Well today, we did.” The House gave final approval Friday, following Senate passage Thursday, and Biden acted just before leaving Washington for two summits in Europe.
The legislation will toughen background checks for the youngest gun buyers, keep firearms from more domestic violence offenders and help states put in place red flag laws that make it easier for authorities to take weapons from people adjudged to be dangerous.
Most of its USD 13 billion cost will help bolster mental health programmes and aid schools, which have been targeted in Newtown, Connecticut, and Parkland, Florida, and elsewhere in mass shootings.
The measure comes in the wake of the Supreme Court's ruling Thursday striking down a New York law that restricted peoples' ability to carry concealed weapons.
While the bill does not included tougher restrictions that Democrats have long championed, such as a ban on assault-type weapons and background checks for all gun transactions, it is the most impactful firearms violence measure from Congress since enacting a now-expired assault weapons ban in 1993.
“While this bill doesn't do everything I want, it does include actions I've long called for that will save lives,” Biden said.
Enough congressional Republicans joined Democrats in supporting the steps after recent rampages in Buffalo, New York and Uvalde, Texas. It took weeks of closed-door talks but senators emerged with a compromise.
Biden held the signing ceremony just before departing for a summit of the Group of Seven leading economic powers — the United States, Britain, Canada, France, Germany, Italy and Japan — in Germany. He will travel later to Spain for a NATO meeting.

 It ruled that to exempt only a lifesaving procedure on behalf of the mother from criminality with regard to pregnancy stage or without recognises other interests violates the 14th amendment or the civil rights granted by the country's Constitution.   
However, the US top court put in a rider. It said that the right to privacy with regard to pregancy 'is not abolsute and is subject to some limitations.' It added that 'at some point the state interests as to protection of health, medical standards and prenatal life become dominant'.   
The Supreme Court effectively allowed abortions before a foetus would be viable outside the womb, that is between 24 and 28 weeks of pregnancy.   
The Roe vs Wade judgment has faced several challenges since. The latest one being from the state of Missisipi. In 2018, the state banned most abortion after 15 weeks, much before foetal viability and sooner then allowed by the Roe judgement. NASA plans to beam Earth’s location into outer space. Oxford scientists have warned that the move could lead to an inadvertent alien invasion.  The binary-coded message will contain information about the solar system, Earth’s surface and humanity to the part of the Milky way scientists feel may most likely be home to extra-terrestrial life.  The message is an updated version of Arecibo message, sent into outer space in 1974 with help of a radio telescope. Oxford’s Future of Humanity Institute (FHI) senior research fellow Anders Sandberg has alerted of the risk the move possesses. Sandberg says while the chances of the message reaching alien life was low, in case it does, the impact would be high.

South African police were investigating the deaths of at least 21 people at a nightclub in the coastal town of East London and authorities said most of the victims were minors as young as 13 years old.
It is unclear what led to the deaths of the young people, who were reportedly attending a party to celebrate the end of winter school exams.
Local newspaper Daily Dispatch reported that bodies were strewn across tables and chairs without any visible signs of injuries.
"At this point we cannot confirm the cause of death," said health department spokesperson Siyanda Manana. "We are going to conduct autopsies as soon as possible to establish the probable cause of death." Police minister Bheki Cele said the victims' ages ranged from 13 to 17, raising questions about why the underaged teenagers were being served alcohol.
President Cyril Ramaphosa expressed condolences to the families of those who died.
"The President is, however, concerned about the reported circumstances under which such young people were gathered at a venue which, on the face of it, should be off limits to persons under the age of 18," Ramaphosa said in a statement.
The death toll from the incident rose to 21.
The owner of the club, Siyakhangela Ndevu, told local media he was called to the scene early Sunday morning.
"I am still uncertain about what really happened, but when I was called in the morning I was told the place was too full and that some people were trying to force their way into the tavern," he said. "However, we will hear what the police say about the cause of death."

"I ask mayors not to allow more events involving the death of people or animals," he said.
Current President Iván Duque on Twitter announced an investigation of the disaster.
"We lament the terrible tragedy registered in El Espinal, Tolima, during the festivals of San Pedro and San Juan, with the collapse of the stands during a corraleja. We will call for an investigation."

A U.S. Navy destroyer that engaged a superior Japanese fleet in the largest sea battle of World War II in the Philippines has become the deepest wreck to be discovered, according to explorers.
The USS Samuel B. Roberts, popularly known as the "Sammy B," was identified on Wednesday broken into two pieces on a slope at a depth of 6,985 meters (22,916 feet).
That puts it 426 meters (1,400 feet) deeper than the USS Johnson, the previous deepest wreck discovered last year in the Philippine Sea also by American explorer Victor Vescovo, founder of Dallas-based Caladan Oceanic Expeditions. He announced the latest find together with U.K.-based EYOS Expeditions.
The Sammy B. took part in the Battle off Samar, the final phase of the Battle of Leyte Gulf in October 1944, in which the Imperial Japanese Navy suffered its biggest loss of ships and failed to dislodge the U.S. forces from Leyte, which they invaded earlier as part of the liberation of the Philippines.
According to some records, the destroyer disabled a Japanese heavy cruiser with a torpedo and significantly damaged another.
After having spent virtually all its ammunition, she was critically hit by the lead battleship Yamato and sank, killing 89.

Days after the deadliest and most potent tremors were felt on the floor of Afghanistan, many people lost their lives and shelters. Pakistan’s government and a Pakistani charity had already sent 13 trucks carrying food, tents, life-saving medicine, and other essential items.
