Amidst the ongoing drive to make Punjab a safe and secure state as per directions of Chief Minister Bhagwant Singh Mann, Punjab Police&rsquo;s Anti Gangster Task Force (AGTF) successfully foiled a major terror plot backed by Pakistan&rsquo;s ISI and orchestrated by Harwinder Rinda, a Babbar Khalsa International (BKI) operative based in Pakistan, with recovery of large cache of terrorist hardware from a forest area in Gurdaspur, said Director General of Police (DGP) Punjab Gaurav Yadav here on Wednesday.
The recovered cache of terrorist hardware includes two AK-47 rifles along with 16 live cartridges and two magazines, and two P-86 hand grenades.
DGP Gaurav Yadav said that preliminary investigation has revealed that the recovered consignment was pushed into India by Pakistani agencies and Harwinder Rinda as part of a premeditated plan to carry out attacks at multiple locations in Punjab, aiming to disrupt public peace.
Acting swiftly on human intelligence, AGTF teams under the overall supervision of Additional Director General of Police (ADGP) AGTF Promod Ban managed to trace the terrorist hardware consignment from a forest area in Gurdaspur, before it could reach to the operatives of Harwinder Rinda, said the DGP, while adding that further investigations are on to identify the operatives, who supposed to retrieve the consignment.
Sharing more details, Deputy Inspector General of Police (DIG) AGTF Gurmeet Chauhan said that probe has also revealed the involvement of foreign-based terrorists in this Pak-ISI backed module. Recoveries of more arms consignments are likely in coming days, he added.
The DIG said that an FIR under under the relevant sections of the Explosives Act and the Arms Act has been registered at Police Station Purana Shala in Gurdaspur.

Providing further details, Dr. Baljit Kaur stated that 31 cases were stopped in 2022, 20 in 2023, 42 in 2024, and 26 cases have already been prevented so far in 2025&mdash;reflecting the government&rsquo;s responsible and proactive measures for safeguarding the future of children in the state.
The minister emphasized that the Punjab government is actively running awareness campaigns from village to urban levels to eradicate the social evil of child marriage. She highly appreciated the dedicated work of district-level teams and supporting officers, who are constantly coordinating with village sarpanches, panches, and other prominent personalities to timely prevent such incidents.
Prominent child rights activist and social worker Bhuwan Ribhu also commended Dr. Baljit Kaur in a recent tweet, describing her as a &ldquo;real hero&rdquo; and remarking that Punjab is decisively moving towards eliminating the menace of child marriage.
Dr. Baljit Kaur further warned that no person violating child safety and child rights laws will be spared. She instructed officials to not only create awareness in villages and towns about the harmful consequences of child marriage but also inform people about the strict legal provisions and severe penalties against those found involved in such acts.
In conclusion, Dr. Baljit Kaur appealed to the people of Punjab to collectively support the government&rsquo;s mission to eliminate this social evil. In a significant breakthrough against trans-border narco-smuggling amidst the ongoing anti-drugs 'Yudh Nashian Virudh' campaign launched on the directions of Chief Minister Bhagwant Singh Mann, Bathinda Police has busted an international drug cartel being operated by foreign-based smuggler with the arrest of its six key drug traffickers and recovered 40 kg heroin from their Toyota Fortuner car, said Director General of Police (DGP) Punjab Gaurav Yadav here on Tuesday.
Those arrested have been identified as Lakhvir Singh alias Lakha (33), Prabhjot Singh (26), Ranjodh Singh (27), Akash Marwaha (21), Rohit Kumar (25), and Gurcharan Singh alias Guri (27), all residents of Malout in Sri Muktsar Sahib. Accused persons Lakhvir Singh and Prabhjit Singh have criminal background with cases pertaining to Arms Act and NDPS Act registered against them respectively.
The development came close on the heels of Amritsar Commissionerate Police busting a drug cartel being operated by Pak-based smuggler Tanveer Shah and Canada-based handler Joban Kaler with the arrest of nine drug smugglers and recovered huge consignment of 60.302 Kg Heroin from near the International Border in Barmer, Rajasthan.
DGP Gaurav Yadav said that preliminary investigations have revealed that the consignment was sent by Pakistan-based handlers for further distribution in Punjab.
The DGP said that further investigations are on to establish forward and backward linkages in this case to uncover the full extent of the drug supply chain, including its cross-border linkages.
Sharing more details, Senior Superintendent of Police (SSP) Bathinda Amneet Kondal said that the operation began after specific inputs were received about drug smuggling in the area.
Acting swiftly, a team from CIA Staff-1 Bathinda launched a special operation and intercepted a Fortuner car, bearing registration number PB-53E-6771, with six occupants, she said, while adding that during search 40 Kg Heroin was recovered from the vehicle.
The SSP said that probe has also revealed that drugs were being smuggled from across the Indo-Pak border and routed through local smugglers in Punjab. Further working on backward linkages more accused associated with Pakistan-based handlers are being identified and raids are being conducted to nab them, she added.
In this regard, a case FIR no. 132 has been registered under section 21C of the NDPS Act at Police Station Kotwali in Bathinda.

