The State Government issued a new SOP (Standard Operating Procedure) with certain modifications on Monday. The State Disaster Management Authority issues the following directives which will remain in force w.e.f 5 AM of June 22, 2021 until further notice.
1. In case, the test reports of COVID-19 positive patients in any area reaches 5% or more in urban areas and 10% or more in rural areas in the last one week , the District Magistrate will notify such areas as containment zone.
2. There shall be a total ban on the movement of individuals from 2 PM to 5 AM in Kamrup Metropolitan district.
3. In South Salmara, Majuli, Bongaigaon, Chirang, Udalguri, West Karbi Anglong, Dima Hasao and Charaideo where the positive cases are showing less than 400 cumulatively in the last 10 days, the conditions of lockdown are at relax and movement of individuals will be daily allowed from 5 AM to 5 PM .
4. Districts where the total number of cases are persistently showing high in their numbers, especially Cachar, Tinsukia, Dibrugarh, Sonitpur and Nagaon will be under a close watch.
5. In case there is no improvement in the COVID-19 status in these districts,a stricter restrictions may follow.
6. All Government and Private Employees who have taken both doses of COVID-19 vaccine needs to attend office mandatorily.
7. Government, semi-government officers in the rank of Deputy Secretary and above and senior executives in the Non-Government sector along with their key support staff will have to attend the office for emergency and urgent works irrespective of their vaccination status.
8. Essential emergency Services, Law Enforcement Services, and Election work will continue working without any restrictions.
9. Pregnant women employees and women with children of 5 years or below working under any government or private organizations irrespective of their grade shall be eligible to work from home.
10. Persons with disabilities working in any Government/PSU/ Financial Institutions/Private organizations shall be exempted from attending duties in consonance with the O.M No.11013/9/2014/Estt.(A.l ll) dated 1st April, 2020 issued by DoPT, Gol. However, they may be encouraged to work from home.
11. All Public transport authorities shall enforce COVID-19 appropriate behavior along with seating inside the vehicles, carriers, containers, etc.
12. Auto Rickshaws, cycle rickshaws and taxis shall operate with one driver and two passengers maintaining social distancing.
13. Pillion riding will be totally prohibited in two wheelers, except with women and children.
14. Wearing of face mask is mandatory even for a single person driving a vehicle. In case of several persons travelling in any private car, up to 100 % of its seating capacity, wearing a face mask is absolute mandatory for all .
15. All Educational Institutions shall continue to provide quality virtual options. No physical classes are allowed.
16. For marriages, the only religious parts will be allowed with the presence of a maximum of 10 (ten) persons.
17. All Religious places shall remain closed until further notice.
18. All inter-district transport services and movement of people to and from other districts shall remain suspended until further notice.
19. Shop owners shall ensure minimum six feet distance among customers and shall not allow more than 5 persons inside the shop, at a time.

Jorhat Lok Sabha MP Topon Kumar Gogoi on Sunday paid a visit to the residence of Ritumoni Hazarika at Hahchara in Sivasagar district. Ritumoni Hazarika is currently suffering from critical illness.

A five members team of CID and Scientific Forensic laboratory from Guwahati have started it's investigation into Abhayakuti remote where two young sister's death bodies in mysterious condition hanging on a tree on Friday last under Kokrajhar police station.
The CID team arrived at the victim's family members at Abhayakuti village to investigate into the two sister's bodies recovered incident in Kokrajhar.
The team has been assessing and inspected all angles over the bodies recovered in Kokrajhar. The CID and Scientific Forensic laboratory team also visited at the spot where young girl's bodies recovered.
It may be mentioned that two sisters of a family were found hanging on a tree,who were identified as Robita Rabha (15) and Somaina Rabha (13). The CID team collected all information into the incident and interacted with family members.
The CID team officials told that the team has assessed all corners of the incident. The CID team expressed their hopeful that the reports would be coming out shortly after completion of the investigation.
Locals demanded that the involved culprits must be punished through the strict investigation.
On Sunday,Chief Minister Dr Himanta Biswa Sarma visited at the Abhaikuti and took stock about the incident.

Jirikinding police on Sunday arrested a man with a gun in West Karbi Anglong in connection with Subi Shutang murder case.
The person has been identified as Sar Tamaha from Karbi Anglong.
Earlier police have arrested Bura Bhay on June 6 in connection with this murder case.
As per reports, on 16 May, a person named Subi Shutang was murdered by Sar Tamaha and Bura Bhay at Jirikinding in West Karbi Anglong.
Following this, the police have registered a case under section 302/34 IPC at Jirikinding police station and arrested them.

