He said that earlier, local residents lived under fear due to alleged misuse of authority by political figures connected with previous governments. He cited historical events, including the Jallianwala Bagh massacre, to contextualize past betrayals in the region, and said such acts are not forgotten.
The Chief Minister warned that bringing back previous political parties, including the Akali Dal led by Sukhbir Singh Badal, could reverse the progress made in the region. He raised concerns about issues such as sacrilege (beadbi) incidents, attacks on protestors, and administrative lapses, suggesting that the current government is focused on addressing such challenges.
Mann also addressed matters related to the Shiromani Gurudwara Prabandhak Committee (SGPC), stating that the committee&rsquo;s leadership should prioritize institutional responsibilities over political activities. He said the government&rsquo;s investigations into missing religious texts from the SGPC are aimed solely at recovery and not at interfering in religious affairs.
The Chief Minister highlighted several ongoing development initiatives in Punjab. These include providing free electricity to 90 percent of households, improving power supply for farmers, and promoting education and healthcare through programs such as Aam Aadmi Clinics and Schools of Eminence. He also mentioned welfare measures for border residents, including efforts to adjust the border fence to allow cultivation of farmland near the International Border.
Regarding local infrastructure, Mann said that ₹9.94 crore will be spent on renovating 23 rural link roads in Majitha, with ₹1.38 crore allocated for their maintenance over the next five years. He noted that these roads are essential for commuting and transporting agricultural produce, and that improvements will benefit residents across the constituency. He added that the government has undertaken a statewide program to repair and maintain Punjab&rsquo;s 43,000 kilometres of link roads, using AI surveys and a CM Flying Squad to ensure quality and prevent fund mismanagement.

The forest and wildlife preservation minister on Thursday said that the 5-km Siswan&ndash;Mirzapur nature trek, which takes approximately one and a half hours to complete, has gained popularity among visitors due to its natural beauty, lush forests, scenic viewpoints, and watchtowers.
He said a nature awareness camp was successfully organised at Siswan Dam on December 25 last year, featuring a cycling event followed by a trekking programme. Regular educational visits of school children are also being organised at the Siswan Nature Awareness Camp to instil the spirit of environmental conservation among the new generation, he added.
The forest division is continuously promoting nature conservation, responsible eco-tourism, environmental education, and community participation, the minister said.
He further said efforts are being made in the villages dependent on forestry to provide skill-based training to enhance livelihood opportunities.
Under community development initiatives, self-help groups from Siswan, Gochar, and Nada villages are being trained in cloth bag making, tailoring, and other skills to create new employment opportunities at the local level, he said.

The decision is aimed at improving efficiency, transparency and passenger convenience by integrating technology into everyday commuting. With the rollout of Digital Electronic Ticketing Machines, passengers will be able to purchase tickets using multiple payment options, including QR code-based payments, UPI, card transactions and offline modes, reducing reliance on cash and minimising waiting time across urban and rural routes.
The new ticketing system will also focus on improving journey planning and passenger experience. The machines will be GPS-enabled, allowing commuters to track buses in real time, locate nearby bus stops and access live information on services operating along different routes. Facilities such as checking seat availability are expected to further improve the reliability of Punjab&rsquo;s state-run bus network.
The Bhagwant Mann government has clarified that its flagship welfare schemes will continue without disruption under the new system.&nbsp;
Free bus travel for women will remain in place, with women passengers being issued smart cards to access the facility seamlessly. Students will also receive smart cards, which can be recharged online through a mobile application, making daily travel more accessible and affordable.

Punjab Chief Minister Bhagwant Singh Mann on Thursday appeared before Sri Akal Takht Sahib and reiterated his complete faith in the supreme temporal authority of the Sikhs, asserting that he accepts every decision taken by it and has no intention of questioning or undermining its supremacy.
Walking barefoot while reciting prayers, the Chief Minister bowed before Sri Akal Takht Sahib and devoted the entire day to the institution. He appeared before the Jathedar Sahib at the Akal Takht Secretariat, where he submitted a detailed clarification regarding his earlier statements, stating that he stands as a humble Sikh with unwavering belief in the authority of Sri Akal Takht Sahib.