Addressing the gathering during the launch of Mukh Mantri Sehat Beema Yojna here today, the Chief Minister said that a number of families across the state are suffering from serious ailments but can&rsquo;t afford to get quality treatment due to its high cost. He said that people just gave up because they have to either sell their land or house to get treatment for the diseases. Bhagwant Singh Mann bemoaned that this is because of the lackluster performance of the previous regimes that had never bothered to pay heed towards this issue.
The Chief Minister said that now with the launch of this policy all the residents of the state will be entitled for cashless treatment worth Rs 10 lakh. He said that the treatment will be free in all the empanelled hospitals of the state government thereby giving a huge succour to the common man. Bhagwant Singh Mann said that now no residents in the state will have to shelve even a single penny from his pocket for getting treated for serious ailments.
The Chief Minister said that Arvind Kejriwal is credited for bringing sectors like health, education, power, water and infrastructure at the centre stage of national politics. He said that these sectors are the top five priorities of his government and no stone is being left unturned for it. &nbsp;Bhagwant Singh Mann said that while the other political parties have always pursued the agenda of hatred and divisiveness, AAP under Kejriwal had given new direction to politics by according top priority to these sectors.

The Chief Minister said that in the recent war like situation with Pakistan it was Punjab who suffered adversely but the country witnessed political drama on the name of operation Sindoor too. Bhagwant Singh Mann said that it is ironic that the BJP and Union government sent Sindoor in every household without any rationale and made mockery of the emotions of the people. He said that these were mere theatrics of those at power in the centre and the wise people of the state and country never fell prey to it.

However, he said that unfortunately under the patronization of the earlier governments the smugglers, gangsters and other criminals have made this state their abode. But, Bhagwant Singh Mann said that the state government has now started a crusade to weed out these anti-national elements adding that this blot will be soon washed away.
The Chief Minister reiterated that the &lsquo;Jarnails&rsquo; responsible for pyres of youth will be held accountable and they will have to pay for their sins. He said that these haughty politicians who were fond of posing for pictures by swirling their moustaches are now behind the bars. Bhagwant Singh Mann said that these leaders, who had ruined generations of state, will have to pay the price of their sins and the state government will ensure that they get exemplary punishment for their misdeeds.

Addressing the gathering after the launch of Mukh Mantri SEHAT Yojna here today, Arvind Kejriwal said that this work which is being done today should have been done 50 years but unfortunately it was never on the agenda of those who ruled the country. He said that due to this only the AAP has always focused on providing quality Health and Education services to the people so that they can excel in life. Arvind Kejriwal said that those who claim to make the country Vishavguru have hitherto denied the country from these facilities due to which the country has lagged behind.&nbsp;
Citing examples of countries like Singapore, Japan, Germany and others, Arvind Kejriwal said that they excelled because these countries had focused on these issues. He said that in addition, health cards can also be obtained through online registration using an Aadhaar card or voter ID. Arvind Kejriwal said that under this scheme, any citizen can avail free treatment at any government hospital or empanelled private hospital adding he envisioned that now, no citizen of Punjab will have to forgo treatment due to financial constraints adding that the state government will continue more such pro-people and development oriented initiatives in the coming days too.

With the war against drugs &ldquo;Yudh Nashian Virudh&rdquo; waged on the directions of Chief Minister Bhagwant Singh Mann to eradicate drug menace from state completed 128 days, Punjab Police on Monday arrested 110 drug smugglers and recovered 3.8 kg heroin, 5 kg opium and 906 kg poppy husk from their possession. With this, the number of total drug smugglers arrested has reached to 20,878 in just 128 days.
The operation was conducted on the directions of Director General of Police (DGP) Punjab Gaurav Yadav simultaneously in all 28 Police districts of the state.
Notably, CM Bhagwant Singh Mann has asked the Commissioners of Police, Deputy Commissioners and Senior Superintendent of Police to make Punjab drug free state. The Punjab government has also constituted a 5-member Cabinet Sub Committee led by Finance Minister Harpal Singh Cheema to monitor the war against drugs.
Divulging details, Special DGP Law and Order Arpit Shukla informed that over 180 Police teams, comprising over 1300 police personnel, under the supervision of 108 gazetted officers have conducted raids at as many as 425 locations across the state leading to the registration of 78 first information reports (FIRs) across the state. Police teams have also checked as many as 475 suspicious persons during the day-long operation, he added.
The Special DGP said that with the state government has enforced a three-pronged strategy&mdash; Enforcement, Deaddiction and Prevention (EDP)&mdash;to eradicate drugs from the state, the Punjab Police as part of &lsquo;De-addiction&rsquo; has convinced 54 persons to undergo de-addiction and rehabilitation treatment today.

