In a statement announcing a lawsuit filed to the court earlier this month, the Justice Ministry argued that authorities had identified &ldquo;signs and manifestations of an extremist nature&rdquo; by an LGBTQ+ &ldquo;movement&rdquo; operating in Russia, including &ldquo;incitement of social and religious discord,&rdquo; although it offered no details or evidence. In its ruling, the court declared the &ldquo;movement&rdquo; to be extremist and banned it in Russia.
The hearing took place behind closed doors and with no defendant. Multiple rights activists have pointed out that the lawsuit targeted the &ldquo;international civic LGBT movement,&rdquo; which is not an entity but rather a broad and vague definition that would allow Russian authorities to crack down on any individuals or groups deemed to be part of the &ldquo;movement.&rdquo; &ldquo;Despite the fact that the Justice Ministry demands to label a nonexistent organization -- the international civic LGBT movement' -- extremist, in practice it could happen that the Russian authorities, with this court ruling at hand, will enforce it against LGBTQ+ initiatives that work in Russia, considering them a part of this civic movement,&rdquo; Max Olenichev, human rights lawyer who works with the Russian LGBTQ+ community, told The Associated Press ahead of the hearing.
Some LGBTQ+ activists have said they sought to become a party to the lawsuit, arguing that it concerns their rights, but were rejected by the court. The Justice Ministry has not responded to a request for comment on the lawsuit.&nbsp;

"Landed in Dubai to take part in the COP-28 Summit. Looking forward to the proceedings of the Summit, which are aimed at creating a better planet," Modi posted on X on his arrival here.
"Deeply moved by the warm welcome from the Indian community in Dubai. Their support and enthusiasm is a testament to our vibrant culture and strong bonds," he said in a post later.
Before leaving Delhi, the prime minister said he was happy to see that this significant event is being held under the Presidency of the UAE, an important Indian partner on climate action. "In keeping with our civilizational ethos, India has always laid emphasis on climate action even as we pursue social and economic development," he said.
"During our G20 presidency, climate was high on our priority. The New Delhi Leaders' Declaration includes numerous concrete steps on climate action and sustainable development. I look forward to the COP28 taking forward the consensus on these issues," Modi said in his departure statement.
Modi will attend the World Climate Action Summit on Friday during the United Nations 'Conference of the Parties' on climate, known as COP28.
Several world leaders are set to attend the climate action summit to discuss ways to reduce greenhouse gas emissions and effectively combat climate change.
The World Climate Action Summit is the high-level segment of the COP28.
The prime minister is scheduled to participate in three other high-level side events as well. The COP28 is taking place from November 30 to December 12 under the presidency of the UAE.
In his statement, the prime minister said the COP28 will provide an opportunity to review progress made under the Paris Agreement and chart a path for future course on climate action.
"At the Voice of Global South Summit convened by India, the Global South spoke for the need for climate action based on the principles of equity, climate justice, and common but differentiated responsibilities, as well as a greater focus on adaptation," Modi said.
"It is important that efforts of the developing world be supported with adequate climate financing and technology transfer. They must have access to equitable carbon and development space to achieve sustainable development," he said.
The prime minister noted that India has walked the talk when it comes to climate action.
"Our achievements in different sectors like renewable energy, energy efficiency, afforestation, energy conservation, Mission LiFE are testament to the commitment of our people towards mother earth," he said.
Modi said he was looking forward to joining special events including on climate finance and green credit initiative.
During his stay here, Prime Minister Modi is also expected to hold bilateral meetings with some of the leaders participating in the summit, including Israeli President Isaac Herzog, UN Secretary-General Antonio Guterres and the newly-elected Maldivian President Mohamed Muizzu.&nbsp;

