The Election Commission has asked the Congress government in Karnataka to stop publishing advertisements in newspapers in poll-bound Telangana.

The Election Commission on Monday asked the Congress government in Karnataka to stop publishing advertisements about its work in newspapers in poll-bound Telangana and sought an explanation from it for not seeking prior approval as mandated under the poll code.
Earlier in the day, the BJP lodged a complaint with the Commission in the matter, alleging that the Congress has violated the Representation of the People Act and the Model Code of Conduct with its government in Karnataka putting out advertisements in the Telangana media with an eye on the November 30 assembly polls there. The BRS too approached the poll panel on the issue.
In a letter to the Karnataka chief secretary, the Commission said the state government did not obtain prior approval from it for publishing the advertisements, an action violative of the poll code instructions issued to central and state governments years ago.
It also said the publication of any such advertisement by the government of Karnataka in Telangana should stop with immediate effect till necessary approvals are taken by the state government from the Commission.
It has sought an explanation by 5 pm on Tuesday on the circumstances which led to the violation of the Commission's Model Code of Conduct (MCC) instructions.
In its letter, the Commission also asked why disciplinary action should not be taken against the secretary-in-charge of the Department of Information and Public Relations for violations of procedure as required under MCC instructions.
In the past, the Commission had observed that certain advertisements highlighting welfare schemes and achievements of the central and state governments were being published by some non-poll-going states in the newspapers in poll-bound states.
The Commission had considered this to be a violation of the spirit of the Model Code of Conduct.
In 2013, it had directed that, in future, all such advertisements issued by non-poll-going states during the Model Code of Conduct period would be forwarded to the Commission for clearance before they are sent for publication in newspapers having editions or circulation in the poll-bound states.
Assembly polls are due in Telangana on November 30, with the ruling Bharat Rashtra Samithi (BRS), the Congress and the BJP locked in a keen battle.

A press release from the firm said, the initiative reflects Rapido&rsquo;s commitment to boosting voter turnout in Telangana, particularly among its predominantly young user base.
Rapido&rsquo;s Co-founder Pavan Guntupalli, said &ldquo;India&rsquo;s democracy is its biggest highlight, and we are proud to be the disruptors in making every vote count. The Madhya Pradesh unit of Congress has filed a complaint with the State Election Commission accusing the Balaghat collector of opening postal ballots before the counting day on December 3.

&nbsp;The Congress on Monday submitted a memorandum to the Madhya Pradesh chief electoral officer seeking action against the Balaghat collector for allegedly taking postal ballots out of the strong room and indulging in malpractice.
Assembly polls were held in MP on November 17, while votes will be counted on December 3.
Chief electoral officer Anupam Rajan denied the allegations and said local Congress leaders have expressed satisfaction at the procedure.
"The service votes (postal ballots) were being segregated Assembly wise by taking them out from the strong room in the presence of authorized Congress and Bharatiya Janata Party agents. These were kept in the boxes meant for it," Rajan told PTI.
A total 429 service votes of Baihar, 553 of Lanjhi, 452 of Paraswada, 1308 of Balaghat, 391 of Waraseoni and 126 of Katangi were segregated in the presence of authorized agents, he added.
JP Dhanopia, Congress vice president and the party's in charge of the Election Commission, in the memorandum, alleged postal ballots were taken out from the treasury room and handed over to staffers who were handling it in the way they wished.
Therefore, their (postal ballots) sanctity is under suspicion now, Dhanopia said, and sought the suspension of Balaghat Collector Girish Chandra Mishra and all the employees associated with the process.
Mishra, in a statement issued by the public relations department of the collectorate, said the strong room, which has been created in the local tehsil office, was opened in the presence of authorised polling agents of parties to segregate incoming postal ballots.
As per the process, ballots coming in through the Electronically Transmitted Postal Ballot System (ETBPS) from various districts are segregated Assembly wise at 3 pm every day after opening the strong room, he said.
It is then carefully placed in bundles as per rules laid down by the Election Commission, he was quoted as saying.
The statement from the collector further said someone shot a video of the process and circulated it to cause confusion.
Action will be taken under section 188 of the Indian Penal Code for deliberate disobedience of order duly promulgated by a public servant empowered to do so, it added.
Meanwhile, taking serious note of the matter, the divisional commissioner suspended nodal officer Himmat Singh on Monday evening for negligence in conducting the process, an official said.
In a video statement, Congress city unit president Shafkat Khan said the issue was the result of some confusion and his party was satisfied with the process after receiving an explanation and clarification from poll authorities.
Poll agents of the Congress and other parties also signed a letter and submitted it to the election officials in which details of the entire process of segregating postal ballots were mentioned.

