The West Bengal government filed an application seeking a stay on the Calcutta High Court order that has directed the chairperson of the National Human Rights Commission (NHRC) to constitute a committee to examine the post-assembly poll violence in the state.
The appeal, which will be heard by a 5-bench court on Monday, also seeks time to respond to a report by the member secretary of the State Legal Services Authority (SLSA) before the next hearing.
The report highlights the complaints of 3,243 persons who have claimed suffering till noon of June 10 and has been tabulated under 6 categories- property vandalised, looted or damaged by miscreants, threat by miscreants as a result of which the applicant(s) are out of their house and requires to be reinstated, assault or sexual assault, grabbing or encroaching of property, shop/business forcefully closed by miscreants, and demand of ransom.The&nbsp;SLSA&nbsp;has also said that the&nbsp;complaints were referred to the superintendent of police or police stations in some cases, but no response was received.
The High Court had directed the chairperson of the NHRC to constituency a panel and examine all cases of alleged human rights violations and present a comprehensive report. The court had also asked the panel to point out persons prima facie responsible for crime and the officers who maintained calculated silence on the issue.
The West Bengal government has requested that the findings in the order against the state and/or its officers may be expunged and has sought a stay of operations of the order till the disposal of the PILs filed.

Facebook on Saturday suspended Malayalam poet and former secretary of National Sahitya Academy K Satchidanandan&rsquo;s account after he posted a satirical video mocking BJP&rsquo;s loss in the Assembly elections in Kerala. Another reason the commission has attributed to the increase in the number of counting halls is the jump in the figure of postal ballots used in the five Assembly polls.
"The commission's measures to extend the postal ballot facilities to the electors in the categories of senior citizens (those above 80 years), people with disablities and those affected by the coronavirus witnessed an increase of 400 per cent in the number of postal ballots (from 2.97 lakh in 2016 to 13.16 lakh in 2021) in the four states and a Union Territory," it said.
The commission has designated 822 returning officers and more than 7,000 assistant returning officers for the purpose of counting of votes in the four states and the Union Territory of Puducherry.
Nearly 95,000 counting officials, including micro-observers, will perform the task of counting.
No candidates or their agents will be allowed inside the counting halls without a negative coronavirus report, according to the latest result-day guidelines issued by the EC.

An FIR has been lodged against West Bengal Chief Minister Mamata Banerjee at a police station in Cooch Behar district, alleging that she instigated voters to gherao central forces and that, in turn, led to the incident of firing in Sitalkuchi and the subsequent death of four people. Prime Minister Narendra Modi and Union Home Minister Amit Shah will address several public programs in poll-bound West Bengal on Monday.
At 12:00 noon, the Prime Minister will address an election rally at Talit Sai Centre in Purba Bardhaman district. He will then hold rallies in Nadia district and the Barasat area of the North 24 Parganas district.
Meanwhile Amit Shah will hold a roadshow in Kalimpong district at 11:30 am. Later, he will address a public meeting in Jalpaiguri district. He is also scheduled to conduct a roadshow in Siliguri.
The fifth and sixth phases of the ongoing elections will take place on April 17 and April 22.

4 polling booths of Assam will be repolling&nbsp;on April 20, according to a letter by the Election commission.&nbsp;Repolling will be held at the polling stations in Ratabari, Sonai and Haflong constituencies.&nbsp;
The letter by the EC declared void, the votes cast at these polling stations on April 1. All the three constituencies went to polls in the second phase of Assam assembly elections on April 1.
The repolling will be held at Ratabari contituency&rsquo;s polling station&nbsp;after an electronic voting machine was found in a car belonging to the wife of a BJP candidate.
In an auxiliary polling station at 107(A)-Khothlir LP School under Haflong assembly constituency, 171 votes were cast even though 90 people were eligible to exercise their franchise.
Repolling has also been ordered in Sonai constituencys 463- Madhya Dhanehori LP School polling booth where at least three persons were injured in an incident of firing.
