Observing that Justice Yashwant Varma's conduct does not inspire confidence, the Supreme Court on Wednesday posed sharp questions to the judge seeking invalidation of a report by an in-house inquiry panel which found him guilty of misconduct in the cash discovery row.
The top court asked Justice Varma why did he appear before the in-house inquiry committee and not challenge it then and there.
It told Justice Varma that he should have come earlier to the apex court against the in-house inquiry panel's report.
A bench of Justices Dipankar Datta and AG Masih said if the Chief Justice of India has material to believe that there is misconduct by a judge then he can inform the president and the prime minister.
"Whether to proceed or not proceed is a political decision. But judiciary has to send a message to the society that process has been followed," the bench observed.
Senior advocate Kapil Sibal, appearing for Justice Varma, submitted that the in-house inquiry panel's recommendation for his removal is unconstitutional.
Sibal told the court that recommendation of proceedings for removal in this manner would set a dangerous precedent.
He said Justice Varma did not approach earlier as tape was released and his reputation was already damaged.
The top court also pulled advocate Mathews J. Nedumpara seeking registration of an FIR against Justice Varma.
During the hearing, Justice Dipankar Datta questioned Nedumpara on whether he had even approached the police with a formal complaint before seeking the registration of an FIR.
The top court reserved its order on Justice Varma&rsquo;s petition challenging the in-house inquiry procedure and the Chief Justice of India&rsquo;s recommendation for his removal.
It also reserved its order on a separate petition filed by Nedumpara seeking registration of an FIR.
Justice Varma has also sought quashing of the May 8 recommendation by then Chief Justice of India Sanjiv Khanna, urging Parliament to initiate impeachment proceedings against him.
In his petition, Justice Varma submitted that the inquiry "reversed the burden of proof", requiring him to investigate and disprove the charges levelled against him.
Alleging that the panel's findings were based on a preconceived narrative, Justice Varma said the inquiry timelines were driven solely by the urge to conclude proceedings swiftly, even at the expense of "procedural fairness".
The petition contended that the inquiry panel drew adverse findings without affording him a full and fair hearing.
A report of the inquiry panel probing the incident had said that Justice Varma and his family members had covert or active control over the store room where a huge cache of half-burnt cash was found following a fire incident, proving his misconduct which is serious enough to seek his removal.
The three-judge panel headed by Chief Justice Sheel Nagu of the Punjab and Haryana High Court conducted the inquiry for 10 days, examined 55 witnesses and visited the scene of the accidental fire that started at around 11.35 pm on March 14 at the official residence of Justice Varma, then a sitting judge of the Delhi High Court and now in the Allahabad High Court.
Acting on the report, then CJI Khanna wrote to President Droupadi Murmu and Prime Minister Narendra Modi recommending the judge's impeachment.&nbsp;

Chhattisgarh has made major gains in Swachh Survekshan 2025 with 25 cities in the top 100 and Raipur achieving a 7-star Garbage-Free rating, reflecting statewide improvements in urban sanitation.

