Madhya Pradesh Chief Minister Dr. Mohan Yadav said that under the leadership of Prime Minister Shri Narendra Modi, India’s pace of development has accelerated.

He noted that identifying backward districts and blocks as aspirational units and making coordinated efforts for their progress has been a highly effective step.

“The ‘Sampoornata Abhiyan’ felicitation ceremony held today is an example of positive transformation in health, education, agriculture, infrastructure and good governance at the district and block levels. The changes in the lives and living conditions of the people of these districts and blocks reflect the success of the campaign,” the Chief Minister said.

Improvements in Health, Education & Infrastructure

The ‘Sampoornata Abhiyan’ has led to notable progress in maternal health check-ups, nutritional support for pregnant women, child immunisation, distribution of soil health cards, electricity in schools, and timely supply of textbooks. Dr. Yadav was addressing the State-level ‘Sampoornata Abhiyan’ Felicitation Ceremony at Kushabhau Thakre International Convention Center, where officers and their teams were honoured for their outstanding performance.

The program began with the lighting of the ceremonial lamp by the Chief Minister, who also released a Coffee Table Book prepared by the State Policy Commission showcasing Madhya Pradesh’s development activities and welfare programs.

Government’s Commitment to Inclusive Growth

Dr. Yadav reaffirmed the state government’s commitment to ensuring benefits of all schemes reach every eligible citizen. “Targets are being set across all sectors, including education, agriculture, industries, employment and energy,” he said. Highlighting progress, he pointed out that Madhya Pradesh now has 30 medical colleges—10 of them established in the past fifteen months. He also mentioned a river-linking project that expanded irrigation by 7.5 lakh hectares in just over a year, alongside initiatives to boost fish farming.

Agriculture fairs, a Global Investors Summit, and industry conclaves have also been organised to attract investment. Dr. Yadav stressed accountability: “Collectors and other officials who perform better will be honoured, while negligence in work will not be tolerated by the State Government under any circumstances.”

‘Sampoornata Abhiyan’ Reshaping Governance

Chief Secretary Shri Anurag Jain described the campaign as a turning point. “‘Sampoornata Abhiyan’ has provided a new direction to governance and administration. Data-based evaluation, scoring systems, clarity of priorities and transparency have improved administrative efficiency and the quality of public services,” he said, adding that it has fostered healthy competition among districts.

NITI Aayog Member Prof. Ramesh Chandra lauded the state’s commitment, saying that despite challenges, Madhya Pradesh had achieved targeted indicators in health and nutrition. He highlighted the Soil Health Card program as a step that would enhance productivity and improve crop quality. NITI Aayog Additional Secretary Shri Rohit Kumar also praised the initiative, noting that active participation from local administrations and communities has produced “positive results” and set an example for other states.

Officers and Teams Felicitated

The Chief Minister honoured Collectors and district/block teams from across the state, including Barwani, Damoh, Dhar, Khandwa, Niwari, Tikamgarh, Vidisha, Jhabua, Ratlam, Anuppur, Shahdol, Dindori, Khargone, Rajgarh, Sheopur, Alirajpur, Chhatarpur, Panna, and Satna, recognising their outstanding performance under the campaign.

Background: Aspirational Districts & Blocks Program

The ‘Sampoornata Abhiyan’ focuses on complete saturation of key indicators like maternal care, child immunisation, soil health cards, screening for diabetes and hypertension, school electrification, textbook distribution, and self-help group support.

Launched in 2018, the Government of India’s Aspirational Districts Program aimed to accelerate development in health, nutrition, education, agriculture, infrastructure, and financial inclusion. Encouraged by its success, the Aspirational Blocks Program was introduced in 2023 to reduce regional disparities and ensure last-mile delivery of development benefits.