Punjab Water Resources Minister Sh. Barinder Kumar Goyal, on Monday, said that the Chief Minister S. Bhagwant Singh Mann-led government has made foolproof arrangements to deal with any potential flood-like situation across Punjab.
While chairing a high-level meeting, the Cabinet Minister reviewed ongoing flood mitigation efforts across the state, assessed the status of current flood control measures and evaluated the Water Resources Department's preparedness to handle potential emergencies.
The Cabinet Minister was briefed on flood protection measures undertaken and detailed preparedness plans for vulnerable areas. He was informed that the government has incurred around Rs.230 crore for various flood management initiatives. A total of 599 projects have been completed under various financial heads including SDMF, MGNREGA and departmental machinery. These include activities such as desilting and cleaning of drains, rivers and choes spanning 4,766-kms with departmental machinery and through contracotrs, as well as strengthening of river embankments.
The Cabinet Minister was informed by the officials that in addition to this, a total of 1,044 check dams and 3,957 soak pits are also being constructed. 53,400 bamboo plantations have been done, and vetiver grass has also been planted over a length of 294 km.
The Minister was informed that the department has procured 7.79 lakh sand bags, of which around 4 lakh have already been filled and strategically positioned in all districts to provide immediate response capability in case of flooding emergencies. Besides this, the department the first time has purchased jumbo bags that will enable teams to quickly fill any potential breach in embankments or flood barriers.
During interactions with field officials and engineers, the Cabinet Minister gathered information to assess real-time water levels in major rivers, drains and choes along with the progress of flood protection works including cleaning and desilting of drains, strengthening of embankments and departmental machinery operations.&nbsp;
He stressed the critical need for strict vigilance, particularly in low-lying and flood-prone areas, to ensure timely response to any emerging threats. Directives were issued to ensure that control rooms remain fully operational and emergency response teams are deployed with adequate machinery and materials in high-risk zones.
While taking stock of real-time water levels in major rivers and drains, the Cabinet Minister assured that the Mann government is closely monitoring the situation and is fully prepared to manage any eventuality during the monsoon season. He categorically said that lessons learned from the critical situation of 2023 have been incorporated into current planning.
Principal Secretary Mr. Krishan Kumar informed that weekly meetings were being conducted regularly with district and circle officials to monitor the progress of completed and ongoing works.
The Minister also commended the dedication of ground staff and urged them to continue their committed service during the monsoon season.

In a significant decision, the Punjab Cabinet led by the Chief Minister Bhagwant Singh Mann on Monday decided to withdraw the decision of the Congress government to deploy the Central Industrial Security Force (CISF) at Bhakra Dam.
A decision to this effect was taken in a meeting of the Council of Ministers held here under the chairmanship of the Chief Minister at his office in the Punjab Civil Secretariat I.
Disclosing this here today a spokesperson of the Chief Minister&rsquo;s Office said that the Cabinet bemoaned that the Congress government had arbitrarily given the nod to deploy CISF on Bhakra Dam through its decision on July 23, 2021. This anti-state stance was a sheer humiliation for the state as the Punjab Police was fully capable of guarding the dams. Turning the tables, the state Cabinet today withdrew this decision in the larger interests of the state adding that a resolution against the move to deploy CISF at Bhakra Dam will be passed in the ensuing session of the state assembly.
The Cabinet vehemently opposed the decision to deploy the outsourced CISF at the Dam adding that the state government will not pay a single penny for deployment of this force. It was opined that previous Congress government had jeopardized the interests of the state by giving this consent to deploy the force whereas Punjab Police has a glorious legacy of safeguarding the border state. The Cabinet wondered that when the well equipped Punjab Police can deftly maintain law and order in the state, where was the need to allow CISF to secure the dams.
GREEN SIGNAL TO PUNJAB PREVENTION OF CRUELTY TO ANIMALS (PUNJAB AMENDMENT) ACT 2025 AND THE PUNJAB PREVENTION OF CRUELTY TO ANIMALS (CONDUCT OF BULLOCK CART RACE) RULES, 2025
In another significant decision, the Cabinet also gave green signal to the Punjab Prevention of Cruelty to Animals (Punjab Amendment) Act 2025 and the Punjab Prevention of Cruelty to Animals (Conduct of Bullock Cart Race) Rules, 2025. Pertinently, Bullock cart racing was an integral part of the rural sport events throughout the state but it faced numerous hurdles due to one or other reasons.
So, to regulate the animal sports events in the State of Punjab, &ldquo;The Punjab Prevention of Cruelty to Animals (Conduct of Kila Raipur Rural Sports Event and Fair) Rules, 2025&rdquo; has been approved. The main objectives of these rules are safety measures for animals taking part in sports with adequate animal veterinary supervision, safety standards, registration/ documentation and penalty for violations. This will also help saving indigenous cattle breeds of Punjab besides promoting the traditional sports in the villages.&nbsp;
APPROVES CREATION OF 3600 POSTS OF SPECIAL EDUCATOR TEACHERS AT PRIMARY AND SECONDARY LEVEL
The Cabinet also gave nod for creation of 3600 posts of Special Educator Teachers at Primary and Secondary level. As per decision 1650 posts of Special Educator Teacher (Master Cadre) and 1950 posts of Special Educator Teacher (Primary Cadre) have been approved. This decision will benefit 47979 Children with Special Needs studying in Government Schools across Punjab. These posts are being converted from vocational teacher, Art and Craft teachers and ETT posts and will be filled in a phased manner over three years.

