The Uttar Pradesh government has approved four new automatic testing stations, raising the total to 14 across the state. The initiative aims to improve road safety, pollution control, and transparency in vehicle fitness testing.

Uttar Pradesh expands ATS network to boost road safety and transparency

The Uttar Pradesh government is accelerating efforts to strengthen road safety, pollution control, and transparency in transport services through the expansion of Automatic Testing Stations (ATS).

Four new ATS units have recently received final registration certificates (RC), bringing the total number of operational ATS in the state to 14.

According to officials, the RC issuance process has been progressing in phases since January 2025, with approvals granted strictly as per rules by the Registration Authority and the Transport Commissioner.

Four new ATS units approved

On August 26, 2025, four new ATS were granted registration certificates:

- AKRS ATS Private Limited, Lucknow

- Sharp-N-India (Consortium) with Triplea Tech Integrator, Agra

- M/s Air Sales Corporation, Kanpur Nagar

- M/s Mamta Hygiene Products Pvt. Ltd., Mirzapur

With these additions, ATS facilities are now operational across 14 districts, including Firozabad, Bijnor, Jhansi, Moradabad, Kanpur Dehat, Varanasi, Bareilly, Fatehpur, Rampur, Lucknow, Agra, Kanpur Nagar, and Mirzapur.

Guidelines under the SOP

The establishment of ATS units is governed by strict guidelines laid down in the standard operating procedure (SOP). Key provisions include:

- District cap: A maximum of three ATS can be set up in each district on a first come, first serve basis.

- Applicant cap: One applicant can operate only one ATS in a district and up to three across the state.

- Land requirement: Minimum two acres for two test lanes, with an additional 0.5 acre per extra lane.

- Financial compliance: An application fee of ₹50,000 and a bank guarantee of ₹5 lakh (valid for 10 years 6 months) are mandatory.

- Audit and integration: Final approval is granted only after pre-commissioning audit and integration with digital systems such as AFMS, VAHAN, and eChallan.

- Application process: Applications must be submitted via the NSWS portal, with online uploads verified against original documents.

Public benefits of ATS

Authorities highlight that ATS facilities ensure vehicle fitness testing is fully automated, camera-monitored, and algorithm-driven, minimizing human intervention and error. This not only boosts transparency but also strengthens road safety and environmental compliance. Citizens benefit from faster and more reliable services through digital reporting, online payment, and time-slot-based scheduling.

Commissioner’s statement

“The expansion of the ATS network is a strong symbol of Uttar Pradesh’s firm commitment towards prioritizing road safety. With the issuance of final registration certificates to four new ATS, a total of 14 ATS are operational in the state. Automated, standardized, and camera-based fitness testing will provide transparent service to citizens and reliable data to the state. Our goal is to rapidly expand ATS coverage with strict adherence to the SOP so that every fit vehicle becomes the foundation of a safer road. The state transport department is constantly expanding the ATS units while keeping the process time-bound and public-interest-centric. All citizens, transport stakeholders, and industry are expected to support the ATS-based fitness system for responsible and safe transport,” said Brajesh Narayan Singh, Transport Commissioner, Uttar Pradesh.
