Earlier today, Public Works Minister S. Harbhajan Singh ETO chaired a joint meeting with officials from the Public Works Department and Punjab Mandi Board to discuss measures for improving the state's roads and bridges. The Cabinet Minister reviewed proposed and ongoing projects under various schemes, with a special focus on link roads. During the meeting, the Minister reviewed the functioning of Anganwadi Centres, the status of vacancies for Anganwadi Workers and Helpers, initiatives under Early Childhood Care and Education, the ongoing Child Begging Rescue and Rehabilitation Campaign under Mission Vatsalya, the progress of the Poshan Tracker application, the Pradhan Mantri Matru Vandana Yojana, and the Beti Bachao-Beti Padhao scheme. She also discussed the construction of Anganwadi Centre buildings and toilets under MGNREGA and directed the official to complete the work of remaining Anganwadi centres and toilets as soon as possible.
Dr. Baljit Kaur directed that daily monitoring of Anganwadi Centres should be the personal responsibility of all district officers. She emphasized that immediate action must be taken against those centres that are not functioning regularly. She also instructed for the expeditious completion of pending work related to the Poshan Tracker app and the upgradation of Anganwadi Centres to be fast-tracked without delay.
The Minister laid special emphasis on personally leading the state&rsquo;s Child Begging Rescue and Rehabilitation Campaign being run under Mission Vatsalya. She also directed for a comprehensive review of the functioning of Specialized Adoption Agencies and sought detailed information on all adoptions that have taken place in the state during the past three years.
Further, Dr. Baljit Kaur instructed the department&rsquo;s Director to felicitate officers who are performing exceptionally well in the discharge of their duties by awarding them appreciation certificates, to encourage a culture of commitment and healthy competition. She categorically stated that disciplinary action must be initiated against district officials whose performance is found to be unsatisfactory, ensuring strict implementation of government schemes without any negligence.

With an aim to realise the vision of Chief Minister Bhagwant Singh Mann to develop a healthy society and make the state a &lsquo;Rangla Punjab&rsquo; again, Punjab Health and Family Welfare Minister Dr. Balbir Singh on Wednesday, highlighted the importance of returning to natural farming practices, stating that in earlier times, agricultural fields thrived without chemical pesticides and fertilizers, relying instead on earthworms and frogs as natural fertilizers to produce nutritious food.
The Health Minister was addressing the event organised by Food and Drugs Administration (FDA) Punjab to mark the &lsquo;World Food Safety Day-2025&rsquo; in line with the global theme for the year, &ldquo;Food Safety: Science in Action&rdquo;. The event, organised at Mahatama Gandhi Institute of Public Administration (MGSIPA) here, witnessed a series of expert-led sessions, shedding light on various aspects of food safety in the context of Punjab.
Emphasising the critical link between soil health and human well-being during his address, Dr Balbir Singh advocated for fresh and organic food, calling it the foundation of good health. Sharing his personal commitment to clean eating, he revealed that he practices kitchen gardening at home to ensure access to chemical-free and nutrient-rich food. He also stressed the importance of hygienic cooking and food preparation to prevent contamination and food borne illnesses.
Underlining the responsibility of the Food and Drugs Administration (FDA), the Minister directed officials to strengthen food safety mechanisms by upgrading laboratories and ensuring strict enforcement against adulteration. "Merely collecting food samples is not enough; the FDA must ensure that every citizen receives pure and unadulterated food," he asserted. He further instructed officials to conduct regular awareness drives to educate food vendors on maintaining hygiene standards.
To empower citizens in ensuring food safety, Dr Balbir Singh encouraged the public to make maximum use of Mobile Food Testing Vans, which are equipped to examine over 150 parameters in milk, paneer, spices, and other daily consumables. "These vans are a crucial tool in our fight against food adulteration&mdash;I urge every individual to get their food tested," he said.&nbsp;
The Minister also emphasised the need for balanced diets and informed dietary choices, urging the FDA to intensify public education campaigns on nutrition and government health initiatives.
Concluding his address, Dr Balbir Singh appealed to all Punjabis to adopt the "Eat Right, Stay Healthy" approach and contribute to building a healthier, and nutritionally secure Punjab.

