Amid a row over Rahul Gandhi's image on sanitary pad packets to be distributed in Bihar, the Indian Youth Congress has filed police complaints in multiple states against a "coordinated and defamatory" digital campaign allegedly aimed at defaming the Congress leader and undermining the dignity of women.
The IYC has claimed that the campaign involved a "doctored image and vulgar video" linked to the Congress' sanitary pad distribution drive in Bihar, which was part of a social welfare initiative led by Gandhi.
In the video, Gandhi's picture is shown on a sanitary pad, which has angered the Congress. The IYC alleged that the BJP was manufacturing fake narratives to divert public attention.
According to IYC leaders on Monday, the content was first circulated on social media by an individual and was subsequently shared by other prominent accounts.
The IYC has accused these individuals of spreading offensive and misleading content with the intention of politicising a gender-sensitive issue and discrediting Gandhi through what it describes as &ldquo;digital propaganda cloaked in misogyny&rdquo;.
Complaints have been filed in multiple states under the supervision of IYC national in-charge Krishna Allavaru, national president Uday Bhanu Chib, and legal cell chairman Roopesh Singh Bhadauria.
According to the Youth Congress, an FIR has been registered at High Grounds police station in Bengaluru under relevant sections of BNS, including sections 192 (wantonly giving provocation with intent to cause riot), 294 (obscene acts or words in public), and 196 (promoting enmity between different groups on grounds of religion, race, etc), along with Section 67 of the IT Act.
In Delhi, a complaint has been filed at Mandir Marg police station, and another has been submitted via the National Cyber Crime Reporting Portal by Delhi Youth Congress legal cell chairman Vivek Punia. Similarly, in Telangana, an FIR has been filed.
IYC national president Chib said that weaponising menstruation to score political points reflected a deep-rooted misogyny. He alleged that the BJP was manufacturing fake narratives to divert public attention and discredit the Opposition.
&ldquo;This is a new low. Turning a public service initiative into vulgar propaganda is not only unethical but legally punishable. Disinformation is not free speech&mdash; it is criminal speech,&rdquo; Chib said, adding that the IYC would ensure strict legal consequences for those involved.
The IYC has urged law enforcement agencies to take swift and stringent action against the accused and has stated that further legal remedies under the Bharatiya Nyaya Sanhita (BNS) and the Information Technology Act will be explored to ensure accountability.
Meanwhile, the Congress said in a post on X in Hindi, "Rahul Gandhi helped the women of Bihar, and the BJP got rattled. In this agitation, the BJP misled people through its FAKE news factory and insulted the sisters and daughters of the state. The women of Bihar will not forget this insult and will give a befitting reply." On July 4, the Congress in Bihar said it would distribute free sanitary napkins among five lakh women, but ended up drawing flak from the ruling NDA over photographs of Gandhi on the packets.
JD(U) MLC and spokesman Neeraj Kumar took strong exception to photographs of Gandhi on the packets and alleged "the Congress seems to have taken a leaf out of the book of its ally RJD, which has been known for a lumpen style of politics".
Echoing similar views, BJP spokesman Kuntal Krishna alleged, "...the Congress, which is worried about its prospects in the upcoming assembly polls, has shown its ideological bankruptcy. Its leader Rahul Gandhi has been notorious for lacking a sense of propriety. The trait seems to have afflicted the party, in which sycophancy reigns supreme."

