opposition members.
Birla said he received concrete information that many Congress MPs could carry out an "unexpected act" by reaching the spot where PM Modi sits, and, therefore, he asked him not to come to the House to deliver his address. Congress leader Priyanka Gandhi Vadra refuted the claim.

UP Budget 2026-27: Rs 150 cr for Ayodhya infra, Rs 500 for CM tourism development scheme

With Rs 150 crore proposed for tourism infrastructure in Ayodhya and Rs 500 crore under the Chief Minister Tourism Places Development Scheme, the Uttar Pradesh Budget 2026-27 tabled on Wednesday places strong emphasis on spiritual tourism, according to an official statement.
Finance Minister Suresh Khanna presented the Budget in the Assembly, outlining allocations aimed at strengthening pilgrimage circuits and enhancing visitor amenities across key religious destinations.
Under the Shri Ram Janmabhoomi temple access road project, construction of the main approach road 'Ram Path' in Ayodhya is nearing completion, the statement said. Work is also underway to upgrade the road connecting the proposed Vedic Wellness City at Jamthara to the Ram Janmabhoomi temple, it added.
The Uttar Pradesh Shri Ayodhya Teerth Vikas Parishad has been allocated Rs 150 crore for tourism infrastructure development in the Ayodhya region.
Highlighting the surge in footfall, the statement said that between January and June 2025, nearly 122 crore tourists visited the state, including over 121 crore domestic and more than 33 lakh foreign tourists.
In Mirzapur's Trikoniya area, covering Maa Vindhyavasini, Maa Ashtabhuja and Maa Kali Khoh temples, Rs 200 crore has been proposed for the development of 'parikrama' paths and public amenities.
An additional Rs 100 crore has been earmarked for the renovation and reconstruction of public utility-protected temples. Rs 100 crore each has been proposed for the development of tourist facilities at Vindhyavasini Devi Dham and in Varanasi.
Another Rs 100 crore has been allocated for tourism infrastructure in Naimisharanya through the Shri Naimisharanya Teerth Vikas Parishad, while provision has also been proposed for development works in Mathura under the Braj Teerth Vikas Parishad.
The statement also noted that the first and second phases of the Vedic Science Centre in Kashi have been completed and academic activities have begun.
Several cultural projects, including museums and memorial complexes linked to prominent personalities and communities, have also been completed or are underway, it added.

Spanning around 89 kilometres, the Magenta Line of the Delhi Metro is set to become the longest corridor in the network, with the highest number of interchange and underground stations, strengthening connectivity across the national capital.
According to the Delhi Metro Rail Corporation (DMRC), following the sanction of Phase V (A), the extension of the Magenta Line from Ramakrishna Ashram Marg to Indraprastha via Central Vista will be taken up. The Indraprastha&ndash;Inderlok corridor under Phase IV will also be implemented as an extension of the Magenta Line, it said.
With these additions, the total length of the Magenta Line, from Botanical Garden to Inderlok, will be around 89 kilometres, making it the longest corridor in the Delhi Metro network. Once fully operational, the entire stretch will function as a driverless corridor, the corporation said.
The DMRC said the Magenta Line will have 21 interchange stations after completion. At present, the operational section has four interchange stations&mdash;Kalkaji Mandir, Botanical Garden, Janakpuri West and Hauz Khas. An additional 17 interchange stations will come up under Phase IV and Phase V (A).
These include Kalindi Kunj, Chirag Delhi, Terminal 1 IGI Airport, Peeragarhi, Pitampura (Madhuban Chowk), Haiderpur Badli Mor, Majlis Park, Azadpur, Pulbangash, Nabi Karim, Ramakrishna Ashram Marg, Shivaji Stadium, Central Secretariat, Indraprastha, Delhi Gate, New Delhi and Inderlok, it added. Of these, Central Secretariat, Azadpur, New Delhi and Inderlok will serve as triple interchange stations, DMRC said.
According to the corporation, the corridor will have a total of 65 stations, of which 40 will be underground. The DMRC said the extensive interchange network is expected to reduce travel time, ease congestion on key corridors and provide seamless connectivity across the city.
The Magenta Line also features notable engineering landmarks. Haiderpur Badli Mor will be the highest-elevated metro station in the network, with a rail level height of about 28.36 metres. Hauz Khas, already operational, is the deepest underground station in the system at approximately 29 metres, the DMRC added.

Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday said the state has successfully transformed its perception over the past nine years, moving from "policy paralysis" to a land of "unlimited potential," as the government presented its 10th budget in the Assembly.
Speaking with reporters, Adityanath said the budget reflects the sentiments and aspirations of the people and noted that the size of the state budget has more than tripled during the nine-year period.
"Uttar Pradesh has successfully transformed its perception over the past nine years, emerging from policy paralysis and changing perceptions to present UP as a land of unlimited potential," the chief minister said.
Highlighting the theme of the 2026-27 budget, the chief minister said, "This budget is dedicated to safe women, capable youth, happy farmers and work for every hand, a prosperous Uttar Pradesh through technological investment. This budget presents a new saga of nine years of new construction before the countrymen."
Adityanath termed the budget historic, saying it was the 10th budget presented by his government. "This is the tenth budget of our government. This is the first time that a Chief Minister has had the opportunity to present the tenth budget. This has never happened before in a state like UP."
The chief minister also stressed that no new taxes had been imposed in the past nine years. He added that through efficient financial management and by plugging leakages, the state has moved from being categorised as a 'BIMARU' state to a revenue-surplus state.
"By stopping all the tax evasion and leakages in UP through efficient financial management, we have succeeded in transforming UP from a BIMARU state to a revenue surplus state, presenting it as a breakthrough in the Indian economy," he said.
In addition, the chief minister said that over Rs 43,565 crore has been proposed exclusively for new schemes in the 2026-27 Budget. He added that more than Rs 2 lakh crore has been earmarked for capital expenditure, which would play a crucial role in asset creation, infrastructure development and strengthening the economy, besides generating employment opportunities.
He also noted that budgetary allocations for various departments have been significantly enhanced.
Adityanath claimed that the state's debt burden, which was over 30 per cent in 2017, was brought down to 27 per cent within two to three years of his government taking office. Although the ratio rose during the Covid period, it has again been reduced to 27 per cent, with a target to bring it down further to 23 per cent in the current financial year, he said.
He asserted that on the strength of improved financial management and sustained development without imposing additional taxes, Uttar Pradesh has emerged among the top three state economies in the country.
The chief minister further claimed that the unemployment rate in the state, which he said stood between 17 and 19 per cent before 2017, has been reduced to 2.24 per cent.
Stressing a focus on youth employment, he said initiatives such as MSME start-ups, the 'One District, One Product' programme and promotion of local entrepreneurs have helped position Uttar Pradesh as both an investment destination and a job-creating state.
He also announced provisions in the budget for emerging technologies, including setting up data centre clusters for artificial intelligence and related sectors, and said the agriculture sector would be promoted on an income-based and value-addition model to help farmers transition from being beneficiaries to active partners in development.
Earlier in the day, Finance Minister Suresh Khanna presented a Rs 9,12,696.35 crore budget for the financial year 2026-27 in the state Assembly, marking an increase of about 12.2 per cent over the previous year's outlay.

The Uttar Pradesh government has proposed Rs 27,103 crore for infrastructure and industrial development, 13 per cent higher than last year, and over Rs 5,041 crore for handloom and textiles, marking a more than five-fold increase, in the 2026-27 Budget tabled in the Assembly on Wednesday.
According to an official statement issued after Finance Minister Suresh Khanna presented what is being seen as the last full-fledged budget of the Yogi Adityanath government ahead of the 2027 Assembly elections, the outlay reflects a push towards industrial expansion, MSME growth and employment generation.
An allocation of Rs 5,000 crore has been proposed for the Chief Minister Industrial Area Expansion and New Industrial Area Promotion Scheme. Rs 2,374 crore has been earmarked under the Swami Vivekananda Yuva Sashaktikaran Yojana for distribution of tablets and smartphones, while Rs 2,000 crore has been proposed under the Atal Infrastructure Mission.
Another Rs 1,000 crore has been set aside to implement the 2023 incentive policy to attract foreign direct investment and Fortune 500 companies. The statement said MoUs have been signed for setting up 200 defence units under the Defence Industrial Corridor, involving proposed investment of Rs 35,280 crore and estimated direct employment for 53,263 people.
For the MSME sector, Rs 3,822 crore has been proposed, 19 per cent higher than 2025-26, it stated. A new Sardar Vallabhbhai Patel Employment and Industrial Zone scheme has been proposed with an outlay of Rs 575 crore.
Rs 1,000 crore has been earmarked for the Mukhyamantri Yuva Udyami Vikas Abhiyan, targeting one lakh micro enterprises annually, and Rs 225 crore for the Mukhyamantri Yuva Swarozgar Yojana. A new "One District One Cuisine" scheme has been proposed with Rs 75 crore allocation.
In textiles, the government has set a target of generating 30,000 jobs in 2026-27, according to the statement. In the Budget, Rs 4,423 crore has been proposed under the Atal Bihari Vajpayee Powerloom Weavers Flat Rate Electricity Scheme and Rs 150 crore under the UP Textile and Garmenting Policy-2022.
A mega textile park is being developed under the PM MITRA scheme to create a garment hub. Under khadi and village industries, the Mukhyamantri Gramodyog Rozgar Yojana aims to establish 800 units through Rs 40 crore in bank loans, generating employment for 16,000 people.
An allocation of Rs 10 crore has been proposed for interest subsidy under the Pt Deendayal Gramodyog Rozgar Yojana. The government has also proposed Rs 7.5 crore for modernisation of the blanket production centre in Khajni, Gorakhpur, and Rs 13 crore for the integrated development of traditional potters under the UP Mati Kala Board, the statement said.

