UK Foreign Secretary James Cleverly called for an expansion of the United Nations Security Council, backing India&rsquo;s bid for a permanent membership of the UN body, along with Brazil, Germany and Japan.
He emphasised that Africa deserves a louder voice on the world stage.
In his opening remarks at the Council on Foreign Relations on Tuesday, Cleverly said, &ldquo;I will summarize by saying that the challenges the world presents us are legion. But we do have the opportunity to make positive progress. We do have the opportunity to get the Sustainable Development Goals back on track.&rdquo;
&ldquo;It is going to mean that we work with our traditional friends and allies, but it also means that we have to give voice to the emerging powers in the world. The UK has encouraged an expansion of the United Nations Security Council for example, we believe that India, Brazil, Germany and Japan should have permanent membership, and Africa really deserves a louder voice on the world stage,&rdquo; he added.&nbsp;
Notably, reforms in the global systems have been an issue continuously raised by India and Prime Minister Narendra Modi at global fora. During his concluding address at the G20 Leaders Summit in Delhi, PM Modi reiterated his stance of making global systems in accordance with the &ldquo;realities of the present&rdquo; and took the example of the United Nations Security Council.
Further, in his address at the Council on Foreign Relations, Cleverly spoke about his visit to Beijing. He said he spoke with the Chinese government about areas where the two nations &ldquo;have deep, deep disagreements.&rdquo;
He spoke about China&rsquo;s treatment of the Uyghur Muslim minority in Xinjiang, their failure to abide by the commitment to freely enter Hong Kong and their &ldquo;aggressive posture&rdquo; across the Taiwan Strait.
Cleverly said he engaged with them on some of the issues, which included economic recovery, after the conference, and how to take benefit from artificial intelligence.

The family of a North Carolina man who died after driving his car off a collapsed bridge while following Google Maps directions is suing the technology giant for negligence, claiming it had been informed of the collapse but failed to update its navigation system.
Philip Paxson, a medical device salesman and father of two, drowned September 30, 2022, after his Jeep Gladiator plunged into Snow Creek in Hickory, according to a lawsuit filed Tuesday in Wake County Superior Court. Paxson was driving home from his daughter's ninth birthday party through an unfamiliar neighbourhood when Google Maps allegedly directed him to cross a bridge that had collapsed nine years prior and was never repaired.
"Our girls ask how and why their daddy died, and I'm at a loss for words they can understand because, as an adult, I still can't understand how those responsible for the GPS directions and the bridge could have acted with so little regard for human life," his wife, Alicia Paxson, said.
State troopers who found Paxton's body in his overturned and partially submerged truck had said there were no barriers or warning signs along the washed-out roadway. He had driven off an unguarded edge and crashed about 20 feet below, according to the lawsuit.
The North Carolina State Patrol had said the bridge was not maintained by local or state officials, and the original developer's company had dissolved. The lawsuit names several private property management companies that it claims are responsible for the bridge and the adjoining land.
Multiple people had notified Google Maps about the collapse in the years leading up to Paxson's death and had urged the company to update its route information, according to the lawsuit.
The Tuesday court filing includes email records from another Hickory resident who had used the map's "suggest an edit" feature in September 2020 to alert the company that it was directing drivers over the collapsed bridge. A November 2020 email confirmation from Google confirms the company received her report and was reviewing the suggested change, but the lawsuit claims Google took no further actions.
"We have the deepest sympathies for the Paxson family," Google spokesperson Jos&eacute; Casta&ntilde;eda told The Associated Press. "Our goal is to provide accurate routing information in Maps and we are reviewing this lawsuit."

