The Enforcement Directorate conducted early morning raids at Al Falah University in Faridabad and multiple Delhi-NCR locations as part of its probe into alleged terror financing linked to the Red Fort blast case.

The Enforcement Directorate on Tuesday conducted simultaneous searches in Delhi-NCR against the trustees and promoters of Al Falah University of Faridabad, the varsity central to the Red Fort area car blast case, officials said.
Multiple teams of the federal probe agency raided at least 25 premises of the Al Falah trust and University establishment since 5:15 am, they said.
Teams of the agency raided an office location in Delhi's Okhla area with a security cordon being provided by the police and paramilitary forces.
Fifteen persons have been killed in the blast that took place on November 10 near the iconic monument in Delhi, and the role of a number of doctors linked to the University and in Kashmir is under the scanner of the anti-terror probe agencies.
"The operation forms part of an ongoing investigation into financial irregularities, use of shell companies, accommodation entities and money laundering. The role of Al-Falah Trust and related entities is under investigation," an ED official said.
The official said "key" personnel overseeing finance and administration of the trust and the University have also been covered in the raids.
The agency has taken cognisance of the first information reports filed by the NIA and the Delhi Police in the case. Till now, the NIA has arrested two persons, stated to be the alleged close aides of "suicide bomber" Dr Umar Nabi.
At least nine shell (dummy) companies linked to the group, all registered at a single address, are under the examination of the ED, according to the officials.
Preliminary findings point to multiple "risk" indicators consistent with shell-company behaviour like no physical presence or meaningful utility consumption at declared places of business and common mobile number and email across various companies and accounts.
The ED investigators have also found absence of EPFO/ESIC filings inconsistent with reported scale of operations and overlapping of directors/signatories and weak KYC trails across entities.
Instances of minimal salary disbursal through banking channels and absence of HR (human resource) records, apart from synchronised incorporation patterns and common contact coordinates across firms, have been detected at the varsity, the officials said.
In addition, prima facie discrepancies have been noted in claims regarding UGC and NAAC recognition, which indicate alleged non-compliance to norms established for educational institutions, the officials said.
The Al Falah varsity is located in the Dhouj area of Haryana's Faridabad district, and it is a medical college-cum-hospital.

A week after the deadly car blast near Delhi&rsquo;s iconic Red Fort, which claimed at least 14 lives and injured over 20, a chilling self-recorded video of the suicide bomber, Dr Umar un Nabi, has emerged, offering a rare glimpse into the radicalised mind behind the attack.
In the video, Dr Umar, speaking fluent English with a measured accent, discusses the concept of suicide bombing, which he describes as &ldquo;very misunderstood.&rdquo; He insists that what is commonly labelled a &ldquo;suicide bombing&rdquo; is actually a &ldquo;martyrdom operation&rdquo; in Islam.
&ldquo;One of the very misunderstood concepts is the concept of what has been labelled as suicide bombing. It is a martyrdom operation... known in Islam. Now, there are multiple contradictions; there are multiple arguments that have been brought against it,&rdquo; he says.&nbsp;
He explains that a &ldquo;martyrdom&rdquo; operation is when a person assumes they will die at a specific place and time, acting against the natural presumption of death. In his case, he adds, &ldquo;we don&rsquo;t have the situation,&rdquo; and cautions, &ldquo;Don't fear death.&rdquo;
Investigators believe the November 10 blast, which ripped through a busy street near the historic Red Fort, was accidental and that Dr Umar had planned a larger-scale suicide bombing in the future. The force of the explosion shattered shopfronts and caused panic across the Old Delhi area, one of the most crowded parts of the capital.&nbsp;
The video also makes it clear that the attack had been carefully planned, negating earlier speculation that the blast may have been triggered inadvertently during transportation of explosives.
Dr Umar, a doctor by profession, was the most radicalised member of the so-called &ldquo;white collar&rdquo; Faridabad terror module that carried out the attack. The module, allegedly linked to the Pakistan-based Jaish-e-Mohammad terrorist group, reportedly included nine to ten members, among them five to six doctors. These individuals used their positions at the tainted Al-Falah University to procure chemicals and other materials necessary for explosives.
Investigators believe Dr Umar recorded the video as a means to brainwash others, demonstrating the methodical and deeply radicalised mindset of the bomber. His articulate discussion of suicide bombing and martyrdom reveals that he had reflected extensively on these subjects, presenting a calm and composed fa&ccedil;ade while justifying a heinous act.

Police sources said forensic examination of mobile dump data has linked the attack to Dr Muzammil Ganaie, a prime suspect in the white-collar terror module recently disrupted by security agencies. Investigators found that Dr Muzammil made multiple reconnaissance visits to the Red Fort area in January this year, as confirmed by his mobile data.
A senior police officer, speaking on condition of anonymity, said, "These visits were part of a detailed reconnaissance ahead of a planned attack on January 26. Intense patrolling around the monument at the time likely foiled the earlier attempt."
Officials added that Dr Muzammil and his associate, Dr Umar Nabi, repeatedly surveyed the area to study security deployments and crowd patterns. Their movements were corroborated using mobile-tower location records and CCTV footage from nearby cameras.
Authorities are now analyzing Dr Umar&rsquo;s digital footprints to determine if he was in contact with anyone immediately before the blast. Investigators are also tracing funding for the module, the source of explosives, and whether other network members conducted similar reconnaissance or provided logistical support to the arrested suspects.

