Crisis-hit Sri Lanka on Tuesday raised the petrol price by 24.3 per cent and diesel by 38.4 per cent, a record hike in fuel prices amidst the country’s worst economic crisis due to the shortage of foreign exchange reserves.
With the second fuel price hike since April 19, now the most-used Octane 92 petrol would cost 420 rupees (USD 1.17) and diesel 400 rupees (USD 1.11) a litre, an all-time high.
The decision to raise the Octane 92 petrol price by 24.3 per cent or 82 rupees and diesel by 38.4 per cent or 111 rupees per litre was taken by the state fuel entity, Ceylon Petroleum Corporation (CPC).
“Fuel Price will be revised from 3 am today. Fuel pricing formula that was approved by the Cabinet was applied to revise the prices,” Power and Energy Minister Kanchana Wijesekara said on Twitter.
“Price revision includes all costs incurred in importing, unloading, distribution to the stations and taxes.
“The Cabinet also approved the revision of transportation and other service charges accordingly. The formula will be applied every fortnight or monthly,” he said.
The hike came as the public continues to suffer in long queues at fuel stations hit by shortages.
Lanka IOC, the Sri Lankan subsidiary of India’s oil major Indian Oil Corporation, has also raised the retail prices of fuel.
“We have raised our prices to match the CPC,” Manoj Gupta, the CEO of LIOC, told PTI.
Meanwhile, the auto-rickshaw operators said they would raise the tariff to be 90 rupees per first kilometre and 80 rupees for the second onwards.
As a measure to mitigate the costs, the government announced that the heads of institutions would be given the discretion over which employees would be essential to report physically. The rest be allowed to work from home.
Lanka IOC has been in operation in Sri Lanka since 2002.

The 23-year-old law school student began posting Spanish-language TikTok videos two years ago to help migrants understand the U.S. immigration system. With nearly 3.1 million followers now, Espina's popular posts include the latest news and advice on how migrants can safely reach the U.S.
"The quick format of the videos, where you're able to watch a TikTok in 10 seconds and then watch another one, is really convenient for immigrants- especially if you're on the move- you're going through Mexico or through Central America," said Espina, explaining his videos popularity with traveling migrants.
The social media activist's videos include warnings about crocodile sightings, the latest Title 42 developments and descriptions of items left behind by migrants.
"What I try to do is just tell them the reality of what they can expect when they get to the border," said Espina, after travelling from his home in Las Vegas to the busy crossing point of Eagle Pass, Texas. "It's not so simple as you just cross the border and then you're here in the U.S."
As the sun set over the Rio Grande, many of the 120 Cubans, Colombians and Venezuelans who waded through waist-deep water recognized Espina.
Honduran migrant Laura Martinez shouted her appreciation after following Espina's account for advice on when to cross.
"He informs us of the river current, when it goes up and down- the situation of border agents- and the suffering migrants face when crossing," Martinez explained.
Overnight rains raised the river's water to about neck-level for most adults, a possible explanation for the absence of groups numbering in the dozens, even over 100, that frequent the area many days.
Espina's latest video warning migrants of the dangerous currents may have also dissuaded some.
As tearful migrants embraced nearby, after reaching their final destination, Espina put down his smartphone to reflect on why he started his informational videos.
Espina immigrated legally to Texas when he was five-years-old with his Uruguayan father and Mexican mother and has been involved in community activism since he was a teenager.
"My mentality is- if I'm here, my family was able to immigrate, today I'm a U.S. citizen, why can't others have that same opportunity?" he said explaining his motivation.
"I've been blessed in this country to be able to go to school. Now I'm in law school. I've been able to work. I've been able to contribute," he added. "I want people at the end of the day to be safe, to be secure, and to not make decisions that could potentially put their lives in danger."
Espina came to offer his advice in Eagle Pass due to the relative ease of crossing — migrants walk across the river within a few minutes, often without paying a smuggler — and a perception that it is relatively safe on the Mexican side has made the remote region a major migration route.
Texas' Rio Grande Valley has long been the busiest of nine Border Patrol sectors on the Mexican border, but Del Rio has surged to a close second this year. Yuma, Arizona, another spot known for relative safety and ease of crossing, has jumped to third-busiest.

