In a landmark step towards long-term state development, Chhattisgarh Chief Minister Shri Vishnu Deo Sai on Thursday launched the “Chhattisgarh Anjor Vision@2047” at a grand event held in Atal Nagar, Nava Raipur.
The strategic document outlines the state's development blueprint aligned with India’s national aspiration to become a developed nation by 2047.
Describing the occasion as a “historic day,” CM Sai said the document is “not just a compilation of words, but a firm resolve and clear direction to build a self-reliant, prosperous and developed Chhattisgarh.” He reiterated that the vision draws inspiration from Prime Minister Narendra Modi’s India@2047 initiative and aims to elevate Chhattisgarh into a leading state. “Where the vision is bold, direction is clear, and people participate — progress is inevitable,” he told the gathering.
The launch ceremony saw the presence of state cabinet ministers, NITI Aayog officials, public representatives, senior bureaucrats, and domain experts. CM Sai highlighted that Chhattisgarh is among the first states to prepare a forward-looking plan of this kind. He recalled sharing the Anjor Vision with PM Modi during a recent NITI Aayog meeting, where it received special appreciation.
Emphasising the participatory process, the Chief Minister said the document encapsulates aspirations of three crore citizens. “This is a symbol of public participation. From experts to departments to common citizens — everyone’s vision has been included,” he stated. Contributions came through working groups, divisional-level consultations, and the ‘More Sapna, More Vikasit Chhattisgarh’ online platform.
The launch during Chhattisgarh’s silver jubilee year, which is also being observed as Atal Nirman Varsh, was described as symbolic. Referring to foundational efforts by former PM Atal Bihari Vajpayee and continued progress under PM Modi, CM Sai said, “It is symbolic that the vision is being released in the silver jubilee year of the state's formation.”
Positioning the state as a vital contributor to India’s development, he said, “Chhattisgarh is set to energize the grand building of a developed India.” Ambitious targets include raising steel output from 28 to 45 million tonnes, coal production from 207 to 437 million tonnes, power generation beyond 30,000 MW, and iron ore output from 46 to 100 million tonnes by 2030.
He also announced that Chhattisgarh has become the first Indian state to auction a lithium mineral block — a crucial step toward clean energy and e-mobility. On infrastructure, the CM noted that the state’s railway network, which remained at 1,100 km until 2014, is planned to double by 2030. Projects like the Bodhghat multipurpose scheme are expected to boost both irrigation and power capacity.
The vision document maps out development goals in three phases: short-term (till 2030), mid-term (till 2035), and long-term (till 2047). “We’ve learned from PM Modi to dream big and work harder. Earlier we said, ‘Modi hai to mumkin hai’, now we say ‘Modi hai to nischit hai’ — the target for 2047 is now our shared direction,” CM Sai concluded.
Ten Missions, Thirteen Sectors for Inclusive Growth
The Anjor Vision@2047 is structured around 10 focused missions covering 13 key sectors, including agriculture, organic farming, education, tourism, manufacturing, logistics, IT, and culture. CM Sai said a dedicated logistics policy has been introduced to leverage Raipur’s strategic position and promote e-commerce.
He also outlined targets such as raising the state's GDP from ₹5 lakh crore to ₹75 lakh crore by 2047. Initiatives like Krishi Unnati Mission and Kisan Samman Nidhi are expected to multiply farmers’ incomes tenfold. On the social development front, plans include 100% Ayushman Bharat coverage, super specialty hospitals, medical colleges, PM Shri schools, a Global Skill University, and 36 model colleges.
The Chief Minister noted that 5,000 new teachers are being recruited to meet demand and added, “With the current unemployment rate at just 2.7%, the target is to reduce it below 1% by 2047,” citing planned collaborations with Pan-IIT institutions for skill development.
The state is also setting up semiconductor plants and AI data parks, and has attracted investment proposals worth ₹6.75 lakh crore in the past 18 months. A new Single Window System 2.0 now offers one-click industrial approvals. With tourism granted industry status, the government aims to raise tourist footfall from 2 crore to 10 crore by 2047 through initiatives like eco-tourism and homestays in Bastar and Surguja.
Forest Cover as Carbon Sink, Citizen Involvement in Governance
Highlighting the state’s environmental commitment, CM Sai said, “Atal Digital Seva Kendras are ensuring last-mile delivery of services like Aadhaar, ration cards, and banking in villages.” He reaffirmed the goal of achieving net zero carbon emissions by 2070, with 44% of the state’s forest area serving as “oxygen hubs.” He cited plastic roads in Bastar as a move toward a circular economy.
Addressing mining concerns, he stated that only 0.11% of forest land has seen tree felling in 45 years, even as forest cover has expanded by 68,300 hectares. Mining now contributes 9.38% to the state GDP and supports more than 22 lakh direct and indirect jobs. Development work under CSR and DMF was described as “Naya Ujala,” and a citizen portal is being developed for deeper public involvement.
Finance Minister Highlights Long-Term Strategy
Finance and Planning Minister Shri O.P. Choudhary elaborated on the strategic underpinnings of the Anjor Vision@2047, calling it a multidimensional framework for inclusive economic growth, citizen well-being, and investment promotion. He said the vision targets doubling the economy by 2030, increasing GDP 15 times and per capita income tenfold by 2047.
More than 200 policy and infrastructure reforms are planned across education, health, tourism, industry, and sustainability. “The vision prioritizes innovation, service sector growth, tourism, and logistics development,” Choudhary said. Key components include building 5,000 smart villages, 10 smart cities, and transforming Chhattisgarh into a top investment and IT destination.
Developed through extensive public consultations, the document integrates grassroots inputs with departmental expertise and national goals. Mr. Choudhary said it offers “a solid strategic framework for Chhattisgarh’s transformation into a developed state,” with measurable milestones and citizen accountability.
High-Level Participation at Vision Launch
The launch event was chaired by Assembly Speaker Dr. Raman Singh and attended by NITI Aayog member Prof. Ramesh Chand, Deputy CM Mr. Vijay Sharma, several ministers, MPs, MLAs, Padma awardees from Chhattisgarh, and senior officials including NITI Aayog CEO Mr. B.V.R. Subrahmanyam and State NITI Vice President Mr. Amitabh Jain.
