The high court on May 6 directed Punjab to abide by the decision of the meeting held on May 2 under the chairmanship of the Union home secretary. Mohan had on May 2 chaired a high-level meeting, which advised to implement the Bhakra Beas Management Board's (BBMB's) decision to release 4,500 cusecs of extra water from the Bhakra Dam to Haryana for the next eight days to meet the state's urgent water requirements. In its petition, Punjab objected that the Union home secretary was not the appropriate authority to take a call on releasing water. "Further, the state of Haryana had stated during the proceedings before this court that the meeting dated 2.05.2025 was called by the Union Home Secretary as it pertained to the law-and-order situation. This further shows that the meeting could not have decided the issue of water allocation, especially when it stood statutorily referred to the Ministry of Power," said the petition. The plea stated that an impression was made before the court that the meeting was held on the issue of releasing an extra 4,500 cusecs of water to Haryana, but in fact, there was no specific agenda for the meeting which was only in respect of the emergent issues with the BBMB. Furthermore, the meeting was not held as a consequence or in relation to the reference by the BBMB of the representation made by the state of Haryana. It is an admitted fact that the home secretary was not the competent authority to take any decision under Rule 7 of the BBMB Rules and then the state of Punjab is not legally bound to comply with the said decision. Meanwhile, the Punjab government on Monday said it has initiated legal measures against BBMB chairman Manoj Tripathi for "deliberate misrepresentation of facts" before the high court. The Punjab government has vehemently refuted assertions of illegal detention concerning the BBMB chairman, said an official spokesperson. "During the court proceedings on May 8, Tripathi admitted that he was only surrounded by local citizens and was assisted by Punjab Police in leaving safely. However, in a subsequent affidavit dated May 9, Tripathi contradictorily alleged that he was subjected to illegal detention, a claim directly conflicting with his prior in-court statement," claimed the spokesperson in an official statement. Consequently, the Punjab government has invoked Section 379 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) requesting the high court to initiate an inquiry into an offence under Section 215, which pertains to the submission of a knowingly false affidavit, said the spokesperson. Further, the state seeks the initiation of contempt of court proceedings against Tripathi and Sanjeev Kumar, Director (Water Regulation), for willful disobedience of the court's order dated May 6, said the spokesperson. The state government clarified that the high court's May 6 order solely mandated the implementation of decisions taken during a meeting on May 2, said the spokesperson, adding the state government contends that no such decisions were ever formally communicated to either the state authorities or the BBMB chairman himself. Despite this, Tripathi misrepresented the court's order, claiming that the court had ordered to release 8,500 cusecs of water to Haryana, thereby misleading the BBMB staff, claimed the spokesperson. Tripathi was allegedly locked inside Nangal Dam's guest house by the Aam Aadmi Party (AAP) workers on May 8. On the BBMB's plea, the high court had on May 6 restrained Punjab and its departments, including police personnel from "interfering" in the day-to-day functioning, operation and regulation of the Bhakra Nangal Dam and Lohand control room water regulation offices managed by the BBMB. Punjab and Haryana are at loggerheads over the distribution of water with the AAP government refusing to share water from Bhakra dam, saying the neighbouring state has already utilized its share of water. Punjab has claimed that Haryana has already exhausted its allocated share and 4,000 cusecs of water were already being released on humanitarian grounds

Chandigarh/Ludhiana, April 27: Rajya Sabha MP Sanjeev Arora, accompanied by Ludhiana residents, municipal councillors, and industrialists, visited Halwara Airport on Sunday to review the ongoing progress of work.
During his visit, he toured the airport premises and expressed complete satisfaction with the work completed so far.
MP Arora noted that the project had been stalled for nearly thirty years and lamented that representatives of previous state governments had failed to complete it.
He added that after becoming a Rajya Sabha MP, he immediately prioritized the project. With the support of AAP's National Convener Arvind Kejriwal and Punjab Chief Minister Bhagwant Singh Mann, the project is now 100% complete at a cost of approximately Rs. 60 crores. Calling it a dream project of Punjab CM Bhagwant Singh Mann, Arora explained that, as per the initial design, a barbed wire fence had been erected around the airport. However, during an AAI inspection in March this year, it was decided to replace the barbed wire with a concrete boundary wall. He mentioned that the AAI team also made a few other suggestions, which are currently being implemented and are likely to be completed soon. He informed that the next AAI inspection visit is scheduled for April 30.
Once the airport is handed over to the Airports Authority of India (AAI) by the Public Works Department, the process of deputing staff will begin. Initially, the AAI plans to operate two flights&mdash;one each in the morning and afternoon.