After his appearance, CM Bhagwant Singh Mann told the media that he had personally complied with the directions issued by the Jathedar Sahib. &ldquo;As per the orders of the Jathedar Sahib, I appeared here as a humble Sikh and submitted my explanation in response to the queries raised. Sri Akal Takht Sahib is the supreme authority for the entire Sikh community, and it is supreme for me as well,&rdquo; he said.&nbsp;
He added that the Jathedar Sahib had recorded his statement and that further action would be taken after consultations with the Singh Sahibans.
Reaffirming his respect for the institution, the Chief Minister said, &ldquo;I will abide by every decision of the Jathedar Sahib. My appearance here has given me immense contentment, inner peace and satisfaction.&rdquo;
CM Mann also rejected claims of any confrontation between the Punjab government and Sri Akal Takht Sahib, describing such narratives as &ldquo;totally false.&rdquo; &ldquo;There is no question of challenging or weakening the authority of Sri Akal Takht Sahib, which is supreme for all the Sikhs. The domain of my government is crystal clear, to work for the progress of Punjab and the prosperity of its people,&rdquo; he said.
Calling himself Punjab&rsquo;s sewadar, the Chief Minister said his sole objective was the welfare of the state and its people. &ldquo;I perform ardas daily for the chardi kala of the state. My head bows before every religious place even at a single glance. It is impossible that any action of mine can be against the state or its people,&rdquo; he said.
Mann said that representing the sentiments of millions, he had submitted between 25,000 and 30,000 pages of complaints to the Jathedar Sahib. &ldquo;These complaints reflect the emotions of people who have flagged various anomalies in the functioning of the SGPC. I have humbly requested the Jathedar Sahib to get these complaints investigated, as the feelings of millions are attached to them. Institutions are always supreme while individuals heading them can err, Such individuals deserve no leniency for their misdeeds,&rdquo; he added.
Emphasising his acceptance of the authority of Sri Akal Takht Sahib, the Chief Minister said, &ldquo;Every order of Sri Akal Takht Sahib is acceptable to me. It is the highest temporal body of the Sikhs, and my family and I abide by it fully.&rdquo; He also expressed gratitude to the Jathedar Sahib for presenting him with two books related to the Sikh Rehat Maryada and the Gurdwara Act.
Clarifying the formation of the Special Investigation Team (SIT), Mann said it was not politically motivated. &ldquo;The SIT has been constituted solely to trace the missing saroops of Sri Guru Granth Sahib ji. Its mandate is strictly confined to tracing them so that they are not misused,&rdquo; he said. He added that he had sought the Jathedar Sahib&rsquo;s intervention to direct the SGPC to provide unique codes assigned to each saroop published by it to assist in tracing the missing saroops.
The Chief Minister said the Punjab Police and the state government would trace the saroops and inform Sri Akal Takht Sahib and the SGPC about their location, ensuring further action strictly as per Rehat Maryada. &ldquo;The police have already been instructed not to enter the premises of religious places where the saroops are traced,&rdquo; he said. He also noted that the Jathedar Sahib had informed him that prior to 1998, the printing of Sri Guru Granth Sahib had taken place at multiple locations.

Outlining the government&rsquo;s longer-term vision, Mann said a comprehensive roadmap has been prepared to build a &ldquo;Rangla Punjab&rdquo; for future generations. Referring to his approach to governance, he added, &ldquo;My predecessors remained confined to their palatial palaces, but I have been visiting every nook and corner of the state to usher in a new era of peace, progress and prosperity.&rdquo;
He said Lok Milnis are aimed at ensuring direct interaction with citizens and formulating strategies for holistic development. &ldquo;This programme has no parallel in the country. No other state government spares so much time to solve people&rsquo;s problems at their doorsteps,&rdquo; he said, adding that the initiative also helps assess the performance of government officials and ensures quicker resolution of public issues.
Calling the programme a pro-people initiative, Mann said Lok Milnis help citizens complete routine administrative work more efficiently while strengthening governance mechanisms. &ldquo;This helps improve the functioning of offices and gives the administration a clear understanding of ground realities. Our motive is to ensure that benefits of government schemes reach people at their doorsteps,&rdquo; he said.