The Cabinet, while reviewing the decision taken by the Council of Ministers on 05.12.2016, provided Security of Tenure to the 22 individuals who are working against the 37 permanent posts created for the Rural Institute for Vocational Training, Badal. &nbsp;As per the advice of the Finance Department and Personnel Department, it will help the Department/ Government to get relief from the legal complications that have been persisting for a long time. Similarly, this will also secure the future of these 22 employees working in the institute.
GIVES CONSENT TO INTRODUCE OTS BY AMENDING PUNJAB STATE DEVELOPMENT TAX ACT 2018
The Cabinet also gave consent to amend the Punjab State Development Act 2018 by defining the term Salary in the Act. This move will widen the tax base and ensure the comprehensive coverage of taxpayers across the state. Against the monthly tax liability of Rs 200 of the Taxpayer, he will be given one more option to opt for Lump Sum payment of tax Rs 2200 for the full financial year by April 30th of the new financial year.&nbsp;
This will simplify tax compliance and improve the collections and efficiency. The consent was also given to make an OTS settlement mechanism in the Act by inserting new sections and provisions were proposed to address the tax liability in cases of death, Company, Amalgamation or Liquidation.

In a significant decision aimed at imparting quality high education to the students of the state, the Cabinet also gave approval to set up of a private Self-Financed Universities namely &ldquo; CGC University Mohali&rdquo; at Jhanjeri, SAS Nagar Mohali and &ldquo;Rayat Bahara Professional University&rdquo; in the District Hoshiarpur under &ldquo;Punjab Private Universities Policy 2010&rdquo;. These self financed educational institutions will act as a catalyst in providing quality education in Mohali and Hoshiarpur besides acting as a catalyst to boost overall development of the area.