Dr Manvesh, Assistant Professor at GADVASU, addressed concerns related to adulteration in milk and milk products, identifying it as a major food safety issue in the region.
Representatives from the food industry also contributed valuable perspectives during the event with Director Scientific &amp; Regulatory at Pepsico Shaminder Pal Singh and Managing Director of Nik Bakers Vinod Mittal highlighting the industry roles and initiatives in upholding food safety standards. Amidst the ongoing campaign to make Punjab a safe and secure state as per directions of Chief Minister Bhagwant Singh Mann, Punjab Police&rsquo;s State Special Operation Cell (SSOC) Mohali on Wednesday arrested Resham Singh, a key operative of banned outfit Sikhs for Justice (SFJ) and close aide of USA-based head of SFJ Gurpatwant Singh Pannu, for his involvement in vandalising the statue of Dr BR Ambedkar in Phillaur and executing a series of Pro-Khalistan graffiti across the state.
Divulging details, Director General of Police (DGP) Punjab Gaurav Yadav said that preliminary investigation has revealed that acting on the directions of USA-based Surinder Singh Thikriwal&mdash;a wanted criminal in multiple UAPA cases&mdash;and SFJ chief Gurpatwant Singh Pannu, the arrested accused, who belongs to village Hamidi in Barnala, had vandalised the statue of Dr BR Ambedkar at Nangal in Phillaur in the first week of June 2025.
He said that accused Resham Singh, who is also accused of repeatedly defacing public property with Pro-Khalistan and Pro-SFJ graffiti in districts including Patiala, Faridkot, Jalandhar and other districts, had been absconding since the incident.
&ldquo;During the Indo-Pak escalation in May 2025, he (Resham Singh) painted inflammatory slogans such as &lsquo;Pakistan Zindabad&rsquo; and &lsquo;Khalistan Zindabad&rsquo; to incite public unrest and promote anti-national sentiments,&rdquo; said the DGP, while adding that evidence also indicates the accused was receiving foreign funding to carry out these unlawful activities.
DGP Gaurav Yadav said that the arrested accused had previously been arrested in two UAPA cases&mdash;registered in Karnal (Haryana) and Sangrur&mdash; for painting anti-national graffiti. Further investigation is underway to establish forward and backward linkages in this case, he said.
Sharing operation details, AIG SSOC Mohali Ravjot Grewal said that police teams had received a reliable input about the involvement of accused Resham Singh in painting graffities on walls and bridges containing content specifically targeting actions intended to excite secession, armed rebellion, or subversive activities. Based on inputs and sustained surveillance, the SSOC Mohali team launched an intelligence-led operation and arrested accused Resham from Kharar in Mohali, where he was provided hideout by his handler Surinder Thikriwal, she said.
&nbsp;She said that during sustained interrogation, accused Resham Singh revealed that he was first introduced to the SFJ network in 2019 through Harpreet Singh alias Rana, who hosted the media channel &ldquo;Politics Punjab&rdquo; (now banned) operated from the USA. Harpreet Rana was instrumental in connecting Resham to key SFJ members including Bikramjit Singh (USA), JS Dhaliwal, and Gurpatwant Singh Pannu himself, she added.
&nbsp;The AIG said that after being released from Sangrur Jail in May 2024 after around two years, the accused resumed his anti-national activities under the influence of Surinder Thikriwal, who is an ex-terrorist from Village Thikriwal in Barnala and had fled to USA in 2022.
She said that probe has revealed that after each act, accused Resham used to record videos and send them to his handlers abroad, who used them to fuel secessionist propaganda. Till now the accused has received around Rs 8 to 10 Lacs from his foreign based handlers, she added.
In this regard, a case FIR No. 08 dated 18.06.2025 has been registered under Sections 151, 196 and 61(2) of the Bharatiya Nyaya Sanhita (BNS) at Police Station SSOC, SAS Nagar.&nbsp;