Listing initiatives undertaken by his government, the Chief Minister said that around 90 percent of households are receiving free electricity. He also said, &ldquo;More than 63,000 youth have been given government jobs in a completely transparent manner, without recommendation or corruption,&rdquo; and added that the closure of 17 toll plazas has resulted in daily savings of approximately ₹64 lakh for commuters.
On healthcare, Mann said that 881 Aam Aadmi Clinics have been established across the state, providing free treatment and medicines. He said the Mukh Mantri Sehat Yojna would soon be launched, offering cashless treatment of up to ₹10 lakh. &ldquo;In the education sector too, revolutionary measures have been taken which have attracted national appreciation,&rdquo; he said.
The Chief Minister said that 118 Schools of Eminence are being set up to support students from underprivileged backgrounds. He added that students are being provided free uniforms, free bus services for girls, and specialised coaching for entry into the armed forces and competitive examinations such as NEET, JEE, CLAT and NIFT.
Highlighting academic outcomes, Mann said that 265 students from government schools, including Schools of Eminence, qualified for JEE Mains, 44 cleared JEE Advanced, and 848 students qualified for NEET. He also noted that teachers and principals have been sent to international institutions for training. &ldquo;The Sadak Surakhya Force formed by our government has been praised across the country and even in Parliament,&rdquo; he said.

The Punjab government has sought the United Kingdom's assistance in procuring films, tapes, and other archival documentation relating to Bhagat Singh's trial proceedings.&nbsp;
Chief Minister Bhagwant Mann made the request in a letter dated January 9 to British Deputy High Commissioner Alba Smeriglio.&nbsp;
"It is learnt that original audio/video recordings and archival documentation pertaining to the trial proceedings of Shaheed Bhagat Singh, Shaheed Sukhdev Thapar, and Shaheed Shivaram Hari Rajguru are presently held by concerned authorities in Scotland, reportedly preserved within a museum/institution maintaining historical legal archives of that era," Mann said in a letter.&nbsp;
According to the government, the records hold "profound historical and emotional significance" for the people of Punjab, as well as for the global scholars of history and human rights.&nbsp;
"The Punjab Government seeks access to these archival materials for academic study, digital preservation, and public exhibition at the 'Shaheed Bhagat Singh Heritage Complex', Khatkar Kalan, district Shaheed Bhagat Singh Nagar, Punjab," the chief minister wrote, seeking copies.&nbsp;
The Aam Aadmi Party leader also appealed to "universal ideals of justice, sacrifice, and human dignity" as principles behind the request to share material.&nbsp;
Bhagat Singh, aged 23, was hanged on March 23, 1931, along with Sukhdev and Rajguru, for the murder of British police officer John Saunders in what came to be known as the Lahore conspiracy case.&nbsp;

Following extensive consultations with stakeholders, the Cabinet approved the amendments, which include the introduction of new mining categories, modernization of the auction system, and simplification of regulatory processes. Officials described the changes as a historic shift towards transparency, fairness, and citizen-friendly governance.
Modernized Mining Processes and Transparent Auctions
Speaking on the reforms, Mining and Geology Minister Barinder Kumar Goyal said, &ldquo;Our government is committed to eliminating the complexities in the mining sector and ensuring that natural resources are utilized for the benefit of the people. By moving towards transparent online auction processes, we are increasing state revenue and curbing illegal mining while ensuring a level playing field for genuine operators.&rdquo;
Minister Goyal explained that Punjab&rsquo;s mining sector had long faced a shortage of authorized mining sites, with only around 35 mines operational in the state. The gap between legal supply and growing demand for construction materials had led to illegal mining and unregulated supply chains.
&ldquo;We are encouraging operators to come forward, disclose existing mining activities, complete necessary documentation, and operate strictly within the regulatory framework,&rdquo; he said.
The government has also launched its first transparent online auction process in three years, auctioning 29 commercial mining sites in the first phase. The process received 16 successful bids and generated revenue of ₹11.61 crore. Officials confirmed that approximately 100 more sites will be auctioned in a phased manner.
