Harvard sued US President Donald Trump's administration Monday in a sharp escalation of the fight between the prestigious university and the Republican, who has threatened its funding and sought to impose outside political supervision.
Trump has sought to bring several prestigious universities to heel over claims they tolerated campus anti-Semitism, threatening their budgets, tax-exempt status and the enrolment of foreign students, but Harvard has refused to bow.
"This case involves the Government's efforts to use the withholding of federal funding as leverage to gain control of academic decision making at Harvard," the Ivy League university said in a lawsuit filed in a Massachusetts federal court that named several other institutions targeted by Trump.
"The Government's actions flout not just the First Amendment, but also federal laws and regulations," said the complaint, which called Trump's actions "arbitrary and capricious."
Trump is furious at Harvard for rejecting government supervision of its admissions, hiring practices and political slant and last week ordered the freezing of $2.2 billion in federal funding to the storied institution.
The lawsuit calls for the freezing of funds and conditions imposed on federal grants to be declared unlawful, as well as for the Trump administration to pay Harvard's costs.
Trump and his White House team have publicly justified their campaign against universities as a reaction to what they say is uncontrolled "anti-Semitism" and a need to reverse diversity programs aimed at addressing historical oppression of minorities.
The administration claims protests against Israel's war in Gaza that swept across US college campuses last year were rife with anti-Semitism.
Many US universities, including Harvard, cracked down on the protests over the allegations at the time, with the Cambridge-based institution placing 23 students on probation and denying degrees to 12 others, according to protest organizers.
"Harvard can no longer be considered even a decent place of learning, and should not be considered on any list of the World's Great Universities or Colleges," Trump said on his Truth Social platform last week.
"Harvard is a JOKE, teaches Hate and Stupidity, and should no longer receive Federal Funds."
 - 'Sweeping freeze' -
Harvard President Alan Garber said that Trump's administration had launched "numerous investigations" into the university's operations.
Last week, Garber flatly refused to "negotiate over (Harvard's) independence or its constitutional rights."
Other top institutions, including Columbia University, have bowed to less sweeping demands from the Trump administration, which claims that the educational elite is too left-wing.
The Department of Homeland Security has also threatened Harvard's ability to enroll international students unless it turns over records on visa-holders' "illegal and violent activities."
International students made up 27.2 percent of Harvard's enrollment this academic year, according to its website.
"Make no mistake: Harvard rejects anti-Semitism and discrimination in all of its forms and is actively making structural reforms to eradicate anti-Semitism on campus," said Monday's lawsuit.
"But rather than engage with Harvard regarding those ongoing efforts, the Government announced a sweeping freeze of funding for medical, scientific, technological, and other research that has nothing at all to do with anti-Semitism."
Trump's claims about diversity tap into long-standing conservative complaints that US university campuses are too liberal, shutting out right-wing voices and favoring minorities.
In the case of Harvard, the White House is seeking unprecedented levels of government control over the inner workings of the country's oldest and wealthiest university -- and one of the most respected educational and research institutions in the world.

The Trump administration claims several countries are currently negotiating lower tariffs with the United States. However, China&rsquo;s Commerce Ministry made a firm statement on Monday, expressing strong opposition to any economic deals that other nations might make with Washington at China&rsquo;s expense.
"Appeasement will not bring peace, and compromise will not be respected," a spokesperson from China&rsquo;s Commerce Ministry declared. "To seek one&rsquo;s own temporary selfish interests at the expense of others' is to seek the skin of a tiger," the ministry warned, indicating that such an approach is destined to fail and cause widespread harm.
"China firmly opposes any party reaching a deal at the expense of China's interests," the spokesperson emphasized. "If such a situation arises, China will never accept it and will resolutely take reciprocal countermeasures."
Beijing also criticized Washington for "abusing" tariffs on all trading partners under the guise of "equivalence," while compelling countries into "reciprocal tariffs" negotiations.
China remains steadfast in defending its rights and interests and is eager to build solidarity with global partners, according to the ministry.
**The US-China Trade War Escalates**
President Trump&rsquo;s aggressive tariff strategy has resulted in both Washington and Beijing imposing significant duties on each other's imports, exacerbating a standoff that has raised fears of a global economic downturn and caused market upheaval.
Recently, Bloomberg reported that the Trump administration plans to pressure nations seeking tariff reductions or exemptions to limit their trade with China, including the potential imposition of monetary penalties.
Despite the tensions, Trump has stated that the United States is engaged in tariff discussions with China and expressed optimism about reaching a favorable agreement to resolve the trade conflict.
"We're in talks with China... they have reached out several times," Trump remarked to reporters at the Oval Office. "I think we're going to make a very good deal with China."
While China has pledged to fight the trade war to the end, it has not confirmed any negotiations with the US, although it has advocated for dialogue.
Beijing has vehemently criticized the US for what it terms "unilateralism and protectionism" and warned against a regression to an international order dominated by the "law of the jungle."
"In a world where the strong prey on the weak, all countries will ultimately become victims," Beijing stated on Monday.

"And we hope, frankly, that Pakistan, to the extent that they're responsible, cooperates with India to make sure that the terrorists sometimes operating in their territory are hunted down and dealt with. That's how we hope this unfolds; we're obviously in close contact. We'll see what happens," Vance said.
Remarks by Vance assume significance amid rising tensions between India and Pakistan in the aftermath of the Pahalgam attack, in which 26 people were killed.
Vance, who was in India last month, had then condemned the attack and expressed solidarity with the victims and their families in a post on X.
The Pahalgam terror attack on April 22, which claimed 26 lives, drew swift and widespread condemnation from global leaders, who expressed solidarity with India and denounced terrorism.
The Resistance Front (TRF), a proxy of the banned Pakistan-based Lashkar-e-Taiba (LeT), claimed responsibility for the attack.
Following the Pahalgam attack, the deadliest in the Valley since the Pulwama strike in 2019, India downgraded diplomatic ties with Pakistan and announced a raft of measures, including suspension of the Indus Water Treaty of 1960 and immediate shutting down of the Attari land-transit post.