On night of 23-24 May, 2024, Resham imprinted graffiti &ldquo;SFJ Khalistan&rdquo; on the sidewall of Patiala-Sangrur Highway flyover.
On night of January 23, 2025, Resham imprinted graffiti &ldquo; Khalistan Zindabad- SFJ&rdquo; on the side wall of Nehru Stadium, Faridkot and pasted Khalistan flag on the wall. At the same time Resham imprinted many graffities at the nearby walls in same area disrupting law and order.
On the night of around 15-16 May, 2025, Resham imprinted graffiti &ldquo;Khalistan Zindabad- Pakistan Zindabad- Trump Zindabad- SFJ&rdquo; on the wall of Railway station, Khurdpur Railway Station, Adampur, Jalandhar. He also placed banner written with &nbsp;&ldquo;Sikhs welcome Pakistan Army&rdquo; on the wall.
On night of June 1 and 2, 2025, Resham defaced Dr BR Ambedkar statue in Phillaur, &nbsp;Jalandhar district with black paint spray and stamped with &lsquo;SFJ&rsquo;, and a Khalistan flag was put around it. Also on the wall of nearby school he imprinted &ldquo;Khalistan Graffiti&rdquo;.
&nbsp;On March 9-10, 2025, Resham imprinted graffiti &ldquo;US Trump Zindabad: Khalistan Zindabad&rdquo; on the walls of Central University at Village Ghuda in Bathinda.
On June 8-9, 2025, Resham imprinted graffiti &ldquo;Dr Ambedkar Murdabad: Khalistan Zindabad&rdquo; on the walls of Dr Ambedkar Housing Society in SAS Nagar. He also hosted flag with content &ldquo;Sikh Hindu Nahi&rdquo; imprinted on it.

Continuing its crusade against corruption, the Punjab Vigilance Bureau (VB) has arrested Varinderpal Singh Dhoot, Naib Tehsildar, a resident of village Dhoot Kalan, in Hoshiarpur, for amassing assets disproportionate to his known sources of income.&nbsp;
Disclosing this here today an official spokesperson of the state VB said the arrest follows a vigilance enquiry conducted by Jalandhar range, which investigated allegations of Dhoot accumulating wealth beyond his legitimate earnings, both in his own name and through family members.
He further added that the enquiry covered the period from January 01, 2009, to December 31, 2018. Investigations revealed that Dhoot&rsquo;s total income from known sources during this check period was Rs. 3,58,97,111.59. However, his total expenditure and assets acquired amounted to Rs. 11,18,34,544.22 &ndash; a staggering Rs. 7,59,37,432.63 (211.54%) more than his lawful income.&nbsp;
The spokesperson informed that this substantial disparity establishes that Dhoot, while serving as a public servant, acquired immovable and moveable assets and spent funds far exceeding his legitimate earnings, thereby violating anti-corruption laws.
In this regard a case under the Prevention of Corruption Act has been registered at VB Police Station, Jalandhar Range and the accused has been arrested. He would be produced in the competent court tomorrow and further investigation into this case was under progress, he said.

In a first-of-its-kind initiative in elections, the Election Commission of India (ECI) under the leadership of CEC &nbsp;Gyanesh Kumar recently introduced the mobile phone deposit facility at all polling stations to be implemented from the upcoming Bye elections including that of Bye elections to be held for Assembly Constituency 64-Ludhiana West on 19th June.

w facility, based on instructions issued by the Election Commission of India on 23rd May 2025, aims to enhance the voter experience while at the same time upholding the secrecy of voting as mandated under Rule 49M of the Conduct of Elections Rules, 1961. Voters arriving at polling stations with mobile phones will now be able to securely deposit their devices at designated counters just outside the polling station entrance. These counters will be managed by trained volunteers using jute/cloth bag mobile holders as per ECI guidelines.
The facility is designed to facilitate all the voters, particularly women, senior citizens, and persons with disabilities, who often face difficulty without access to their mobile phones. However, Phones will not be allowed inside the polling stations and must be switched off within the 100-metre periphery to maintain the secrecy and decorum of the election process.
Sibin C., Chief Electoral Officer, Punjab, while announcing the pilot of this initiative, stated, &ldquo;Implementing the mobile phone deposit facility during the Ludhiana West bye-elections is part of our broader effort to improve the convenience of the voters, while maintaining the secrecy of voting.&rdquo;
The facility will be uniformly implemented across all 194 polling stations in the Ludhiana West constituency during the upcoming by-election. Proper arrangements are also being made to ensure that the deposited mobile phones are returned safely after voting.

Sharing the details about the vaccination drive, Punjab Animal Husbandry, Dairy Development, and Fisheries Minister S. Gurmeet Singh Khudian informed that over 57.84 lakh animals have been vaccinated, achieving an impressive coverage of 99.56% of the state's cattle and buffalo population. Notably, the vaccination was provided free of cost at the livestock farmers' doorstep to ensure widespread accessibility. Around 900 veterinary teams were pressed into service for successful completion of this massive drive, underscoring the Animal Husbandry Department's commitment to animal welfare and farmer support.
With FMD, a significant threat to livestock, causing substantial economic losses due to reduced milk yield and abortions in animals, the Animal Husbandry Minister said that the department has vaccinated nearly the entire cattle and buffalo population, which is a monumental stride towards disease prevention and control.