Crusher Mining Sites to Strengthen Local Industry
A major reform under the revised policy is the introduction of Crusher Mining Sites (CRMS) to address material shortages for the crusher industry. Previously, crusher owners with land containing gravel deposits could not legally extract materials, forcing them to rely on other states.
Under the new CRMS framework, land-owning crusher operators can obtain mining leases and extract materials for their operations. This measure is expected to improve raw material availability, accelerate infrastructure projects, reduce dependence on other states, create employment, enhance crusher efficiency, increase state revenue, and lower prices for consumers.
Land-Owner Mining Sites to Empower Farmers and Reduce Monopolies
The government has also introduced Land-Owner Mining Sites (LMS) for sand mining. Previously, landowners faced obstacles in mining their land due to procedural complexities and reluctance from operators. The LMS policy now allows landowners to mine sand themselves or through authorized operators, paying royalties to the state government.
&ldquo;These reforms will boost legal mining sites, increase supply, enhance state revenue, reduce consumer prices, and create new business opportunities for Punjabis. They will also help eliminate monopolies in the mining sector,&rdquo; said officials.
Streamlined Approvals and Industry Support
Mining-related approvals, which previously took seven to nine months&mdash;or in some cases years&mdash;through institutions like the State Environment Impact Assessment Authority (SEIAA), will now be processed on a mission mode, with multiple clearances handled simultaneously to ensure timely decisions without compromising regulatory requirements.
So far, 290 applications under the CRMS and LMS categories have been received, with 26 Letters of Intent issued. Over 200 new mining sites have been identified, and surveys, technical investigations, public consultations, and environmental impact assessments are underway. Most mines are expected to become operational between December 2025 and March 2026.
Officials reiterated that all mining operations must comply with legal procedures and regulatory approvals. &ldquo;Mining is permitted, but any laxity towards illegal activities will not be tolerated,&rdquo; they said.
Comprehensive Reforms in Auction System
The Cabinet approved reforms to address deficiencies in the previous auction model, including lottery draws, fake bidders, revenue loss, and delays. The new measures include a price-based bidding system, advance royalty payments, transfer of environmental clearances to bidders, clear dead rent provisions, and extension of lease periods from three to five years.
&ldquo;These reforms aim to improve availability of raw materials, increase revenue, speed up mine operations, and strengthen transparency,&rdquo; officials said.

Phase II Launch: AAP Chief Highlights Previous Success
Kejriwal said, &ldquo;After the remarkable success of Phase One of &lsquo;Yudh Nashean Virudh&rsquo;, Phase Two is beginning today. Phase One was launched on 1 March 2025, about ten months ago, and the honesty, hard work and determination with which it was implemented has never been seen before, not just in Punjab but in any state across the country, in a fight against drugs.&rdquo;
He recalled the situation before the AAP government: &ldquo;In Punjab, before us, when the Shiromani Akali Dal (SAD) government was in power, drugs were pushed into every lane and every household. It was during that time that Punjab was so deeply trapped in drugs that the film &lsquo;Udta Punjab&rsquo; was made.