South Korea's president sounded a warning to fellow world leaders Wednesday about the recent communication and possible cooperation between North Korea and Russia, saying any action by a permanent U.N. Security Council member to circumvent international norms would be dangerous and &ldquo;paradoxical.&rdquo; Speaking before the U.N. General Assembly, Yoon Suk Yeol invoked North Korean leader Kim Jong Un's visit last week to Russia, which is one of the five permanent members of the council, the U.N.'s most powerful body.
Kim met with Russian P, resident Vladimir Putin in Russia's Far East. The two said they may cooperate on defense issues but gave no specifics which left South Korea and its allies &mdash; including the United States &mdash; uneasy.
"It is paradoxical that a permanent member of the U.N. Security Council, entrusted as the ultimate guardian of world peace, would wage war by invading another sovereign nation and receive arms and ammunition from a regime that blatantly violates Security Council resolutions," Yoon told fellow leaders on the second day of the U.N. General Assembly's annual gathering of leaders. He had been expected to raise the issue.
Yoon said that if North Korea &ldquo;acquires the information and technology necessary&rdquo; to enhance its weapons of mass destruction in exchange for giving conventional weapons to Russia, that would also be unacceptable to the South.
&ldquo;Such a deal between Russia and the DPRK will be a direct provocation threatening the peace and security of not only Ukraine but also the Republic of Korea," he said, using the acronym for North Korea's official name, the Democratic People's Republic of Korea. "The Republic of Korea, together with its allies and partners, will not stand idly by.&rdquo; South Korea has expressed support for Ukraine, which is fighting a war against the 2022 Russian invasion of its territory. At the G20 summit in India earlier this month, Yoon said Seoul would contribute $300 million to Ukraine next year and &mdash; eventually &mdash; a support package worth more than $2 billion.
&ldquo;The nuclear and missile programs of the Democratic People's Republic of Korea pose not only a direct and existential threat to the peace of the Republic of Korea, but also (are) a serious challenge to peace in the Indo-Pacific region and across the globe,&rdquo; Yoon said in his speech.
Foreign experts speculate that Russia and North Korea were pushing to reach arms transfer deals in violation of Security Council resolutions. Both countries are in major disputes with the West, and both are under international sanctions.
While Russian-North Korean cooperation is feared to fuel Russia's war efforts in Ukraine, it has also encouraged unease in South Korea, where many think a Russian transfer of sophisticated weapons technologies would help North Korea acquire a functioning spy satellite, a nuclear-powered submarine and more powerful missiles.
On Tuesday, South Korean Vice Foreign Minister Chang Ho-jin summoned the Russian ambassador to Seoul, Andrey Kulik, and urged Moscow to immediately stop its military cooperation with North Korea, which he said would have a &ldquo;very negative impact&rdquo; on its relations with the South.
North Korea has been increasing its nuclear arsenal for years, ratcheting up tensions in the region as it threatens to use nuclear weapons in conflicts. It regularly conducts missile tests, particularly in the past year.
In response, Yoon and U.S. President Joe Biden in April agreed to expand joint military exercises, increase the temporary deployments of U.S. strategic assets and launch a bilateral nuclear consultative group.
The Korean Peninsula was split into the U.S.-supported, capitalistic South Korea and the Soviet-backed, socialist North Korea after its liberation from Japan's 35-year colonial rule at the end of World War II in 1945. The two Koreas remain along the world's most heavily fortified border since the end of the 1950-53 Korean War. The two countries technically remain in a state of war 70 years after an armistice was signed.
Kim, North Korea's leader, oversees an autocratic government and is the third generation of his family to rule. He was preceded by his father, Kim Jong Il, who died in 2011, and his grandfather Kim Il Sung, a former guerrilla who established the state.&nbsp;

Pakistan will hold delayed elections in the last week of January next year, the election commission announced on Thursday.
"The final list of constituencies will be published on November 30. After that, the elections will be held in the last week of January 2024, after a 54-day election program," it said in a statement.