Chhattisgarh has once again registered a strong presence at the national level in the Government of India&rsquo;s Swachh Survekshan 2024-25. Thanks to the stellar performance of its urban local bodies, 115 out of 169 participating cities in the state have significantly improved their rankings.
In this national cleanliness assessment that covered 4,566 cities across the country, 25 cities from Chhattisgarh secured a place in the top 100 &mdash; a major jump from last year when only 16 cities made it to the top-100 list.
A total of 62 urban local bodies in the state have enhanced their status in the Garbage-Free City Star Rating, while the number of cities attaining Single, Three, or Five-Star ratings has risen from 71 to 114.
The state capital Raipur has set a new benchmark by earning the highest Seven-Star rating, up from Five Stars last year. It achieved this in the Garbage-Free City category and has also been declared a "Water Plus" city for its sanitation standards.
Bilaspur, Korba, and Bhilai Nagar have moved up from the ODF Plus Plus category to the Water Plus category this year.
A total of 163 urban local bodies in Chhattisgarh have now attained ODF Plus Plus certification. This includes municipalities like Kirandul and Bhatapara and the Kurra Nagar Panchayat, which were previously only in the ODF category. Sitapur Nagar Panchayat has also advanced from ODF Plus to ODF Plus Plus status.
Over the past 18 months, 62 urban bodies have improved their Garbage-Free City Star Rating through sustained efforts. Bilaspur and Ambikapur progressed from Three-Star to Five-Star, while Bhilai Nagar, Jagdalpur Municipal Corporation, Jamul Municipality, and Gharghoda Nagar Panchayat moved up from Single-Star to Three-Star ratings.
Cities like Dhamtari, Shivrinarayan, and Rajpur &mdash; which had no previous star ratings &mdash; have directly entered the Three-Star category. Due to special efforts in cleanliness and beautification, 52 cities that were previously unrated have now achieved Single-Star status.
A significant improvement in national rankings has also been observed across several urban bodies:
- Simga rose from 649th to 95th position
- Jashpur improved from 637th to 91st
- Rajpur moved from 630th to 63rd
- Gharghoda climbed from 616th to 71st
- Bhilai-Charoda jumped from 587th to 68th
- Dornapal went from 557th to 81st
- Dantewada improved from 552nd to 70th
- Jagdalpur from 461st to 55th
- Mungeli from 447th to 86th
- Kawardha from 430th to 77th
- Kunkuri from 426th to 84th
- Durg from 314th to 80th
- Rajnandgaon from 268th to 46th
- Bhilai Nagar from 267th to 22nd
- Chhura from 230th to 76th
- Pratappur from 173rd to 62nd
- Balrampur from 65th to 53rd
- Raipur climbed from 12th to an impressive 4th place nationally
Chief Minister Shri Vishnu Deo Sai hailed the performance of the state's cities as a result of collective efforts by local bodies and the people.
He said, &ldquo;Urban governments, the state government, and the central government are working together with innovation to make cities cleaner and more beautiful.&rdquo;
He expressed confidence that the rankings of Chhattisgarh&rsquo;s cities would improve even further and added that this national success will inspire all urban bodies to perform even better.
Deputy Chief Minister and Minister of Urban Administration and Development Shri Arun Sao congratulated the urban local bodies for their excellent performance in the survey.
He said, &ldquo;In the financial year 2024-25, the state government released ₹7,400 crore for urban development and sanitation, and this positive outcome is a direct result of that investment.&rdquo;
He added that the department had instructed all municipal commissioners, and the chief municipal officers of municipalities and nagar panchayats to conduct morning inspections with their teams to supervise daily cleaning work.
&ldquo;These two departmental initiatives have played a crucial role in this achievement,&rdquo; he said.

Madhya Pradesh Chief Minister Dr. Mohan Yadav highlighted the state&rsquo;s remarkable progress in wildlife conservation on the occasion of International Tiger Day, stating that Madhya Pradesh, home to nine tiger reserves, proudly holds the title of the &lsquo;Tiger State&rsquo;.&nbsp;
He noted that the growing population of tigers and other wildlife is a result of sustained efforts, with Madhya Pradesh emerging as a model of effective conservation and management.
He also emphasized the role of community participation in reinforcing ecosystems and promoting tourism.
Dr. Yadav made these remarks at a state-level event held at the Kushabhau Thakre Convention Center in Bhopal, where he extended greetings to the public on Nag Panchami and inaugurated the programme with Deep Prajjwalan.

He announced plans to develop zoos and wildlife rescue centres in Ujjain and Jabalpur that will focus on rehabilitation and conservation beyond conventional exhibits.
Dr. Yadav also said, &ldquo;India is home to more tigers than any other country in the world&mdash;and Madhya Pradesh proudly leads among Indian states.&rdquo; He cited the recent creation of Ratapani and Madhav Tiger Reserves and revealed that tiger safaris will soon be launched in buffer zones to offer controlled eco-tourism experiences.

He also unveiled a special elephant identification dossier from Bandhavgarh, a commemorative postal cover for Tiger Day, and a poster on wild owl species.
To reduce human-elephant conflicts, Dr. Yadav launched the &lsquo;Gaj-Rakshak&rsquo; mobile app, designed to streamline conflict mitigation and monitoring efforts.

He informed the Cabinet that major investors have shown interest in projects worth over ₹3,000 crore in Rewa and Shahdol divisions.

