Madhya Pradesh Chief Minister Dr. Mohan Yadav chaired a Cabinet meeting approving major policy and development decisions, including an Electronic Manufacturing Cluster in Bhopal.

Madhya Pradesh Chief Minister Dr. Mohan Yadav chaired a Cabinet meeting at Mantralaya on Tuesday, where several major policy and development decisions were taken.

The Cabinet approved the establishment of an Electronic Manufacturing Cluster (EMC) at Bandikhedi village in Berasia tehsil, Bhopal district, under the Government of India’s EMC 2.0 project.

Spread over 210.21 acres, the project has been given in-principle approval with a total cost of ₹371.95 crore, including ₹146.63 crore from the Centre and ₹225.32 crore from the state.

Officials said the EMC 2.0 scheme will strengthen the Electronics System Design and Manufacturing (ESDM) sector by providing world-class infrastructure and Common Facility Centres (CFCs). It is expected to draw new investments, create jobs, expand entrepreneurship, and boost innovation.

Five New Ayurvedic Colleges and 1,570 Posts

The Cabinet sanctioned the establishment of Government Ayurvedic Medical Colleges and Wellness Centres in Narmadapuram, Morena, Balaghat, Shahdol and Sagar. Along with this, 1,570 new posts have been created, including 715 regular and 855 outsourced positions.

Each division of Madhya Pradesh will now have one Ayurvedic college, to be funded under the National AYUSH Mission. The government has earmarked ₹350 crore—₹70 crore for each college—in a 60:40 Centre-state ratio. Facilities will include a 100-bed hospital, boys’ and girls’ hostels, residential quarters, and a pharmacy building.

Endocrinology Department at GMC Bhopal

The Cabinet also cleared the creation of an Endocrinology Department at Gandhi Medical College (GMC), Bhopal, with 20 new posts, including professors, associate professors, residents, and nursing staff. One dietician will also be appointed on an outsourced basis. Officials said the department will enhance super-specialty health services, aid in early diagnosis of hormonal disorders, and expand research in the field.

Scholarships for Tribal Welfare Hostels Extended

The Cabinet decided to extend scholarships for mess facilities in tribal hostels from 10 months to 12 months. Currently, boys receive ₹1,650 per month and girls ₹1,700, based on attendance.

New Civil Services Leave Rules Notified

In a significant administrative reform, the Cabinet approved the Madhya Pradesh Civil Services (Leave) Rules 2025, replacing the existing 1977 rules. The new provisions include:

- Maternity leave for surrogate/commissioning mothers

- 15 days’ paternity leave in adoption cases

- 10 days’ earned leave annually for academic cadre employees

- Child care leave for single male employees

- Maximum earned leave limit increased from 120 to 180 days

- Half-pay leave credited in advance (10 days each in January and July)

- Simplified process for seriously ill/divyang employees

Officials said the changes would modernize leave entitlements with negligible impact on the state exchequer.

“Geeta Bhavan” Scheme Approved

The Cabinet also approved the establishment of ‘Geeta Bhavans’ in urban local bodies to promote reading, cultural and literary activities. The scheme will run from 2025-26 to 2029-30, with financial support from the government. New centres may also be built under PPP models like Hybrid Annuity and Service Fee-based systems.

Kailaras Sugar Factory to be Transferred to MSME Department

In another key decision, the Cabinet resolved to complete the liquidation of the Morena Division Cooperative Sugar Factory, Kailaras, and transfer its 22.34 hectares of land to the MSME Department. Around ₹61 crore will be allocated to settle dues of employees, farmers, and other liabilities.

The sugar factory, established in 1965, has remained shut since 2008-09 due to irrigation problems, shortage of sugarcane, and managerial issues. The accumulated liabilities stand at ₹54.81 crore. Plant and machinery will now be sold through a transparent process by the Department of Public Asset Management.