MP Arora noted that the project had been stalled for nearly thirty years and lamented that representatives of previous state governments had failed to complete it.
He added that after becoming a Rajya Sabha MP, he immediately prioritized the project. With the support of AAP's National Convener Arvind Kejriwal and Punjab Chief Minister Bhagwant Singh Mann, the project is now 100% complete at a cost of approximately Rs. 60 crores.
Calling it a dream project of Punjab CM Bhagwant Singh Mann, Arora explained that, as per the initial design, a barbed wire fence had been erected around the airport.
However, during an AAI inspection in March this year, it was decided to replace the barbed wire with a concrete boundary wall.
He mentioned that the AAI team also made a few other suggestions, which are currently being implemented and are likely to be completed soon. He informed that the next AAI inspection visit is scheduled for April 30.
Once the airport is handed over to the Airports Authority of India (AAI) by the Public Works Department, the process of deputing staff will begin. Initially, the AAI plans to operate two flights&mdash;one each in the morning and afternoon.

The Punjab government has approved the revision of pension and family pension for teachers and other teaching faculty who retired before January 1, 2016, from government colleges/universities by the 7th UGC Pay Scales.

Punjab higher education minister Harjot Singh Bains stated that the revised pension will benefit approximately 500 retired teaching professionals, including 400 pensioners and 100 family pensioners, amounting to ₹38.99 crore.
Bains said that the revised pension will be paid to the pensioners who retired before January 1, 2016.
&ldquo;The arrears of the revised pension from October 1, 2022, to January 2025 will be disbursed in four equal quarterly instalments,&rdquo; he said, adding that the payment will be made in accordance with the guidelines issued in the finance department&rsquo;s letter issued on April 7, 2025.
He said that under this scheme, the pension will be calculated as 50% of the notional pay fixed as of January 1, 2016, and the family pension will be 30% of the same notional pay.

Hyderabad: The Enforcement Directorate has summoned popular actor Ghattamaneni Mahesh Babu in a money laundering case linked to realty groups Surana Group and Sai Surya Developers.
The agency has asked Mr Babu to appear for an inquiry on Sunday. The actor, it was found, received over Rs 5.5 crore for appearing in advertisements for the Surana Group.
Sai Surya Developers paid Mr Babu Rs 5.9 crore, including Rs 2.5 crore in cash and Rs 3.4 crore via cheque, for promotional activities.
The Enforcement Directorate will investigate the remuneration paid to Mr Babu. During searches at Surana Group's affiliated companies, Sai Surya Developers and Bhagyanagar Properties, officials of the agency have uncovered illegal transactions worth Rs 100 crore and seized Rs 74.5 lakh in cash.
Key evidence, the agency has said, was found at the residences of Surana Group chairman Narendra Surana and Managing Director Devendar Surana at Madhapur in Hyderabad's Jubilee Hills and Bowenpally.
Evidence has also been gathered from the offices of Sai Surya Developers. The Enforcement Directorate has said Surana Group engaged in a massive fraud under the guise of real estate ventures.
The agency said in a statement that they searched four premises in Hyderabad and Secunderabad last Wednesday as part of their probe.