Vemuri told CNN that after her speech, the university&rsquo;s senior leadership informed her she was not allowed to attend Friday&rsquo;s commencement ceremony and was barred from campus until the event concluded.
School officials confirmed that they told Vemuri that she was prohibited from attending the undergraduate ceremony.
MIT leadership said that they stand by the punishment they issued to Vemuri.
&ldquo;MIT supports free expression but stands by its decision, which was in response to the individual deliberately and repeatedly misleading commencement organizers and leading a protest from the stage,&rdquo; a school spokesperson said in a statement.
The school said that she would receive her degree.
Vemuri, who grew up in Georgia, was a scheduled speaker at Thursday&rsquo;s OneMIT Commencement ceremony in Cambridge, Massachusetts, where she took to the podium, with a keffiyeh &ndash; a symbol of pro-Palestinian solidarity &ndash; draped over her graduation robe.
She praised her peers for protesting the war in Gaza and criticised the university&rsquo;s ties to Israel.
An MIT spokesperson told CNN Vemuri's sppech on Thursday &ldquo;was not the one that was provided by the speaker in advance.&rdquo; Vemuri's father Sarat said that she was a double major, in computation and cognition and linguistics, and was told that she would receive her diploma by mail.
Vemuri said she was grateful for her family, who have been present this week, supporting her. She says she&rsquo;s not disappointed about not getting to walk the stage.
&ldquo;I see no need for me to walk across the stage of an institution that is complicit in this genocide,&rdquo; Vemuri said.
&ldquo;I am, however, disappointed that MIT&rsquo;s officials massively overstepped their roles to punish me without merit or due process, with no indication of any specific policy broken,&rdquo; she added.
He called MIT&rsquo;s purported support of free speech hypocritical.
The Council on American-Islamic Relations (CAIR) has condemned the university&rsquo;s decision to ban Vemuri from the ceremony.
&ldquo;MIT must respect academic freedom and respect the voices of its students, not punish and intimidate those who speak out against genocide and in support of Palestinian humanity,&rdquo; CAIR-Massachusetts Executive Director Tahirah Amatul-Wadud said in a statement.

The center on Wednesday defended the Waqf (Amendment) Act, 2025 in the Supreme Court and said though waqf was an Islamic concept, it was not an essential part of Islam.
Arguing before Chief Justice B R Gavai and Justice Augustine George Masih, Solicitor General Tushar Mehta said, "Waqf is an Islamic concept. But it is not an essential part of Islam.. Waqf is nothing but just charity in Islam." "Charity is recognised in every religion, and it cannot be regarded as an essential tenet of any religion," he said. Earlier in the day, Mehta asserted nobody could claim right over public land by using waqf by user principle which was a statutory right and the law could take it away.
"Waqf by user" refers to a concept where a property is recognised as waqf based on its long-term use for religious or charitable purposes, even without formal documentation.
Responding to the challenge against the validity of the 2025 law, Mehta argued the amended law dealt with the secular aspects of waqf and activities that were non-essential to Islam.
Mehta said the "waqf by user" concept did not permit &ldquo;wholesale takeover of waqf properties&rdquo; by the state as alleged.
&ldquo;Waqf by user is not a fundamental right, it is a creature of statute, and what the legislature creates, it can also take away,&rdquo; he said.
Any stay of the provision on abolition of unregistered "waqf by user" properties would defeat the purpose of the law which has been enacted to remedy the mischief like usurpation of government land, Mehta added.
&ldquo;The Centre is the custodian of properties on behalf of 14 crore citizens,&rdquo; he said, &ldquo;and nobody has the right over government land.&rdquo; Mehta said, &ldquo;There is a Supreme Court judgment which says the government can save the property if it belongs to the government and has been declared as waqf.&rdquo; Contesting the argument of government officers arbitrarily claiming land as government property from now on and override waqf status, he called it &ldquo;misleading and false.&rdquo; On the point of an officer above the rank of a district collector deciding the dispute on the claim over an alleged waqf property, he said officer wouldn't finally determine the property's ownership.
Mehta said the eviction or takeover of property could only occur after due process through the Waqf Tribunal proceedings (under Section 83) and subsequent appeals.
The possession would continue with the waqf until the issue was fully adjudicated, he said.
The SG cited the extensive deliberations of the Joint Parliamentary Committee, which held 96 sittings, received 97 lakh representations, and incorporated feedback from 25 Waqf Boards and several state governments.
He said the bill was not rushed or passed mechanically but involved thorough clause-by-clause scrutiny.
&ldquo;There has been an unprecedented level of consultation. It's not the case that this was done behind closed doors. Many of the suggestions made by stakeholders were either incorporated or reasonably rejected,&rdquo; Mehta added.
The law officer also drew bench's attention to the "historic misuse" of waqf by user to claim ownership of public or private lands without documentation.
&ldquo;This menace has existed since 1923. The first legislation dealing with waqf property was introduced then to curb this very issue,&rdquo; he said.
On the question whether the law infringed upon Articles 25 and 26 (freedom of religion and management of religious affairs) of the Constitution, he said though waqf was an Islamic concept, it did not constitute an essential religious practice.
Unlike Hindu, Jain religious trusts which deal with religious aspects, temples, priests and their management, waqf may include schools, colleges, etc., Mehta said.
Doctrine of essential religious practices, he added, as articulated by Dr B R Ambedkar must be satisfied before any constitutional protection under Article 25 can be claimed.
&ldquo;Unless it is shown that waqf is an essential part of Islam, the rest of the arguments cannot succeed,&rdquo; Mehta said.
The Centre opposed the claim that the law enabled mass takeover of waqf properties.
&ldquo;There is no wholesale capturing. The designated officer cannot take possession. At best, the revenue entry changes, which itself is subject to challenge and appeal. Title disputes will continue to be resolved in courts,&rdquo; he said.
Referring to case laws, he said the government could protect public lands even if erroneously entered as waqf, and that mere entry in the waqf register did not confer ownership.
Mehta said no affected parties moved the court and &ldquo;it is nobody's case that Parliament does not have the competence to pass this legislation".
He said the amended law did not allow waqf by user prospectively.
On the issue over non-Muslims being appointed in the Central Waqf Council and the state waqf boards, he said in the CWC a maximum of four non-Muslims of the total 22 members were allowed.
In state boards, of the total 11 members, a maximum of three non-Muslim members -- except if the ex-officio members was non Muslim then two non-Muslims&mdash;could be appointed.
&ldquo;Non-Muslims can also be aggrieved or affected or beneficiary and this is the reason that non-Muslims have been included,&rdquo; he said.
The hearing would continue on Thursday.

