What is 'right to recall' that CPI(M-L) Liberation has promised in manifesto?

The CPI(M-L) Liberation on April 8 released its election manifesto in which it promised right of voters to recall elected representatives.

The party said that the electors must have this right and that defections by lawmakers must invite automatic cancellation of their memberships.

The 'right to recall' would allow the electors to remove a legislator from office before the end of their term. The right could be exercised in case of non-performance or misconduct by an elected representative.

The idea is to allow any elector to move a petition, which if signed by a substantial number of voters, will result in the removal of the concerned lawmaker.

Countries like the US and Canada have such provisions.

In 1974, CPI leader CK Chandrappan had introduced Constitution (Amendment) Bill which aimed at giving voters the right to recall. The Bill, however, did not pass the parliament test.

A similar Bill was was introduced in 2016 by Varun Gandhi in Lok Sabha. But the right remains elusive so far.
