The Union government Wednesday started granting citizenship under the CAA in West Bengal, Haryana and Uttarakhand, the Home Ministry said.
The applicants in the three states were granted citizenship on Wednesday by the respective State Empowered Committee, the ministry said in a statement.
The first set of citizenship certificates after the notification of the Citizenship (Amendment) Rules, 2024, granted by the Empowered Committee, Delhi, were handed over to the applicants in New Delhi by the Union Home Secretary on May 15.
The CAA was enacted in December 2019 for granting Indian nationality to persecuted Hindu, Sikh, Jain, Buddhist, Parsi and Christian migrants from Bangladesh, Pakistan and Afghanistan who came to India on or before December 31, 2014.
After the enactment, the CAA got the president's assent but the rules under which the Indian citizenship was granted were issued on March 11 after over a delay of four years.&nbsp;

A local priest can issue an eligibility certificate to validate the religion of the refugees seeking citizenship under the Citizenship Amendment Act (CAA), 2019, The Hindu reported citing a response from the Union Ministry of Home Affairs&rsquo; CAA helpline.
According to the report, the certificate is a mandatory document and it must be issued by a locally reputed community institution.
The certificate, a mandatory document, is to be enclosed along with an affidavit and other documents that the applicants are to upload on the CAA portal.
&ldquo;The reasons for which applicant wishes to acquire Indian citizenship&rdquo; must also be stated, the newspaper reported.
When the rules were initially notified, the ministry did not elaborate on which authority could issue the certificate.
The person issuing the certificate must certify that &ldquo;to the best of my knowledge and belief, he/she belongs to Hindu/Sikh/Buddhist/Jain/Parsi/Christian community and continues to be a member of the above-mentioned community&rdquo;.
On March 15, the MHA launched the helpline for people seeking Indian nationality under the Citizenship (Amendment) Act, 2019.
Anyone who needs assistance in applying for citizenship can make free calls to the number '1032' between 8 am and 8 pm from anywhere in India.
A mobile application for applying for Indian citizenship under the CAA already became operational on March 15.
Earlier, the home ministry launched a portal for eligible people to apply for Indian citizenship under the CAA.
The rules for implementation of the contentious CAA, 2019 were notified on March 11, paving the way for granting of citizenship to undocumented non-Muslim migrants from Pakistan, Bangladesh and Afghanistan.
With the issuance of the CAA rules, the Modi government will now start granting Indian nationality to persecuted non-Muslim migrants from Bangladesh, Pakistan and Afghanistan who came to India till December 31, 2014. These include Hindus, Sikhs, Jains, Buddhists, Parsis and Christians.&nbsp;

India on Friday asserted that the implementation of the Citizenship Amendment Act is an internal matter of India, and termed the comments made by the US, Pakistan, and other countries as unwarranted and misinformed.
In its weekly press briefing, Ministry of External Affairs Spokesperson Randhir Jaiswal stated that the CAA acts as a haven for non-Muslim persecuted minorities of Afghanistan, Pakistan, and Bangladesh who entered India on or before 31st December 2014.
"As you are well aware, the Citizenship Amendment Act 2019 is an internal matter of India and is in keeping with India's inclusive traditions and a long-standing commitment to human rights. The act grants a safe haven to persecuted minorities belonging to Hindu, Sikh, Buddhist, Parsi and Christian communities from Afghanistan, Pakistan and Bangladesh who have entered India on or before 31st December 2014," Jaiswal said.
"The CAA is about giving citizenship, not about taking away citizenship, so this must be underlined. It addresses the issue of statelessness, provides human dignity, and supports human rights," he added.
In response to reactions coming in from various quarters on the CAA implementation, Jaiswal said, "As regards the US State Department's statement on the implementation of CAA, and there have been comments made by several others, we are of the view that it is misplaced, misinformed and unwarranted. India's constitution guarantees freedom of religion to all its citizens."
"There are no grounds for any concern or treatment of minorities. Vote bank politics should not determine views about a laudable initiative to help those in distress. Lectures by those who have a limited understanding of India's pluralistic traditions and the region's post-partition history are best not attempted. Partners and wellwishers of India should welcome the intent with which this step has been taken."
Earlier, US State Department Spokesperson Matthew Miller said that it was closely monitoring how the CAA will be implemented in India.