The Supreme Court on Monday chided the BJP minister for his "crass" remarks about Col Qureshi and constituted a three-member special investigation team to conduct probe in the First Information Report registered against him.
Shah came under fire after a video, which was shared widely, showed him allegedly making objectionable remarks against Col Qureshi, who gained nationwide prominence along with another woman officer, Wing Commander Vyomika Singh, during media briefings on Operation Sindoor.
The Madhya Pradesh High Court earlier rebuked Shah for passing "scurrilous" remarks and using "language of the gutters" against Col Qureshi and ordered the police to register an FIR against him on the charge of promoting enmity and hatred.
After drawing severe condemnation, the minister has expressed regret and said that he respects Col Qureshi more than his sister.
The cabinet meeting was organised at the Rajbada palace, constructed by the erstwhile Holkar dynasty of Indore, to mark the conclusion of the 300th birth anniversary year of Ahilyabai Holkar, a legendary ruler.
Meanwhile, the Congress again demanded that Shah be dismissed from the cabinet.
State Congress president Jitu Patwari said in a statement, "The Supreme Court and High Court have severely reprimanded Shah for his objectionable remarks about Colonel Qureshi and rejected his apology. Despite this, why no decision has been taken on Shah's dismissal?"

A case under various provisions of the Representation of People (RP) Act and the IPC was on Friday registered against CPI(M) veteran G Sudhakaran in connection with his recent remarks claiming that postal ballots were opened during the 1989 Alappuzha Lok Sabha election.
Sudhakaran, in a purported video aired on TV channels, can be heard making the controversial remarks during a gathering of former NGO Union leaders here on Wednesday.
It prompted the Election Commission to launch a probe into the matter and the CPI(M) veteran's statement was recorded on Thursday by EC officials.
Following that, Sudhakaran, at another event here on Thursday, claimed that what he had said earlier was not completely true and he had added something extra to it from his "imagination".
"Nothing like that ever happened. No ballot boxes were opened and no ballots were ever tampered with. I have never taken part in anything of that sort and I have never done any bogus voting.
"I have also not paid anyone to do bogus voting. What I said on that day was only meant as a small warning to those doing such activities and to let them know that we are aware of what they are doing," he had said.
Despite the claim, the police on Friday filed an FIR against him under sections 128 (maintenance of secrecy of voting), 135(removal of ballot papers from polling station), 135A(booth capturing) and 136(other offences and penalties) of the Representation of the People Act, 1951 and sections 465(punishment for forgery), 468(forgery for cheating) and 471(using forged document as genuine) of the IPC.
The punishment for the offences under the Representation of the People Act range from a few months to a maximum of two years, while those under the IPC carry jail terms from two years to seven years.
According to the FIR, the action was taken based on a report sent to the Alappuzha District Police Chief by the District Collector who is also the District Election Officer.
In the controversial video, Sudhakaran was heard saying that NGO union members should not cast their votes for rival candidates.
He said that it is not necessary for all NGO members to vote for the party, but those who submit sealed ballots should not assume that "we won't find out" whom they have voted for.
"We will unseal them, verify, and correct them. Even if a case is filed against me for saying this, I don't mind," he was quoted as saying in the video aired by news channels.
Sudhakaran had said that some NGO union members had cast their votes for opposition candidates.
"When KSTA leader K V Devadas contested for Parliament from Alappuzha, postal ballots were unsealed and examined at the district committee office. It was found that 15 per cent had voted for the opposing candidate. Patching up what's broken isn't difficult," he had said.