"The inauguration marks a transformative milestone in India's administrative governance architecture and reflects the prime minister's commitment to building a modern, efficient, accessible and citizen-centric governance ecosystem," the PMO said in a statement on the eve of the inauguration.
When Modi inaugurates the Seva Teerth complex, the occasion will be more than symbolic as the North Block and the South Block have been the seat of power since 1931.
The North Block housed the home ministry and the finance ministry, both of which have nearly moved out of the British-era building, while the South Block housed the defence ministry, the external affairs ministry and the PMO.
The upcoming Yuge Yugeen Bharat National Museum -- billed to be the largest museum in the world -- will be housed in the North Block and South Block, as planned by the government.
When New Delhi was inaugurated, the centrepiece of the new capital was the Raisina Hill complex, housing the majestic Viceroy's House (now Rashtrapati Bhavan) and the North Block and the South Block.
Foundation stones of the new capital were laid by King George V and Queen Mary over a century ago, and it was inaugurated on February 13, 1931, by Viceroy Lord Irwin.
The inauguration ceremony was spread over a week, during which the then Viceroy also dedicated the All India War Memorial Arch, now known as India Gate, on February 12 that year in memory of the soldiers who died in the First World War (1914-1918) and the Third Anglo-Afghan War (1919).
The landmark has the names of soldiers inscribed on its surface.
The new imperial city was born on December 12, 1911, during a grand ceremonial 'Durbar' here when British monarch King George V announced the shifting of the capital from Calcutta to Delhi.
Three days later, a simple ceremony was held at the Government of India Camp, where King George and Queen Mary had laid two foundation stones of the new capital city in succession.
The stone blocks did not carry anything but a simple inscription of "15th December 1911", according to archival records.
After laying the foundation stones, the King-Emperor said: "It is my desire that the planning and designing of the public buildings to be erected should be considered with the greatest deliberation and care, so that the new creation may be in every way worthy of this ancient and beautiful city."
In consonance with the vision of the king, architects Sir Edwin Lutyens and Sir Herbert Baker built the new capital city of the British Raj, whose grandeur and architectural splendour rivalled the best of the cities in Europe and America.
The city, constructed between the two World Wars, took over 20 years to build.
On the day of the inauguration, four iconic Dominion Columns, each made of red sandstone and topped by a replica of a ship, were unveiled by Lord Irwin amid fanfare of trumpets followed by the playing of the (British) national anthem, according to the book 'Glittering Decades: New Delhi in Love and War'.
The columns, each a gift from Australia, New Zealand, South Africa and Canada, marked a gesture of friendship and unity within the British Empire.
The foundation stone of the Parliament House -- an architectural marvel in stone, designed by Baker that is now revered as the country's traditional seat of democracy, was laid 101 years ago on February 12, 1921, by the then Duke of Connaught, who had said that this landmark will stand for future generations as the "symbol of India's rebirth to yet higher destinies".
The circular-shaped, elegant Parliament House building, originally called the 'Council House', was inaugurated on January 18, 1927, by Viceroy Irwin amid much fanfare.
A new Parliament building, erected in its vicinity, was inaugurated by Modi on May 28, 2023.
The new imperial city, incidentally, was christened 'New Delhi' on December 31, 1926, by King George V, just a few years before its official inauguration.

