Tusk's ascension to power came nearly two months after an election won by a coalition of parties ranging from left-wing to moderate conservative.

Donald Tusk, a leader of a centrist party, returned as Poland's prime minister for the first time in nearly a decade after a vote in parliament on Monday, paving the way for a new pro-European Union government following eight years of stormy national conservative rule.
Tusk, a former EU leader who served as European Council president from 2014-2019 and has strong connections in Brussels, is expected to improve Warsaw's standing in the bloc's capital. He was Poland's prime minister from 2007-2014.
Tusk's ascension to power came nearly two months after an election which was won by a coalition of parties ranging from left-wing to moderate conservative. The parties ran on separate tickets, but promised to work together under Tusk's leadership to restore democratic standards and improve ties with allies.
The change of power is felt as hugely consequential for the 38 million citizens of the Central European nation, where collective anger against the Law and Justice party produced a record-high turnout to replace a government many believed was eroding democratic norms.
Law and Justice, which took office in 2015, increased its power over courts and judicial bodies, drawing accusations from the EU and others that it was eroding judicial independence. It also turned taxpayer funded public media into a party mouthpiece.
The vote was 248-201 in support of Tusk in the 460-seat lower house of parliament, the Sejm, with no abstentions.
"Thank you Poland, this is truly a wonderful day," Tusk said in a short speech. "Not only for me, but for all those who throughout these many years deeply believed ... that things would get better." Tusk is scheduled on Tuesday to give a more substantial speech to parliament, present his Cabinet and face a vote of confidence for his new government. He should then be sworn in by President Andrzej Duda, a step scheduled for Wednesday morning.
The election of Tusk comes after the former government of Prime Minister Mateusz Morawiecki lost a confidence vote in parliament earlier in the day.
The votes marked the ended of eight tumultuous years in which Law and Justice ruled the country with the support of many Poles &mdash; but at bitter odds with liberal Poles as well as the 27-nation EU and other Western allies.
Tusk's leadership of the EU's fifth-largest member by population will boost centrist, pro-EU forces at a time when euroskeptics, such as Geert Wilders in the Netherlands, are gaining strength.
European Commission President Ursula von der Leyen could hardly contain her elation in congratulating Tusk.
"Your experience and strong commitment to our European values will be precious in forging a stronger Europe, for the benefit of the Polish people," she tweeted. "I look forward to working with you, starting with this week's important" summit, which begins Thursday.
The power transition, coming nearly two months after the election, was delayed for weeks by Duda, who kept his political allies in office as long as possible.
Voters who opted for change, including many young Poles, were eager for the transition to finally arrive, and the parliamentary proceedings have ignited widespread interest, leading to a spike in the number of people watching the parliament's livestream online.
Szymon Holownia, a former reality television personality who leads a party allied with Tusk, became the speaker of parliament last month and has attracted interest as he has tried to encourage discipline in the sometimes raucous assembly.
A Warsaw cinema, which livestreamed Monday's proceedings, drew spectators who munched on popcorn and erupted in laughter as the outgoing prime minister spoke.
"So many disturbing things took place in the past eight years that I'm not surprised by this joy that it's over," said Justyna Lemanska, a young advertising agency employee in the audience.
There is relief for many women who saw reproductive rights eroded and LGBTQ+ people who faced a government hate campaign that drove some to leave the country.
Law and Justice remains popular with many conservatives thanks to its adherence to traditional Roman Catholic values, and the popularity of social spending policies. The party lowered the retirement age and introduced cash payments to families with children while also increasing pension payments to older people.
The day marked a bitter turn for Jaroslaw Kaczynski, the conservative ruling party leader who has guided Poland for the past eight years but now, at 74, is seeing the huge power he wielded slip away.
Kaczynski has for years accused Tusk, who has good relations with Germany and other countries, of representing the interests of Berlin, though there is no evidence of that.
At the end of the parliamentary session, Kaczynski went up the lectern, turned to Tusk, and said with anger: "You are a German agent, simply a German agent." Tusk frowned, while Holownia expressed his disappointment that the day ended on a bitter note.
Former President Lech Walesa, who was hospitalized last week with COVID-19 and remains weak, travelled from his home in Gdansk to attend the parliamentary session.
The anti-communist freedom fighter had despaired at what he viewed as the unraveling of democracy under Kaczynski. He appeared in parliament wearing a shirt with the word "Constitution" &mdash; a slogan against Law and Justice. He watched the events from a balcony, and was given a standing ovation by Tusk and other political admirers.
Tusk's government will have many challenges to face, including Russia's war across the border in Ukraine.