Stating that there’s absolutely nothing Hindu about wanting to murder people and beat people up, Congress leader Rahul Gandhi has alleged that there is a "systematic attack" on the institutions that allow India to speak and as the conversation is being stamped out, the "deep state" is entering those spaces and redefining the way that conversation is happening in the country.
During an event entitled ‘India at 75’ at Corpus Christi College at the prestigious Cambridge University on Monday evening, Gandhi spoke on a broad range of subjects from Hindu nationalism, the Gandhi family’s role within the Congress party and efforts to mobilise the people of the country as he fielded questions from a largely Indian student base.
In conversation with Indian-origin academic from the university Dr Shruti Kapila, Gandhi reiterated some of the points he made during last week's conference, including the impact of the "deep state" on Indian politics.
"For us, India comes alive when India speaks and India dies when India goes silent. What I see as going on is a systematic attack on the institutions that allow India to speak – Parliament, election system, the basic structure of democracy is being captured by one organisation. And, as the conversation is being stamped out, the deep state is entering those spaces and redefining the way that conversation is happening," he said.
Outside the lecture theatre, a small group of students had gathered with placards which read: "Rahul Gandhi keep your promise on mining" with reference to the adivasis in Chhattisgarh, an issue he said he was working on within the party.
He went head-to-head with students on several other topics, including his view of India as a “union of states” as opposed to a nation, which he insisted was a “beautiful idea” that gives the people of each and every state their rightful place.
"I think this goes to the heart of Indians," the former Congress party chief said.
During the interactive session, Gandhi also said that Prime Minister Narendra Modi is creating a vision of India that is not inclusive of all parts of the country’s population, which is unfair and goes against the idea of India.
"I have a problem if anybody has a vision for India that excludes people, I don’t care who’s being excluded. I have a problem with it because it is completely unfair, it ignores that there is tremendous energy in the people being excluded and I have a problem with it because that’s not what India is,” said Gandhi, in response to a question about secularism in India.
"I think it goes beyond secularism. You have to include every single person with compassion. Mr Modi is constructing a vision of India where he’s leaving out huge chunks of our population. And, that’s not a vision of India, that’s a vision of a part of India,” he said.
The Congress leader asserted that his party’s fight was against a massive concentration of wealth and a capture of institutions within the country, including its media.
"You will not see this talk for more than 30 seconds anywhere in the Indian media. The reason is the Indian media is captured. It is controlled by a couple of large industrialists who support the government. So, we are not fighting a political party. We’re fighting a capture of the Indian state and it’s not easy… it will take time, it is going to have a life, it is going to be difficult but we’re doing it,” said Gandhi.
Asked about how the Congress plans to fight against the forces of “Hindu nationalism”, Gandhi declared that he did not agree with the term itself.
"There is nothing Hindu about it and actually there’s nothing nationalist about it. I think you’ll have to think of a new name for them but they’re certainly not Hindu. And, I have studied Hinduism in enough detail to tell you that there’s absolutely nothing Hindu about wanting to murder people and beat people up,” he said.
"My problem with the RSS and the Prime Minister is that they are fiddling with the foundational structure of India. When you play the politics of polarisation, when you isolate and demonise 200 million people, you’re doing something extremely dangerous and you’re doing something that is fundamentally against the idea of India,” he said.
"I’m sure there are good things the Prime Minister has done, but for me attacking the idea of India is unacceptable,” he added.
The BJP on Saturday had accused Gandhi of harming India in his comments against Prime Minister Modi and alleged his frequent critical remarks about the country from foreign soils amounted to betraying it.
In New Delhi, BJP spokesperson Gaurav Bhatia reacted sharply to Gandhi for his remarks at a conference in London organised by non-profit think-tank Bridge India on Friday.
Gandhi said his party is working on plans to go to the ground with padyatras, meet people and walk with people as a way to actively mobilise people from October-November after the Congress presidential elections in August.
"That’s for the Congress party to decide. There’s a presidential election, the party has to decide,” he said, when asked if the party needs a leadership outside of the Gandhi family.
The event, organised by the School of the Humanities and Social Science at Corpus Christi College, Cambridge University, as part of a series of events celebrating the 75th year of Indian independence, marks the conclusion of Gandhi’s UK tour which began last week.

US President Joe Biden on Tuesday said that Quad is "not just a passing fad but it means business," asserting that the four leaders of the grouping are here to get things done for the region and that he is proud of what they are building together.

Biden welcomed Prime Minister Modi at the Summit and said “it is wonderful to see you again in person”.
"We share the same goal of ensuring a free and open Indo-Pacific that will deliver greater prosperity and greater opportunity for all of our children. I am looking forward to continuing to work with all of you and to strengthen economic cooperation to deliver inclusive growth and shared prosperity," Biden said in his opening remarks.

A man stranded on a California cliff had to be rescued by a helicopter crew last week.
Video released by the California Highway Patrol shows an officer being lowered from a helicopter to retrieve the man that was balanced on a ledge.
The man is secured in a harness and then both are flown to safety. The rescue happened Thursday evening.
The man was about halfway down a 500-foot cliff. A fisherman had spotted him and called the local fire department, which realized the man could not be retrieved from the ground.

A man stranded on a California cliff had to be rescued by a helicopter crew last week.
Video released by the California Highway Patrol shows an officer being lowered from a helicopter to retrieve the man that was balanced on a ledge.
The man is secured in a harness and then both are flown to safety. The rescue happened Thursday evening.
The man was about halfway down a 500-foot cliff. A fisherman had spotted him and called the local fire department, which realized the man could not be retrieved from the ground. Satellite images taken early Saturday by Planet Labs PBC showed what appeared to be a Serna-class landing ship near Snake Island's northern beach.