Official Spokesperson Randhir Jaiswal stated that he had not viewed the video being referred to.
&ldquo;I have not seen the video. But if indeed there is such a video, whether it is true or false, we will take appropriate action on it,&rdquo; Jaiswal said when asked about the reported comments.
The clarification follows circulation of a resurfaced clip from Trump&rsquo;s press conference with the Director of the FBI. In the video, Trump is heard praising Prime Minister Narendra Modi and referring to their relationship.
&ldquo;He's a great man. Modi is a great man, that he loves Trump. Now, I don't know if the word love, I don't want you to take that any different. I don't want to destroy his political career, but you have to understand, I've watched India for years. My friend has been there now for a long time,&rdquo; Trump had said in the video.
During the briefing, Jaiswal also spoke about India&rsquo;s bilateral relations with Russia, emphasizing the breadth of engagement between the two countries.

On the India-US interim trade agreement, Jaiswal addressed questions regarding amendments made in a United States factsheet outlining the framework for the deal. He clarified that the joint statement issued earlier remains the basis of understanding between the two sides.
&ldquo;As you are aware, the India-US Joint Statement on the framework for an Interim Agreement on reciprocal and mutually beneficial trade was issued on 7 February 2026. The Joint Statement is the framework and remains the basis of our mutual understanding in the matter. Both sides will now work towards implementing this framework and finalising the Interim Agreement,&rdquo; Jaiswal said.
&ldquo;The amendments in the US fact sheet reflect the shared understandings contained in the Joint Statement,&rdquo; he added.
The clarification comes amid reports pointing to revisions in the US document, which earlier appeared to differ from the statement released by the Indian side.

The new building complexes address these issues by consolidating administrative functions within modern, future-ready facilities, it said.
Seva Teerth houses the Prime Minister's Office, the National Security Council Secretariat, and the Cabinet Secretariat, all of which were previously located across different locations.
Kartavya Bhavan 1 and 2 accommodate law, defence, finance, health, agriculture, and several other key ministries.
Both building complexes feature digitally integrated offices, structured public interface zones and centralised reception facilities.
Designed in accordance with 4-Star GRIHA standards, the complexes incorporate renewable energy systems, water conservation measures, waste management solutions and high-performance building envelopes.
These measures significantly reduce environmental impact while enhancing operational efficiency, the PMO said.
The building complexes include comprehensive safety and security frameworks, such as smart access control systems, surveillance networks and advanced emergency response infrastructure, ensuring a secure and accessible environment for officials and visitors.

All India Trade Union Congress General Secretary Amarjeet Kaur told PTI that the general strike started across the country on Thursday morning, and that she has received reports of the agitation from states, including Assam, Tamil Nadu, Pondicherry, Kerala, Odisha and Bihar.
She added that processions have started in industrial areas of New Delhi and that traffic on the roads is relatively light.
Kaur said banking, insurance, postal, transport, health, coal and non-coal mines, gas pipeline and electricity sectors will be affected by the strike.
She further said the farmers&rsquo; unions would also hold protests in their respective areas.
Their immediate demands include the scrapping of four labour codes and rules, withdrawal of the Draft Seed Bill and Electricity Amendment Bill, and the ''Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act''.
The unions are also demanding the restoration of MGNREGA and the scrapping of the Viksit Bharat &ndash; Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025.