Punjab Chief Minister Bhagwant Singh Mann on Sunday vowed to further make concerted efforts in the form of pro-people and development oriented policies for emerging Punjab as a frontrunner state in every sphere of life.&nbsp;
Addressing the gathering during a function to mark Punjab&rsquo;s accomplishment in National Achievements Survey, the Chief Minister said that due to strenuous efforts of the state government Punjab is today at number one in this survey whereas it was on 17th rank in 2017. He said that the teachers are the nation builders and they had played an important role in making Punjab number one. Bhagwant Singh Mann said that due to the concerted efforts of the state government, Punjab is today excelling in every sphere whether it is education or development.
Urging the teachers to make the students abreast of the rich cultural heritage of the state, the Chief Minister said that it was imperative for the overall personality development of the students. Bhagwant Singh Mann said that it is also the need of hour to ensure that the students stay connected with their roots and excel in life. He said that the state government is laying major thrust on the skill development amongst the students to make them capable of living a life with dignity and pride.
The Chief Minister said that education, health and power had acquired a centre stage in the political agenda of the parties due to the concerted efforts of AAP and its national convener Arvind Kejriwal. He said that prior to this none of the political parties had ever bothered about these core sectors that have been most important for a common man. Bhagwant Singh Mann said that every action of the state government is aimed at the well being of the common man adding that no stone should be left unturned for this noble cause.
The Chief Minister said that the previous governments never paid heed towards imparting quality education to the students. He said that the sons and daughters of big leaders used to study in convent schools at hills due to which the government schools were never their thrust areas. Bhagwant Singh Mann said that instead of imparting education, the government schools were merely mid day meal centres during the previous regimes.
The Chief Minister said that the state government is making tireless efforts to transform the destiny of the students by imparting quality education to them at the school level. He said that the state government had embarked on an education revolution in the state which has transformed the lives of students by bridging socio-economic gaps. Bhagwant Singh Mann said that the state government is according top priority to the education sector as nothing is more important than the well being of the students.&nbsp;
The Chief Minister exuded confidence that the education sector in Punjab is now undergoing a significant transformation which will yield excellent results for government schools, further bolstering the endeavors of the government. He said that the Punjab government is transforming the infrastructure in the government schools and Punjab will surely emerge as a role model across the country. Bhagwant Singh Mann said that his government is focusing on fact to ensure that the services of teachers are duly utilized only for the purpose of education rather than any other work.
The Chief Minister said that in a paradigm shift Parent Teacher Meetings (PTMs) were organized in the government schools adding that this was a regular practice earlier in private schools but was missing in government schools. He said that this is one of the best practices of education being adopted in these schools for the well-being of the students as Parents and teachers are able to communicate for the betterment of students. Bhagwant Singh Mann said that the state government has embarked on an era of education revolution in Punjab and no stone is being left unturned for giving boost to it.
The Chief Minister expressed pride in the fact that over 54,000 jobs have been provided to the youth, purely on the basis of merit, without corruption or nepotism. He said this has made youth active participants in the socio-economic development of Punjab. Bhagwant Singh Mann said that every decision is being taken by the state government for the well being of the people and progress of the state.
Earlier in his address, senior AAP leader Manish Sisodia said that quality education was a dream for the government schools as the education mafia had prevailed in the country. He said that education had taken a backseat during the previous regimes as they encouraged study in the privately owned schools which were managed by the bureaucrats and politicians. Manish Sisodia said that today Punjab has done wonders by achieving this herculean target adding that Punjab&rsquo;s schools are scripting &nbsp;a new success story.
Manish Sisodia said that today the future of 24 lakh students of government schools is in the safe hands and the education revolution has been embarked in the state. He said that this has been made possible as the teachers, Principals and other staff have worked hard in consonance with the policies of the state government. He said that due to efforts of the Punjab government led by Chief Minister Bhagwant Singh Mann, the state has delivered an outstanding performance in the National Achievement Survey 2024 (NAS). Arvind Kejriwal said that it is a real revolution as the teachers who were on the top of Overhead Reservoirs during the previous regimes are today interacting with the Chief Minister to achieve such ranks. He said that the state government has provided congenial atmosphere and the teachers have duly utilized it to excel in every sphere so that the students can be immensely benefited from it. Arvind Kejriwal said that this nationwide survey was conducted by NCERT in collaboration with states and Union Territories in December 2024, involving thousands of students from across India adding that the state government has made significant efforts to strengthen the infrastructure of government schools, recruit more teachers, and provide maximum support to educational institutions. He said that this year, 845 students from government schools qualified for NEET and 265 students from government schools cleared the JEE Mains exam. Arvind Kejriwal said that to provide world-class education, teachers and principals of Punjab are being trained in Finland, Ahmedabad, and other reputed institutions.
Arvind Kejriwal further said that the state government is establishing Schools of Eminence to ensure high-quality education for our children. He said that the state government led by the Chief Minister will continue its effort to ensure that the students get quality education in the government schools. Arvind Kejriwal said that the business blasters scheme is moving ahead towards achieving resounding success and the day is not far when the students of the government schools will be immensely benefited from it.

Punjab Government has decided to close the Bist Doab Canal from 20 December, 2024 to 21 January, 2025 (both days inclusive) for 33 days.

Punjab Water Resources Department has decided to close Bist Doab Canal for 33 days to complete the ongoing works.
Disclosing this, an official spokesperson of the department said that keeping in view the weather conditions and status of crops, the Punjab Government has decided to close the Bist Doab Canal from 20 December, 2024 to 21 January, 2025 (both days inclusive) for 33 days.&nbsp;
He further said that the state government has already issued notification in this regard under Rule 63 of Rules framed under the Northern India Canal and Drainage Act, 1873 (Act No.VIII of 1873).