The Union Home Ministry on Tuesday asserted that Indian Muslims need not worry as the Citizenship (Amendment) Act (CAA) will not impact their citizenship and has nothing to do with the community which enjoys equal rights as their Hindu counterparts.
The ministry sought to allay fears of a section of Muslims and students regarding the CAA, making it clear that "no Indian citizen would be asked to produce any document to prove his citizenship after this Act." "Indian Muslims need not worry as CAA has not made any provision to impact their citizenship and has nothing to do with the present 18 crore Indian Muslims, who have equal rights like their Hindu counterparts," a Home Ministry statement said.
The government on Monday notified the rules for the Citizenship (Amendment) Act to fast-track citizenship for persecuted non-Muslim migrants from Pakistan, Bangladesh and Afghanistan who came to India before December 31, 2014.
In the statement, the home ministry said, "Due to the persecution of minorities in those three Muslim countries, the name of Islam was badly tarnished all around the world. However, Islam, being a peaceful religion, never preaches or suggests hatred/ violence/ any persecution on religious ground".
This Act "protects Islam from being tarnished in the name of persecution", it said.
Explaining the need of the law, the ministry said India does not have any pact or agreement with Afghanistan, Pakistan and Bangladesh to repatriate migrants back to these countries.
"This Citizenship Act doesn't deal with the deportation of illegal immigrants and therefore the concern of a section of the people, including Muslims and students, that CAA is against Muslim minorities is unjustifiable," it said.
The ministry said there is no bar on Muslims from anywhere in the world to seek Indian citizenship under Section 6 of the Citizenship Act, which deals with citizenship by naturalisation.
"Without curtailing the freedom and opportunity of Indian Muslims to enjoy their rights as they have been usually practising and entertaining since Independence like other Indian citizens belonging to other religions, CAA 2019 has reduced the qualification period of application for citizenship from 11 to five years for the beneficiaries who had been persecuted on religious grounds in Afghanistan, Bangladesh or Pakistan and who had entered India on or before December 31, 2014 with an aim to show a generous treatment to them," it said.
Giving justification for the need to bring the CAA, the ministry said that to show mercy to the persecuted minorities of the three countries, this Act gives opportunity to them as per the evergreen generous culture of India to get Indian citizenship for their happy and prosperous future.
"To customise the citizenship system and control the illegal migrants, there was need of this Act," it said.
The ministry also made it clear that the CAA does not cancel the naturalisation laws and hence any person, including Muslim migrants, from any foreign country seeking to be an Indian citizen can apply for the same under the existing laws.
"This Act does not prevent any Muslim who is persecuted in those three Islamic countries for practising their version of Islam from applying for Indian citizenship under the existing laws," it said.
Protests erupted in some parts of the country, including Assam, on Tuesday against the implementation of the Citizenship (Amendment) Act.&nbsp;

Students' groups at Jamia Millia Islamia on Tuesday protested against the implementation of CAA and demanded the Centre to withdraw it.
Addressing a press conference near one of the gates of the varsity, the protesting students pressed for repeal of the Citizenship (Amendment) Act, 2019 and release all students who were booked in the anti-CAA protest nearly four years ago.
They also demanded withdrawal of the cases against the students.
The students addressed the media from inside the Jamia Millia Islamia campus while the Delhi Police remained guarded outside.
Slogans such as "Delhi Police wapas jao" and "Inqalab Zindabad" were raised at the protest.
Scores of students gathered on the campus with posters demanding the release of student activists who were part of the 2019 anti-CAA protests.
They also demanded "demilitarisation" of the university campus as security in the area was beefed up after the government notified rules for implementation of the CAA on Monday.
The Delhi Police and paramilitary personnel have been deployed in the area and drones are also being used to monitor the situation.