The White House on Thursday praised New Delhi for setting up its own investigations on the US allegations that an Indian official was involved in a plot to kill separatist Sikh leader Gurpatwant Singh Pannun.
The unnamed Indian official appeared in an indictment filed by federal prosecutors in a Manhattan court on Wednesday along with an Indian national, who the Department of Justice alleges hired someone in the US to assassinate Pannun, a vocal critic of India and espousing the cause of a separate Khalistan.
"These allegations in this investigation, (we) take it very seriously. And we're glad to see that the Indians are too by announcing their own efforts to investigate this. And we've been clear that we want to see anybody that's responsible for these alleged crimes to be held properly accountable," John Kirby, Coordinator for Strategic Communications at the National Security Council in the White House, told reporters at a news conference here.
However, this will not have an impact on India-US relationship, he said, observing that the US unearthed this plot after the historic visit of Prime Minister Narendra Modi to the US.
"I want to be careful here that I don't get ahead of the Department of Justice and talk about an ongoing investigation. I would just say two things. India remains a strategic partner and we're going to continue to work to improve and strengthen that strategic partnership with India. At the same time, we take this very seriously," Kirby said in response to a question.
The Department of Justice, in an indictment charged Indian national Nikhil Gupta with conspiracy to commit murder for hire for his alleged role in the plot to kill the Sikh American individual. Gupta is accused of working with an Indian government employee to recruit and pay an assassin to carry out the killing.
"We are deeply disturbed by these reports and the potential threat they pose to the safety of our community. Since 2020, SALDEF has been tracking instances of censorship of diasporic Sikh voices and today's indictment is not an isolated incident but a part of a broader pattern of silencing Sikh voices,&rdquo; said Kiran Kaur Gill, executive director of SALDEF, which describes itself as is a national Sikh American impact organisation focused on building leadership and capacity in the Sikh American community.
"If these allegations are true, it would represent a serious violation of international law and be a blatant example of transnational repression," Gill said.

"It's an extraordinary feat to give birth to twins" for a 70-year-old mother, Dr. Edward Tamale Sali, who supervised her pregnancy and delivery, told AFP.
The mother, Safina Namukwaya, described the birth of the twins, a boy and a girl, on Wednesday as a "miracle".
Both mother and babies are in good health and are still under observation at a facility in the capital Kampala, continued Edward Tamale Sali. Safina Namukwaya usually lives in rural Masaka, some 120 kilometers west of the capital.
Only three years ago, the septuagenarian gave birth to a daughter, after being described as a "cursed woman" for not having been able to have children before.
With her first husband, who died in 1992, she had no children of her own. Ms. Namukwaya's current partner, whom she met in 1996, did not attend the birth, much to her dismay.
"Maybe he's not happy that I gave birth to twins (...) for fear of the responsibilities that entails," she said.

India has voted in favour of a draft resolution in the UN General Assembly that expressed deep concern over Israel not withdrawing from the Syrian Golan.
The Syrian Golan is a region in southwest Syria that was occupied by Israeli forces on June 5, 1967.
The 193-member UN General Assembly voted on the draft resolution &lsquo;The Syrian Golan&rsquo; under agenda item &lsquo;The situation in the Middle East&rsquo; on Tuesday. The resolution, introduced by Egypt, was adopted by a recorded vote with 91 in favour, eight against and 62 abstentions.
Apart from India, those voting in favour of the resolution included Bangladesh, Bhutan, China, Malaysia, Maldives, Nepal, Russia, South Africa, Sri Lanka and the United Arab Emirates. Australia, Canada, Israel, the UK and the US voted against it. The resolution said it is deeply concerned that Israel has not withdrawn from the Syrian Golan, which has been under occupation since 1967, contrary to the relevant Security Council and General Assembly resolutions.
The resolution declared that Israel failed to comply with Security Council resolution 497 (1981), which decided that &ldquo;the Israeli decision to impose its laws, jurisdiction and administration in the occupied Syrian Golan Heights is null and void and without international legal effect.&rdquo; Tuesday's resolution also declared the Israeli decision of December 14, 1981, null and void and said it had no validity whatsoever. It called upon Israel to rescind its decision.
The resolution also stressed the illegality of the Israeli settlement construction and other activities in the occupied Syrian Golan since 1967.
It demanded Israel's withdrawal from all the occupied Syrian Golan to the line of June 4, 1967, in implementation of the relevant Security Council resolutions, and determined &ldquo;that the continued occupation of the Syrian Golan and its de facto annexation constitute a stumbling block in the way of achieving a just, comprehensive and lasting peace in the region.&rdquo; The resolution expressed grave concern over the halt in the peace process on the Syrian track and expressed hope that peace talks will soon resume from the point they had reached.&nbsp;