In a significant move to harness the state's natural energy potential, the Punjab Government is all set to install solar power plants with a combined capacity of 30 MW on the roofs of 390 government buildings across Punjab by March 2026, informed Mr. Aman Arora, Minister of New &amp; Renewable Energy Sources, Punjab.
Mr. Aman Arora, along with Chairperson PEDA Dr. Sukhchain Gogi and Principal Secretary New &amp; Renewable Energy Mr. Ajoy Kumar Sinha, reviewed ongoing projects being executed by the Punjab Energy Development Authority (PEDA).
Sharing the details, Mr. Aman Arora informed that the project worth Rs 150 crore is projected to yield annual savings of Rs 15 crore in electricity costs for various government departments. The tendering process has been completed, paving the way for implementation of the ambitious project, he added.&nbsp;
Notably, the project will cover prominent buildings of 25 major departments, including Health &amp; Family Welfare, Technical Education &amp; Industrial Training, Transport, Agriculture &amp; Farmers Welfare, Tourism &amp; Cultural Affairs, Home Affairs &amp; Justice, Medical Education &amp; Research, Local Government and Water Resources, among others.
The Minister noted that Punjab has already registered impressive progress in renewable energy in past three years, with 1098 government buildings equipped with solar rooftops with collective capacity of 7.7MW, which demonstrates the state government's commitment to a sustainable energy future.
Reaffirming the Chief Minister S. Bhagwant Singh Mann led Punjab Government&rsquo;s unwavering commitment to sustainability, environmental stewardship and fiscal prudence, Mr. Aman Arora stated, &ldquo;By harnessing renewable energy, the state aims to reduce its carbon footprint, mitigate climate change impacts and ensure a more sustainable future for its citizens. This initiative marks a substantial stride towards transforming Punjab into a cleaner, greener and more energy-efficient state.&rdquo;
During the meeting, Mr. Aman Arora directed the department officials to explore ways and means to further increase the production of clean energy.
Chief Administrative Officer (CEO) PEDA Ms. Neelima, Director Mr. MP Singh and other senior officials were also present in the meeting.

The Group of Ministers (GoM) constituted for ensuring the seamless and hassle free procurement of Wheat and Paddy today held a comprehensive meeting with the rice Millers of Punjab with a view to allay their concerns and give a patient hearing to their issues.
The Chairman of the Group of Ministers,
Agriculture and Farmers Welfare Minister S. Gurmeet Singh Khudian stated that the Chief Minister S. Bhagwant Singh Mann led Punjab Government is proactively making comprehensive arrangements to ensure a seamless Kharif procurement season. As sowing has commenced, the state administration is working diligently to address the concerns and demands of millers and other stakeholders, while taking into account their requirements and demands to facilitate a smooth procurement operations in the state.
The Food, Civil Supplies and Consumer Affairs Minister Mr. Lal Chand Kataruchak during interaction with the mediapersons said that the millers are appreciative of the fact that the State Government has begun preparations many months in advance about upcoming Paddy procurement season. He also stated that the Chief Minister Bhagwant Singh Mann is painstakingly working to resolve all the issues pertaining to the millers and is scheduled to meet the Union Minister Pralhad Joshi in New Delhi over the matters which are in the domain of the Union Government.
Assuring all the stakeholders viz. Farmers, Rice Millers, Arhtiyas and the Labourers of protecting their interests, the Minister divulged that the Punjab Government is committed to fulfill their justified demands. On the movement of foodgrains from the State to ensure storage space, Mr. Kataruchak added that till now, 105 Lakh Metric Tonnes (LMT) of foodgrains has been moved out.
The Transport and Jails Minister Mr. Laljit Singh Bhullar assured that the Punjab Government said that the rice millers form the backbone of the procurement process and the State Government is formulating every step taking their welfare into active consideration. The Water Resources Minister Mr. Barinder Kumar Goyal said that the Punjab Government stands shoulder to shoulder with all the stakeholders in their every hour of need and views them as active partners not just in the procurement process but in the overall development of Punjab.
Among others present on the occasion included the Principal Secretary Food, Civil Supplies and Consumer Affairs Rahul Tiwari, Director Food, Civil Supplies and Consumer Affairs Varinder Kumar Sharma, Secretary Punjab Mandi Board Ramvir, MD PUNSUP Sonali Giri besides representatives of the rice millers.