Terming Canadian Prime Minister Justin Trudeau's allegations about India's involvement in the killing of a Sikh separatist leader as "very serious&rdquo;, a top US official has said that Washington supports Ottawa's efforts to investigate the matter and encourages New Delhi to cooperate.
"I'm going to protect diplomatic conversations and I'll leave it at that. Certainly, the President is mindful of these serious allegations, and they are very serious. And we support Canada's efforts to investigate this," US National Security Council (NSC) Coordinator for Strategic Communications John Kirby said.
"We believe a fully transparent comprehensive investigation is the right approach so that we can all know exactly what happened and of course, we encourage India to cooperate with that,&rdquo; Kirby said in an interview to CNN.
Kirby was responding to a question on Trudeau's allegations about the involvement of "agents of the Indian government" in the killing of Hardeep Singh Nijjar, 45, the chief of the banned Khalistan Tiger Force (KTF).
Nijjar was one of India&rsquo;s most-wanted terrorists who carried a cash reward of Rs 10 lakh on his head and was shot dead by two unidentified gunmen outside a gurdwara in Surrey in the western Canadian province of British Columbia on June 18.
Kirby was asked about Trudeau raising the matter with President Joe Biden privately before going public and what information the Canadian leader shared with the US President about the matter.
"I'm going to be careful about what I say here to preserve the sanctity of this investigation and leave it for Canada to talk about the underpinning information, what more they're trying to learn. We want to respect that process and it's their investigation,&rdquo; Kirby added.
When further asked about what repercussions there will be due to the allegations, Kirby said, "Let's not get ahead of where we are. There's an active investigation. We think it needs to be fully transparent, comprehensive. We know that Canadians will work to that end".
"Again, we urge India to cooperate with that investigation so that the facts can take investigators where they go and then once we have all those facts, and we have conclusions that we can draw from that, then you can start to look at recommendations or behaviours you might want to pursue." In an interview to CBS News, Kirby said that "these allegations are serious and we know that the Canadians are investigating it. We certainly don't want to get ahead of that investigation".
"We urge India to cooperate in that investigation as well. This is the kind of an attack here that obviously we all want to know is handled in a transparent, thorough way. And that the Canadian people can get answers to this. So we're going stay in touch with our partners, both countries, and again we want to see the investigation be able to proceed unhindered and let the facts take it where it may," Kirby added.&nbsp;

A man armed with a knife attacked a group of preschool children playing by a lake in the French Alps on Thursday, injuring four along with an adult, and sending shockwaves through the country.
The suspect was arrested at the scene in the town of Annecy after the attack.&nbsp;
He told police he was a Syrian asylum seeker, a police source told AFP on condition of anonymity.
Interior Minister Gerald Darmanin tweeted that he had been arrested "thanks to the rapid reaction of security forces".
Two of the children -- believed to be aged around three -- and the adult were in critical condition and fighting for their lives in a hospital, a security source told AFP.
Local officials and a security source had previously said six children and another person were hurt.
French President Emmanuel Macron denounced the stabbing as an act "of absolute cowardice."
"The nation is shocked. Our thoughts are with them as well as their families and the emergency services," he wrote on Twitter.

Canada's 'Five eye' allies -- consisting of US, UK, Australia and New Zealand -- reportedly refused to take sides on Ottawa's new row with India.