Punjab saw drugs entering homes, and many senior personalities were directly involved in selling drugs. After that, Captain Amarinder took an oath on the Gutka Sahib and said he would eliminate drugs in thirty or sixty days. His government lasted five years and nothing was done. Those were false oaths. After that, our government came.&rdquo;
He added, &ldquo;We took some time because proper preparation was needed, but after 1 March last year, the intensity and courage with which we began action against drugs was unprecedented. Enforcement and Arrests: Breaking Drug Networks
Kejriwal provided detailed figures to illustrate the campaign&rsquo;s scale: &ldquo;In the last ten months, 28,000 cases have been filed against drug traffickers. In 88 percent of these cases, the accused were sent to jail. Out of every 100 cases, jail was ordered in 88 cases. Among the 28,000 cases that have reached the courts so far, 88 percent have resulted in imprisonment.&rdquo;
He further stated, &ldquo;Around 42,000 smugglers have been arrested, including 350 major traffickers. Their huge mansions, buildings and offices were demolished for the first time by a government. People began to see that a government had truly come to fight drugs.&rdquo;
Kejriwal recounted, &ldquo;The biggest trafficker in Punjab, whose name made people tremble, was arrested and sent to jail by this government. No one earlier had the courage even to take his name. The police, administration, and even senior leaders were afraid, but the AAP government had the courage to put him behind bars.&rdquo;
Public Participation and Village Defence Committees
Kejriwal emphasized that public confidence has been key to the campaign&rsquo;s success: &ldquo;This strengthened people&rsquo;s morale, and they began coming forward with information.&rdquo;
He narrated an incident that shaped Phase II: &ldquo;One day, CM Bhagwant Mann and I were sitting together. He called a young man from his village who identified the local drug seller, their methods, and suppliers. This showed that the public knows who sells drugs. That single incident became the foundation of Phase Two.&rdquo;
To formalize community participation, Village Defence Committees (VDCs) were created, comprising 10&ndash;20 volunteers from each village or ward. Kejriwal said, &ldquo;So far, 1,50,000 volunteers have joined these committees. They will provide information about drug sellers through a mobile app, which ensures confidentiality and protection. All monitoring will be done at the Chief Minister&rsquo;s Office, and anyone colluding with traffickers will be sent to jail.&rdquo;
A missed call number, 9899-100002, has been launched for citizens to register their village and join the movement. A grand gathering of VDC volunteers is planned on 13 February 2026. Between 10 and 30 January, padyatras will cover every lane, corner, neighbourhood, and village in Punjab.
Addressing Cross-Border Trafficking
Kejriwal highlighted efforts to counter cross-border drug trafficking: &ldquo;Most drugs come from Pakistan through drones. For the first time, Punjab purchased anti-drone systems using state funds. Any drone entering from Pakistan is intercepted and prevented from delivering drugs.&rdquo;
VDCs will also focus on treatment and rehabilitation, identifying addicts and guiding them to de-addiction centres. Kejriwal added, &ldquo;When our government came, these centres were in terrible condition. Now they have air conditioning, CCTV, televisions, better food, and the capacity has increased from 1,500 to 5,000 beds.&rdquo;
Chief Minister Bhagwant Singh Mann: Mass Movement Against Drugs
CM Mann said, &ldquo;The enthusiasm of the people shows we are very close to winning this war against drugs. Drugs are a social problem, and only a mass movement can end them. Police or government action alone is not enough.&rdquo;
He highlighted the zero-tolerance approach: &ldquo;Those who spread misery by selling drugs are enemies of society, and they will not be spared. Phase II of Yudh Nashean Virudh will be more successful than Phase I, and Punjab will script a new success story.&rdquo;
Mann stressed rehabilitation: &ldquo;Drug addicts are victims. They need sympathy and treatment. Our government is leaving no stone unturned. Previous regimes encouraged the trade for political interests, but this movement is for building a &lsquo;Rangla Punjab&rsquo;.&rdquo;
Training, Awareness, and Capacity Building
- VDC Training: Over 50,000 members trained in November 2025 at the constituency level. Identity cards were issued, and roles, responsibilities, and reporting protocols were established.
- Enforcement: Between March and December 2025, 29,352 cases registered under NDPS, 39,981 traffickers arrested, 1,849 kg heroin and 28 tonnes poppy husk seized, ₹15.25 crore recovered, 358 major traffickers arrested, 490 drone activities detected, 252 drones recovered, and ₹299 crore properties confiscated. 88% conviction rate in courts.
- Treatment Infrastructure: 36 government de-addiction centres, 19 government rehabilitation centres, 143 private de-addiction centres, 72 private rehabilitation centres, 55 empanelled rehabilitation centres, plus 44 nursing colleges and 11 medical colleges linked. Over 10.48 lakh patients registered.
- Capacity Building: Psychologists trained at AIIMS Delhi, 1,000+ medical officers trained, 180 psychologist recruitments, partnerships with NGOs for skill development and reintegration.
- Prisons: De-addiction centres established in eight central jails, 60 psychologists recruited, Soorma Program launched to recognise recovering addicts as ambassadors.