Campaigning for the bypoll to the Ludhiana West assembly segment in Punjab came to an end on Tuesday evening with the major parties - AAP, Congress, BJP and Shiromani Akali Dal - making last-ditch efforts to mobilise support for their respective candidates.
Hours before the campaigning ended at 6 pm, political leaders intensified canvassing to woo voters of the urban constituency of Punjab's industrial hub.
The Ludhiana West assembly seat fell vacant following the death of AAP MLA Gurpreet Bassi Gogi in January.
Polling will be held from 7 am till 6 pm on June 19 and the counting will be held on June 23.
There are a total of 14 candidates in the fray for the by-election. A total of 1.74 lakh voters are eligible to exercise their franchise, 84,825 of them women and 10 of third gender.
There will be a total of 194 polling stations for the bypoll and 100 percent live webcasting of polling stations, officials said.
The ruling AAP has fielded Rajya Sabha member Sanjeev Arora for the bypoll.
Arora (61) is a Ludhiana-based industrialist and is also known for his social welfare work. He runs the Krishna Pran Breast Cancer Charitable Trust. Arora has been a member of the Rajya Sabha since 2022.
The AAP took out a roadshow during the day in support of Arora. It was led by the party's Punjab in-charge and former deputy chief minister of Delhi Manish Sisodia. Punjab AAP president Aman Arora and Sanjeev Arora were also part of it.
Sisodia urged voters to vote for the party candidate in the bypoll. "AAP is committed to transforming Ludhiana West into a model constituency. By voting for Sanjeev Arora, you will ensure progress and clean governance for your constituency." The opposition party Congress has placed its bet on former minister and Punjab Congress working president Bharat Bhushan Ashu (51).
Ashu had remained MLA twice from this seat in 2012 and 2017. He was defeated by Gogi by a margin of 7,512 votes in the 2022 Punjab assembly polls. Ashu had remained food and civil supplies minister in the previous Congress regime.
The BJP has field party's senior leader Jiwan Gupta. He is a member of the core committee of Punjab BJP. He had earlier remained the party's state general secretary.
The SAD named Parupkar Singh Ghuman as its candidate for the bypoll. Ghuman is a lawyer and the former president of Ludhiana bar association.
Punjab Chief Minister Bhagwant Mann, along with AAP supremo Arvind Kejriwal aggressively campaigned in favour of party nominee Arora.
They urged voters to vote for Arora with Kejriwal announcing that the AAP candidate will be made the cabinet minister if he is elected in the bypoll.
Mann described the election as a battle between "humility" and "arrogance" while highlighting that Arora represents "simplicity" while the Congress nominee is known for "arrogance." During canvassing, Mann said the bypoll is a clear choice between "pyaar (love) and 'hankaar' (arrogance)." Kejriwal lauded Arora for his philanthropic efforts, mentioning his role in raising Rs 16 crore for a child struggling with a rare disease in Delhi, and assured the public that with Arora's election, Ludhiana West would witness "unparalleled development." The Ludhiana West bypoll is seen as a litmus test for Mann and the ruling party's national leadership which has been aggressively campaigning to retain this seat.
In November last year, the AAP had won three out of four assembly bypolls.
Prior to that the party had party faced a drubbing in the Lok Sabha polls in which it could win only three of 13 parliamentary constituencies.
Punjab Congress leaders including party's general secretary in-charge Punjab and former Chhattisgarh chief minister Bhupesh Baghel, former Chief Minister and MP Charanjit Singh Channi, Punjab Congress president Amrinder Singh Raja Warring, Amritsar MP Gurjit Singh Aujla, MLAs Rana Gurjit Singh, Tript Rajinder Singh Bajwa, Pargat Singh and Aruna Chaudhary campaigned for Ashu.
While Ashu reminded voters of the previous record of development in the constituency, he said that his electoral fight was not against Arora, but Kejriwal, who was allegedly fighting for his own backdoor entry to Rajya Sabha from Punjab.
Prestige is at stake for the BJP in the bypoll as well. Leaders including Union Ministers Hardeep Singh Puri, Ravneet Singh Bittu, Delhi Chief Minister Rekha Gupta, Haryana Chief Minister Nayab Singh Saini, BJP leader Tarun Chugh, former union minister Anurag Thakur and Punjab BJP chief Sunil Jakhar canvassed for Gupta.
Delhi Chief Minister Gupta during the poll campaign alleged that Bhagwant Mann is just a "mukhota" (mask) as the Punjab government is being run by the leaders of the AAP who have been "rejected" by people of the national capital.
In the 2024 Lok Sabha polls, BJP's Ravneet Singh Bittu had led from the Ludhiana West assembly segment, which is part of the Ludhiana parliamentary seat. However, he lost to Congress nominee Amrinder Singh Raja Warring.
The Ludhiana West bypoll is also going to be a test of the leadership of Sukhbir Singh Badal, president of the Shiromani Akali Dal, which is looking to resurrect itself after a series of crushing electoral losses.
Badal, who was elected again as party president in April after he resigned following being declared 'tankhaiya' (guilty of religious misconduct) by the Akal Takht last year, led his party's poll campaign for the party nominee Parupkar Singh Ghuman.
Badal was camping in Ludhiana for poll campaigning and meeting party workers, asking them to put in their best efforts to register victory in the bypoll.
Three rebel leaders - Sohan Singh Thandal, Anil Joshi and Sikander Singh Maluka - recently returned to the party fold with Badal saying the party was witnessing a steady comeback of leaders who left the party for various reasons in the past.

