The winter session of the Maharashtra legislature began in Nagpur on Monday and the opposition parties raised the issue of the boundary dispute with Karnataka and condemned the ban imposed on MP Dhairyasheel Mane from entering Belagavi district in the neighbouring state.
Shiv Sena MP Mane was recently appointed the chief of an expert committee formed by the Maharashtra government regarding the writ petition in the Supreme Court on the Maharashtra-Karnataka border dispute.
Meanwhile, Security has been heightened in the border area and at the Suvarna Vidhana Soudha, where the Karnataka assembly session is in progress. Section 144 was imposed in Belagavi amid fears of widespread protests.
According to reports, nearly 5,000 policemen have been deployed for maintaining law and order.

'Like-minded' parties attend all party meet convened by Congress President 

The opposition is seeking to corner the government on several issues including price rise, unemployment and is demanding a discussion on the border security situation in the wake of "incursion" by China and the alleged misuse of agencies by the government.

Leaders of several opposition parties on Wednesday attended a meeting convened by Congress president Mallikarjun Kharge to evolve a joint strategy for the Winter Session of Parliament.
Left parties, Dravida Munnetra Kazhagam (DMK), Rashtriya Janata Dal (RJD), Trinamool Congress (TMC), Aam Aadmi Party (AAP), Nationalist Congress Party (NCP), NC and the RSP were represented in the meeting convened before the session commenced.
The opposition is seeking to corner the government on several issues including price rise, unemployment and is demanding a discussion on the border security situation in the wake of "incursion" by China and the alleged misuse of agencies by the government.

"Parliament is the abode of democratic deliberation. We, the like-minded parties will strongly raise all the issues relevant to our people. PM @narendramodi ji, you spoke about opposition getting more chance to participate, therefore we expect the Govt to walk its talk," Kharge tweeted.
"If laws are made in haste, then they attract judicial scrutiny. Therefore, we expect that all important Bills should be sent to Joint/Select Committees, so that they are carefully examined. We are ready to extend full cooperation in parliamentary processes and debates," he said.&nbsp;

Opposition calls for discussion on price rise, unemployment during Parliament's Winter Session

The Winter Session of the Parliament will begin on December 7 and will last until December 29.

Demand for discussion on price rise, unemployment and the situation along the Sino-India border dominated the all-party meeting convened by the government on Tuesday, with the Centre assuring it will take up the issues according to the rules and norms of Parliament.
While the BJD demanded passage of women reservation bill, the Shiv Sena's Shinde faction wanted the population control bill be cleared during the winter session starting from December 7.
Chairing the meeting, Union minister and Deputy Leader of Lok Sabha Rajnath Singh sought cooperation from all parties for smooth functioning of the session.
Leaders from more than 30 parties took part in the meeting, which was also attended by leader of Rajya Sabha Piyush Goyal and Parliamentary Affairs Minister Pralhad Joshi.
During the meeting, Joshi listed out the government's legislative agenda for the session and sought the opposition's cooperation for passage of bills.
Speaking at the meeting, Congress leader in Lok Sabha Adhir Ranjan Chowdhury demanded discussions on price rise, unemployment and also on alleged misuse of investigative agencies.
He further demanded a discussion on the Sino-India border issue and said, "The government did not properly inform the Opposition about the standoff at the border. In the House, we demand a discussion on it and also on the killings of Kashmiri Pandits." Congress leader Naseer Hussain demanded discussions on the appointment of Election Commissioner in just one day and the Economically Weaker Section quota.
Trinamool Congress leader Sudip Bandyopadhyay said he, along with party colleague and Rajya Sabha member Derek O'Brien, seeks discussions on price rise, unemployment, alleged misuse of agencies and economic blockade of states.
O'Brien also told the government that the Opposition should be allowed to raise issues of importance.
Both Congress and TMC raised the issue of alleged misuse of investigative agencies which was backed by AAP, NCP and several other parties.
AAP leader Sanjay Singh demanded a discussion on old pension scheme (OPS) and a law ensuring Minimum Support Price (MSP) on crops produced by farmers.
Concluding the meeting, Joshi said he has taken note of all the issues raised by the political parties and discussions will be held according to the norms and procedures of Parliament.
Issues for discussion will be finalised in the business advisory committee meetings of both houses of Parliament, he said.
The winter session will last till December 29, with 17 sittings over 23 days

An interesting bill regarding non-vegetarian food is set to be tabled in the Parliament in the upcoming Winter session. A BJP MP has proposed a legislation to prohibit non-veg food at all government programmes.
Parvesh Sahib Singh, BJP MP from West Delhi listed the bill citing climate change and the negative impact of non-veg food on the environment. He gave the German environment ministry's example as inspiration.
The proposed legislation is called the Official Government Meetings and Functions (Prohibition on Serving Non-Vegetarian Food) Bill, according to a Hindustan Times report.
The MP clarified that the bill does not concern eating preferences of common people, but is a push from the government's side to take "a step towards sustainable food systems and climate-friendly lifestyle".

