Nearly 400 law enforcement officials rushed to mass shooting that left 21 people dead at a Uvalde elementary school but “systemic failures” created a chaotic scene that lasted more than an hour before the gunman was finally confronted and killed, according to a report from investigators released on Sunday.
The nearly 80-page report obtained by multiple media outlets is the first to criticise both state and federal law enforcement, and not just local authorities in Uvalde, Texas, for the bewildering inaction at Robb Elementary School.
The report was written by an investigative committee from the Texas House of Representatives and released to family members on Sunday.
The findings are the most complete account yet of the May 24 massacre in South Texas and the hesitant and haphazard response by heavily armed law enforcement as a gunman fired inside a fourth-grade classroom.
According to the Texas Tribune, which reviewed the report ahead of its scheduled release to the public later Sunday, the overwhelming majority of responders at the school were federal and state law enforcement. That included nearly 150 US Border Patrol agents and 91 state police officials, according to the Tribune.
The report by an investigative committee led by the Texas House of Representatives follows weeks of closed-door interviews with more than 40 people, including witnesses and law enforcement who were on the scene at Robb Elementary on May 24.
The findings in the report were expected to offer the most complete account to date of the bewildering inaction by fully armed police officers who massed in the hallway of the school but waited more than an hour before breaching a fourth-grade classroom.
The committee had scheduled a private meeting with Uvalde families to discuss their findings before releasing the report to the public.
Flowers that had been piled high in the city's central square had been removed as of Sunday, leaving a few stuffed animal maps scattered around the fountains alongside photos of some of the children who were killed.
A nearly 80-minute hallway surveillance video published by the Austin American-Statesman this week publicly showed for the first time a hesitant and haphazard tactical response, which the head of Texas' state police has condemned as a failure and some Uvalde residents have blasted as cowardly.
Calls for police accountability have grown in Uvalde since the shooting. So far, only one officer from the scene of the deadliest school shooting in Texas history is known to be on leave.
The report is the result of one of several investigations into the shooting, including another led by the Justice Department.
A report earlier this month by tactical experts at Texas State University alleged that a Uvalde police officer had a chance to stop the gunman before he went inside the school armed with an AR-15.

"The existence of evil in our world is not a reason to disarm law-abiding citizens. The existence of evil is one of the very best reasons to arm law-abiding citizens," Trump told the crowd to applause.
The gathering came just three days after the shooting in Uvalde and after revelations that students trapped inside a classroom with the gunman repeatedly called 911 during the attack — one pleading "Please send the police now" — as officers waited in the hallway for more than 45 minutes.
As Democrats in Congress renewed calls for stricter gun laws, Trump maintained "the various gun control policies being pushed by the left would have done nothing to prevent the horror that took place. Absolutely nothing."

“Stuff like this should not be happening in schools,” he told the newspaper. “It's wrong. It's not OK.” The Garcias loved to barbecue, 48-year-old Irma wrote in an online letter to her students at Robb Elementary. Irma enjoyed listening to music and taking country cruises to Concan, a community along the Frio River about 25 miles (40.23 kilometers) north of Uvalde.
The school year, scheduled to end Thursday, was Irma's 23rd year of teaching — all of it at Robb Elementary School. She had been previously named the school's teacher of the year and was a 2019 recipient of the Trinity Prize for Excellence in Education from Trinity University.
“Mrs. Irma Garcia was my mentor when I began teaching," her colleague Allison McCullough wrote when Irma was named teacher of the year. "The wealth of knowledge and patience that she showed me was life changing." For five years, Irma had co-taught with Eva Mireles, who also was killed.
“Welcome to the 4th grade! We have a wonderful year ahead of us!” Mireles wrote in an online letter to their incoming students last year.