- Education &amp; Awareness: Drug prevention curriculum introduced in government schools (Classes 9&ndash;12) reaching 8 lakh students.
- Youth Engagement: 3,100 stadiums under construction, 3,000 gyms being set up, 17,000 sports kits distributed. WhatsApp number launched to report trafficking.
Multi-Dimensional Approach
Kejriwal concluded: &ldquo;With police, administration, and AAP government actively working, all three crore Punjabis will make Punjab drug free. The campaign will continue until the state is completely free from drugs.&rdquo;
Mann added: &ldquo;We have broken supply lines, jailed big players, treated victims, demolished traffickers&rsquo; properties, and adopted a zero-tolerance policy. This is a comprehensive, multi-dimensional strategy that will continue until Punjab is fully free from drugs.&rdquo;
Senior leaders Manish Sisodia, Cabinet Ministers Aman Arora, Dr Balbir Singh, Tarunpreet Singh Sond, MP Raj Kumar Chabbewal, and Rajya Sabha MP Ashok Mittal also addressed the gathering. Chief Secretary KAP Sinha, Special DGP Arpit Shukla, and senior officers were present.

&ldquo;This initiative is expected to boost both confidence and morale among women in Punjab,&rdquo; Dr. Kaur added.
The move follows other initiatives by the state government to support women, including financial assistance under the Aashirwad Scheme for the marriages of daughters from economically weaker sections. Recently, over ₹13 crore was released under the scheme, benefiting thousands of families.
In addition, the government has introduced programs aimed at economic empowerment, such as the Mukhyamantri Mahila Samman Yojana, which provides monthly financial assistance to women.
Experts note that while female literacy in Punjab has improved over the years, women&rsquo;s participation in the workforce remains below the national average. Government data indicates that female workforce participation in the state was 21.1% in 2020-21 and rose to 25.2% in 2022-23, compared with the national average of around 36%. The new reservation policy is expected to help reduce this gap.

Within four months of launching a protocol-driven pregnancy care model, nearly 20,000 pregnant women are now visiting these clinics every month.
Punjab Health and Family Welfare Minister Dr. Balbir Singh highlighted the impact of the initiative, noting that over 10,000 women have already received free ultrasound services through a structured referral system.&nbsp;
By empanelling nearly 500 private diagnostic centers, the government has ensured that scans&mdash;normally costing ₹800 to ₹2,000&mdash;are available at no cost, saving families an estimated ₹1 crore in just 120 days.
Official data had previously shown gaps in maternal care in the state, with fewer than 70 percent of pregnant women receiving their first ante-natal check-up and under 60 percent completing the recommended four visits. Punjab&rsquo;s maternal mortality ratio stood at 90 per one lakh live births, above the national average, underlining the need for comprehensive, accessible pregnancy care.
With nearly 4.3 lakh pregnancies annually, early detection, regular monitoring, and timely referral are critical. Over the past three years, the Mann government has established 881 AACs, which have become the backbone of the state&rsquo;s primary healthcare system, recording over 4.6 crore OPD visits and treating nearly 70,000 patients daily. Leveraging this network, the government launched an expanded pregnancy care model at AACs four months ago.
Under the program, all essential ante-natal check-ups&mdash;including HIV and syphilis screening, complete blood tests, sugar, thyroid, hepatitis, fetal heart rate, cholesterol, and hemoglobin assessments&mdash;are now available at AACs. Where ultrasounds are needed, doctors provide referral slips allowing free access to diagnostic centers. Approximately 5,000 high-risk pregnancies are being identified every month, ensuring continuous tracking, focused support, and timely referral to specialist care when required.
The initiative has also improved the patient experience by reducing travel and wait times, enabling consultations within minutes, and providing financial relief for ultrasound services. From the first ante-natal visit to post-natal follow-up, the program integrates technology, standardized clinical protocols, referral systems, and community-level support to strengthen the entire pregnancy care pathway.