BJP's women MPs have urged Lok Sabha Speaker Om Birla to take the strongest possible action against the opposition MPs who have committed "heinous acts" like moving deep inside treasury benches, climbing the table and laying a siege of the seat of the Prime Minister.
The women MPs of the BJP also said that the "alarming turn of events" in the precincts of the Lok Sabha on February 4 has left everyone deeply concerned, as the situation had the potential to result in serious and untoward consequences and could have marked one of the "darkest moments" in the history of India's parliamentary democracy.
On February 4, Prime Minister Narendra Modi could not reply to the debate on the Motion of Thanks to the President's address to Parliament due to the opposition protests.
In their letter, the BJP's women MPs said they want to put on record their deep sense of gratitude and appreciation for the exemplary manner in which the Speaker upheld and protected the dignity, decorum, and sanctity of the Lok Sabha on February 4 during the discussion on the Motion of Thanks to the President's address.
On that day, the letter said that the entire House, and the whole nation, witnessed one of the "most unfortunate and regrettable incidents" within the Lok Sabha chamber.
"We saw that the members belonging to opposition parties not just entered the well of the House, but they also climbed on the table, tore papers and threw them towards the Chair.
"Moreover, distressingly, certain women Hon'ble Members crossed over to the other side with aggressive demeanour and banners and placards in their hands. They not only laid a siege of the seat of the Hon'ble Prime Minister but also moved deep inside the treasury benches where senior Ministers are seated," the MPs said in the letter.
The MPs said even though extremely agitated and furious at this grave provocation, the members belonging to the ruling party however, on the direction of the senior leaders, exercised utmost restraint and did not retaliate in any manner.
"Had we not exercised restraint, an ugly situation could have been created. To make matters even more serious, afterwards, we saw that the opposition MPs went in aggressively towards your Chamber. We could hear loud voices coming from within your Chamber," the letter said.
The BJP's women MPs said, "We, therefore, urge you to take strongest possible action under the rules, against the opposition MPs who have committed such heinous acts within the precincts of the House and brought disrepute to our democratic institutions".
They also said that during the nearly seven years of Birla's tenure as the Presiding Officer of the House, he has consistently endeavoured to enhance its prestige and effectiveness.
The MPs said as Speaker of the Lok Sabha, he has always displayed impartiality and given equal opportunity to all members irrespective of party affiliations.
"We, therefore, repose complete faith and confidence in your leadership and feel that the Lok Sabha is fortunate to have you as its custodian," they said.
The Lok Sabha has been witnessing disruptions since February 2, after Congress leader Rahul Gandhi was disallowed by the Chair from quoting from an article based on excerpts of former Army chief M M Naravane's "unpublished memoir", which has references to the India-China conflict of 2020.
On February 4, Prime Minister Narendra Modi could not reply to the debate on the Motion of Thanks due to opposition protests.
In an unprecedented move, the Motion of Thanks was passed on February 5 without the customary speech by the prime minister.

On whether the opposition will seek to move such a motion, Venugopal said "after action you will get to know", and added that the entire opposition is united. "Cannot comment on reports, wait for action," he said.
Venugopal's remarks come after a meeting of opposition floor leaders in Congress president Mallikarjun Kharge's chamber in Parliament House complex this morning to decide on a joint strategy for the next few days.
In an unprecedented development, the Lok Sabha passed the Motion of Thanks on Thursday last without the prime minister's customary reply that was scheduled a day earlier in the face of relentless sloganeering by opposition members.
An anguished Lok Sabha Speaker last Thursday said he had "concrete information" that many Congress members might move towards Prime Minister Narendra Modi's seat and carry out "some unexpected act" as a result of which he had requested him not to come to the House to reply to the discussion on the Motion of Thanks on the President's address.
As the Lower House reassembled after three adjournments on Thursday, Birla said if this incident had taken place, then this would have left the democratic traditions of the country in "shreds".
Congress leader Priyanka Gandhi Vadra had told reporters in Parliament House complex that day that it was an "absolute lie" that there was any plan to hurt Modi. She also alleged that Prime Minister Modi was "hiding behind" the Speaker.

Amid the logjam in the Lok Sabha, the Congress on Thursday hit out at the government and said all opposition parties are united that if Leader of Opposition Rahul Gandhi was not allowed to speak on the most important order of business, there is very little opportunity for the House to run.
The opposition party also recalled that on June 10, 2004, then Prime Minister Manmohan Singh was prevented by the BJP from speaking on the Motion of Thanks to the President's Address.
"There is only one issue in Parliament that is agitating the opposition that the Leader of Opposition in the Lok Sabha has been prevented from speaking. When he began to speak raising fundamental issues of security, foreign and defence policy, the prime minister did not want to hear, the home minister did not want to hear, the defence minister did not want to hear," Congress general secretary in-charge communications Jairam Ramesh said.

"The Leader of the Opposition in the Rajya Sabha Mallikarjun Kharge has said that the Lok Sabha and the Rajya Sabha are two interlinked pillars of Parliament. When one is undermined the other is weakened. The Congress leader further said that he would like to remind Prime Minister Narendra Modi and the BJP that on June 10, 2004, the then Prime Minister Singh did not reply to the Motion of Thanks because he was prevented from doing so. "The debate had taken place and here the debate has not taken place. Then, the following year, on March 10, 2005, he thanked the President twice, for 2004 and 2005. This is the BJP's track record," he said.

Ramesh posted on X a video of Singh's speech on March 10, 2005, recalling that the then PM had referred to the fact that he was prevented from replying to the Motion of Thanks on June 10, 2004. On Wednesday night, Ramesh had said that to recall and remind on June 10, 2004, the then prime minister was prevented by the BJP from speaking on the Motion of Thanks to the President's Address.