Heavy police force was deployed around Jamia Millia Islamia on Tuesday morning while security was tightened in Delhi with paramilitary personnel conducting patrols and flag marches after the Centre implemented the Citizenship (Amendment) Act, 2019.
A section of Jamia Millia Islamia students held a protest against CAA implementation on the campus on Monday evening, following which security was beefed up and paramilitary personnel deployed, a senior police officer told PTI.
The CAA bill was passed in Parliament on December 11, 2019, leading to protests across the country, including Delhi which witnessed months-long anti-CAA protests in 2019-2020 with Jamia Millia Islamia and Shaheen Bagh being the epicentres of the stir.
In early 2020, the city witnessed communal riots in its northeastern parts over the issue in which 53 people were killed and over 500 injured.
After the Centre implemented the CAA on Monday, notifying the rules four years after the contentious law was passed, police in Delhi's northeast district identified 43 hotspots and conducted patrols there.
These areas include Seelampur, Jaffrabad, Mustafabad, Bhajanpura, Khajoori Khas and Seemapuri, an official said.
Paramilitary personnel conducted night patrols and flag marches in Shaheen Bagh, Jamia Nagar and many parts of northeast Delhi on Monday. The patrolling will continue on Tuesday also, he said.
"Police and paramilitary personnel are keeping a strict vigil to maintain law and order. We have identified 43 hotspots in northeast Delhi and night patrolling was comparatively high at these locations," Deputy Commissioner of Police (northeast) Joy Tirkey said.
"The safety of every person in Delhi's northeast district is our responsibility," he told PTI.
The Delhi Police's cyber unit is also monitoring social media platforms to prevent provocative posts and rumours, police said.
Another officer said Delhi Police has held at least 29 meetings with peace committee members so that people do not "fall for rumours". He said patrolling will be increased in several parts of northeast Delhi with the arrival of more paramilitary personnel on Tuesday.
In southeast Delhi, paramilitary personnel carried out a flag march as local police conducted patrolling on bikes.
With the unveiling of the CAA rules that came days ahead of the announcement of the Lok Sabha elections, the Modi government will now start granting Indian nationality to persecuted non-Muslim migrants -- Hindus, Sikhs, Jains, Buddhists, Parsis and Christians -- from the three countries. West Bengal's Matua community on Monday celebrated the implementation of the Citizenship (Amendment) Act (CAA) 2019 at the headquarters of the sect at Thakurnagar in North 24 Parganas district, claiming it to be their &ldquo;second independence day&rdquo;.
Matuas, originally from East Pakistan, are a weaker section of Hindus who migrated to India during the Partition and after the creation of Bangladesh.
The community, with an estimated population of three million in the state, can tilt the scales in favour of a political party in more than 30 assembly seats in Nadia, and North and South 24 Parganas districts bordering Bangladesh.
While union minister and BJP leader Shantanu Thakur said all refugees who had to leave their homes due to religious persecution will become full-fledged citizens of India, TMC leader Mamatabala Thakur wondered if the Matuas need to provide proof of their citizenship again.
Both Shantanu Thakur and former TMC MP Mamatabala Thakur belong to the Matua community.
State Congress president Adhir Ranjan Chowdhury claimed that it is a ploy of the BJP to get Hindu votes in the upcoming Lok Sabha elections and wondered how people would produce proof documents of religious persecution.
West Bengal Chief Minister Mamata Banerjee said she would fiercely oppose the CAA if she found it to be discriminatory against groups of people living in India and if it curtailed their existing citizenship rights in any manner.
She asked, &ldquo;Why do this only days before the Lok Sabha polls are scheduled to be announced? Why did the Centre have to wait for four years to notify the law after it was passed in Parliament? Members of the Matua community celebrated the occasion by beating drums and exchanging pleasantries and expressed their gratitude towards Prime Minister Narendra Modi, Union Home Minister Amit Shah, and local MP and Union minister Santanu Thakur for the Act's implementation.
Prime Minister Narendra Modi had visited Orakandi in present-day Bangladesh, the birthplace of Matua gurus Harichand Thakur and Guruchand Thakur in 2021, ahead of the West Bengal assembly elections.
The Matuas hailed the moment as a defining one for them, expressing joy at finally being granted citizenship. They referred to it as their "second independence day".
However, a TMC supporter from the area, belonging to the sect, claimed that people of the community had previously obtained voter ID cards, ration cards, and Aadhaar cards, which were deactivated by the BJP a month ago.
Thanking the prime minister for "realizing the dream of three generations of Matuas", Santanu Thakur said that due to "political conspiracies in the past&rdquo;, many of the Matuas had to stay back in East Pakistan as there was no act like CAA to recognise their right to live in India.
&ldquo;From today, not only every Matua but also other refugees, who had to leave their homes due to religious persecution, will become full-fledged citizens of the country," he told a press meet at the BJP state headquarters here.
Earlier, the Matuas and other refugees needed certain pre-1971 land documents for getting passports, the minister said adding that the CAA has made those norms a thing of the past.
His relative and former TMC MP Mamatabala Thakur told reporters: "It is all aimed at getting votes. What about the citizenship rights already granted to Matuas after 1947? Will the CAA force them to come up with identity proofs once again and throw them into an uncertain future?"&nbsp;
State Congress chief Adhir Ranjan Chowdhury said, &ldquo;This is nothing but a ploy to get Hindu votes in the Lok Sabha elections. Otherwise, why did it take years to notify the rules? The refugees need to produce copies of complaints lodged in connection with religious persecution. How will it be possible for them to produce such documents?&rdquo; Union minister Nisith Pramanik told reporters that this legislation will help everyone who was forced to leave their homes due to religious reasons before 2014 and make them entitled to get Indian citizenship.
"The CAA will not persecute any single individual who had to settle here. The opponents are misleading people," Pramanik said.
Leader of Opposition Suvendu Adhikari thanked the prime minister for notifying the rules of the CAA.
&ldquo;The long-standing demand of the Matua Community will now be fulfilled and they will get Citizenship and no one can deny them their rights, not even Mamata Banerjee,&rdquo; he said in a post on X.