- Spiritual tourism projects worth ₹27 crore were launched in Chitrakoot.
- Booking for PM Shri Air Service is now available on the IRCTC portal.

- The historic Venkata Bhavan in Rewa will be restored by the Indira Gandhi National Centre for the Arts at an estimated cost of ₹20 crore.

Highlighting the state's tourism potential, Dr. Yadav said that unexplored destinations like Dharmrajeshwar in Mandsaur and prominent waterfalls will be developed into tourist attractions.
He also emphasized the spiritual heritage of the region, noting, &ldquo;The spiritual significance of Mahakaleshwar Temple in Ujjain and Nagdwari in Pachmarhi, especially in the context of Nag Panchami, reflects the deep faith shared by devotees in Madhya Pradesh and Maharashtra.&rdquo;

Madhya Pradesh Chief Minister Dr. Mohan Yadav has called for strict and proactive measures to tackle all forms of crime across the state.&nbsp;
Highlighting the state&rsquo;s leadership in crime control and innovative policing practices, he said, &ldquo;Madhya Pradesh has been a frontrunner in crime control and related innovations, and efforts must continue to further enhance this position.&rdquo;
He also underlined the importance of eliminating distrust in Naxal-affected regions and ensuring equitable development for all. &ldquo;Mistrust in Naxal-affected areas must be completely eradicated, and inclusive development and welfare for all sections of society must be ensured. Priority must be given to both development and security to build lasting public trust,&rdquo; the Chief Minister said.
Dr. Yadav made these remarks during a high-level meeting on the state&rsquo;s law and order situation, held on Tuesday evening at his official residence, Samatva Bhavan. During the session, he reviewed the ground-level scenario through video conferencing with senior administrative and police officials from Naxal-impacted districts and gave necessary instructions.
Focusing on urban safety and public confidence in policing, the Chief Minister directed authorities to act strictly against street crimes and urban law violations. &ldquo;Strict action be taken against individuals involved in illegal street stunts, brandishing of weapons, cruelty toward cattle, and drug-related crimes in urban areas,&rdquo; he stated. He further emphasized that &ldquo;the police presence must be visible not only on the streets but also felt in the hearts of citizens.&rdquo;
Calling for coordinated legal procedures, Dr. Yadav instructed that the Home and Law Departments work closely to ensure all cases are processed in accordance with the law. He highlighted that the Union Home Minister has appreciated the state's proactive role in adopting new criminal laws. &ldquo;The Government of India has also commended the state&rsquo;s efforts and innovations in crime control,&rdquo; he noted, urging officials to &ldquo;sustain this momentum and further build on these achievements.&rdquo;
During the meeting, updates on anti-Naxal efforts were shared, including significant operations in Balaghat district. On June 14, security forces neutralized four Maoists, recovering weapons. A subsequent encounter on July 19 in the Lanji region led to the seizure of equipment including a computer tablet and binoculars near the tri-junction of Madhya Pradesh, Chhattisgarh, and Maharashtra.
District-level administrative efforts were also reviewed. Officials informed that public service camps are being held weekly in Naxal-affected villages, and 344 tribal dance groups have received traditional musical instruments and costumes. Welfare schemes are being linked through Single Window Centers, and Forest Rights Certificates are being actively distributed. Additionally, millets are being supplied to ensure food security.
The Balaghat Collector reported timely honorarium payments to tendu leaf collectors. In Mandla, health camps are identifying sickle cell anemia cases, and efforts are ongoing to double the cultivation of kodo and kutki millets. The Dindori district is processing applications under the Forest Rights Act, while Jabalpur division is focusing on improving health, women and child welfare, and food schemes.
Chief Secretary Anurag Jain, DGP Kailash Makwana, and several senior officials were present at the meeting.
Among key directives issued by CM Dr. Yadav were:
- Police must take prompt action against all types of crimes.
- Madhya Pradesh is leading in the implementation of new criminal laws; this recognition by the Government of India must be sustained and enhanced.
- Training programs related to e-evidence and advancements in e-summons are commendable and should be further improved.
- Effective use of information technology in crime control must be ensured; new technologies should be fully utilized.
- All infrastructure development works in Naxal-affected areas must be completed on priority.
- Beneficiary-oriented schemes in Naxal-hit regions should be effectively implemented, with the goal of achieving 100% saturation.
- Projects such as mobile tower installations in Naxal-affected areas must be expedited, as improved connectivity will enhance the outcomes of anti-Naxal operations.
- Necessary actions related to the issuance of Forest Rights Certificates must be completed in all relevant areas.
Dr. Yadav reaffirmed his government&rsquo;s commitment to ensuring both safety and development, particularly in regions affected by extremism.