KSTA is a school teachers' organisation backed by the CPI(M).
It was not clear from the video whether the tampering of postal ballots--after they were unsealed--was carried out by him or his associates during the 1989 Lok Sabha election for the Alappuzha seat.
Sudhakaran said that Devadas had contested against Congress leader Vakkam Purushothaman in that election and lost by 18,000 votes.
However, the Election Commission documents say in the election, Purushothaman secured 3,75,763 votes, defeating CPI(M) candidate Devadas, who received 3,50,640 votes.
Purushothaman won by a margin of 25,123 votes, which accounted for 3.36 per cent of the total valid votes.
The CPI(M) Alappuzha district leadership had rejected Sudhakaran's claim, stating that nothing of the kind had happened and that the party had no role in it.

On the orders of the MP High Court, police have booked Shah for making objectionable remarks about Col Qureshi, who gained nationwide prominence along with another woman officer, Wing Commander Vyomika Singh, during media briefings on Operation Sindoor.
During a public event in Indore district on Monday, Shah tried to present Col Qureshi as the &ldquo;sister of terrorists&rdquo;, prompting the HC to take suo motu cognisance of it.
In April 2013, Shah had made crass remarks on Chouhan&rsquo;s wife while addressing a public function in the tribal-dominated Jhabua district. The unpalatable comments created a political firestorm and cost him his job as a minister.
Abhay Tiwari, state Congress general secretary in-charge of media and research, said Shah was forced to resign from the MP cabinet in 2013 over his tasteless talk concerning the then CM&rsquo;s wife.
&ldquo;Now, when he has made a shameless comment on the Army, the BJP is silent. Is this their nationalism,&rdquo; he asked.
Congress spokesperson Bhupendra Gupta said when Shah was using the &ldquo;language of gutter&rdquo;, as mentioned in the HC order, the ex-culture minister and Mhow MLA, Usha Thakur, was seen laughing in a video of the event.
&ldquo;Is this the culture of the BJP,&rdquo; he asked.
Shah had triggered another row in November 2020 when he was the forest minister.
&ldquo;He reportedly invited actor Vidya Balan for dinner during the shooting of the film &lsquo;Sherni&rsquo; in Balaghat district. The film star turned down the offer, after which Shah&rsquo;s department withdrew the permission for the shoot,&rdquo; Gupta claimed.
According to media reports, vehicles of the film production team were allegedly stopped from entering a forest area for shooting, a day after the actress declined to join Shah for dinner, Gupta said.
Shah had rubbished the allegations, saying he had turned down an invitation for lunch/dinner from those who took permission for shooting.
The eighth-term MLA from the Harsud (ST) seat has also served as the school education minister.
The 62-year-old tribal leader, popular among voters for doing benevolent work, remained undefeated in the constituency from 1990 to 2023.
However, the latest controversy drew the attention of the high court, which took suo motu cognisance of the matter.
The HC on Wednesday castigated Shah for passing &ldquo;dangerous&rdquo;, "scurrilous" remarks and using "language of the gutters" against Colonel Qureshi, and ordered the police to file an FIR against him for promoting enmity and hatred.
The division bench of Justices Atul Shridharan and Anuradha Shukla said the remarks were &ldquo;disparaging&rdquo; to the armed forces, which is &ldquo;perhaps the last institution in the country&rdquo; that reflects integrity, discipline, sacrifice, selflessness, character, honour and indomitable courage.
State Congress chief Jitu Patwari on Thursday said Prime Minister Narendra Modi should ask Vijay Shah to resign. His party colleague Digvijaya Singh said Shah had a mentality similar to that of the &ldquo;BJP's troll army&rdquo;, and the PM should clarify whether he found the minister's comments appropriate.
Amid criticism, Shah has said if anyone is hurt by his statement, he is ready to apologise 10 times, adding that he respects Colonel Qureshi more than his sister.