Punjab Chief Electoral Officer (CEO) Sibin C held a video conference meeting on Monday to review the arrangements for the by-election to the 64-Ludhiana West Assembly Constituency. The meeting was attended by Deputy Commissioner-cum-District Election Officer Himanshu Jain, Commissioner of Police Swapan Sharma, and Returning Officer Rupinder Pal Singh.
During the meeting, the CEO instructed the district officials to exercise heightened vigilance in the final phase of the election process. He emphasized strict surveillance during the last 72, 48, and 24 hours before polling, and until the election process concludes.
Sibin C directed that all outsiders, including &nbsp;political leaders, must vacate the constituency area after the election campaign ends at 6 PM on June 17. He also emphasized strengthening 24x7 surveillance through CCTV to curb illegal distribution or smuggling of liquor, cash, drugs, or other inducements.
The CEO directed that strict action should be taken immediately upon receiving any complaint regarding attempts to influence voters through cash or freebies distribution.
In view of the hot weather, the Chief Electoral Officer instructed officials to ensure adequate facilities for voters at polling stations, including drinking water, 'chhabil', &nbsp;waiting areas, toilets, and sheds. He also urged that voters be encouraged to follow COVID-19 advisory guidelines issued by the Health Department.
Sibin C also reviewed the live webcasting of 100% polling stations for real-time monitoring and took stock of arrangements at polling booths, strong rooms, counting halls, and medical facilities. He directed that any violation of the Model Code of Conduct be dealt with promptly as per the Election Commission's guidelines.
The DC-cum-District Election Officer and Police Commissioner assured the CEO that all preparations for the by-election are complete and the election process will be conducted smoothly in accordance with Election Commission guidelines. They further assured that all directives given in the meeting would be implemented in a timely manner.
The meeting was also attended by Additional CEO Harish Nayar, Joint CEO Sakatar Singh Bal, Election Officer Anju Bala, and other senior officials from the CEO office.
Key Statistics of Voters and Polling Booths:
Sibin C informed us that the total number of registered voters in the Ludhiana West constituency is 1,74,437, &nbsp;comprising 89,602 male voters, 84,825 female voters, and 10 third-gender voters.&nbsp;
For the by-election, a total of 194 polling booths have been set up at 66 locations. These include 10 model polling booths, one all-women-managed booth, one eco-friendly "green" booth, and one booth operated by PWD staff. Additionally, 13 booths have been declared critical, where paramilitary forces will be deployed.
To facilitate senior citizens, persons with disabilities, and voters with medical issues, home voting was conducted, and a total of 239 voters participated in this initiative.
The CEO stated that voting will take place on June 19 from 7:00 AM to 6:00 PM, and counting of votes will begin at 8:00 AM on June 23 at Khalsa College for Women, Ludhiana, which has been designated as the counting center.&nbsp;
He added that security checkpoints have been established at 54 locations across the constituency, and all activities are being closely monitored by the security forces.