Lok Sabha Speaker Om Birla said over 18 hours and 48 minutes were wasted during the Parliament Winter Session due to disruption. However, Important bills were discussed and approved. The House also discussed Omicron, climate change, and other important issues, he said.
During the session, the House saw the passage of nine bills which included the Farm Laws Repeal Bill, the Election Laws (Amendment) Bill and legislations to fix the tenure of directors of the Enforcement Directorate and CBI at five years and supplementary demands for grants.
The government introduced 12 bills during the session, including the Prohibition of Child Marriage (Amendment) Bill that seeks to increase the marriageable age for girls from 18 years to 21 years.

TMC floor leader Derek O'Brien was suspended from the Upper House of Parliament on Tuesday for the remaining part of the Winter session after he threw a Rajya Sabha rule book at the Chair.
Sasmit Patra, who was in the Chair, said the TMC MP had raised a point of order and the deputy chairman duly responded to it.
A little later, O'Brien flung the rule book furiously in the direction of the Chair, Patra observed.
"The rule book would have hit the chair, or secretary general or officials sitting at the table," he said.
The TMC MP was suspended after the House passed a motion moved by Minister of State for Parliamentary Affairs V Muraleedharan in this regard.In a tweet, the TMC leader said the last time he got suspended from Rajya Sabha was when govt was Bulldozing Farm Laws and we all know what happened after that. 
O'Brien said he was suspended for protesting against Electoral Law bills and he hopes they meet the same fate.

Pointing out that Aadhaar only meant to be proof of residence, and not citizenship, Congress MP Shashi Tharoor said that the provision will "potentially giving the vote to non-citizens".
"Aadhaar only meant to be proof of residence, it's not proof of citizenship. If you're in a position asking Aadhaar for voters, all you're getting is a document that reflects residence, not citizenship. You're potentially giving the vote to non-citizens," Tharoor said.
The Election Laws (Amendment) Bill, 2021 seeks to allow electoral registration officers to seek Aadhaar number of people who want to register as voters "for the purpose of establishing the identity".
It also seeks to allow the electoral registration officers to ask for Aadhaar number from "persons already included in the electoral roll for the purposes of authentication of entries in electoral roll, and to identify registration of name of the same person in the electoral roll of more than one constituency or more than once in the same constituency".
At the same time, the amendment bill makes it clear that "no application for inclusion of name in the electoral roll shall be denied and no entries in the electoral roll shall be deleted for inability of an individual to furnish or intimate Aadhaar number due to such sufficient cause as may be prescribed".
Such people will be allowed to furnish other alternative documents as may be prescribed.

The poll panel had asked the law ministry to replace the term ‘wife’ with ‘spouse’ in the provision in the Representation of the People Act related to service voters.
Another provision of the proposed bill will allow the youth to enrol as voters on four different dates every year. As of now, those turning 18 on or before January 1 of every year are only allowed to register as voters.
The Election Commission of India (ECI) had been pushing for multiple cut-off dates to allow more eligible people to register as voters.
Currently, for an election to be held in a particular year, only an individual who has attained the age of 18 years as on January 1 of that year or before is eligible to be enrolled in the voters’ list.
The EC had told the government that the January 1 cut-off date set for the purpose deprives several youngsters from participating in the electoral exercise held in a particular year.
Due to only one qualifying or cut-off date, a person attaining the age of 18 years on January 2 cannot be registered. Therefore, a person who turns 18 after January 1 will have to wait for the next year to get registered.

Congress president Sonia Gandhi on Wednesday launched a scathing attack on Modi government on issues ranging from farmers to suspension of Opposition MPs.
Addressing a Congress parliamentary party meeting, Sonia Gandhi called the suspension of 12 MPs “unprecedented and unacceptable”. She added that the Congress stands in solidarity with the suspended MPs.
The suspended members of Parliament from Rajya Sabha comprise six from the Congress, two each from Trinamool Congress and Shiv Sena, and one each from the CPI and the CPM.
The members were suspended for alleged unruly conduct towards the end of the monsoon session in August when marshals were called after Opposition members stormed the Well of the House