"'Sir, this is a hard-earned privilege for me since I have had to wait out the entire year to perform this happy task. I would like to take this opportunity to doubly thank the President for her Address last year and her Address this year'," Ramesh recalled.
In the morning, floor leaders of several opposition parties met in Congress president Mallikarjun Kharge's chamber and it was decided that the issue of Gandhi "not being allowed to speak" on the President's address would be raised in the Rajya Sabha. Subsequently, Kharge raised the matter in the Upper House, even as the government asserted that the proceedings of the Lower House cannot be discussed in the Rajya Sabha.
Speaking with reporters in the Parliament House complex, Congress MP and AICC General Secretary organisation K C Venugopal had demanded that Gandhi and other opposition members be allowed to speak on the motion of thanks to the President's address. "Parliament is for debate and discussion. In parliamentary democracy, LoP has a right to speak and initiate the debate which has been completely denied in this House," Venugopal said.
He said the "single point agenda" of the opposition is that the LoP has to be allowed to speak. "Our demand is very clear, let LoP speak. When LoP began his speech, they disrupted the speech and switched off the mic. They passed on the mic to treasury benches. Not a single member from the opposition spoke," he said.
Venugopal reiterated that the LoP and all other opposition party leaders be allowed to speak. "Our fight is to protect parliamentary democracy. LoP must be allowed to speak, other opposition leaders can speak and then the PM can speak," he said.
Meanwhile, the suspended opposition MPs continued their protest on the steps and near the Makar Dwar of Parliament, raising slogans against the government.
In an unprecedented development, the Lok Sabha on Thursday passed the Motion of Thanks on the President's address without the customary speech by Prime Minister Modi, amid vociferous protests by the opposition.
The prime minister was not present in the House when Lok Sabha Speaker Om Birla put the amendments moved by the opposition to the Motion of Thanks to vote, which were rejected. The Speaker then read out the Motion of Thanks to the President for her address to both Houses of Parliament on January 28, which was passed by a voice vote, amid sloganeering by the opposition members.
As the protests continued, the Speaker adjourned the proceedings till 2 PM. Congress members stormed the Well, carrying posters with PM Modi's picture and 'Narendra-Surrender' slogan written at the top.
Samajwadi Party members too were in the Well, carrying three banners and pamphlets raising the issue of demolitions at the Manikarnika ghat on the river Ganga in Varanasi. The SP banners carried pictures of Rani Ahilyabai Holkar, who had developed the ghats nearly 300 years ago.
Trinamool Congress members were also in the Well joining the protest, while other members of the INDIA bloc, including the DMK and the Left, stood at their seats and in the aisle in solidarity.
The face-off between the government and the opposition in Lok Sabha had intensified on Tuesday following the suspension of one CPI(M) and seven Congress members for unruly behaviour for the remainder of the Budget session.

Congress leader Rahul Gandhi on Wednesday exchanged barbs with former party colleague and union minister Ravneet Singh Bittu in Parliament premises.
In videos released by the Congress, Gandhi was heard calling Bittu "a traitor" and the minister retorting with "desh ke dushman" (enemy of the nation) jibe.
The incident took place right outside Parliament's Makar Dwar, the main entrance which MPs take to enter the new Parliament building, where Gandhi was standing in solidarity with suspended Congress MPs, mostly from Punjab.

As soon as he was about to speak, Bittu passed by, and remarked, "they (suspended Congress MPs are sitting here as if they have won a war".
Gandhi hit back, "The thing is, here is a traitor walking right by. Take a look at the face. How he looks."
Gandhi then extended his hand towards Bittu for a handshake, and said, "Hello brother, my traitor friend".
"Don't worry, you will come back (to the Congress)", Gandhi added addressing the Union Minister of State for Railways and Food Processing.
Bittu, however, declined to shake hands with Gandhi and, while pointing to him, said, "desh ke dushman."
The union minister was seen in the videos springing past the Makar Dwar stairs, repeating his "desh ke dushman" charge while pointing at the Congress leaders and suspended MPs, who continued to jeer at him. They were also heard saying, "surrender, surrender".
Bittu, the grandson of late Punjab chief minister Beant Singh, was a former MP of the Congress from Ludhiana and Anandpur Sahib before he switched sides to the BJP ahead of 2024 Lok Sabha elections.