Expressing deep concern over the increasing trend of vulgar and obscene content being circulated on social media platforms, Punjab Social Security, Women and Child Development Minister Dr. Baljit Kaur today said such material poses a direct threat to the psychological and social well-being of children.
Welcoming the orders issued by the Punjab State Commission for Protection of Child Rights to the ADGP (Cyber Crime) for strict action against those posting such content, Dr. Baljit Kaur reiterated the Punjab Government&rsquo;s firm commitment to safeguarding children and protecting their rights. &nbsp; The Minister has directed all District Social Security, Women and Child Development Officers to keep a strict watch on the circulation of such objectionable content at their level. She instructed that any complaint or information received regarding such content must be immediately shared with the police and the Child Rights Commission. Additionally, awareness campaigns must be organized at the local level to sensitize parents, teachers, and youth about the responsible use of social media.
Reaffirming the government&rsquo;s resolve to ensure a safe and nurturing environment for children&rsquo;s overall development, Dr. Baljit Kaur stated that any elements adversely affecting the mental health of children will not be tolerated under any circumstances. The culprits will face the strictest legal action and be made examples of, to deter others from posting obscene content online.&nbsp;
The Minister also instructed the Police Department to intensify surveillance of such content on social media and take immediate action against individuals involved in creating or uploading it, under relevant sections of the Bharatiya Nyaya Sanhita (BNS) 2023, IT Act 2000, and POCSO Act 2012.
&nbsp;Dr. Baljit Kaur further appealed to parents, teachers, social organizations, and the public to promptly report any such content or individuals involved in circulating it to the police or the Child Rights Commission without delay. &ldquo;Creating a safe, healthy, and positive digital environment for children is a shared responsibility of all of us,&rdquo; she emphasized.

The Minister added that, following the Chief Minister&rsquo;s directives, state officials studied the reforms introduced by the Gujarat government in institutions like Ahmedabad Urban Development Authority, as well as the models adopted by the Uttar Pradesh government in Noida, Meerut, Kanpur and Lucknow. After a detailed analysis of the impact of these models, the officials submitted their findings to the government. Based on these conclusions, a decision was taken to amend Section 29(3) of the Punjab Regional and Urban Planning and Development (PRTPD) Act.&nbsp;
He further stated that this decision will facilitate swift action on development matters involving key institutions such as the Greater Mohali Area Development Authority (GMADA), Greater Ludhiana Area Development Authority (GLADA), and Punjab Urban Development Authority (PUDA), thereby benefitting the people of the state. This change will streamline the functioning of development authorities and ensure timely decision-making. It also marks a major step toward decentralization of powers.&nbsp;
The Cabinet Minister also highlighted that including departments such as Revenue, Industries, Water Supply and Sanitation and others in the decision-making process of development authorities will strengthen inter-departmental coordination.&nbsp;
Mr. Harbhajan Singh ETO strongly criticized the opposition parties for making baseless and misleading statements on this issue, accusing them of attempting to confuse the public for political gain.

In a major counter-espionage operation amidst the ongoing drive to make Punjab a safe and secure state as per directions of Chief Minister Bhagwant Singh Mann, Amritsar Rural Police has arrested an Indian Army personnel and his aide suspected of espionage activities linked to Pakistan&rsquo;s Inter-Services Intelligence (ISI), said Director General of Police (DGP) Punjab Gaurav Yadav here on Sunday.
The arrested accused have been identified as Gurpreet Singh alias Gopy Foji, a resident of Dhariwal in Amritsar&mdash; presently, serving in the Indian Army and posted in Jammu; and his associate Sahil Masih alias Shali, a resident of Dhariwal in Amritsar.
DGP Gaurav Yadav stated that preliminary investigation revealed that Gurpreet Singh was in direct contact with operatives of the Pakistan ISI and is suspected of sharing sensitive and confidential information via pen drives. The key ISI handler involved in the case has been identified as Rana Javed, he added.
The DGP said that two mobile phones containing virtual numbers, reportedly used to communicate with ISI operatives, have been recovered from the possession of both the arrested accused persons. Further investigations are underway to dismantle the broader espionage-terror network and identify all collaborators in this case, he said.
Sharing more details, Senior Superintendent of Police (SSP) Amritsar Rural Maninder Singh said that accused Gurpreet Singh alias Gopy Foji was recruited into the Army in 2016 and systematically exploited his official position to collect, store, and transmit classified military information via pen drives and discs.
The espionage network was reportedly facilitated by an acquaintance identified as Arjan, a Dubai-based drug trafficker from Dhariwal, who introduced Gurpreet to ISI operatives five months ago, he said, while adding that since then, Gurpreet has actively engaged in the unauthorised collection and relay of sensitive military data to the ISI using pre-decided drop locations.
The SSP said that in lieu of this espionage activity, accused Gurpreet was receiving monetary compensation through a complex financial network involving intermediary bank accounts of friends, relatives, and foreign associates to evade detection. In an intelligence-led operation, police teams have arrested, Gurpreet and his associate Sahil Masih, while they were attempting another handover of sensitive data, he said.
He said that further investigations are in progress to unravel the wider nexus and identify additional conspirators, both domestic and foreign-based.
A case FIR No. 140 dated 21.06.2025 has been registered under sections 3, 5, and 9 of the Official Secrets Act and section 3(5) of the Bharatiya Nyaya Sanhita (BNS) at Police Station Lopoke in Amritsar Rural.

