Vance was speaking during an exclusive interview on NBC News&rsquo; &ldquo;Meet the Press&rdquo; when he also said the step would &ldquo;make it harder&rdquo; for the Russians to get rich from their oil economy.
The Trump administration has been highly critical of India for its procurement of discounted crude oil from Russia. Interestingly, Washington has not been criticising China, the largest importer of Russian crude oil.
India has been maintaining that its energy procurement, including from Russia, is driven by national interest and market dynamics.
Vance remained confident the US can broker an end to the war between Russia and Ukraine despite potential hang-ups that have emerged since President Trump&rsquo;s meeting this month with Russian President Vladimir Putin, NBC News said.
&ldquo;We believe we&rsquo;ve already seen some significant concessions from both sides, just in the last few weeks,&rdquo; Vance said in the interview aired on Sunday morning.
If the US is not &ldquo;imposing new sanctions,&rdquo; what is the pressure on Russia? &ldquo;How do you get them to a place of getting to the table with Zelenskyy and stopping to drop bombs?&rdquo; moderator Kristen Welker asked.
Trump has applied &ldquo;aggressive economic leverage,&rdquo; for example &ldquo;secondary tariffs on India, to try to make it harder for the Russians to get rich from their oil economy,&rdquo; Vance replied.
&ldquo;He tried to make it clear that Russia can be reinvited into the world economy if they stop the killing. But they are going to continue to be isolated if they don't stop the killing,&rdquo; he said.
Earlier on April 22, Vance while speaking in Jaipur had urged India to drop non-tariff barriers, give greater access to its markets and buy more American energy and military hardware as he laid out a broader roadmap of deeper ties between the two nations for a &ldquo;prosperous and peaceful&rdquo; 21st century.
Ever since Trump doubled tariffs on Indian goods to a whopping 50 per cent, including a 25 per cent additional duties for India's purchase of Russian crude oil, relations between New Delhi and Washington are on a downturn.
The US has alleged that India's purchases of Russian crude oil are funding Moscow's war in Ukraine, a charge strongly rejected by India.
New Delhi turned to purchasing Russian oil sold at a discount after Western countries imposed sanctions on Moscow and shunned its supplies over its invasion of Ukraine in February 2022.
On Saturday, External Affairs Minister S Jaishankar said at an event in New Delhi, &ldquo;It's funny to have people who work for a pro-business American administration accusing other people of doing business.&rdquo; He was responding to a question on the US criticism of India on the crude oil issue.
&ldquo;That's really curious. If you have a problem buying oil or refined products from India, don't buy it. Nobody forces you to buy it. But Europe buys, America buys, so you don't like it, don't buy it,&rdquo; Jaishankar said.&nbsp;

Vance said, &ldquo;The way that I think about it more broadly is I think this is a time of great opportunity. And I think if my husband were here, he'd say the same thing. &nbsp;&ldquo;Obviously, the United States and India - the relationship has ebbed and flowed at times. There are times when one country's needs and one country's goals are different from the other. &nbsp;&ldquo;But right now, I think, in the next four years and in the future, the fact that there is this established Indian-American population here, and so many people in India who know the country and know the people who are here doing great things, having great opportunities,&rdquo; she said.
Vance recalled that when the Second Family - Vice President J D Vance, herself and their three young children, visited India in April, &ldquo;I was struck by the number of people who came up to me to say how much they loved our country, how they visited family, how they visited just for pleasure, that they were hoping for a close relationship looking forward. And I think these personal ties actually really have something to do with it.&rdquo;&nbsp;
At the leadership summit, the USISPF also presented the 2025 Global Leadership Awards to IBM Chairman Arvind Krishna, Aditya Birla Group Chairman Kumar Mangalam Birla and Hitachi Executive Chairman Toshiaki Higashihara &ldquo;for their outstanding contributions in strengthening the US-India-Japan economic partnership.&rdquo; This is the first time that business leaders from the QUAD grouping of Australia, India, Japan and the US will be honoured at the USISPF summit.

"We've obviously been in close contact with our friends in India and Pakistan. Our hope here is that India responds to this terrorist attack in a way that does not lead to a broader regional conflict," the vice president said.
"And we hope, frankly, that Pakistan, to the extent that they're responsible, cooperates with India to make sure that the terrorists sometimes operating in their territory are hunted down and dealt with. That's how we hope this unfolds; we're obviously in close contact. We'll see what happens," Vance said.
Remarks by Vance assume significance amid rising tensions between India and Pakistan in the aftermath of the Pahalgam attack, in which 26 people were killed.
Vance, who was in India last month, had then condemned the attack and expressed solidarity with the victims and their families in a post on X.
The Pahalgam terror attack on April 22, which claimed 26 lives, drew swift and widespread condemnation from global leaders, who expressed solidarity with India and denounced terrorism.
The Resistance Front (TRF), a proxy of the banned Pakistan-based Lashkar-e-Taiba (LeT), claimed responsibility for the attack.
Following the Pahalgam attack, the deadliest in the Valley since the Pulwama strike in 2019, India downgraded diplomatic ties with Pakistan and announced a raft of measures, including suspension of the Indus Water Treaty of 1960 and immediate shutting down of the Attari land-transit post.

The fort was constructed in four stages, and the palace inside was the residence of the Rajput Maharajas and their families.
It consists of a 'Diwan-e-Aam' (hall of public audience), 'Diwan-e-Khaas' (hall of private audience), a 'Sheesh Mahal' (mirror palace) and a 'Sukh Niwas'.
In the Sheesh Mahal, numerous minuscule mirrors are placed on the walls in a unique arrangement. Even a single ray of light entering the palace gets reflected in a way that illuminates the entire hallway.
The Sukh Niwas is known for its distinctive cooling feature created by winds blowing over cascading water.

Photo journalist Zach D Roberts also posted a photo of Vance on X and admitted that he "thought people were joking about" it but after clicking the photos of Vance, he was completely convinced that &ldquo;he does indeed wear eyeliner.&rdquo;
Roberts also mentioned that he had zero problem with cis men wearing makeup, and, in fact, it&rsquo;s encouraged but Vance wearing it is pretty hypocritical.
In an interview with The List, hair and makeup artist Luna Viola said that as Vance has a "very dark, perfect thick eyelashes, this can create the optical illusion of a black eyeliner, especially if contrasted with blue eyes. The natural contrast can make the lashes darker than they are."

The now limited account on X rickrudescalves wrote, "can't say for sure but he might be the first VP pick to have admitted in a new york times bestseller to fucking an inside out latex glove shoved between two couch cushions (vance, hillbilly elegy. page.179 to 181)"
 News agency AP even did a fact-check, but strangely it pulled down the report later.
The article, which was tagged with an authoritative &ldquo;AP Fact Check&rdquo; header, was titled &ldquo;No, JD Vance did not have sex with a couch."
AP's fact check included scanning through a searchable PDF of the memoir for the word 'couch' or 'couches, it came up 10 times in total, though not in the context of a sexual act.
On his popular show, comic John Oliver also talked about Vance and the rumour about him having sex with couch. The comedian said he can totally believe in the rumour.