A UNSC Monitoring Team report has linked The Resistance Front to the deadly Pahalgam attack, citing Lashkar-e-Taiba&rsquo;s backing, reinforcing India's position on cross-border terrorism.

The Resistance Front, a proxy of the Lashkar-e-Taiba terror group, has found mention for the first time in a UN Security Council (UNSC) report for its role in the Pahalgam attack that is expected to bolster India's diplomatic offensive against Pakistan-backed cross-border terrorism.
The report by the UNSC's Monitoring Team (MT) quoted one unnamed member state as saying that the April 22 terror attack in Jammu and Kashmir could not have happened without Lashkar-e-Taiba's (LeT) support and that there was a relationship between the "LeT and The Resistance Front (TRF).
The development is significant as all decisions of the UNSC's 1267 Sanctions Committee, including reports, are adopted by consensus by members of the top body of the UN, people familiar with the matter said on Wednesday.
The Pakistan foreign minister boasted in the Pakistan National Assembly about forcing the removal of references to TRF in the UNSC press statement condemning the Pahalgam attack, they recalled.
The mention of the TRF in the MT report is how the world views Pakistan's "lies and deceitful narrative", the people said on condition of anonymity.
The MT report said five terrorists carried out the Pahalgam attack. Twenty-six civilians were killed in the attack.
"The attack was claimed that same day by The Resistance Front (TRF), which in parallel published a photograph of the attack site. The claim of responsibility was repeated the following day," it said.
The report also noted that TRF retracted the claim on April 26 and there was no further communication from it, adding no other group claimed responsibility.
"Regional relations remain fragile. There is a risk that terrorist groups may exploit these regional tensions. One member State said the attack could not have happened without LeT's support, and that there was a relationship between LeT and TRF," the report said.
"Another member state said the attack was carried out by TRF, which was synonymous with LeT. One member state rejected these views and said that LeT was defunct," it said.
The member state which claimed that LeT was defunct largely appears to be Pakistan.
The UNSC's 1267 Sanctions Committee is tasked to implement sanctions against terrorists, terror groups, and entities.
The people cited above said Pakistan's strategy of plausible deniability, using secular and modern names like "The Resistance Front" and "People Against Fascist Front" for its jihadi proxies to divert attention from LeT and JeM (Jaish-e-Mohammed) terror groups and give an indigenous appearance to its terrorist activities in Jammu and Kashmir -- now stands "punctured".
This also marks the first mention of the LeT and Pakistan-based terror groups in the report since 2019.
"The inclusion of TRF in the MT report despite Pakistan's efforts for its removal highlights Pakistan's undeniable involvement in fomenting terrorism in Jammu and Kashmir," one of the people cited above said.
It also attests to our credibility in the UN on the counter-terror front, the person said.

Actor Prakash Raj on Wednesday appeared before the ED officials in Hyderabad for questioning in a money laundering case linked to illegal online betting and gambling by certain platforms.
The actor, mainly popular in Telugu, Kannada and other South Indian films, appeared before the officials of the probe agency at its zonal office here.
Besides Raj, the ED had also summoned actors Rana Daggubati, Vijay Deverakonda and Lakshmi Manchu for questioning in the case.
The agency asked Daggubati (40) to appear before the zonal office here on July 23, Raj (60) on July 30, Deverakonda (36) on August 6 and Lakshmi (47) on August 13.
The actors had "endorsed" online betting apps allegedly involved in generating "illicit" funds, official sources had said.
However, the ED gave a fresh date of August 11 to actor Daggubati after he failed to appear on July 23, seeking deferment of the summons.
During their appearance, the agency is expected to record the statements of the actors under the provisions of the Prevention of Money Laundering Act (PMLA).
The ED had taken cognisance of as many as five state police FIRs to register its case against these actors and a number of other celebrities and social media influencers.
These individuals are suspected to have "endorsed" online betting apps like Junglee Rummy, JeetWin, Lotus365, etc, for celebrity or endorsement fee, ED sources had said.