The Punjab Cabinet has approved the hiring of 500 jail staff, enhancing security and operations. This includes 29 Assistant Superintendents, 451 Warders, and 20 Matrons. An industrial plot policy was also endorsed.

In order to enhance the security in jails, the Punjab Cabinet led by Chief Minister Bhagwant Singh Mann on Saturday gave approval for filling 500 posts of various cadres in the jail staff.&nbsp;
A decision to this effect was taken by the Council of Ministers in its meeting held here under the chairmanship of the Chief Minister at his office in Punjab Civil Secretariat I.&nbsp;
Divulging the details a spokesperson of the Chief Minister&rsquo;s Office said that, the Cabinet also gave its concurrence to recruit 500 vacant posts of Assistant Superintendents, Warder and Matron under direct recruitment quota in the Jails Department, Punjab. This recruitment will include 29 Assistant Superintendents, 451 Warder and 20 Matron, which will be done by Punjab Subordinate Services Selection Board, thereby helping to beef up the security in the jails. This move will act as a catalyst in further streamlining the functioning of the jails besides helping in making them safe and secure.&nbsp;
APPROVES COMPREHENSIVE POLICY FOR FRAGMENTATION AND SUB DIVISION OF INDUSTRIAL PLOTS
The Cabinet also approved a comprehensive policy for the fragmentation and sub-division of industrial plots in PSIEC-managed industrial estates to enhance land use efficiency. This policy caters to the demands of industrialists and plot owners as well as of prominent industry associations, including the Confederation of Indian Industry (CII), Mohali Chamber of Industry &amp; IT, and Mohali Industrial Association. It addresses the need for smaller industrial plots, particularly for the IT and service sectors, to promote efficient land use, attract investments and establish a structured, transparent mechanism for plot fragmentation and sub-division.
The policy facilitates the optimization of land usage, boosts operational efficiency, and supports project expansion by addressing long-standing demands from industrial stakeholders. It applies to freehold plots of 1,000 square yards or larger, with subdivided plots maintaining a minimum size of 400 square yards. A fee of 5% of the current reserve price of the original plot will be charged, reduced to 50% for family members or legal heirs of a deceased allottee.
This policy includes a Standard Operating Procedure (SOP) to streamline its implementation. This landmark decision reflects the Government's commitment to
foster a business-friendly environment and support Punjab's industrial ecosystem. The policy is poised to drive economic growth by providing greater flexibility to stakeholders while ensuring compliance with regulatory standards.
EX POST FACTO APPROVAL FOR CONSTITUTION OF HIGH POWERED CABINET SUB COMMITTEE&nbsp;
The Cabinet also gave Ex-post facto approval for the constitution of the High-Powered Cabinet Sub Committee to intensify the &lsquo;War on Drugs&rsquo; program of the State of Punjab. This move will further help in day to day scrutiny of the ongoing war against drugs thereby making Punjab free from the menace of drugs and wean away the youth of state from this scourge.
GIVES NOD TO FRAME PUNJAB FIRE AND EMERGENCY SERVICES (VALIDITY OF FIRE SAFETY CERTIFICATE) RULES, 2025
The Cabinet also gave nod for Framing of Punjab Fire and Emergency Services (Validity of Fire Safety Certificate) Rules, 2025. This will enable the state Government to prescribe the period of Fire Safety Certificate in the case of buildings or premises, including those of specified risk categories through a notification.
PUNJAB FACTORY RULES, 1952 AMENDED FOR EASE OF DOING BUSINESS&nbsp;
The Cabinet also gave approval to Amend Rule 2A, Rule 3A, Rule 4 and Rule 102 of Punjab Factory Rules, 1952 for facilitating Ease of Doing Business. &nbsp;This will enable Self certification plans of the factories by any civil/structural/ mechanical engineer with 5 years of experience or Masters Degree with 2 years experience subject to verification by the department. Structural stability certificate by any civil/structural engineer with 5 years of experience or Masters Degree with 2 years experience will also be allowed subject to verification by the department. Likewise, Women workers will be allowed to work in the manufacturing of pottery and ceramics, and the process of extracting vegetable oil which is banned presently.&nbsp;
CONSENT TO AMEND THE PUNJAB LABOUR WELFARE FUND ACT 1965&nbsp;
The Cabinet also gave consent to Amend the Punjab Labour Welfare Fund Act 1965. Several provisions of the Act are no longer in line with present-day needs. So, various provisions of the Act have been amended to secure the interests of the Labour by making the Fund more realistic and progressive. This fund will safeguard the interests of the labour thereby enabling them to live life with dignity and pride.
GREEN SIGNAL FOR UP-DATION OF PUNJAB FINANCIAL RULES VOLUME I AND VOLUME-II
The Cabinet also gave its green signal for Up-dation of Punjab Financial Rules Volume I and Volume-II as these Rules were framed in the year 1984. As, since then, a lot of changes have been made by way of instructions issued by the Department of Finance, so, there was a need to incorporate them in rules to avoid litigation and confusion.
*NOD TO AMEND SECTION 29(3) OF THE PRTPD ACT*
*In a landmark decision reflecting visionary leadership, the Hon&rsquo;ble Chief Minister has proactively decided to delegate the Chairmanship of all Urban Development Authorities to the Chief Secretary. This bold reform is aimed at strengthening decentralised governance, speeding up decision-making, and empowering the administrative setup to act swiftly on ground-level issues.*
*Previously, these authorities had inconsistent structures. Now, the Cabinet has approved a uniform framework across all 8 authorities, with Deputy Commissioners and Municipal Commissioners included as members&mdash;ensuring that local matters are resolved efficiently at the authority level itself.*&nbsp;
*The decision is based on a comprehensive review of national models, where such bodies are headed by IAS officers or Ministers&mdash;not Chief Ministers&mdash;as seen in Ahmedabad, NOIDA, Kanpur, Bangalore, and others. By delegating routine matters, the Hon&rsquo;ble CM has ensured that strategic oversight remains focused on larger state priorities, while operational decisions are handled promptly.*
*Additionally, the Cabinet approved a long-pending update of the Punjab Financial Rules (Vol I &amp; II), last revised in 1984. The updated rules will codify past instructions, reduce legal ambiguity, and streamline financial governance.*