Five months after the Supreme Court legalised it, Nepal on Wednesday formally registered the first case of same-sex marriage, making it the first South Asian country to do so.
Trans-woman Maya Gurung, 35 and Surendra Pandey, 27, a gay, got legally married and their marriage was registered at Dordi Rural Municipality of Lamjung district in Western Nepal, according to Sanjib Gurung (Pinky), president of Blue Diamond Society, an organization working for the rights and welfare of the sexual minorities in Nepal.
Way back in 2007, Nepal&rsquo;s Supreme Court had allowed same-sex marriage. Even the Constitution of Nepal, adopted in 2015, explicitly states that there can be no discrimination on the basis of sexual orientation.
On June 27, 2023, the Supreme Court issued an interim order to legalise same-sex marriage in Nepal in a writ petition filed by multiple people, including Gurung. But despite the historic order to temporarily register same-sex marriage, Kathmandu District Court four months ago rejected the move citing a lack of necessary laws.
Surendra Pandey and Maya&rsquo;s marriage application was rejected at that time.
&ldquo;It&rsquo;s a great pleasure to learn about this, it is a great achievement for us, the third gender community of Nepal,&rdquo; Pinky told PTI. &ldquo;This is the first case not only in Nepal but also in the whole of South Asia, and we welcome the decision.&rdquo; Married in the traditional manner with the approval of their families, Surendra, a resident of Nawalparasi district, and Maya, a resident of Lamjung district, have been living together as husband and wife for the past six years.
&ldquo;There are many third-gender couples living without their identities and rights and this is going to help them a lot,&rdquo; Pinky said, adding that the door has now opened for other people of this community to get their marriage legalised.
&ldquo;Now their marriage has been temporarily registered and after the formulation of necessary laws, it will get permanent recognition automatically.&rdquo;&nbsp;

The United States has charged an Indian man over an alleged plot to assassinate an Indian-origin American citizen who advocates for a separate Sikh state.
The indictment filed by the United States in the New York district states that Nikhil Gupta has been charged with 'murder-for-hire' with the prosecutors saying he was being directed by an employee of the Indian govt.&nbsp;
'Murder-for-hire' charge carries a maximum sentence of 10 years in prison, and conspiracy to commit murder-for-hire, which carries a maximum sentence of 10 years in prison.&nbsp;
The indictment has not named the US citizen but The Financial Times, citing unnamed sources, last week reported that US authorities thwarted a plot to assassinate banned Sikhs for Justice&rsquo;s Gurpatwant Singh Pannun, and issued a warning to the Indian government over concerns it was involved in the plot.

The charges against Gupta will build on a bare-bones indictment, filed in mid-June and unsealed in July, which alleged that he coordinated a USD15,000 advance payment to a purported hitman&rsquo;s associate.
It said Gupta was hired by the unnamed Indian official in or about May this year to orchestrate the assassination of a vocal critic of the Indian government and leads a U.S.-based organization that advocates for the secession of Punjab Gupta. It said Gupta then contacted an individual whom he believed to be a criminal associate, for assistance in contracting a hitman.
It said Gupta was given personal information of the person to be killed by the unnamed Indian official. The indictment stated that Gupta specifically instructed the hitman not to commit the murder around the time of anticipated engagements scheduled to occur in the ensuing weeks between high-level U.S. and Indian government officials.
On or about June 18, masked gunmen murdered Hardeep Singh Nijjar outside a Sikh temple in British Columbia in Canada. Nijjar was an associate of the person who was to be killed in the US Gupta is charged with murder-for-hire and conspiracy to commit murder-for-hire.
Each count carries a maximum statutory penalty of 10 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

A SpaceX rocket on Friday launched South Korea's first military spy satellite, intensifying a space race on the peninsula after Pyongyang launched its own first military eye in the sky last week.
Seoul's reconnaissance satellite, carried by one of Elon Musk's SpaceX Falcon 9 rockets, lifted off from the Vandenberg US Space Force Base in California at 10:19 am local time (GMT 1819 GMT).
The rocket was emblazoned with the word "KOREA."
The Yonhap news agency reported that the satellite reached orbit soon after and that communication was successfully established with ground control.
Citing South Korea's defense ministry, Yonhap reported that "the satellite was placed in orbit approximately four minutes after launch at 10:19 am, and succeeded in communicating with a ground station at 11:37 am, which means it is operating normally."
Reaching orbit would mean that South Korea has acquired its first domestically built spy satellite to monitor nuclear-armed North Korea.
Seoul plans to launch four additional spy satellites by the end of 2025 to bolster its reconnaissance capacity over the North.
Set to orbit between 400 and 600 kilometers (250 to 370 miles) above Earth, Seoul's satellite is capable of detecting an object as small as 30 centimeters (11.8 inches), according to Yonhap.
"Considering resolution and its capacity for Earth observation... our satellite technology ranks in the top five globally," the defense ministry official said, as quoted by Yonhap.
The launch comes less than two weeks after Pyongyang had successfully put its own spy satellite into orbit.
"Until now, South Korea has relied heavily on US-run spy satellites" when it comes to monitoring the North, Choi Gi-il, professor of military studies at Sangji University, told AFP.
While the South has "succeeded in the launch of a military communications satellite, it has taken much longer for a reconnaissance satellite due to higher technological hurdles," he said.
Following the North's successful launch of its own spy satellite, Choi said, "the South Korean government needs to demonstrate it can also pull this off."
Experts have said putting a working reconnaissance satellite into orbit would improve North Korea's intelligence-gathering capabilities, particularly over South Korea, and provide crucial data in any military conflict.
Since last week's launch, the North has claimed its new eye in the sky has already provided images of major US and South Korean military sites -- as well as photos of the Italian capital Rome.
It has not yet disclosed any of the satellite imagery it claims to possess.
The North's launch of "Malligyong-1" was Pyongyang's third attempt at putting such a satellite in orbit, after two failures in May and August.
Seoul has said the North received technical help from Moscow, in return for supplying weapons for use in Russia's war with Ukraine.