Heavy rains have triggered a flood-like situation in parts of Rajasthan, with Sawai Madhopur among the worst-affected districts, officials said on Wednesday, adding that road and rail connectivity with Madhya Pradesh has been disrupted.
Several areas in the Sawai Madhopur district were submerged following intense rainfall since late Tuesday night. Tracks at the Sawai Madhopur railway station were inundated, and National Highway 552, connecting the district to Sheopur in Madhya Pradesh, was washed away, police said.
A surge in the Parvati river near Etawah in the Kota district has also severed connectivity between Rajasthan and Madhya Pradesh. Vehicular movement on State Highway 70 (Kota-Gwalior-Sheopur road) has been halted.
Heavy rains continued in Jaipur and other districts on Wednesday morning.
The Meteorological Centre, Jaipur, has issued a 'red alert' for extremely heavy rainfall in six districts - Kota, Bundi, Baran, Jhalawar, Chittorgarh and Pratapgarh.
In view of the weather alert, schools were shut in 15 districts on Wednesday.
"Eastern Rajasthan recorded light to moderate rainfall at many places, with heavy to very heavy showers at isolated locations in the last 24 hours," said Radhey Shyam Sharma, regional director, Meteorological Centre, Jaipur.
Western Rajasthan saw light rains at a few places.
The highest rainfall was recorded at Khandar (Sawai Madhopur) at 230 mm, while other parts of the district reported 190-200 mm. Tonk, Baran and Jhalawar recorded rainfalls ranging from 110 mm to 170 mm till 8:30 am Wednesday.

The latest encounter comes two days after security forces eliminated three hardcore terrorists, involved in the Pahalgam terror attack, in a forest in Srinagar.
Codenamed operation 'Shivshakti", the army said the two terrorists neutralised in Poonch during the intervening night were attempting to infiltrate into this side from across the border.
"In a successful anti-infiltration operation, alert troops of the Indian Army eliminated two terrorists attempting to infiltrate across the Line of Control. Swift action and accurate firepower thwarted the nefarious designs. Three weapons have been recovered," Army's Jammu-based White Knight Corps said in a post on X.
The army said synergistic and synchronised intelligence inputs from own intelligence units and J-K Police led to a successful operation which is still in progress. Earlier in another post, the army said suspected movement of two individuals was observed by Indian troops along the fence in general area of Poonch sector, leading to a the gunfight. Officials said troops on ambush duty, following information about possible attempt by Lashkar-e-Taiba terrorists to sneak into this side, saw the movement of infiltrating terrorists in Maldivalanarea of Degwar sector late Tuesday night.
The terrorists opened fire and in the ensuing encounter lasting for several hours, two terrorists were hit and fell down.
A search operation was launched with the first light of the day and both the terrorists were confirmed dead in the encounter, they said.

While addressing the press conference here at Punjab Bhawan, on Tuesday, Mr. Aman Arora informed that the state government has also decided to name the Bhawanigarh-Sunam-Bhikhi-Kotshamir road as &ldquo;Shaheed Udham Singh Marg&rdquo;. The Punjab Government would organise a state-level function at Sunam, the birthplace of Shaheed Udham Singh, to commemorate the martyrdom day of the legendary Indian revolutionary freedom fighter. AAP National Convener Sh. Arvind Kejriwal and Chief Minister S. Bhagwant Singh Mann will officially name the road after Shaheed Udham Singh on July 31st during the function.
He also expressed his gratitude towards Sh. Arvind Kejriwal and S. Bhagwant Singh Mann for honouring the legacy of Shaheed Udham Singh Ji, a great freedom fighter who avenged the Jallianwala Bagh massacre in London.&nbsp;