Leader of Opposition Rahul Gandhi on Wednesday cited former Army chief MM Naravane's 'unreleased memoir' to claim that Prime Minister Narendra Modi shed responsibility during the India-China conflict in 2020 and passed the buck on to Naravane.
Addressing reporters in the premises of Parliament House complex, Gandhi held up Naravane's unreleased memoir and said he would like the youngsters in India to know that this 'book' exists despite the government claiming otherwise.
"The Speaker has said this book does not exist, the government has said it does not exist, Defence Minister Rajnath Singh ji has said this book does not exist. Every youngster in India should see this book exists," Gandhi said.

He said Naravane has written the full account of what happened in Ladakh.
Gandhi said he has been told that he cannot quote from this "memoir" in the Lok Sabha.
"The main line is what the PM said -- 'jo uchit samjho woh karo'. The chief of army staff Gen Naravane called Rajnath Singh and said 'Chinese tanks have come on Kailash ridge, what should we do? Rajnath Singh did not reply to him at first. He (Naravane) asked S Jaishankar, NSA (Ajit Doval) and Rajnath Singh ji, but did not get a reply," the Congress leader said citing the "memoir".
"He (Naravane) again called Rajnath Singh ji who said 'I will ask from the top'. There was a standing order from the top that if 'Chinese forces come in then do not fire on them without asking us'. Naravane ji and our army wanted to fire on those tanks because they had entered our territory," he said.
"Narendra Modi gave the message - 'jo uchit samjho woh karo'. Meaning he shed responsibility. 'Unhone army chief se kaha aapko jo karna hai karo meri bas ki nahi hai' (He told the army chief, you do whatever you want, it is beyond me)" Gandhi said, citing the memoir.
The former Congress chief further said the Army chief has written that he felt alone and was abandoned by the entire establishment.
"This is what they are scared of me saying in Parliament," Gandhi said.
"I don't think the PM will have the guts to come to the Lok Sabha today. If he comes, I am going to give him this book," he said.
Later, in a post in Hindi on X, Gandhi said, "Today, if the Prime Minister comes to Parliament, I will present him with a book. This book is not by any opposition leader. This book is not by any foreign author. This book is by the country&rsquo;s former Army Chief, General Naravane &ndash; and the surprising thing is that, according to the Cabinet Ministers, this book does not even exist."
"This book clearly states that when the Chinese army had entered our border, in such a critical moment, the Army Chief was made to wait. And when the time came to take a decision, the Prime Minister simply said &ndash; &ldquo;jo aapko uchit lage woh kijiye"," Gandhi said.

"In other words, in the most serious crisis for the country&rsquo;s security, Modi ji evaded political responsibility," he said.

The government-opposition faceoff in the Lok Sabha intensified on Tuesday as eight protesting MPs were suspended for "unruly behaviour" after Gandhi was disallowed for the second day from quoting an article that cited the unpublished "memoir" of Naravane on the 2020 India-China conflict.
The seven MPs from the Congress and one from the CPI (M) were suspended for the remainder of the Budget session, which ends on April 2, for trying to climb on the table of the secretary general, tearing papers and hurling them at the Chair.
Gandhi has also written to Lok Sabha Speaker Om Birla, lodging his strong protest over being disallowed from speaking in the House on a matter of national security and terming it a "blot on our democracy".
He has also said that it was for the first time in history that LoP was not allowed to speak on the Motion of Thanks on the President's address.

The cause of the fire is reported to be a short circuit in an electric transformer installed on the ground floor of the five-storey hostel building.

A massive fire broke out on Sunday morning in a boys' hostel building injuring eight students here with preliminary reports suggesting that the short circuit led to the blaze, police said.
The incident happened at around 6.15 am in Landmark City under Kunhari police station, Superintendent of Police (SP) Kota City Amrita Duhan said.
According to an initial investigation, a short circuit in an electric transformer installed on the ground floor of the five-storey hostel building led to the fire, the police said. The forensic team, however, is trying to ascertain the exact reason for the incident.
Rakesh Vyas, a fire officer at Kota Municipal Corporation, said the hostel building was not equipped with fire safety measures and did not have a fire NOC. He added that it was alarming that the transformer was installed inside the hostel building.
The police said the six injured students, including one who sustained severe burns, are receiving primary medical treatment at Maharao Bheem Singh (MBS) Hospital here.
One student, who suffered a fracture in his leg after he along with 14 others jumped from the building's first floor to escape the fire, is being treated at a private hospital, they added.
Bhavishya, a NEET aspirant from Bihar's Chindwara who lived in the building, was also injured in the incident. He said he was woken up by a loud noise at around 6.15 am and when he came out of his room, he found thick smoke everywhere.
He said the students decided to jump from the first floor as the staircase was filled with smoke and there was no other way out of the building.
The building had 75 rooms of which 61 were occupied, SP Duhan said.
She added that fire tenders rushed to the spot in time and doused the fire before it could spread to the upper floors.
All the students have been rescued from the building, circle inspector at Kunhari police station Arvind Bhardwaj said.
The parents of the students are being contacted to assure them that their wards are safe, he added.
Bhardwaj said that as most students couldn't carry their mobile phones while they were being rescued, a helpdesk is also being set up for the students and their parents.
The matter is being investigated, the CI said.&nbsp;