"I believed that my accepting Sansad TV's invitation to host a show was in the best traditions of India's parliamentary democracy, reaffirming the principle that our political differences did not prevent us, as Members of Parliament, from participating fully in various parliamentary institutions which belong to us all," the MP from Thiruvananthapuram said.
"However, the prolonged suspension of 12 MPs from the Rajya Sabha, expelled in an arbitrary manner for actions committed during a previous session, has called into question the very assumption of a bipartisan spirit animating the work of Parliament," Tharoor said.
Tharoor said that in solidarity with the protesting MPs, he has decided to suspend hosting of the talk show "To the Point" on Sansad TV until such time as the suspensions of MPs are revoked and a "semblance of bipartisanship restored to the conduct of Parliament and the functioning of Sansad TV".

Calling the action undemocratic, Opposition MPs demanded revocation of suspension.
Rejecting the demand, Rajya Sabha chairman Venkaiah Naidu said that the MPs have not expressed any remorse over their actions.
"The bitter experience of the last Monsoon Session still continues to haunt most of us. I was expecting & waiting for the leading lights of the House to take lead in expressing outrage over what happened in the last Session." 
Noting that the suspended MPs have expressed "no remorse", Naidu ruled that their suspension won't be revoked.

To observe one year of the movement against the Centre's three agri laws, 500 farmers will participate in a peaceful tractor march to Parliament every day during Winter Session starting November 29, the Samyukta Kisan Morcha said on Tuesday.
Farmers from Punjab, Haryana and Uttar Pradesh have been protesting against the laws, which were stayed by the Supreme Court in January, at the Delhi borders since November 26 last year. The SKM, an umbrella body of 40 farmer unions leading the stir, announced the tractor march after it held a meeting here. In a statement, the amalgam said that it will observe one year of the movement on and after November 26 in a &ldquo;massive way&rdquo; all over India.
&ldquo;The SKM decided that from November 29 until the end of this Parliament session, 500 selected farmer volunteers will move every day to Parliament in tractor trollies peacefully and with full discipline, to assert their rights to protest in the national capital,&rdquo; the statement said.
This will be done to "'increase the pressure" on the central government "to force it to concede the demands for which farmers across the country have launched a historic struggle", it said.
Earlier in March too, farmers had taken out &ldquo;foot march&rdquo; to Parliament to oppose the contentious three farm laws. On January 26, a tractor rally had turned violent with protesters breaking barricades, attacking security personnel and storming the Red Fort, where they hoisted a religious flag.
The SKM statement said that on November 26, there will be huge mobilisations from Punjab, Haryana, Uttar Pradesh, Uttarakhand and Rajasthan at all the Delhi borders &ldquo;All farm unions in the SKM will mobilise farmers in strength for this occasion. Huge public meetings will be held there (at borders) that day. Homage will be paid to more than 650 martyrs in this struggle so far,&rdquo; it said.
The SKM has also called for massive mahapanchayats in state capitals on November 26.
The Winter session of Parliament will begin on November 29 and go on till December 23rd.

To observe one year of the movement against the Centre's three agri laws, 500 farmers will participate in a peaceful tractor march to Parliament every day during Winter Session starting November 29, the Samyukta Kisan Morcha said on Tuesday.
Farmers from Punjab, Haryana and Uttar Pradesh have been protesting against the laws, which were stayed by the Supreme Court in January, at the Delhi borders since November 26 last year. The SKM, an umbrella body of 40 farmer unions leading the stir, announced the tractor march after it held a meeting here. In a statement, the amalgam said that it will observe one year of the movement on and after November 26 in a &ldquo;massive way&rdquo; all over India.
&ldquo;The SKM decided that from November 29 until the end of this Parliament session, 500 selected farmer volunteers will move every day to Parliament in tractor trollies peacefully and with full discipline, to assert their rights to protest in the national capital,&rdquo; the statement said.
This will be done to "'increase the pressure" on the central government "to force it to concede the demands for which farmers across the country have launched a historic struggle", it said.

Earlier in March too, farmers had taken out &ldquo;foot march&rdquo; to Parliament to oppose the contentious three farm laws. On January 26, a tractor rally had turned violent with protesters breaking barricades, attacking security personnel and storming the Red Fort, where they hoisted a religious flag.
The SKM statement said that on November 26, there will be huge mobilisations from Punjab, Haryana, Uttar Pradesh, Uttarakhand and Rajasthan at all the Delhi borders &ldquo;All farm unions in the SKM will mobilise farmers in strength for this occasion. Huge public meetings will be held there (at borders) that day. Homage will be paid to more than 650 martyrs in this struggle so far,&rdquo; it said.