Chief Minister S. Bhagwant Singh Mann-led government has completed the cleaning of the state's drainage systems and strengthened embankments to tackle any kind of flood-like situation, stated Punjab Water Resources Minister Sh. Barinder Kumar Goyal while addressing media persons here at Punjab Bhawan today.
After reviewing the arrangements made by the Water Resources Department to deal with any potential floods during the high level meeting, Sh. Goyal informed the journalists that the state government has completed 1220 projects worth Rs.276 crore to tackle potential flood situations. These projects include river revetment work, installation of studs, strengthening operations and desilting/cleaning of drains. He said that additionally, 600 check dams have been constructed with 1104 and more check dams under construction. Besides this, 3905 soak pits are being created, over 53,400 bamboo saplings have been planted and 226 kilometers of vetiver grass has been cultivated. &nbsp; The Cabinet Minister informed that out of the 850 drains, 601 drains required cleaning this year, which has been completed. He said that so far, 4766 kilometers of drains have been cleaned.
Sh. Goyal said that the department has completed drain desilting/cleaning work using departmental machinery, resulting in 65% cost savings compared to contractor work. He mentioned that the department currently possesses 15 machines, with 3 additional machines soon to be added to the departmental fleet.&nbsp;
The Water Resources Minister stated that departmental machinery is currently conducting desilting/cleaning operations at 110 locations across Sri Muktsar Sahib, Faridkot, Fazilka, Amritsar, Gurdaspur, Ropar and Sri Anandpur Sahib.&nbsp;
He said that locations where embankments had breached during previous years have been specially reinforced and sand bags have been strategically placed at 94 vulnerable locations across the state as a precautionary measure.
He informed that Water Resources Department officials have been instructed to maintain continuous monitoring in their respective areas and submit daily reports to headquarters while ensuring they do not leave their headquarters.
The Water Resources Minister also directed officials of Local Government and Rural Development Departments and Deputy Commissioners to ensure cleaning of drains and channels passing through their jurisdictions and maintain continuous surveillance.
He informed that the department has implemented several strategic measures to handle emergency situations, including the procurement of 8.76 lakh sand bags strategically positioned at vulnerable locations. Of these, 3.24 lakh bags have been filled and kept ready. He stated that for rapid response during emergencies, the locations of sand bags have been uploaded onto the Geographic Information System (GIS). He mentioned that for the first time, the department has purchased 10,300 jumbo bags to enable quick breach filling.
Providing information about water levels in dams, the Cabinet Minister said that all major dams are within safe limits with no cause for concern. He said that Bhakra Dam currently stands at 1618.38 feet, which corresponds to the average requirement of the past 20 years. He explained that the Bhakra Dam, with a maximum capacity of 1680 feet, is currently 47 feet below the 2023 flood level. Similarly, Pong Dam, with a maximum capacity of 1390 feet, stands at 1346.15 feet, which is 30.78 feet lower than the 2023 flood level. He stated that Ranjit Sagar Dam, with a maximum capacity of 1731.55 feet, currently stands at 1664.72 feet, which is 5.49 feet below the 20-year average and 54 feet below the 2023 flood year level.
The Cabinet Minister stressed that controlled water levels will significantly benefit irrigation as more agricultural areas are being brought under canal irrigation systems.