A day after Canadian Prime Minister Justin Trudeau alleged India&rsquo;s involvement in the killing of a prominent Sikh separatist leader, the Canadian media reported that Ottawa&rsquo;s Five Eye allies were not keen on taking sides though they have said that the claims should be thoroughly probed.
Hardeep Singh Nijjar, 45, the chief of the banned Khalistan Tiger Force (KTF) and one of India's most-wanted terrorists who carried a cash reward of Rs 10 lakh on his head, was shot dead by two unidentified gunmen outside a gurdwara in Surrey in the western Canadian province of British Columbia on June 18.
Canadian Prime Minister Trudeau told the House of Commons on Monday that he waited until he was able to raise the issue with allies and with India&rsquo;s Prime Minister Narendra Modi on the sidelines of the G20 summit in New Delhi earlier this month before telling the public about the possible link.
India has dismissed Trudeau's allegation as &ldquo;absurd and baseless.&rdquo; &ldquo;We wanted to make sure that we had a solid grounding in understanding what was going on in analysis and indeed in facts. We wanted to make sure we were taking the time to talk with our allies, to share what we knew,&rdquo; the Canadian Press news agency quoted Trudeau on Tuesday.
Canada is part of a &lsquo;Five Eyes&rsquo; network which is an intelligence alliance consisting of the United States, United Kingdom, Australia, Canada and New Zealand.
Trudeau has also said he does not want to make things worse for relations with India. "We are not looking to provoke or escalate. We are simply laying out the facts as we understand them, and we want to work with the government of India to lay everything clear." According to a report by the Canadian Broadcasting Corporation (CBC), Canada&rsquo;s other Five Eyes allies &ldquo;showed little inclination Tuesday to wade into an escalating row between Ottawa and New Delhi over allegations." Most opted to treat the allegation as a matter still to be investigated &mdash; in spite of the fact that the Trudeau government feels it has enough information to make an accusation in Parliament and expel a diplomat, it noted.
The United States, United Kingdom and Australia have all issued statements calling for the allegations to be thoroughly probed. Terming the US National Security Council (NSC) spokesperson Adm John Kirby as &ldquo;perhaps the most supportive of Canada,&rdquo; the CBC report said that Kirby &ldquo;urged India to participate and cooperate in that investigation&rdquo; as &ldquo;it is important to find out exactly what happened.&rdquo; Kirby, who is also the NSC coordinator for Strategic Communications, said in an interview with CNN: &ldquo;I&rsquo;m going to protect diplomatic conversations and I&rsquo;ll leave it at that. Certainly, the President (Trudeau) is mindful of these serious allegations, and they are very serious. And we support Canada&rsquo;s efforts to investigate this.&rdquo; &ldquo;We believe a fully transparent comprehensive investigation is the right approach so that we can all know exactly what happened and of course, we encourage India to cooperate with that,&rdquo; Kirby said.
Australian Prime Minister Anthony Albanese refused to comment on the matter at all even as Australian Foreign Minister Penny Wong told a press conference in the UN Headquarters on Tuesday that &ldquo;these are concerning reports, and I note that investigations are still underway&rdquo; and that &ldquo;We are monitoring these developments closely with our partners, and we'll continue to do so.&rdquo; Another of the allies, UK made no official announcement but its Foreign Secretary James Cleverly put out a tweet on platform X without any mention of India, the CBC report said.

New Democratic Party leader Jagmeet Singh has written to the newly appointed head of the public inquiry on foreign interference, asking Justice Marie-Josee Hogue to include India in her probe. The Liberals have suggested her terms are wide enough to include any country as well as the Nijjar case.
"In my experience, as a Sikh-Canadian, there have always been suspicions that India was interfering in the democratic rights of Canadians," Singh wrote in the letter.
"Yesterday&rsquo;s announcement by the prime minister confirms that these suspicions are valid," he said.
Canada's Emergency Preparedness Minister Harjit Sajjan said he hopes Ottawa can maintain normal relations with New Delhi despite the incident.
"Right now, we're hopeful that the Indian government cooperates with the investigation. When it comes to all the other relationships that we have, we look forward to continuing as normal," he said.
Sajjan, who is Sikh, pushed back on the Indian government's contention that Sikh extremists have senior roles in Trudeau's government. "India's been making those accusations for a very long time," he said, encouraging reporters to "draw your own conclusions," Singh was quoted as saying.
Treasury Board President Anita Anand, the first Hindu person to become a federal cabinet minister, said it's "a very difficult time" for South Asians of any religion, noting her parents are from India.
She urged people to "be prudent" and remain calm.

The fighting will be followed by talks between the two parties and will aim for the &ldquo;re-integration&rdquo; of the ethnic Armenian population of Nagorno-Karabakh.
The talks were scheduled to take place on Thursday in the Azerbaijani city of Yevlakh, news agency AP reported.
The deal was reached through negotiations with the Russian peacekeeping contingent in the region, local officials said. It envisions the withdrawal of Armenian military units and equipment from Nagorno-Karabakh, as well as disarming the local defence forces, Azerbaijan's Defence Ministry confirmed.
It comes a day after Azerbaijan launched a military operation in Nagorno-Karabakh and used heavy artillery fire on Armenian positions there, an attack that local officials said killed or wounded scores of people.

In a separate incident on Wednesday, a gunman shot a cleric to death in the northern Iranian town of Sejas. Police detained the assailant, and authorities said the motive was a personal dispute, according to the semiofficial Fars and Tasnim news agencies.