The CBI has created a dedicated e-mail ID -- sandeshkhali@cbi.gov.in -- on which victims of land grab in Sandeshkhali, a village in West Bengal, can get their complaints lodged, officials said on Thursday.
The agency has created the e-mail ID in compliance with the orders of the Calcutta High Court passed on Wednesday.
"The District Magistrate, North 24 Parganas has also been requested to give adequate publicity of the said e-mail ID in the locality and also issue a public notice in the vernacular dailies having a wide circulation in the areas as per the Hon'ble High Court's order," a CBI spokesperson said in a statement.
The Central Bureau of Investigation (CBI) will start registering cases on the basis of the complaints received by it, sources said.
The high court on Wednesday ordered a court-monitored CBI probe into allegations of crimes against women and land grabbing in Sandeshkhali, saying an "impartial inquiry" is required in the interest of justice and fair play.
The court also directed the CBI to file a comprehensive report on the alleged illegal conversion of agricultural land into water bodies for pisciculture, after conducting a thorough inspection of the revenue records and a physical inspection of the land alleged to have been converted.
The court asked the central agency to submit a comprehensive report to it on the next date of hearing on May 2.
The state government was directed to provide the required support to the CBI.
The agency is already probing three cases related to attacks on Enforcement Directorate officials at Sandeshkhali allegedly by a mob instigated by Trinamool Congress (TMC) leader Shahjahan Sheikh.

West Bengal Police on Tuesday issued summons to the NIA officer who was injured in the alleged attack during the central probe agency's raid in Purba Medinipur district last week, to appear before the investigating officer of the Bhupatinagar police station on April 11, an official said.
The Bhupatinagar police station investigating officer has also asked the NIA to bring the vehicle which was damaged allegedly during the attack on Saturday, stating that they want to conduct a forensic test of it, he said.
The police officer has also summoned three villagers from Bhupatinagar for questioning in connection to the attack on NIA officers when they went to arrest the two main conspirators in connection with a blast that took place in 2022 at Bhupatinagar in Purba Medinipur district in which three persons were killed.
"The NIA officer has been asked to appear before our officer on April 11. We have also asked them to send the vehicle which was damaged during the attack. We plan to conduct a forensic test on it," he told PTI.
The villagers have been asked to appear in two to three days, the officer said.
A team of the NIA was allegedly attacked by a mob on Saturday when it went to arrest two main suspects in the 2022 blast case in West Bengal's Purba Medinipur district, sparking a political slugfest with Chief Minister Mamata Banerjee accusing the investigators of assaulting villagers.
One NIA officer was injured and a vehicle was damaged in the attack on Saturday.
The attack on the NIA team happened around three months after villagers and locals assaulted a team of Enforcement Department (ED) officers when they went to raid the residence of, now arrested TMC leader Shajahan Sheikh on January 5 in connection with the alleged ration scam.

The girl was admitted to a hospital and her condition is said to be critical. &nbsp; The boy is a student of Class 4. The FIR lodged by the girl&rsquo;s father said that she had gone for tuition classes at 5:30 pm on April 6, when the boy took her to an isolated place and raped her, The Indian Express reported. &nbsp; &ldquo;When she reached home around 7.30 pm, she was bleeding and somehow told us what happened. She knows the accused. We took her to the hospital and rushed towards the boy&rsquo;s house and handed him over to the police,&rdquo; the father said in the FIR.&nbsp;
Deputy Commissioner of Police (DCP) Sukanya Sharma told The Indian Express that a case has been registered. &nbsp; &nbsp; &ldquo;The girl&rsquo;s condition is not stable. The accused is at the police station, and he will be produced before the juvenile court. The medical examination of the victim has confirmed rape. The boy has been booked under various sections including under the Protection of Children from Sexual Offences (POCSO) Act. He will be sent to a juvenile home after being produced in court,&rdquo; Sharma said.&nbsp; Police have also deployed adequate force in the area, as the accused and victim belonged to different communities. &nbsp;