Reiterating that Punjab has no surplus water for any other state, the Chief Minister Bhagwant Singh Mann on Wednesday sought share for the state in Indus waters and mooted the idea of Yamuna Satluj Link (YSL) canal instead of Satluj Yamuna Link (SYL) canal.
Participating in a meeting held here at Shram Shakti Bhawan, the Chief Minister reiterated that the state has no spare water to share with any other state, and there is no question of sharing even a single drop of water with anyone. He said that Punjab has no surplus water to share with any other state, and reassessment of the availability of water in the state is required as per international norms. Bhagwant Singh Mann said that most of the blocks of the state are overexploited and the groundwater situation in the state is very grim.
Likewise, the Chief Minister said that as most of the river resources of the state have dried up, it needs more water to cater to its irrigation needs. Bhagwant Singh Mann said that the situation is so grim that Punjab only has scant water, which it is providing to the food growers, adding that in such a scenario there is no question of sharing even a drop of water with any other states. Meanwhile, he again proposed that the Indus Waters Treaty should be reconsidered, and efforts should be made to bring water from the Western Rivers to India to meet the growing water demand.
The Chief Minister said that the opportunity of Indus Water Treaty suspension must be duly utilised to fulfil the water needs of the state. He said that the recent decision by the Government of India to suspend the Indus Water Treaty opens up the possibility of greater utilization of water from the western rivers (Indus, Jhelum, and Chenab) within Indian territory. Meanwhile, Bhagwant Singh Mann said that Punjab, which is currently facing groundwater depletion, must be prioritized in any future strategies for the usage, diversion, or allocation of river waters.
The Chief Minister said that waters of the western rivers should be allocated to Punjab on a priority basis and new storage dams upstream of existing Bhakra and Pong Dams in Himachal Pradesh should be constructed. He said that this will significantly enhance the storage and regulation of western river waters. Bhagwant Singh Mann said that it is the need of the hour so that Punjab, which has overexploited its only available natural resources in terms of water and fertile land for making country self reliant in food production, is duly compensated.
The Chief Minister said that the long-conceived project of the Sharda-Yamuna Link need be taken up on priority and surplus water be transferred to the river Yamuna at a suitable location. He said that the additional water so available could offset the balance water requirement of the state of Haryana from the Ravi-Beas system, apart from addressing the ever-growing drinking water requirement of the capital city of Delhi and the availability of the Yamuna water to the state of Rajasthan. Bhagwant Singh Mann said that Under the aforesaid eventuality, again, the issue of construction of the SYL canal could be shelved and put to rest forever.
The Chief Minister said that to cater to demands of Haryana, the Sarda Yamuna link should be constructed to transfer surplus Sarda water to the Yamuna River, and Chenab water can be diverted to the Beas River through the Rohtang tunnel to eliminate the need for the SYL canal. He said that proceedings with respect to the SYL matter (O.S. No. 6 of 1996) may be kept in abeyance till the decision of the Ravi-Beas tribunal is awarded. Bhagwant Singh Mann said that the MoU of 12.05.1994 of allocation of Yamuna waters between Delhi, U.P., H.P., and Rajasthan is going to be reviewed after 2025.
So, the Chief Minister demanded that Punjab should be included as a partner state of Yamuna water allocations and 60% of the surplus waters of the Yamuna should be considered for the State of Punjab while apportioning the Yamuna waters. He said that instead of the Satluj Yamuna Link (SYL) canal, the project should now be reconceived as the Yamuna Satluj Link (YSL), as the Satluj River has already dried up and there is no question of sharing even a single drop of water from it. Rather, Bhagwant Singh Mann said that water from the Ganga and Yamuna should be supplied to Punjab through the Satluj River.
The Chief Minister said that the SYL canal is an 'emotive issue' and Punjab will have serious law and order issue and it will become a national problem, with Haryana and Rajasthan also bearing the brunt. He categorically said that Land for SYL canal is not available as of today adding that Out of 34.34 MAF water of three rivers, Punjab was allocated only 14.22 MAF, which is 40%. Bhagwant Singh Mann said that the remaining 60% was allocated to Haryana, Delhi, Rajasthan, even though none of these rivers actually flow through these states.
The Chief Minister said that Haryana is already getting (1.62 MAF Ravi-Beas and 4.33 MAF Sutlej Waters)=5.95 MAF from three rivers (Ravi, Beas &amp; Sutlej) of Punjab. He said that In addition to Ravi, Beas and Sutlej, Haryana got additional 4.65 MAF Yamuna waters and further 1.62 MAF Sarda water by Sharda Yamuna Link. Bhagwant Singh Mann said that due to reduction in surface waters, pressure is putting on ground waters Ground adding that out of 153 blocks in Punjab, 115 have been declared over-exploited (75%), whereas in Haryana 61% (88 out of 143) are over exploited.&nbsp;
The Chief Minister said that number of tube wells in the state has increased from 6 lakhs in 1980&rsquo;s to 14.76 lakh in 2018 (this includes the tube well installed only for agriculture) showing an increase of more than 200% during last 35 years. He said that Punjab has the highest rate of groundwater extraction (157%) in the entire nation, even higher than Rajasthan (150%) adding that Punjab ignores its own water requirement and gives about 60% water to meet the water requirements of non-riparian states in which Ravi-Beas and Sutlej Rivers do not pass. Bhagwant Singh Mann said that Punjab made a major contribution of 124.26 lakh metric tonne of wheat during 2024 which is 47% of the total procured in the India and also contributed 24% rice in centre pool.
The Chief Minister said that Total water requirement of Punjab is 52 MAF and water available with state of Punjab is only 26.75 MAF (Surface water from three rivers 12.46 MAF and Ground water 14.29 MAF). He said that The water of the Punjab Rivers is shared among the partner states whereas the flood from these rivers caused damage only in Punjab putting the State of Punjab to a huge financial burden every year. Bhagwant Singh Mann said that as the benefits are shared in certain ratio among the partner states and it is therefore imperative if the State of Punjab is appropriately compensated by the partner states regarding the damages and destructions caused by the floods on annual basis.
The Chief Minister said that Agreements and decisions of tribunals should be reviewed in light of changed circumstances and environmental developments, as international norms mandate a review every 25 years. He said that Punjab seeking share of Yamuna water is similar to Haryana's share of Ravi Beas waters as Irrigation Commission Report, Government of India, 1972 held that Punjab is riparian to Yamuna river. Bhagwant Singh Mann lamented that GOI is of the view that Punjab Reorganisation Act-1966 is silent about Yamuna Waters as these waters were not considered sharable between Punjab and Haryana.
The Chief Minister said that similarly the Act is also silent about Ravi Waters adding that Punjab has already enacted &ldquo;Punjab Termination of Agreements Act, 2004&rdquo;, terminating 1981 Agreement relating to Surplus Ravi-Beas waters. &nbsp;He said that Punjab has maintained the existing utilization of Haryana of Ravi-Beas waters as per Clause 5 of Punjab termination of Agreements Act, 2004. Bhagwant Singh Mann said that no water is being released to Pakistan from Punjab side and the only water which reaches to Pakistan is from Ujh River which originates and flows through J&amp;K.
The Chief Minister said that in wake of all these reasons it is imperative that YSL canal should be constructed to meet the water needs of the state. He said that Haryana has enough scope to get additional waters as the state l is also receiving 2.703 MAF water of River Ghaggar, Tangri Nadi, Markanda River, Saraswati Nadi, Chautang-Rakshi, Nai Nalah, Sahibi Nadi, Krishna Dhuan and Landoha Nalah. Bhagwant Singh Mann said that this water is unaccounted till now while deciding the allocations of water between the States.

