Punjab set to become first state to empanel sign language interpreters under Juvenile Justice Act

In a pioneering step towards inclusive justice, the Punjab Government is poised to become the first state in India to officially empanel Sign Language Interpreters, Translators, and Special Educators under the Juvenile Justice Act, 2015.

The announcement was made by Dr. Baljit Kaur, Minister for Social Security, Women and Child Development.

Dr. Kaur said the initiative, led by Chief Minister S. Bhagwant Mann, is a major effort to empower children with special needs by removing communication barriers in legal, educational, and everyday environments. “This initiative, undertaken under the leadership of Chief Minister S. Bhagwant Mann, is a strong effort to empower children with special needs by eliminating communication barriers in legal, educational, and daily life settings,” she said.

The professionals will be empanelled under both the Juvenile Justice Act and the Protection of Children from Sexual Offences (POCSO) Act, 2012. According to the Minister, the move will help bridge existing communication gaps, particularly during legal proceedings. “These trained professionals will play a supportive role during court proceedings, thereby ensuring impartial and transparent outcomes,” she added.

Emphasising the state's broader vision, Dr. Kaur stated, “Punjab is committed to building an inclusive society where every child feels heard, understood, and respected.” She described the initiative as a reflection of the government’s commitment to child welfare and rights-based governance.

Dr. Kaur also informed that these professionals will be deployed across districts and remunerated in accordance with legal provisions. “Timely and continuous assistance will be ensured wherever required,” she said.

The move builds on earlier efforts by the Punjab Government to enhance inclusivity. Notably, the state has already begun broadcasting proceedings of the Punjab Vidhan Sabha in sign language—a significant step towards integrating the speech and hearing impaired into mainstream discourse.

The empanelment of Sign Language Interpreters, Translators, and Special Educators marks yet another milestone in the state’s ongoing mission to promote social justice and ensure equal access for all.