Pakistani Hindu refugees residing in Delhi expressed a sense of hope and relief on the implementation of the 2019 Citizenship (Amendment) Act on Monday, saying they are elated they "will finally be called Indian citizens".
Celebrations erupted in the Majnu ka Tilla area where they mostly live. They were singing and cheering the centre's move to announce the rules that come into force with immediate effect. Dharamveer Solanki, who is considered the chief of the Pakistani Hindu refugee families in Delhi, told PTI that around 500 people from the community will receive citizenship now.
"I and my family have been waiting for this for over a decade now. We are extremely happy that we will be finally called Indian citizens. I am glad I decided to return to my homeland in 2013," Solanki said.
"It feels like a huge burden has been lifted from our shoulders. With the implementation of this act, around 500 Pakistani Hindu refugee families who live here, will get citizenship," Solanki told PTI.
Ahead of the Lok Sabha election, the Centre announced the implementation of the CAA 2019 for granting citizenship to undocumented non-Muslim migrants from Pakistan, Bangladesh and Afghanistan who came to India before December 31, 2014.

"This news seems like us getting a whole new life in India. I moved here from Pakistan in 2011 and been waiting for citizenship since then. Extremely happy that I'll finally be called an Indian citizen now," Das told PTI.
The CAA was passed in December 2019 and subsequently got the president's assent but there were protests in several parts of the country against it.