Punjab Finance Minister Harpal Singh Cheema today directed the Transport Department to hold a meeting with various unions of the department in the next 15 days to consider their demands and submit a concrete report to the Cabinet Sub-Committee headed by him. Following this directive, the striking Transport Department unions announced the withdrawal of their strike.
The Finance Minister issued these directions during the meeting with the unions at Punjab Bhawan, which lasted for about two hours. The meeting was also attended by Transport Minister Laljit Singh Bhullar, Secretary of Transport Varun Roojam, Director of State Transport-cum-Managing Director of PUNBUS Rajiv Gupta, and Managing Director of PRTC Bikramjit Singh Shergill.
The Finance Minister was presented with detailed demands and issues by the Punjab Roadways PUNBUS/PRTC Contract Workers Union (25/11) and Punjab Roadways/PUNBUS State Transport Workers Union (1/19). After taking into consideration the demands and issues raised by the union leaders, the Finance Minister directed the Transport Department to resolve the department-level issues as soon as possible and hold a meeting with the union leaders in the next 15 days regarding the main issues of the unions and submit a concrete report to the Cabinet Sub-Committee headed by him, to facilitate the resolution of legitimate issues.&nbsp;
The Finance Minister assured the union leaders that the Punjab government under the leadership of Chief Minister Bhagwant Singh Mann is making every possible effort to resolve the issues of the employees that have been pending for decades. In view of these instructions given by the Finance Minister, the Transport Department unions announced the withdrawal of the strike.
The meeting was attended by representatives from both unions, including State President Harminder Singh, State General Secretary Gurmukh Singh, Senior Vice President Jaspal Singh Bajwa, and State Cashier Jagdeep Singh from Punjab Roadways/Punbus State Transport Workers Union (1/19), and President Resham Singh Gill, Secretary Shamsher Singh, Senior Vice Presidents Harkesh Kumar, Baljinder Singh, and Jagjit Singh, Vice President Harjinder Singh, Joint Secretary Jagtar Singh, and Cashiers Ramandeep Singh and Baljit Singh from Punjab Roadways/Punbus/PRTC Contract Workers Union (25/11).