Highlighting the achievements of the Union Government in the health sector, Shri Nadda stated, &ldquo;today, 1.75 lakh Ayushman Arogya Mandirs are operational across the country providing a range of services pertaining to healthcare and wellness. In the last 10 years, there has been a 101% increase in medical colleges, totaling 780 across the country.
There has been a 130% increase in MBBS seats while PG seats have seen an increase of 138% in the last 10 years&rdquo;.
&ldquo;Similarly, to cater to the paramedics, 157 nursing colleges are also being established, to be co-located with the medical colleges&rdquo;, he further stated.
The Union Health Minister appreciated AIIM Rishikesh for effectively utilizing the helicopter and drone services by rescuing 309 critical patients using the services.
He also congratulated AIIMS Rishikesh for being one of the best institutes in the country for using digital services like telemedicine (eSanjeevani) to serve the remote and underserved areas of the state.
Shri Nadda concluded his address by encouraging students to approach their work with compassion, integrity, and dedication. Emphasizing that the government spends between Rs. 30-35 lakh for every MBBS student, he urged the new doctors to shoulder more responsibilities as they embark on their professional careers.
During the event, Shri Nadda inaugurated several healthcare facilities to enhance the institute's medical services, including Integrated Medicine in the Ayush Department, a PET scan machine in the Nuclear Medicine Department, PACS facility in the Radiology Department, and a Centre for Advanced Pediatrics in Pediatric Care.
During the ceremony, Shri Nadda awarded gold medals and degrees to 10 medical students from MBBS, DM, MSc Nursing, BSc Nursing, and BSc Allied Health Sciences programs.

Chandigarh, April 15: In a major stride toward its goal of eliminating tuberculosis (TB) as desired by the Chief Minister Bhagwant Singh Mann, Health and Family Welfare Minister Dr Balbir Singh flagged off an advanced van equipped with handheld X-ray machine and fluorescent microscope from Directorate of Health and Family Welfare here on Tuesday.

Notably, the Indian Oil Corporation Limited (IOCL) under its Corporate Social Responsibility (CSR) initiative, in collaboration with the People-to-People Health Foundation has donated two handheld X-ray machines and two fluorescent microscopes to the Punjab Health Department.
While expressing gratitude to the IOCL, Dr Balbir Singh said that these machines will strengthen diagnostic capabilities in Sangrur and Malerkotla districts.
Underlining the need of early detection, Dr Balbir Singh said that, in Punjab, the 2020-21 survey revealed a prevalence-notification ratio of 2.8:1, underscoring the critical need for enhanced screening efforts.
Notably, the survey also found that over 40% of notified cases were asymptomatic and detected through X-ray findings, emphasizing the vital role of this diagnostic tool.
Recognizing the limitations of traditional fixed X-ray machines in reaching underserved populations, Punjab has embraced innovative solutions like handheld X-ray technology. Highlighting the importance of these machines, the Health Minister said that these compact and portable devices proved their effectiveness during the recent 100-day intensified TB campaign, where approximately 1.49 lakh X-rays were conducted in the field.
The addition of these two new handheld units, alongside two fluorescent microscopes also provided by IOCL, will empower healthcare workers in Sangrur and Malerkotla to conduct wider screenings and facilitate early diagnosis and treatment initiation among vulnerable communities.
"We are immensely grateful to IOCL and the People-to-People Health Foundation for their invaluable support in our mission to eliminate TB from Punjab," said Health Minister Dr. Balbir Singh during the flagging-off ceremony.
"These handheld X-ray machines represent a significant leap forward in our diagnostic capacity. Their portability will allow us to reach individuals in remote areas, work places like factories and congregation settings like old age homes, orphanages etc ensuring that more cases are detected early, leading to better treatment outcomes and ultimately saving lives.
&rdquo; The Health Minister emphasised the importance of public-private partnerships in tackling the TB crisis and lauded IOCL's commitment to this crucial public health issue.
He expressed confidence that these new resources would be effectively utilized to screen a larger population in Sangrur and Malerkotla, bringing the state closer to its TB elimination goals.
The Health Minister also acknowledged the potential of Artificial Intelligence in augmenting X-ray diagnostics, as recommended by the WHO, for faster and more accurate results. Punjab Chief Minister Bhagwant Singh Mann on Monday warned the leaders of opposition parties to refrain from indulging in politics of threat and terror as people will never tolerate their divisive and mischievous attitude. The Chief Minister said that a senior leader of the Congress party had on Sunday given a baseless and irrational statement that 50 bombs have been sneaked into the state out of which 18 had exploded and 32 more are still there. He said that this illogical statement was solely aimed at terrorizing the people and creating panic amongst their minds. Bhagwant Singh Mann said that this is intolerable, unwarranted and undesirable as the people of state will never forgive such leaders. The Chief Minister said that neither state nor central agencies have any input in this regard but the Congress leader has made this false and irrelevant statement. Bhagwant Singh Mann said that this kind of apathetic and irresponsible attitude of the unwarranted and undesirable. Taking a jibe, he said that rather than telling the location of bombs Bajwa is now running pillar to post behind the lawyers for seeking refuge from law for his misdeed. The Chief Minister said that instead of indulging in such tantrums the opposition must focus on issue based politics. He said that the traditional parties are envious of him because he hails from a common family and is working tirelessly to ensure welfare of people. Bhagwant Singh Mann said that these leaders had always believed that they have divine right to rule the state due to which they are not able to digest that a common man is running the state efficiently. The Chief Minister said that these leaders have befooled the people for a long time but now people are not getting swayed by their misleading propaganda. He said that wise people of state have ousted these leaders who were living in palatial houses during their heydays of power. Bhagwant Singh Mann said that the state has witnessed the dawn of a new era as these people who were considered invincible have been shown the door by the people. The Chief Minister said that those who claimed that they will rule the state for 25 hours have been sent to political oblivion by the people. He said that the people of state had taught them a befitting lesson to such dubious and haughty leaders for their misdeeds. Bhagwant Singh Mann quipped that these people living in big palaces had never bothered about the well being of the common man and had confined them in high walls of their residences.