Kanhaiya, who moved to India from Pakistan in 2012, expressed his gratitude to the Centre. "Getting citizenship is like a dream come true," he said.
"I want to extend my heartfelt gratitude to the Centre for allowing us to get citizenship again. I moved to India in 2012 with my family and have been waiting for papers since then. It is like a dream come true," Kanhaiya told PTI.
Krishan Mal is a Pakistani Hindu refugee who has been waiting to get Indian citizenship for 14 years.
"We have been yearning for this day since 14 years. The fact that we will be called Indian citizens is like a dream come true. I'm grateful to the Indian government that they understood our pains and problems. And I hope we too get to do something for our nation," Mal told&nbsp;

The All Assam Students' Union and 30 indigenous organisations on March 11 burnt copies of the contentious Citizenship Amendment Act in different parts of the state.

The All Assam Students' Union (AASU) and 30 indigenous organisations on Monday burnt copies of the contentious Citizenship (Amendment) Act (CAA) in different parts of the state, including Guwahati, Barpeta, Lakhimpur, Nalbari, Dibrugarh and Tezpur.
The 16-party United Opposition Forum, Assam, (UOFA) announced a statewide hartal on Tuesday, besides taking up other agitational programmes in a phased manner.
"We will continue with our non-violent, peaceful, democratic movement against CAA. Alongside, we will also continue our legal fight", AASU advisor Samujjal Bhattacharjya told PTI.
Bhattacharjya asserted that the indigenous people of Assam and North East will never accept CAA.
"On Tuesday, copies of the CAA will be burnt by the North East Student Organisation (NESO) in all state capitals of the region. AASU and 30 organisations will also take out torchlight processions in Assam, and launch a satyagraha from the next day," he said.
In Dibrugarh, AASU members were engaged in a scuffle with police when the latter tried to stop them from taking out a procession from their office in the Chowkidingi area of the town.
The Nalbari district unit of AASU took out a protest rally and also burnt copies of the Act in front of the local municipal board office.
Pointing out that the Sixth Scheduled areas and states with provisions for Inner Line Permit (ILP) in the North East have been exempted from CAA, Bhattacharjya said, "Our question is, something which is bad for some parts of NE, how can it be good for the other parts. In Assam too, in eight districts it will not be enforced." He also claimed that the CAA goes against the Assam Accord, which sets March 25, 1971, as the deadline for identification of illegal migrants in this northeastern state.
The AASU had been at the forefront in protesting against the CAA since the bill proposing the legislation was brought by the central government, and has already filed a petition in the Supreme Court against the Act.
Meanwhile, students have started protesting against the CAA in different parts of the state, including in front of Cotton University in Guwahati.
The Assam Jatiya Parishad (AJP), which was formed post the anti-CAA movement in the state in 2019-20, staged protests in different parts of the state.
Its members displayed black flags and raised slogans against the government as they took out protest marches in several parts, including Guwahati.
The UOFA has called for a statewide &lsquo;hartal&rsquo; on Tuesday, its general secretary and AJP president Lurinjyoti Gogoi told PTI.
"We are going forward with our programme of a hartal tomorrow. We will also take up other protests, including gherao of the state secretariat, as announced earlier", he said.
Opposition political parties, student bodies and other organisations had announced intensifying protests against the CAA when the rules were notified for its implementation.
Chief Minister Himanta Biswa Sarma had asked those opposed to the Act to fight it out at the Supreme Court, maintaining that protests on the streets will bear no fruit as it is already a legislation passed by Parliament.
He had also warned that if political parties call for bandhs, they could lose registration as the Gauhati High Court had passed an order earlier prohibiting bandhs.
With the CAA rules being issued, the Narendra Modi-led central government will start granting Indian nationality to persecuted non-Muslim migrants from Bangladesh, Pakistan and Afghanistan who came to India till December 31, 2014. These include Hindus, Sikhs, Jains, Buddhists, Parsis and Christians.