Doull expressed that the curator's role is to accommodate the home team's preferences, as they finance the use of the stadium during the IPL. "If he's still not paying heed to what the home team wants, then just move the franchise away to somewhere else," Doull commented, emphasizing that the curator should not impose his opinions on the game.
Harsha Bhogle also shared a similar viewpoint, stating that a home team should have a pitch tailored to benefit their bowlers. "I saw something about what the KKR curator has said," Bhogle noted.
However, the CAB is backing curator Mukherjee, asserting that he is adhering to official BCCI guidelines, which prohibit franchises from dictating the specific nature of pitch preparation. KKR&rsquo;s captain, Ajinkya Rahane, reportedly requested a spin-friendly wicket to support their key bowlers such as Varun Chakravarthy and Sunil Narine, but the pitch often ended up being more conducive to pace, resulting in high-scoring matches.

The satirical rendition, based on the iconic "Hawa Hawai" song from the 1987 blockbuster 'Mr India,' was part of a comedy special recorded at the Habitat Comedy Club in Mumbai&rsquo;s Khar about a month ago. Kamra shared this segment on YouTube on Sunday and, on Wednesday, reposted it with popcorn emojis.
Many interpreted this as a jab related to last year's controversy concerning GST (Goods and Services Tax) rates on cinema snacks.
In the video, Kamra critiques the government on several issues, including potholes, roadworks for Metro construction, and bridge collapses. He highlighted the disparity in tax contributions between corporate employees and the corporations themselves.
Referring to Nirmala Sitharaman with nicknames such as "sariwaali didi" and "Nirmala tai," he turned his comedic lens on the Finance Minister.
The second summons follows a case filed by Shiv Sena MLA Murji Patel against Kamra for another satirical piece based on &lsquo;Bholi Si Surat&rsquo; from the 1997 hit 'Dil To Pagal Hai.'
In this performance, Kamra alluded to Mr. Shinde without naming him and referenced 'gaddar' (traitor), seemingly a nod to Shinde's 2022 political maneuver that fractured the Shiv Sena and aligned with the BJP, resulting in the Uddhav Thackeray-led government losing power in Maharashtra.
Although summoned by Mumbai Police on Tuesday, Kamra requested a week to comply. The police denied this and reiterated their summons on Wednesday.
Despite legal pressures, Kamra displayed defiance with a Tuesday post featuring Shiv Sena workers vandalizing the Habitat Comedy Club, set to another satirical tune.
Altering "Hum Honge Kamyaab" to "Hum Honge Kangaal," he accompanied the lyrics with visuals of the club being ransacked by Sena members.
The post also included a clip of Yuva Sena General Secretary Rahool Kanal, one of 12 Sena affiliates arrested for the vandalism. Kanal had earlier informed ANI that the incident was merely a "trailer," implying more was forthcoming.
In response, Mr. Shinde criticized Kamra and the Uddhav Thackeray faction of the Shiv Sena, asserting that the electoral alliance between his Shiv Sena, the BJP, and Ajit Pawar's faction reflected the people's choice, definitively addressing who the "real" traitor was.
Speaking in the Maharashtra Legislative Council, Shinde remarked, "You keep calling me 'gaddar, gaddar'; soon you will need to shut the 'daar' (door in Marathi) of your party."

The independent member emphasised that there should be no leniency in the matter and urged the government to issue circulars with strict directions to honour the Tamil language.
The Chief Minister stated that the government had also decided that all invitations for government department functions should include a Tamil version. "This is out of love and respect for the Tamil language," he added.
Earlier, during Question Hour, PWD and Fisheries Minister K Lakshminarayanan informed the House that the government would place boulders along the entire 24-km stretch of the Puducherry coastline as part of measures to prevent sea erosion.

"We have already identified a land in Beharampore area and the construction work for the Ram Temple based on the design of the temple on Ayodhya will begin soon," he told reporters.