On the achievement, Dr. Balbir Singh said, &ldquo;Under the visionary leadership of Chief Minister Bhagwant Singh Mann, Punjab is building a healthcare system that ensures every mother receives quality care close to home. With 4.3 lakh pregnancies annually, the expansion of pregnancy care services at Aam Aadmi Clinics is a transformative step and sets a new benchmark for primary healthcare in India.&rdquo;

Preliminary investigation revealed that the accused are actively linked to a cross-border smuggling network and involved in illegal arms and drug trafficking, said the DGP.&nbsp;
An FIR has been registered at Police Station Cantonment in Amritsar, under the Arms Act and the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Forward and backward linkages are being probed, he further said.

Punjab Aam Aadmi Party leader Lucky Oberoi was shot dead on Friday outside a gurdwara in Jalandhar's Model Town by unidentified assailants, police said.
The incident took place in the morning, a senior police official from Jalandhar said over the phone, adding that he was rushed to a hospital in an unconscious state and succumbed to the bullet injuries.
Oberoi, 38, a Jalandhar-based AAP leader, had arrived at the gurdwara in his car. He was preparing to leave in his Mahindra Thar Roxx after paying obeisance.
The assailants, who were on a two-wheeler, opened 8-10 shots at him, police said. He was rushed to a hospital in Jalandhar, but succumbed to injuries, ACP Jalandhar, Parminder Singh said.
Police said the attackers fired several bullets at the vehicle and fled. After the incident, a police force reached the spot.
The assailants may have carried out a recce of Oberoi's movements, police sources said.
In the firing incident, the window panes of Oberoi's Thar vehicle and of another vehicle parked in the area were shattered.
Further investigations are underway, police said, adding that CCTV footage is being scanned to trace the assailants.
A doctor at a private hospital where Oberoi was admitted, told reporters that he was brought in around 8:10 am.
"He was unconscious, and his blood pressure was unrecordable. Eight to nine rounds were fired at him, and one of the bullets pierced through his chest," the doctor said.
Despite best efforts, Oberoi could not be saved, the doctor added.
Meanwhile, opposition parties hit out at the Bhagwant Mann-led dispensation over the incident, alleging the collapse of law and order in the state under AAP rule.
Leader of Opposition Partap Singh Bajwa in a post on X said, "The shocking daylight murder of @AAPPunjab leader Lucky Oberoi outside a gurdwara in Jalandhar, exposes the grim reality: if even ruling party leaders aren't safe, what hope remains for ordinary citizens?"
"Punjab today is gripped by fear, gang violence, and administrative paralysis, while the AAP government remains busy with PR and excuses. Chief Minister Bhagwant Mann must answer: who is responsible for this complete breakdown?" Bajwa said in his post.
Shiromani Akali Dal president Sukhbir Singh Badal, in a post on X, alleged "Punjab is bleeding under Aam Aadmi Party's 'zero fear' govt!"
"Even AAP leaders are not safe in their own govt! The daylight murder of @AAPPunjab leader Lucky Oberoi outside a Gurdwara in Jalandhar today morning exemplifies this fact.
"Nearly 25 murders in January 2026 alone, after 9 in the first week of the year. They are happening everywhere, be it a court complex, busy bazaar, wedding venue or even outside a Gurdwara Sahib," he said.
"Where is the @PunjabPoliceInd 's much hyped 'war on gangsters'? This is anarchy, not governance! @BhagwantMann, you don't deserve to be in the chair even for one more day," Badal said in his post.
SAD senior leader Bikram Singh Majithia and Punjab Congress chief Amrinder Singh Raja Warring also took on the Mann government over the incident.
"This has become a new norm in Punjab. Kill anyone anywhere as per whims and fancies'&brvbar;. Shame on you @BhagwantMann '&brvbar;You and your @DGPPunjabPolice have completely destroyed Punjab. Total collapse of Law and Order and still you are not ready to admit it'&brvbar;," Majithia said in a post on X.
Congress's Amrinder Singh Raja Warring said nobody is safe under AAP rule in Punjab.
"This is what we have been warning time and again. AAP has pushed Punjab into Jungle Raj," he said.
BJP national general secretary Tarun Chugh also slammed the Mann government and said that the brutal daylight killing of AAP leader is not just a murder; it is a chilling reminder that Punjab is slipping into complete lawlessness.