The Election Commission on Monday withdrew permission given to the Telangana government for disbursements of financial aid to farmers for rabi crops under the Rythu Bandhu Scheme after a state minister violated the provisions of the model code by making a public announcement about it.
The poll panel had given its nod to the state government to disburse the rabi installment during the model code of conduct period on certain grounds.
The state was asked not to publicise the disbursement during the poll code as part of the condition.
Telangana goes to election on November 30. &nbsp;The EC informed the state chief electoral officer about its decision to withdraw its permission.
The state finance minister had made a public announcement about the release of disbursements of rabi instalments. &nbsp;He had reportedly said, "The disbursement will be made on Monday. Even before the farmers complete their breakfast and tea, the amount will be credited into their account&rdquo;.

The Christian groups said that the Election Commission allowed them to meet the chief election commissioner and other officials on Tuesday at 3 pm.

Churches in Mizoram held prayers to seek divine intervention to change the date of counting of votes for state assembly polls held on November 7, a church leader said on Sunday.
On Saturday, Mizoram Kohhran Hruaitute Committee (MKHC), a conglomerate of 15 major churches, had urged churches to organise prayers during church service on Saturday night or Sunday to seek help from God so that counting is not held on Sunday, which is a sacred day for the majority of Christians in the state, the leader said.
He said that prayers were held by some churches on Saturday night, while others on Sunday.
In its letter to churches, the MKHC had expressed disappointment over no sign of progress in the efforts to reschedule the date of counting of votes.
Citing that leaders of the NGO Coordination Committee (NGOCC) will meet the Election Commission on November 28, the MKHC urged church members to hold prayers to ensure that the efforts of the leaders bear fruit.
Mizoram Presbyterian Church, the largest denomination in the state, also separately urged its members to hold prayers to ensure that the date of counting is changed.
Meanwhile, a five-member delegation of NGOCC, currently camping in Delhi, will meet Chief Election Commissioner and other officials of the Election Commission on Tuesday to re-appeal and press its demand for a change of date for counting of votes.

The committee general secretary Malsawmliana said that the delegation visited the ECI office on Friday seeking an appointment.
He said that the Election Commission allowed them to meet the chief election commissioner and other officials on Tuesday at 3 pm.
The ECI had fixed December 3 as the day for counting of votes for five states - Mizoram, Madhya Pradesh, Chhattisgarh, Rajasthan and Telangana.
However, political parties, civil society organisations, churches and a church-sponsored poll watchdog in Mizoram had opposed it and sent numerous pleas to the Election Commission urging it to reschedule the counting date because it falls on Sunday, a sacred day for Christians in the Christian-majority state.
Polling for the 40-member Mizoram assembly was held peacefully on November 7.&nbsp;