Local people at the village alleged that both the minors were killed by Aliul Islam over a trivial issue. Sources informed that Enamul Hussain&rsquo;s children who are said to allegedly killed by Aliul who were driving out their goat which entered the residence of Aliul Islam.
Following the incident, Aliul allegedly attacked both the minors and choked both the siblings to death and made an attempt to throw their bodies in the river Brahmaputra, claimed the sources.
Speaking to the media, police said, "We have arrested Aliul Islam in connection with the two minors murder case at South Salmara. An investigation is going on. Police team in search of other two accused. Earlier, he was escaped from the spot. But we have arrested him."

The people said to him that the children did not receive anganbadi rice when the Chief Minister asked about it. &ldquo; Minor school goers recive rice under the Anganbadi scheme. So, you should send your children to school. &rdquo;, he said. But the people told him that their children did not receive the rice for sometime. Then, he asked how many days the children did not receive the rice.

The woman is Parul Sonowal, a resident of Moran Khowang Athabari. She is over 60 years old. She was seen selling vegitables at the roadside of 37 no National Highway in Khowang Athabari.

A man allegedly attempted suicide by jumping into Kapili river on Saturday and was saved by a fisherman, Diganta Barman.
The fisherman Diganta Barman quickly rushed to the spot and rescued the man.
The person has been identified as Hamsan Kathar from Rang Chingrum village under Kheroni police station.
He was admitted to the Kheroni Model Hospital.
Speaking to the media, Diganta Barman said, "I have seen that the man was jumping into the river. I rushed to the spot and rescued him. We have taken him to the Kheroni Model Hospital. I don't know the actual reason behind his suicide attempt. But I saved the man. He belongs to our neighbourhood area."

The person has been identified as Hamsan Kathar from Rang Chingrum village under Kheroni police station.

Speaking to the media, Diganta Barman said, "I have seen that the man was jumping into the river. I rushed to the spot and rescued him. We have taken him to the Kheroni Model Hospital. I don't know the actual reason behind his suicide attempt. But I saved the man. He belongs to our neighbourhood area."

Assam chief minister Himanta Biswa Sarma on Sunday ordered speedy investigation on the Kokrajhar incident, where two minor girls were found hanging on Friday evening from a tree in mysterious condition.
The CM met the family of the victims and instructed Assam Police to do an investigation of the death.
The Chief Minister strictly asserted that women safety shall always remain top priority of Assam government. Atrocity in any form against poor too shall not be tolerated.
The incident occurred on Friday evening, where bodies of two minor sisters were found hanging from the branch of a tree in a nearby forest area of Abhaykuthi village in Kokrajhar district.
Family members and locals and several organisations claimed that both the minors were raped and murdered. However, post mortem reports are yet to be received.
Speaking to the media, Assam Chief Minister Himanta Biswa Sarma said, "Two sisters were found hanging in Kokrajhar's Abhaykuthi village. 2 Sisters Found Dead in Kokrajhar: Assam CM Meets Family, Orders Probe

Assam chief minister Himanta Biswa Sarma on Sunday ordered speedy investigation on the Kokrajhar incident, where two minor girls were found hanging on Friday evening from a tree in mysterious condition.
The CM met the family of the victims and instructed Assam Police to do an investigation of the death.
The Chief Minister strictly asserted that women safety shall always remain top priority of Assam government. Atrocity in any form against poor too shall not be tolerated.
The incident occurred on Friday evening, where bodies of two minor sisters were found hanging from the branch of a tree in a nearby forest area of Abhaykuthi village in Kokrajhar district.
Family members and locals and several organisations claimed that both the minors were raped and murdered. However, post mortem reports are yet to be received.
Speaking to the media, Assam Chief Minister Himanta Biswa Sarma said, "Two sisters were found hanging in Kokrajhar's Abhaykuthi village. Reacting to the Assam Government&rsquo;s decision of announcing an eligibility criteria for all those women who had taken loan from microfinance companies and are seeking a loan waiver, several women of Jamugurihat have said that they are feeling deceived by the government&rsquo;s announcement.
The state government will not consider those microfinance loans taken by women whose annual family income is more than Rs 1 lakh, for the waiver scheme. The borrowers, who have four-wheelers, will also be ineligible for the proposed microfinance loan waiving scheme.
In Hatinga, Jamugurihat few of the women who had taken loan came together to express their discontent about the government decision and requested Chief Minister Himanta Biswa Sarma to waive loan of all women who had taken loan from micro finance companies and not be selective. They said that the government should stick to their poll promise. The women also said that the government should reconsider their decision as almost every woman are facing problems because of the COVID situation.
Speaking to the media a woman said, "The state government has not considered those microfinance loans whose annual income is more than 1 lakh, who have four wheelers etc. We have been facing lots of problems due to Covid-19 pandemic. We urge the government to consider all women equally for the loan waiver scheme."