"When leaders of the ruling party themselves are being gunned down in public places, it exposes the utter collapse of governance and the dangerous rise of gangster raj across the state. If those in power are not safe, what protection remains for the common people of Punjab?" Chugh said in a post on X.
Chugh said that AAP national convener Arvind Kejriwal promised to eradicate criminals and miscreants from Punjab, "but instead it has pushed the state deeper into fear, drugs, organised crime and administrative paralysis.
"The Mann government appears more interested in political optics and PR than in protecting lives.
"My Punjab, once known for its courage and prosperity, is now being pushed towards anarchy due to sheer incompetence and lack of leadership. The people of Punjab deserve security, dignity and a government that can actually govern," Chugh said.

The Punjab government on Wednesday launched year-long, state-wide celebrations to mark the 649th birth anniversary of Guru Ravidas, a 15th-century saint, poet and social reformer, with a three-day state-level event beginning at Shri Khuralgarh Sahib in Hoshiarpur.
Finance Minister Harpal Singh Cheema said the government has started preparations for the &ldquo;historic&rdquo; 650th Parkash Purab of Guru Ravidas in 2027, and will organise programmes across Punjab over the next one year to spread his teachings.
"The Punjab government has resolved to celebrate the 650th Parkash Purab in 2027 on an unprecedented scale. A year-long series of programmes has already been launched on the occasion of the 649th Parkash Purab," Cheema told reporters after paying obeisance at the shrine of Guru Ravidas here.
"The core objective of the year-long celebrations is to ensure that the life, philosophy and message of Guru Ravidas Ji reach every section of society. As part of this initiative, students across schools, colleges and educational institutions in Punjab will be sensitised to Guru Ravidas Ji's teachings, ideals, and contributions to social reform," he added.
Cheema reiterated the Punjab government's commitment to propagating Guru Ravidas&rsquo; teachings and said that special educational, cultural and social programmes are being planned across the state throughout the year.
The three-day congregation at Shri Khuralgarh Sahib, regarded as a major centre of faith for devotees, will culminate on February 6 with the 'bhog' of Akhand Path Sahib.

Punjab Chief Minister Bhagwant Mann stated that his government has significantly reduced drug trafficking through strict action against smugglers and highlighted the launch of 'Mukh Mantri Sehat Yojna,' offering Rs 10 lakh health cover per family.

Punjab Chief Minister Bhagwant Mann on Thursday asserted his government has managed to reduce drug trafficking in the northern state to a large extent by cracking down on smugglers.
Talking to reporters in Panaji during his Goa visit, Mann emphasised the Aam Aadmi Party (AAP) government has been actively working to eradicate the drug menace from Punjab.
The AAP government has launched a campaign in mission mode to eliminate the drug menace, he noted. "During the mission, several high-profile drug smugglers were arrested and put in jail," Mann stated.
He said Punjab faces drug problem as it shares border with Pakistan.
"Several smugglers were booked under the Narcotics Drugs and Psychotropic Substances Act (NDPS Act). Drug money was also recovered from them," the Chief Minister said.
He stated that in some instances, properties purchased with drug money were demolished, while in certain cases, notices were pasted on doors of homes saying they belong to the government.
Mann insisted his government has managed to create fear of law enforcement in the minds of drug smugglers due to which trafficking of narcotics has been reduced drastically in Punjab.
"I won't say that drugs have been eradicated fully from Punjab, but their trafficking has been reduced drastically. We will take our mission (of eliminating the menace) to its logical end," he stressed.
The Punjab CM, referring to a recently launched health insurance scheme, said his government has offered a cover of Rs 10 lakh to each family for treatment of different ailments and hospitalisation.
Several medical procedures have been covered under the scheme, which is being implemented irrespective of income limit of individuals, Mann averred.
"If you don't have the health card issued under the scheme, you can simply walk into (a hospital) with your Aadhaar card and get medical treatment free," Mann said.
At least 10,000 people have been registered under the scheme since its launch last week, he said.
On January 22, the Mann government rolled out its ambitious 'Mukh Mantri Sehat Yojna' -- which will provide free cashless medical treatment of up to Rs 10 lakh to every family in Punjab.