President Andrzej Duda's office on Tuesday confirmed last week's exchange after audio claimed by two Russian pranksters was circulated online.
The pair have a history of fooling high-profile people and are believed to have links to Russia's security services.
"Following the missile explosion in Przewodow, during continuous calls with heads of state and government, there was a call with a person claiming to be French President Emmanuel Macron," Duda's office tweeted.
"Duda realised from the way the conversation was being conducted by the caller that it may have been an attempt at a scam and he got off the phone."
Asked by AFP whether they were behind the call, Russian pranksters "Vovan and Lexus" confirmed, "We've said that on all social media... And we posted a video."
In the November 15 hoax call, a person with a thick Russian accent claims to be Macron. He and Duda discuss the fatal missile blast near the Ukrainian border from earlier in the day.
The explosion is now widely believed to have been caused by a Ukrainian air defence missile, though initial speculation pointed the finger at Russia.
"Oh hello Emmanuel... Thank you for your call. The situation is very difficult as you probably know," Duda said.
He said the explosion was caused by a missile "launched we don't know by whom" and that he was waiting for the results of the investigation.

"Emmanuel, believe me, I am extra careful. I don't blame Russian(s)... I don't want to have war with Russia," he added.
Duda also said Poland was not considering invoking Article 5 of NATO's founding treaty, which requires member states to come to each other's aid in case of an attack on one.
The Polish president was also asked about Russian speculation that Ukraine was preparing to use dirty bombs.
"I'm more afraid by some problems with nuclear power plants in Ukraine... I am more afraid about the nuclear catastrophe," he answered.
The pranksters posted the call, lasting seven and a half minutes, to their page on Russia's Rutube video platform, its YouTube equivalent.
Previous victims of the &nbsp;duo, real names Vladimir Kuznetsov and Alexei Stolyarov, include Turkish President Recep Tayyip Erdogan, pop star Elton John and Prince Harry.

The missile which fell in a Polish village on 15 November was an S-300. It is being used by both Russia and Ukraine in the ongoing war.
The S-300 is a made-in-Russia surface-to-air missile system. It is meant to defend against aerial attacks by enemies. Multiple variants have been developed over the years with different specs and features. The S-300P, also known as the SA-10 Grumble, was developed by the Soviet Union in the 1960s and 70s, and is used only for air defence.

A later variant, the S-300V, got the capability to shoot down incoming ballistic missiles. The S-300V is also known as the SA-23A Gladiator or the SA-23B Giant. The S-300P packs an explosive weighing 133-143 kg, while the S-300V has a 150 kg warhead. The S-300P has a minimum range of 25 km and a maximum range of 150 km. The S-300V has a range between 6 and 100 km. The Antey-2500 has a maximum range of 350 km.
The missiles are launched from a ground-based unit which is mobile. The system works by shooting missiles at incoming enemy aircraft, drones, and missiles. It has detection radar to track incoming targets, and guidance systems to latch onto the targets. Multiple missiles can be fired simultaneously at various targets.
The S-300 missile system has also made its way to India's neighbourhood.
 THE CHINA, PAKISTAN LINK
Russia has, in the past, sold S-300 missiles to China, among other countries. Subsequently, China developed its own system heavily based on the S-300. Beijing then sold its duplicated missile system to Pakistan. The Pakistani military inducted the HIMADS HQ-P9 system into its arsenal in October 2021. The HQ-P9 is claimed to have range of around 100 km while defending against enemy planes, missiles, and drones.
Poland has said that the missile which fell on its land appears to have been made in the Soviet era. The missile blast in question took place in Poland, which borders Ukraine and Russia. On 15 November, a missile crashed in a village in eastern Poland. Two farm workers died in the blast which occurred near the Poland-Ukraine border. The missile crash took place amid fierce Russian airstrikes and Ukrainian counter-attacks. Russian forces were reportedly attacking Ukraine's energy infrastructure.
The incident led to much confusion, and a flurry of dissonant reactions.
 THE REACTIONS
Ukraine claimed that the missile which crashed was Russian. Ukrainian President Volodymyr Zelenskyy called the missile blast a "very significant escalation" of the war by Russia. Kyiv said that there was no doubt that the missile did not belong to its arsenal. Zelenskyy also pressed that Ukrainian officials be given access to the blast site to carry out investigations. He claimed that military reports suggested that the missile was Russian.