The school year, scheduled to end Thursday, was Irma's 23rd year of teaching &mdash; all of it at Robb Elementary School. &nbsp;She had been previously named the school's teacher of the year and was a 2019 recipient of the Trinity Prize for Excellence in Education from Trinity University.&nbsp;
The alleged shooter, Salvador Ramos, was inside the Robb Elementary School classroom in Uvalde for more than an hour before he was killed in a shootout, authorities said Thursday.
The rampage has rocked a country already reeling from gun violence, and the toll has continued to climb in Uvalde, a largely Latino town of some 16,000 people about 75 miles (120 kilometers) from the Mexican border.
Joe Garcia, 50, had dropped off flowers at his wife's memorial on Thursday morning, The New York Times reported. He &ldquo;pretty much just fell over&rdquo; after returning home and died of a heart attack, his nephew John Martinez told the newspaper.
The Archdiocese of San Antonio and the Rushing-Estes-Knowles Mortuary confirmed Joe Garcia's death to The Associated Press. AP was unable to independently reach members of the Garcia family on Thursday.
Archbishop Gustavo Garc&iacute;a-Siller will hold a Mass on Thursday evening at Sacred Heart Church in Uvalde for the Garcia family and the wider community, the archdiocese said.
Married for 24 years, the couple shared four children. The oldest, Cristian, is serving in the Marine Corps as his brother, Jose, attended Texas State University. Their eldest daughter Lyliana is a high school sophomore, while her younger sister is a seventh grade student.
Martinez, the Garcias' nephew, told The Detroit Free Press that the family was struggling to grasp that while Garcia's son trained for combat, it was his mother who was shot to death.
&ldquo;Stuff like this should not be happening in schools,&rdquo; he told the newspaper. &ldquo;It's wrong. It's not OK.&rdquo; The Garcias loved to barbecue, 48-year-old Irma wrote in an online letter to her students at Robb Elementary. But this is not enough to get it passed. When gun control laws reach the US Senate, they are come under threat from the filibuster.
The filibuster is a rule in the Senate which allows any member to block voting on a bill, simply by not letting the debate on it end. This can involve hours of non-stop speaking, sometimes through the night, to force the other side to withdraw or delay a decision on the bill. To overcome a filibuster and initiate voting, Senators pushing gun control laws would need 60 votes. And this means getting sizeable Republican support, which appears next to impossible.
So, why are Republicans against stricter gun laws, even if it means tragedies like the Texas one? One of the reasons, as President Biden suggested, could be gun lobbies, which do not want firearm sales to go down because of strict laws.
A more fundamental reason could be voter preferences. In a 2020 survey by Pew, 46% people said that the Republican party reflected their views on gun policy, while 42% said that the Democratic party reflected it better. In a 2021 survey by Gallup, 50% people were either satisfied with existing gun laws, or wanted looser laws. 41% were dissatisfied and wanted stricter gun laws.

With first lady Jill Biden standing by his side in the Roosevelt Room, Biden added, &ldquo;I am sick and tired. We have to act.&rdquo; At least 18 students were killed, according to a state senator who said he was briefed by law enforcement, in addition to a teacher.
Just two days before Biden left on his trip, he met with victims' families after a hate-motivated shooter killed 10 Black people at a grocery store in Buffalo, New York.
The back-to-back tragedies served as sobering reminders of the frequency and brutality of an American epidemic of mass gun violence.
&ldquo;These kinds of mass shootings rarely happen anywhere else in the world," Biden said. "Why?&rdquo; He directed that American flags be flown at half-staff through sunset Saturday in honor of the victims in Texas.

White House press secretary Karine Jean-Pierre said Biden was briefed on the shooting by deputy chief of staff Jen O'Malley-Dillon and other members of his senior team aboard Air Force One.
Shortly before landing in Washington, Biden spoke with Texas Gov. Greg Abbott from the presidential plane &ldquo;to offer any and all assistance he needs in the wake of the horrific shooting in Uvalde, TX,&rdquo; White House communications director Kate Bedingfield tweeted.