The Citizenship (Amendment) Act, 2019, which came into effect on Monday, will not be implemented in most tribal areas in Northeastern states, including those granted special status under the 6th Schedule of the Constitution.
According to the law, it is not going to be implemented in all Northeastern states where Inner Line Permit (ILP) is required for a visit by people of other parts of the country.
The ILP is in force in Arunachal Pradesh, Nagaland, Mizoram and Manipur.
The tribal areas, where autonomous councils were created under the 6th Schedule of the Constitution, were also exempted from the purview of the CAA, officials said quoting from the rues of the law that were notified on Monday.
Such autonomous councils are in existence in Assam, Meghalaya and Tripura.
These include Karbi Anglong, Dila Hasao and Bodoland Territorial Council areas in Assam, Garo Hills in Meghalaya and tribal areas in Tripura.

&ldquo;We have made arrangements in the North East district. Our experience in 2020 was unpleasant which resulted in heavy loss,&rdquo; Delhi North East DCP Joy Tirkey told ANI.
Additional Commissioner of Police (Law and Order) Shivhari Meena said, "Patrolling has been started by the Gautam Buddh Nagar police in view of upcoming festivals, Lok Sabha elections and the current sensitive situation. Paramilitary, local police and PAC teams are on the ground while all intelligence units are alert."
"We are keeping a constant watch on crowded locations, places that have mixed populations, and religious sites. We are also monitoring social media. The police are on the ground to ensure law and order are under control," Meena said.

Union Home Minister Amit Shah hailed the historic implementation of the Citizenship Amendment Act rules, saying that Prime Minister Narendra Modi has realised the dream of the makers of the constitution.
The opposition, however, was highly critical of the move, with Kerala chief minister Pinari Vijayan declaring that the state government won't implement the scheme.
"The government has repeatedly stated that the Citizenship Amendment Act, which treats Muslim minorities as second-class citizens, will not be implemented in Kerala. That remains the position. All of Kerala will stand united in opposing this communally divisive law," Vijayan said in a statement here.
Bengal Chief Minister Mamata Banerjee had also said that their government will also oppose the implementation of the rule.
"If there is any discrimination, we won't accept it. Be it religion, caste, or linguistic. They won't be able to give citizenship to anyone in two days. This is just lollipop and show-off," said Ms Banerjee at a hurriedly called press conference at the state secretariat.

Responding to petitions seeking quashing of Citizenship Amendment Act, the Centre on October 30 submitted that the act was not discriminatory, and therefore, was only protecting the persecuted minorities in Pakistan, Afghanistan and Bangladesh.
The Union government in a fresh affidavit to CJI UU Lalit-led bench stated that CAA aims to repair the historical injustices meted out to the non-Muslims in the said neighbouring countries.
It urged that India was a &ldquo;sole rational haven for Hindus, Sikhs, Buddhists, Jains and Christains who have been ill-treated in the three neighbouring countries."
Dismissing assertions that CAA is against any particular community, the government argued that the act does not approve citizenship to Tibetan Buddhists from China or Tamil Hindu from Sri Lanka.
It contested that the allegations that law seeks to classify only the Muslim community as illegal migrants had no basis in law or in fact.
Over 200 petitions have been filed before the top court to act against CAA arguing that the law promotes religion-based discrimination, thereby, violating equality before law under Article 14.

During a hearing regarding the bail plea of Umar Khalid, an accused in northeast Delhi violence case, a special public prosecutor invoked the deadly attacks by al Qaeda. After Umar Khalid reportedly claimed that he had sent only 5 messages on a WhatsApp group and was not present at the site of violence, SPP Amit Prasad said that even during the 9/11 attack, the masterminds were not on US soil. The prosecutor reportedly said that on February 17, there were indications of violence breaking out during the protest, and these messages were sent on the group in question. However, Umar Khalid remained silent in the group, he said. The prosecutor further claimed that the issues behind the protest were triple talaq and Babri masjid demolition, and not the Citizenship Amendment Act. In early 2020, violence had broken out in Delhi after groups clashed over the contentious CAA. Over 50 people had died. Recently, the first conviction in cases related to the violence had been handed out to accused Dinesh Yadav. He was sentenced to 5 years of rigorous imprisonment by a Delhi court for trespassing into the house of a woman named Manori Devi, and setting it on fire.