Rajasthan is all set to vote on Saturday to elect members of a new assembly with the BJP aiming to unseat the ruling Congress, which is fighting hard to change the trend of alternate governments in the state.
Polling will be held from 7 am to 6 pm in 199 out of 200 constituencies amid tight security arrangements, chief electoral officer Praveen Gupta said.
Due to the death of the Congress candidate in Sriganganagar's Karanpur seat Gurmeet Singh Koonar, also the sitting MLA, the election in this constituency has been adjourned.
The past few days saw a high-pitch electoral campaign with Congress focusing mainly on the works and performance of the Ashok Gehlot government, its schemes and programmes and also banked on the promise of seven guarantees if the party retains power. The BJP attacked the Congress on issues such as crime against women, appeasement, corruption and paper leak.
As many as 1862 candidates are in the fray with the number of voters being 5,25,38,105. These include 1,70,99,334 voters in the age group of 18-30, and of them, 22,61,008 are new voters in the 18-19 age group.
Chief Minister Ashok Gehlot, state Congress chief Govind Singh Dotasra, assembly speaker CP Joshi, several ministers including Shanti Dhariwal, BD Kalla, Bhanwar Singh Bhati, Saleh Mohammad, Mamta Bhupesh, Pratap Singh Khachariyawas, Rajendra Yadav, Shakuntla Rawat, Udai Lal Anjana, Mahendrajeet Singh Malviya, Ashok Chandna and former deputy chief minister Sachin Pilot are among the Congress leaders contesting the elections. &nbsp; &nbsp;In BJP, leader of opposition Rajendra Rathore, deputy leader of opposition and former state president Satish Poonia, former chief minister Vasundhara Raje, MPs Diya Kumari, Rajyavardhan Rathore, Baba Balaknath and Kirodi Lal Meena are in the fray.
Gurjar leader late Kirodi Singh Bainsla's son Vijay Bainsla is also contesting as BJP candidate.
At the same time, former chief secretary Niranjan Arya is trying his luck in politics as a Congress candidate.
The BJP has given tickets to 59 MLAs, including defected Congress MLA Girraj Singh Malinga and six Lok Sabha and one Rajya Sabha member while the Congress has fielded 97 MLAs including seven independents and one from BJP - Shobharani Kushwah who was expelled from the saffron party last year. &nbsp; One of the major faces who joined the BJP from the Congress is former MP from Nagaur Jyoti Mirdha, who is contesting the assembly election.
Nagaur MP and Rashtriya Loktantrik Party (RLP) convener Hanuman Beniwal is also contesting the assembly elections. RLP is contesting the election in alliance with Aazad Samaj Party (Kanshiram) led by Chandrashekhar Azad.
BJP is contesting on all seats while Congress has left one seat - Bharatpur - for its ally Rashtriya Lok Dal (RLD) like the 2018 elections.
RLD currently holds the Bharatpur seat and Subhash Garg, who is the sitting MLA, is contesting the elections as the party candidate. &nbsp; Apart from the BJP and Congress, other parties including CPI (M), RLP, Bharat Adiwasi Party, Bhartiya Tribal Party, Aam Aadmi Party, &nbsp;AIMIM are also contesting the elections.
Over 40 rebels of both BJP and Congress are also in the fray.
At present, Congress has 107 MLAs, BJP 70, 3 RLP, 2 each of CPI (M) and Bhartiya Tribal Party (BTP), 1 Rashtriya Lok Dal, 13 are independents and two seats (Udaipur and Karanpur) are vacant.
On the other hand, all the preparations for the elections have been completed.
Meanwhile, in a show of unity, Gehlot on Friday posted a video on social media platforms in which Pilot is making an appeal to people to vote for the Congress. The video post assumes significance as the Pilot-Gehlot power tussle has found frequent mention in the campaigning for the Rajasthan assembly polls with the prime minister also referring to it.
Chief Electoral Officer Praveen Gupta said that polling stations have been set up at a total of 36,101 places in the state.
"A total of 10,501 polling stations have been set up in urban areas and 41,006 in rural areas. Live webcasting will be conducted at a total of 26,393 polling stations. These polling centers will be monitored from the district-level control room," he said.
Across the state, 65,277 ballot units, 62,372 control units and 67,580 VVPAT machines including reserves will be used for voting.
He said that to ensure free, fair and peaceful conduct of assembly elections, 6,287 micro observers and 6247 sector officers with reserves have been appointed, who will immediately resolve any kind of problem by continuously coordinating with the polling parties.
One additional EVM machine will also be given to all sector officers who will take action for repair and replacement if any EVM-related defect is reported.
As many as 2,74,846 polling personnel will conduct the voting. 7960 women polling personnel will take command at women-managed polling stations and 796 disabled polling personnel will take command at disabled-managed polling stations.
Wheelchairs have been arranged for voting at all the polling booths, taking advantage of which the disabled people and voters above 80 years of age can cast their vote without any inconvenience.
A total of 1,02,290 security personnel have been deployed to ensure peaceful voting. A total force of 69,114 police personnel, 32,876 Rajasthan Home Guard, Forest Guard and RAC personnel have been deployed and 700 companies of CAPF have been deployed.
Three flying squads and as many Static Surveillance Teams (SST) will be deployed in each assembly constituency for intensive checking and monitoring on the voting day.
One additional FS and SST each will be deployed in expenditure-sensitive polling stations on polling day. There will be availability of at least three QRTs at each polling station, he informed.
Sealing and checking action will be taken at the check posts along the 4850 km long interstate border with the states of Gujarat, Madhya Pradesh, Uttar Pradesh, Haryana and Punjab with the aim of preventing the entry of unwanted outsider elements.
Security arrangements have been tightened and more than 1,70,000 personnel including companies of central paramilitary forces (CRPF, BSF, ITBP, CISF, SSB, RPF etc.) and armed forces of 18 other states slated to be deployed.
DGP (Law and Order) Rajeev Sharma said more than 70,000 Rajasthan Police personnel, 18,000 Rajasthan Home Guards, 2,000 Rajasthan Border Home Guards, 15,000 Home Guards of other states (Uttar Pradesh, Gujarat, Haryana, Madhya Pradesh), 120 RAC Companies will also be involved.&nbsp;

The BJP wrote to the Election Commission, saying his post violates the silence period of 48 hours during which any type of campaign is barred.