The United States stands strong with India against terrorism and Prime Minister Narendra Modi &ldquo;has our full support&rdquo;, the State Department said underlining that Secretary of State Marco Rubio urges India and Pakistan to work towards a responsible resolution that maintains long-term peace and regional stability in South Asia.
State Department Spokesperson Tammy Bruce said at a press briefing Thursday that Washington is &ldquo;monitoring closely&rdquo; the situation between India and Pakistan amid rising tensions.
Secretary of State Marco Rubio spoke separately with External Affairs Minister S Jaishankar and Pakistani Prime Minister Shehbaz Sharif Wednesday.
&ldquo;As the President articulated to Prime Minister Modi last week, the United States stands strong with India against terrorism, and Prime Minister Modi has our full support,&rdquo; Bruce said.
Rubio &ldquo;encouraged both countries to work toward a &hellip;responsible resolution that maintains long-term peace and regional stability in South Asia. We continue to be in touch with the governments of both countries, as I mentioned, at multiple levels,&rdquo; Bruce added.
&ldquo;This government is in constant communication. We are asking for a responsible resolution from both parties. And beyond that, there&rsquo;s nothing I can give you, any other details,&rdquo; she said.
The US has encouraged India and Pakistan to de-escalate tensions, reaffirming its commitment to cooperate with Delhi against terrorism and urging Islamabad&rsquo;s cooperation in investigating the &ldquo;unconscionable" Pahalgam terror attack.
In his call with Jaishankar, Rubio expressed his sorrow for the lives lost in the &ldquo;horrific&rdquo; terrorist attack in Pahalgam that had killed 26 civilians.
Rubio &ldquo;reaffirmed the United States&rsquo; commitment to cooperation with India against terrorism. He also encouraged India to work with Pakistan to de-escalate tensions and maintain peace and security in South Asia,&rdquo; a statement issued by Bruce had said.
Jaishankar said in a post on X that he discussed the Pahalgam terrorist attack with Rubio.
&ldquo;Its perpetrators, backers and planners must be brought to justice.&rdquo; In his conversation with Sharif, Rubio spoke of the need to condemn the terror attack on April 22 in Pahalgam and urged Pakistani officials&rsquo; cooperation in investigating "this unconscionable attack."
He also encouraged Pakistan to work with India to de-escalate tensions, re-establish direct communications, and maintain peace and security in South Asia. The exercise was designed to validate combat readiness, battlefield synergy, and the operational integration of cutting-edge weapon systems under near-battlefield conditions, it said.
A diverse array of advanced capabilities, including multirole fighter aircraft, combat aviation assets, long-range precision artillery, and next-generation field engineering techniques, were employed to simulate conventional battlefield scenarios, it added.
Pakistan warned on Wednesday that the next 36 hours would be critical due to the threat of Indian action.

Prime Minister Mark Carney pledged Tuesday to beat the United States in Donald Trump's trade war, after winning Canada's election and leading his Liberal Party to another term in power.
Following a campaign dominated by Trump's tariffs and annexation threats, Carney promised to chart "a new path forward" in a world "fundamentally changed" by a United States that is newly hostile to free trade.
"We are over the shock of the American betrayal, but we should never forget the lessons," said Carney, who led the central banks of Canada and Britain before entering politics earlier this year.
"We will win this trade war and build the strongest economy in the G7," he said.
Carney's Liberals secured control of Canada's parliament but may fall just short of a majority.
That will require making deals with smaller parties but still marks an extraordinary comeback for the Liberals, who at the start of the year looked headed for an electoral wipeout.
Pierre Poilievre's Conservative Party had been on track to win the vote but Trump's attacks, combined with the departure of unpopular former prime minister Justin Trudeau, transformed the race.
Carney, who replaced Trudeau as prime minister just last month, convinced voters that his experience managing economic crises made him the ideal candidate to defy Trump.
Poilievre fell short of becoming prime minister, but his party was on track to form a strong opposition.
He conceded defeat on Tuesday and promised to work with the Liberals to counter Trump.

Before Trudeau resigned, Trump had mocked him, calling the prime minister "governor" as he urged Canada to become the 51st US state.
Goubault said she expects that mockery to stop.
"It's not the governor anymore, it's the prime minister of Canada, and it's not the 51st state anymore. It's 'We are Canada!'"
Liberal lawmaker and a member of Carney's cabinet, Steven Guilbeault, tied the outcome to Trump.
"The numerous attacks by President Trump on the Canadian economy, but not just the economy, on our sovereignty and our very identity, have really mobilized Canadians, and I think they saw in Prime Minister Carney someone who has experience on the world stage, someone who has experience with the economy," he told the CBC.
Carney led the Bank of Canada through the 2008-2009 financial crisis and headed the Bank of England through the turmoil surrounding the 2016 Brexit vote.

Carney distanced himself from Trudeau throughout the campaign.
He said the former prime minister did not focus enough on growing Canada's economy and scrapped a controversial Trudeau tax on carbon emissions that left many voters seething.
For Poilievre, a 45-year-old who has been in parliament for two decades, the outcome marks a stinging defeat.
He was criticized for the at-times muted anger he directed towards Trump, but said he wanted to keep the focus on domestic concerns.
He tried to persuade voters that Carney would simply offer a continuation of the failed Liberal governance, an argument that fell short.
At the Conservative watch party in Ottawa, Jason Piche told AFP he was surprised by the result.
"I was hoping to have a big celebration tonight," Piche said.