Addressing a one-day state-level training programme on &lsquo;Adoption Regulation-2022&rsquo; organised today at the Mahatma Gandhi State Institute of Public Administration, Chandigarh, Punjab&rsquo;s Social Security, Women and Child Development Minister, Dr. Baljit Kaur, stressed the need to make the legal adoption process more efficient and sensitive. She stated that this training programme was organised to sensitize and equip officials of the concerned departments to ensure that there are no legal hurdles in the adoption process, thereby guaranteeing a secure future for such children.
The programme was organised by the Department of Social Security, Women and Child Development, Punjab, with the support of the Central Adoption Resource Authority (CARA) and the National Institute of Public Cooperation and Child Development (NIPCCD), Mohali.
Expressing concern over the harsh reality of society, Dr. Baljit Kaur said it is unfortunate that incidents of newborns being abandoned or harmed still occur. She appealed to well-off and capable families to come forward and legally adopt such orphaned and destitute children as a humane gesture. This would not only provide parental love to these children but also secure their future.
The Minister emphasized that the objective of this training programme is to ensure that all stakeholders involved in the adoption process are fully aware of its legal framework. This, she added, will help ensure that every adoption in the future is carried out as per prescribed rules, safeguarding the rights of the children.
Dr. Baljit Kaur reiterated that the Punjab Government, under the leadership of Chief Minister S. Bhagwant Singh Mann, is committed to providing love, security, and a bright future to every child.