However, NATO said that there was no indication that the blast was "the result of a deliberate attack" on Poland. Poland said that a Ukrainian defensive missile probably fell on its land. US President Joe Biden said that it was unlikely that Moscow had fired the missile, but Washington did blame Russia for creating the situation. Germany said that all this would not have happened without Russia starting the war. UK Prime Minister Rishi Sunak also took the middle path, criticising the "cruel, unrelenting reality of Putin's war", but not directly blaming Moscow for the missile incident.
Meanwhile, Russia countered Ukraine, saying that its forces did not fire the explosive. Putin's government welcomed Biden's comments, calling it a "restrained" and "professional reaction". Russia specified that its strikes were targeted at least 35 km away from the Poland border. Moscow said that blaming it was a "hysterical, frenzied, and Russo-phobic reaction". Russia added that the West was responsible for the war because it fuelled Kyiv's "feverish fantasies".
 THE RISK
NATO's cool reaction means that the conflict will not escalate into a bigger war involving nuclear superpowers. But observers fear that even with a slight miscalculation, a wider conflict might erupt in similar situations.
Here's how NATO might end up entering the Ukraine war.
NATO right now is avoiding direct confrontation with Russia. The military alliance has not sent its troops to fight in Ukraine. Since the start of the war, NATO has rejected Ukraine's demands which might put the coalition in direct confrontation with Russia, like by imposing a no-fly zone. Currently, some NATO members are sending weapons to Ukraine in their individual capacity. Some NATO members have also imposed economic sanctions on Russia. The alliance has boosted its defences in member-countries located near Russia.
But NATO may become more actively involved if one or more members of the alliance feel threatened. These members could call emergency consultations under Article IV of NATO's founding pact, the Washington Treaty. In case of an attack on a NATO member-country, Article V may be invoked which says that an attack on one ally is seen as an attack on all members. Subsequently, NATO members will decide if a collective response is needed against the enemy. Even if NATO enters the war, military action by all members is not necessary. Some allies may choose to send weapons or other aid instead of fighting.
Thankfully, cool heads prevailed this time, and a mishap did not turn into something much worse. But many believe that this is the reason why the war must not be allowed to drag on, otherwise a similar event may put the entire world at risk.

Ambassadors from members of the NATO military alliance went into emergency talks in Brussels after Poland put its military on high alert in the wake of the blast and summoned Russia's ambassador.
"Based on the preliminary information available, the strikes are most likely a result of Ukrainian anti-aircraft systems that were engaged to take Russian missiles out of the sky," Belgian Defence Minister Ludivine Dedonder said in a statement.
US President Joe Biden had said it was "unlikely" the missile came from Russia, and the Kremlin said it had "nothing to do with" it.
"Photographs of the wreckage... were unequivocally identified by Russian military experts as fragments of a guided anti-aircraft missile of a Ukrainian S-300 air defence system," the Russian defence ministry said in a statement.
It added that "strikes were carried out on targets only on the territory of Ukraine and at a distance of no closer than 35 kilometres from the Ukrainian-Polish border."
But Ukrainian Foreign Minister Dmytro Kuleba earlier rejected as a "conspiracy theory" the idea that it may have been a Ukrainian missile.

Poland is protected by NATO's commitment to collective defence -- enshrined in Article 5 of its founding treaty -- but the alliance's response will likely be heavily influenced by whether the incident was accidental or intentional.

The incident drew widespread condemnation, with European Union chief Charles Michel saying he was "shocked" and French President Emmanuel Macron calling for talks at the G20 summit underway in Indonesia.
Ukrainian President Volodymyr Zelensky had earlier said two Russian missiles hit Poland in what he described as "a very significant escalation."
Ukraine's Foreign Minister Dmytro Kuleba rejected as a "conspiracy theory" the idea that the Poland blast may have been caused by a surface-to-air missiles fired by Kyiv's forces, while Russia's defence ministry dismissed reports that it was to blame as a "provocation" intended to escalate tensions.
The blast came after Russian missiles hit cities across Ukraine Tuesday, including Lviv near the border with Poland.
Zelensky said the strikes cut power to some 10 million people, though it was later restored to eight million of them, and also triggered automatic shutdowns at two nuclear power plants.
He said Russia had fired 85 missiles at energy facilities across the country, condemning the strikes as an "act of genocide" and a "cynical slap in the face" of the G20.
Moldova, which also borders Ukraine, reported power cuts because of the missiles fired at its neighbour and called on Moscow to "stop the destruction now".

Polish Defence Minister Mariusz Blaszczak said a recent decision by Russia's aviation authority to launch flights from the Middle East and North Africa to Kaliningrad led him to take the step, which he said would strengthen Poland's security.
Blaszczak said the barrier along the 210-kilometre (130-miles) border would be made of three rows of razor wire that will be 2.5 metres (eight feet) high and three metres (10 feet) wide and with an electronic monitoring system and cameras.
Soldiers began laying the razor wire in the Polish village of Wisztyniec, a local Border Guard spokeswoman, Miroslawa Aleksandrowicz, told Polish state news agency PAP.
Wisztyniec is a village where the borders of Poland, Russia and Lithuania meet.
Lithuania, like Poland, is a member of both NATO and the European Union.
There were no detected attempts to cross into Poland illegally from Kaliningrad in October, Aleksandrowicz said.