External Affairs Minister S Jaishankar on Wednesday categorically said there was no third-party intervention in bringing about a ceasefire with Pakistan during Operation Sindoor, asserting that the halting of the military action was also not linked to trade as claimed by US President Donald Trump.
Intervening in the special discussion on Operation Sindoor in the Rajya Sabha, Jaishankar said Prime Minister Narendra Modi and the US President did not have any phone calls between April 22, when the Pahalgam terror attack took place, and June 16.
The Opposition has been attacking the government on claims made by Trump on mediation in halting hostilities between India and Pakistan by using the threat of trade.
He said India will not tolerate any cross-border terrorism and has responded to Pakistan by carrying out Operation Sindoor and will continue to do so.
Noting that the Pahalgam terror attack was absolutely unacceptable, he said a red line was crossed by Pakistan, and there had to be accountability and justice.
"Blood and water will not flow together," he said, providing reasons for India's decision to suspend the Indus Water Treaty with Pakistan.
Jaishankar said the Modi government has corrected the wrongs of Nehru's policies by suspending the Treaty. The Treaty signed by then Prime Minister Jawaharlal Nehru was not to buy peace, but for appeasement, he added.
The External Affairs Minister said terrorism is now on the global agenda only because of the efforts of the Modi government.
He said India exerted huge pressure on Pakistan through the Financial Action Task Force (FATF) process and also despite not being a member of the UN Security Council, India was able to get UN recognition that The Resistance Front (TRF) is a proxy of Pakistan-based LeT.
The TRF had claimed responsibility for the Pahalgam attack.
"When the Pahalgam attack happened on April 22, it was a shocking attack for a variety of reasons...The manner in which people were killed in front of their families, the fact that their faith was asked before killing them, the intent of destroying the economy of Jammu and Kashmir, which had returned to normalcy and prosperity after the end of Article 370. All of this angered the country," he said.
The Minister said there was grief and shock across the world. There was solidarity and sympathy.
"But the question was, what after that? And the answers were two. One, such an attack was absolutely unacceptable. It crossed our red line. There had to be severe consequences.
&ldquo;And two, there had to be accountability and justice. There had to be accountability of the perpetrators, and they and their supporters had to be brought to justice. Now, the first clear message, of India's anger, of our resolve, of our determination, was the decision taken by the Cabinet Committee on Security immediately the day after, from April 23," he said.
In his nearly hour-long speech, Jaishankar informed that on May 9, US Vice President J D Vance informed Prime Minister Modi that Pakistan was planning a huge attack on India.
To this, Prime Minister Modi told Vance that India's response would be appropriate, he said.
Pakistan attacked, and India gave a fitting and appropriate response, Jaishankar told the House.
The Minister also India sent a clear message that it is not open to any mediation and will not be deterred by nuclear blackmail.
Jaishankar said Operation Sindoor also did a global service as India reduced to dust terror infrastructure in Pakistan, including in Bahawalpur and Muridke.
He also chided certain opposition party leaders for mocking India's military action against Pakistan, if they have any doubts, they should watch videos of funerals of terrorists in Pakistan and destruction of airfields in the neighbouring country.
He said Opposition Sindoor was a well-considered and thoughtful response to the barbaric Pahalgam attack and it has now become the basis of a new policy.
He emphasised India will keep responding to each terror attack in the same way.
Certain opposition party members had raised the issue of Jaishankar's recent visit to China.
To this, the Minister said he visited China to discuss terrorism, de-escalation, and trade restrictions.
"I had no secret meeting," he said, in a veiled attack on senior Congress party leadership.
Relations with China will be developed on mutual interest, mutual sensitivity and mutual respect, he added.
The Minister also thanked the multi-party parliamentary delegation to various countries post Operation Sindoor, delegations to various countries, says they have done great national service.