In a befitting tribute to Bharat Ratna Dr. BR Ambedkar on the occasion of his 134th birth anniversary, Punjab's Education Minister S. Harjot Singh Bains announced that the Government School of Eminence in Nangal has been renamed as Dr. Bhim Rao Ambedkar School of Eminence. Chairing an inauguration function at the government school, the Education Minister inaugurated 18 rooms modernised at a cost of Rs 1.24 crore, furniture worth Rs 51 lakh, and interactive panels worth Rs 7 lakh, besides laying foundation stone of an all-weather swimming pool to be built at a cost of Rs 4 crore in the school to further transforming the school into a centre of modern excellence. The Education Minister Harjot Singh Bains highlighted Dr. Ambedkar's lifelong fight for equality and the rights of marginalised communities. He emphasised that Dr. Ambedkar's belief in the power of education, quoting him: "Education is the milk of lioness, those who drink, Roar!" He also urged everyone to follow his teachings and strive for a more inclusive society. Reaffirming the Chief Minister S. Bhagwant Singh Mann led Punjab Government&rsquo;s commitment for transformation of government schools in Punjab, S. Bains said that government schools have been equipped with modern and state-of-the-art facilities including clean drinking water, separate toilets for girls and boys, boundary walls, high speed Wi-Fi internet connections, security guards, campus managers, and transportation for students. He said a few years ago, the condition of government schools was pitiful&mdash;students had to sit on the floors. Today, smart classrooms with modern furniture is available in every school, and the state schools are competing with private schools. Punjab's Sikhya Kranti is now a topic of discussion across the country, he added. He shared the success story of a 12th-grade student, who started a T-shirt design business with Rs 2,000 provided under the Business Blaster Program and is now earning ₹50,000 per month with a 40% profit margin. Another student of the Nangal School , Amandeep Kaur, achieved state-level recognition in the field of Artificial Intelligence. S. Bains also highlighted the ongoing development of Nangal, aiming to transform it into a tourism hub. He emphasised the allocation of funds and the initiation of Nangal's first flyover, signifying a new era of growth for the region. He expressed gratitude to the people of Nangal for their support, attributing the progress to the blessings of the Guru Sahibs. On this occasion, the school management committee honored the Education Minister Harjot Bains and other dignitaries. While Principal Kiran Sharma highlighted the school&rsquo;s achievements.

Ambedkar is recognised for his lifelong struggle for the empowerment of Scheduled Castes and his key role in drafting the Constitution. Born in a Dalit family in 1891, he was a brilliant student who went on to study in foreign countries. The discrimination he suffered in Indian society turned him into a committed social reformer. He was India's first law minister. He died in 1956.