The Prime Minister expressed his condolences on the loss of lives in the October 7 terror attacks and welcomed the release of hostages, External Affairs Ministry spokesman Arindam Bagchi said on X.
On October 7, Israel was stormed by Hamas militants in a deadly assault that launched the war.
Modi and Herzog exchanged views on the ongoing Israel-Hamas conflict in the region.
&ldquo;The Prime Minister reiterated the need for continued and safe delivery of humanitarian aid for the affected population,&rdquo; Bagchi said.

Israeli fighter jets hit targets in the Gaza Strip minutes after a weeklong truce expired on Friday, as the war with Hamas resumed in full force.
Black smoke billowed from the besieged territory and Israel dropped leaflets over parts of southern Gaza urging people to leave their homes, suggesting it was preparing to widen its offensive.
Renewed hostilities heightened concerns for the about 140 hostages who remain in Gaza, after more than 100 were freed as part of the truce.
The collapse of the cease-fire came a day after US Secretary of State Antony Blinken met with Israeli officials and urged them to do more to protect Palestinian civilians as they seek to destroy Hamas. Blinken was on his way Friday to the COP28 climate talks in Dubai, where he was to meet with Arab and other leaders.
It was not clear to what extent Israeli Prime Minister Benjamin Netanyahu will heed the appeals of the United States, Israel's most important ally. Netanyahu's office said Friday that Israel &ldquo;is committed to achieving the goals of the war: Releasing the hostages, eliminating Hamas and ensuring that Gaza never again constitutes a threat to the residents of Israel&rdquo;.
In the leaflets it dropped in southern Gaza, Israel urged people to leave homes east of the city of Khan Younis. The leaflets also warned that Khan Younis was now a &ldquo;dangerous battle zone&rdquo;.
Hundreds of thousands of people fled northern Gaza earlier in the war, with many taking shelter in Khan Younis and other places in the south.
One of the first airstrikes Friday destroyed a large building in Khan Younis. Moments later, residents were seen frantically searching the rubble for survivors as medics approached. One wounded person was carried away on a stretcher.
In Hamad City, a Qatari-funded housing development near the city, a strike hit an apartment in a multi-story residential building, while other parts of the building appeared largely intact. In the refugee camp of Maghazi, rescuers clawed through the rubble of a large building hit by warplanes. A foot stuck out of the tangle of concrete and wiring.
Ashraf al-Qidra, a spokesperson for the Health Ministry in Hamas-controlled Gaza, said 14 people had been killed and dozens wounded in the first hours of Israeli attacks after the truce ended.
Israel has said it is targeting Hamas operatives and blames civilian casualties on Hamas, accusing the militants of operating in residential neighbourhoods. Since the war erupted Oct 7, in response to a deadly Hamas attack on southern Israel, many of those killed in Israeli bombardments have been women and children.
In Israel, sirens warning of incoming rockets blared at several communal farms near Gaza, a sign that Hamas also resumed attacks, but there were not reports of hits or damage.
Netanyahu said the war resumed because Hamas had violated the terms of the truce. &ldquo;It has not met its obligation to release all of the women hostages today and has launched rockets at Israeli citizens,&rdquo; he said in a statement.
The Israeli military's announcement of the resumption of strikes came only 30 minutes after the cease-fire expired at 7 am (0500 GMT) Friday. Earlier Friday, Israel accused Hamas of having violated the terms of the cease-fire, including by firing rockets toward Israel from Gaza.
The halt in fighting began Nov 24. It initially lasted for four days, and then was extended for several days with the help of Qatar and fellow mediator Egypt.
During the week-long truce, Hamas and other militants in Gaza released more than 100 hostages, most of them Israelis, in return for 240 Palestinians freed from prisons in Israel.
Virtually all of those freed were women and children, but the fact that few such hostages remained in Gaza made it hard to reach a deal to extend the cease-fire.
Hamas, a militant group that has ruled Gaza for 16 years, had been expected to set a higher price for the remaining hostages, especially Israeli soldiers.
It was not immediately clear whether negotiators were continuing efforts for another temporary ceasefire. Qatar and Egypt, which have played a key role as mediators had sought to prolong the truce by another two days.
On Thursday, Blinken met with Netanyahu and other top officials on his third visit to the region since the start of the war two months ago.
While expressing hope at the time that the cease-fire could be extended, Blinken said that if Israel resumed the war and moved against southern Gaza to pursue Hamas, it must do so in &ldquo;compliance with international humanitarian law&rdquo; and must have &ldquo;a clear plan in place&rdquo; to protect civilians.
He said Israeli leaders understood that "the massive levels of civilian life and displacement scale we saw in the north must not be repeated in the south&rdquo;.
Most of Gaza's population is now crammed into the south with no exit, raising questions over how an Israeli offensive there can avoid heavy civilian casualties.
Netanyahu has been under intense pressure from families of the hostages to bring them home. But his far-right governing partners have also pushed him to continue the war until Hamas is destroyed, and could abandon his coalition if he is seen as making too many concessions.
A total of 83 Israelis, including dual nationals, were freed during the truce, most of whom appeared physically well but shaken. Another 24 hostages &mdash; 23 Thais and one Filipino &mdash; were also released, including several men.
It's not clear how many of the remaining women hostages are soldiers.
Israel has said around 125 men are still being held hostage.
Before the cease-fire, Hamas released four hostages, and the Israeli army rescued one. Two others were found dead in Gaza.
The 240 Palestinians released so far under the cease-fire were mostly teenagers accused of throwing stones and firebombs during confrontations with Israeli forces. Several of the freed women were convicted by military courts of attempting to attack soldiers, some of them after being found carrying scissors or knives near security positions.
Hamas started the war with a deadly Oct 7 attack on Israel, during which it and other Palestinian militants killed about 1,200 people, mostly civilians, and took around 240 people captive. Authorities have only provided approximate figures.
Since then, Israel's bombardment and invasion in Gaza have killed more than 13,300 Palestinians, roughly two-thirds of them women and minors, according to the Health Ministry in Hamas-ruled Gaza, which does not differentiate between civilians and combatants. More than three-quarters of the population of 2.3 million have been uprooted, after weeks of Israeli bombardment and a ground campaign, leading to a humanitarian crisis.
The toll is likely much higher, as officials have only sporadically updated the count since Nov 11. The ministry says thousands more people are feared dead under the rubble.
Israel says 77 of its soldiers have been killed in the ground offensive. It claims to have killed thousands of militants, without providing evidence.
Palestinians in Gaza have called for a permanent end to the war, saying the temporary truces don't resolve the humanitarian catastrophe in the territory. Over 1.8 million people have fled their homes, with more than 1 million sheltering in UN schools and struggling to find basic items including cooking gas and flour.