While announcing the revival of traditional rural sports in Punjab that were fading due to legal restrictions, Chief Minister Bhagwant Singh Mann stated today that the state government will remove all legal hurdles to promote and preserve the state&rsquo;s glorious sports heritage.
Addressing the gathering in a function organised by Sports lovers to felicitate &nbsp;a massive gathering of traditional sports lovers, the Chief Minister said that bullock cart races are not just a source of entertainment but represent the glorious cultural heritage of rural Punjab. He said such races have been held in Punjab since ancient times and served as a living connection to our traditions and cultural identity. Bhagwant Singh Mann said that Guru Nanak Dev Ji, the first Sikh Guru, also practiced farming with bullocks during his time in Kartarpur Sahib.
The Chief Minister said that the ban on bullock cart races not only disheartened lovers of traditional sports, but also dealt a blow to our heritage. He further added that there had been growing demand from Punjabis to bring a new law so that these traditional games can be revived. Bhagwant Singh Mann said that on July 11, 2025, the historic &lsquo;Prevention of Cruelty to Animals (Punjab Amendment) Bill, 2025&rsquo; was passed unanimously in the Punjab Assembly.
The Chief Minister &nbsp;envisioned that &nbsp;this law will not only help in preserving indigenous animal breeds in Punjab but also pave the way for resuming bullock cart races. He said that the law now awaits the consent of the President of India, after which the races can be officially conducted again. Speaking about the new legislation, Bhagwant Singh Mann explained that its primary objective is to ensure safety measures for animals participating in sports, including veterinary supervision, safety standards, registration and documentation, and penalties for violations&mdash;so that no cruelty is inflicted upon voiceless animals.
The CM also announced that the government will explore possibilities of reviving pigeon flying competitions as well. Referring to the sports festival held at Kila Raipur village, he said that the games which began in 1933 are popularly known as &ldquo;Mini Olympics&rdquo; or &ldquo;Rural Olympics&rdquo;. Bhagwant Singh Mann said these games have received international recognition, having been covered by BBC, Discovery Channel, and others adding that even Presidents of India have attended these games in the past.
Thanking the public for their overwhelming support in the government&rsquo;s war against drugs, the Chief Minister emphasized that drug abuse is not limited to one house or district, but affects the entire state. He said many young people in Punjab have fallen prey to drugs adding those who laid the pyres &nbsp;of youth &nbsp;are the real enemies of society and they will not be spared at any cost. Bhagwant Singh Mann said that those affluent leaders who were behind the genocide of youth have already been put behind the bars adding that the campaign to demolish the houses of drug smugglers with bulldozers will continue in coming days too.
The Chief Minister questioned Captain Amarinder Singh for showing concern over the human rights of the kingpin of the entire drug trade currently lodged in Nabha jail, asking why such concern was never shown for the people of Punjab. He implied that this has exposed the real face of these leaders who have spread and patronised drug trade across the state. Bhagwant Singh Mann said that Captain&rsquo;s nephew started drug trade in Akali regime when he was Minister and it bloomed with the former Congress leader, now in BJP became the Chief Minister.
Talking about irrigation, the Chief Minister shared that when he assumed office, only 21% of agricultural land across state was irrigated using canal water, but today that figure has increased to 63%. He said that due to the government&rsquo;s effective efforts, for the first time in history, canal and river water is reaching the tail-end villages of the state. Bhagwant Singh Mann said that the Punjab government is duty bound to save the water of the state and no stone is being left unturned for it.
The Chief Minister also mentioned that uninterrupted electricity is being provided for paddy cultivation, and for the first time, due to surplus water availability, farmers are switching off their tube wells. He &nbsp;stated that Punjab Government has made history by purchasing the privately-owned Govindwal Power Plant adding that this is the first time a government has bought a private power plant, reversing the past trend where governments sold public assets to their cronies at throwaway prices. Bhagwant Singh Mann said that as per its duty, the state government has renamed the plant after the third Sikh Guru, Guru Amar Das Ji.

In a decisive move to strengthen Punjab&rsquo;s healthcare infrastructure as per the vision of Chief Minister Bhagwant Singh Mann, Health Minister Dr Balbir Singh on Tuesday issued strict directives to ensure uninterrupted oxygen supply and power backup in all critical care units, including ICUs, Operation Theatres (OTs), and emergency wards across all government health facilities in the state.
Presiding over a high-level meeting with Civil Surgeons from all districts, Dr Balbir Singh emphasised the need for 24x7 oxygen availability, functional UPS systems, and fully operational generator sets to prevent any disruption in life-saving medical services.
The Health Minister also issued stringent directives regarding medicine supply, instructing Civil Surgeons to maintain at least one month's buffer stock of all 368 types of essential medicines and warned against any shortage of essential medicines. "No patient should be prescribed any medicines from outside the hospital," he declared, while reiterating that the CM Bhagwant Singh Mann led government&rsquo;s commitment to ensure free and accessible healthcare.
He further said that Senior Medical Officers (SMOs) have been empowered to purchase any non-essential medicine as per their requirement, warning that strict disciplinary action would be taken against any non-complying medical officer. To bolster the medicine dispensing system and overall patient experience, Civil Surgeons and SMOs were also directed to daily visit OPDs and collect patient feedback.
To further enhance patient satisfaction, Dr Balbir Singh directed Civil Surgeons to ensure that Outpatient Department (OPD) services must be delivered within an hour of the registration.
In another move to enhance critical care capabilities, Dr Balbir Singh announced that every doctor and paramedic, including staff nurses, will undergo training in critical care and advanced life support. He also tasked each Civil Surgeon with submitting their district's health status in comparison to the Millennium Development Goals, enabling the department to set targets for better progress.
The Health Minister asked Civil Surgeons to leverage the Mass Education and Media wing of the department to create widespread awareness about the "Farishtey" scheme and the availability of Anti-Retroviral (ARV) drugs in Aam Aadmi Clinics across the state.
The Health Minister also announced that approximately one thousand new doctors will be joining in the coming months as the recruitment process is near completion which will considerably improve the quality of health services being delivered.