The BJP Saturday accused Rahul Gandhi of violating poll guidelines with his post on X on the day of the Rajasthan assembly polls and urged the Election Commission to seek suspension of the Congress leader's social media account and initiate other actions against him.
In his post, Gandhi urged people to elect the Congress and said, "Rajasthan will choose free treatment. Rajasthan will choose cheaper gas cylinder. Rajasthan will choose an interest-free agricultural loan. Rajasthan will choose English education. Rajasthan will choose OPS. Rajasthan will choose caste census." The BJP wrote to the Election Commission, saying his post violates the silence period of 48 hours during which any type of campaign is barred. It accused the ex-Congress chief of violating the Representation of the People Act and the Model Code of Conduct and sought the EC's action.
"The social media platform X and its functionaries may also be directed to immediately suspend the account and remove the aforestated offending contents with immediate effect lest it further violates the 48-hour silence zone and cause irreparable injury to the doctrine of free and fair elections," it said.
The BJP said the poll panel should also direct the Chief Election Officer, Rajasthan, to file a criminal complaint and initiate criminal prosecution against Gandhi.

Multiple exit poll results have shown that the recent voting in Chhattisgarh is likely to see Congress retaining power. The Bhupesh Bhaghel government may slide over the majority mark but with a thin margin.&nbsp;
The India Today Axis-My India predicted that Congress is set to win between 40-50 seats, while BJP may secure between 36-46 seats and others may get five seats in 90-member assembly.
While Congress needs at least 46 seats to ensure Bhupesh Bhaghel becomes chief minister for a second term, the ABP News-C Voter predicted that the grand old party is likely to get between 41-53 seats and rival BJP is likely to manage between 36-48 seats.&nbsp;

The Banerjee-led Trinamool Congress won the last assembly polls by "rigging" but the BJP jumped to 77 seats from zero, he said, calling upon people to end the TMC's alleged misrule of corruption, infiltration, and political violence by electing a government conducive to Prime Minister Narendra Modi's agenda of development.
Lauding the turnout at the rally, he said this indicates the people's mood and claimed that the BJP will come to power with two-thirds majority in the state in 2026.
The BJP's performance in the state in the 2024 Lok Sabha polls will create the foundation of its win in the assembly polls, he said.
Turning to the contentious CAA issue, he said Banerjee has been opposing it but it is a law of the country and no one can stop its implementation, which has been in a limbo as the central government is yet to frame its rules amid the opposition's strong stand against the law.
Parliament had passed the law in 2019 They, Shah said in a reference to the intended beneficiaries of the law, have as much a right to citizenship as anyone else. Banerjee has once stalled Parliament over the issue of infiltration but she is now keeping mum, he said, claiming that no one can infiltrate into Assam after the BJP was voted to power in the state.
"Assam has done a commendable job in stopping infiltration. But in West Bengal, infiltration persists due to the TMC government's vote-bank politics. Mamata Banerjee is opposing CAA, but let me say it clearly that CAA will be implemented in the country. No one can stop the implementation of CAA," Shah declared.
Hitting out at Banerjee over the suspension of the Leader of Opposition in Bengal assembly Suvendu Adhikari, he said she may try to silence him but cannot silence people of the state.
Her time as the state's chief minister is over, he said, often referring to her as 'didi'.
Shah dared Banerjee to suspend from her party some of its leaders arrested in corruption cases and said she cannot do it as she apprehended that they may implicate her nephew, a reference to MP Abhishek Banerjee.
"The people of Bengal are fed up with the cut money and syndicates of TMC," he said.
The home minister said as many as 212 BJP workers have been killed in West Bengal in political violence and added that people will avenge these murders with their votes in the 2026 assembly polls.
Banerjee has destroyed West Bengal, Shah alleged, citing political violence, corruption, appeasement in state. The state's development is Modi's top priority but it can only happen when there is a government conducive to the prime minister's agenda, he said.
He urged people to ensure a big win for the BJP in the Lok Sabha polls.
"We must ensure that the BJP forms the next government in West Bengal. To achieve this, we must win the maximum number of Lok Sabha seats from the state in the next Parliamentary elections," Shah emphasised, echoing sentiments expressed during an April rally when he set a target of winning over 35 seats in the state.

Voting has begun to elect 119 members to the Telangana Legislative Assembly.
Voters would exercise their franchise in 35,655 polling stations set up across the state. There are 3.26 crore eligible voters in the state.
As many as 2,290 contestants are in the fray for the upcoming elections, including Chief Minister K Chandrasekar Rao, his son KT Rama Rao, state Congress president A Revanth Reddy and BJP Lok Sabha members Bandi Sanjay Kumar and D Arvind.
BRS has fielded candidates in all 119 seats. As per the seat-sharing agreement, BJP and actor Pawan Kalyan-headed Jana Sena are contesting in 111 and 8 seats respectively, while Congress has given one seat to its ally CPI, and fighting from 118 others.
Asaduddin Owaisi-led AIMIM has put up candidates in nine segments in the city.