A Dubai-bound Nepal Airlines flight with Prime Minister Pushpa Kamal Dahal "Prachanda" on board caused inconvenience to travellers as it took off two hours earlier than its scheduled time, leaving 31 passengers stranded at Kathmandu's Tribhuvan International Airport.
On Wednesday, the Dubai-bound flight - RA 299 was scheduled to take off at 11.30 pm but the national flag carrier flew at 9.30 pm from due to the flight&rsquo;s VVIP status.
Prime Minister Prachanda was on the same flight and he was leaving for Dubai with a delegation to the 28th Conference of Parties to the UN Framework Convention on Climate Change (COP 28). The flight had to leave early," said the airlines Later in a notice, the Airlines apologised for the inconvenience caused to the passengers.
There were 274 passengers on the list and of them 31 could not catch up the airplane which was rescheduled two hours late.
The airline said it had issued a notice regarding the new schedule through mobile phones and emails but 31 passengers did not respond.
The left-out passengers were put up in a hotel by the airlines and arrangement was made for their flight the next day, according to the airlines sources. Ramesh Paudel, Spokesperson of Nepal Airlines, however, claimed that he had informed each and every passenger through email and phone a week ahead about the new flight schedule.
He insisted that there was no negligence on their part and that the Dubai flight schedule was revised on November 23.
&ldquo;Due to the VVIP flights, the decision was not made public. We, however, informed each and everyone through email and phones on November 24,&rdquo; he said.