Police personnel, along with paramilitary forces, are deployed in large numbers at all the entry and exit points of Delhi. Vehicles entering and leaving the city are being thoroughly checked as part of the intensified security measures, they said.
Senior police officers are personally supervising the security checks at interstate borders, including Ghazipur, Singhu, Tikri, and Badarpur. Vehicles are being checked randomly at markets, metro stations, railway terminals and bus stands to ensure that no suspicious movement goes unnoticed.
A senior police officer said that all district units and specialised wings have been directed to remain on alert and increase patrolling in crowded areas, especially near tourist spots, malls and religious places. "We are taking no chances. The focus is on maintaining public confidence and ensuring that the city remains secure," the officer said.
Sniffer dogs, metal detectors and anti-sabotage teams are pressed into service at sensitive locations. The police have also asked residents to remain vigilant and report any suspicious objects or persons immediately through emergency helplines.

The Delhi Police on Tuesday registered an FIR under the Unlawful Activities (Prevention) Act (UAPA) and the Explosives Act, invoking sections related to conspiracy and execution of a terror attack. Multiple raids were carried out across the national capital after preliminary findings suggested connections between the Red Fort blast and the Faridabad terror module.
The blast occurred on Monday evening near the Red Fort Metro Station, where a Hyundai i20 car exploded, gutting several nearby vehicles.
<h3>High-Level Security Meeting Led by Amit Shah</h3>
Union Home Minister Amit Shah convened a high-level review meeting at the North Block to assess the situation. The meeting was attended by Union Home Secretary Govind Mohan, IB Director Tapan Deka, Delhi Police Commissioner Satish Golcha, and NIA DG Sadanand Vasant Date. <h3>Suspect Identified as Pulwama-Based Doctor</h3>
According to police sources, the prime suspect is Umar Mohammad, a doctor from Pulwama, Jammu and Kashmir, allegedly associated with the Jaish-e-Mohammad (JeM) network. CCTV footage captured a masked man driving the Hyundai i20, later identified as Umar, moments before the blast near the Red Fort Metro parking area.
Sources said Umar had ties to the Faridabad terror module, where police had earlier seized 2,900 kg of explosives, including ammonium nitrate, potassium nitrate, and sulphur. Among this, 360 kg of highly inflammable material was recovered.
Officials suspect Umar carried out the blast fearing arrest after several members of his module were detained in Faridabad earlier on Monday.
<h3>The Faridabad Connection</h3>
Hours before the Delhi blast, eight individuals, including three doctors, were arrested in Faridabad as part of a joint operation between Haryana and Jammu &amp; Kashmir Police. The arrested individuals were allegedly running a &ldquo;white-collar terror network,&rdquo; using their professional backgrounds as cover for extremist activities.
Police believe Umar was closely linked to this group and that the Red Fort explosion was a desperate retaliatory act. A man named Tariq, also from Pulwama, is said to have provided Umar with the car used in the blast.
<h3>Explosives and Preliminary Findings</h3>
Initial forensic analysis suggests the use of ammonium nitrate mixed with fuel oil and detonators &mdash; similar to materials recovered from the Faridabad module. Police said the car had been parked for nearly three hours near the Red Fort before the explosion at 6:52 pm.
&ldquo;Final forensic reports are awaited,&rdquo; a police source said, adding that the possibility of a suicide bombing or a larger coordinated terror plan has not been ruled out.
<h3>Security Tightened Across Delhi</h3>
Following the explosion, the national capital has been placed on high alert. Security has been strengthened at airports, metro stations, bus terminals, and railway stations. All vehicles entering Delhi are being thoroughly checked at border points, with special focus on commercial carriers.
Teams have also conducted overnight searches in Daryaganj and Paharganj, verifying hotel records and questioning staff for any suspicious guests.
<h3>Traffic &amp; Metro Restrictions</h3>
The Red Fort Metro Station has been shut temporarily &ldquo;due to security reasons,&rdquo; the Delhi Metro Rail Corporation (DMRC) said on X. The Delhi Traffic Police issued an advisory restricting movement on Netaji Subhash Marg from Chatta Rail Cut to Subhash Marg Cut, urging commuters to use alternate routes until further notice.

A high-intensity explosion ripped through a slow-moving car at a traffic signal near the Red Fort metro station on Monday evening, killing at least eight people and gutting several vehicles, officials said.
Twenty-four people were injured in the blast that took place on a busy evening when the area was milling with people. The injured were taken to the LNJP hospital, a few kilometres away.
Delhi Police Commissioner Satish Golcha said the car, in which the blast took place, had some occupants.
According to a senior police officer, "The blast occurred in a moving Hyundai i20 car in which three people were sitting. We have not found any pellet or puncture in the body of the injured, which is unusual in a bomb blast. We are investigating all angles."
Police sources said the car was registered in the name of one Nadeem Khan and bore a Haryana number plate.
A high alert has been sounded in Delhi, and security has been beefed up at city border points, with vehicle checking intensified. Panic gripped the area as fire billowed from burning cars following the explosion.
Videos shared by the Chandni Chowk Traders' Association revealed the magnitude of the blast. A mangled body could be seen lying on a vehicle, while another clip showed a body on the road. Eyewitnesses said body parts could be seen scattered near the blast site.
Ten fire tenders were rushed to the spot as police cordoned off the area, the Delhi Fire Services said. The blaze caused by the blast was brought under control by 7.29 pm, officials said.
Golcha told reporters that Union Home Minister Amit Shah is being regularly briefed about the incident.
"There was a blast around 6.52 pm in a slow-moving vehicle at a traffic signal near the Red Fort metro station. There were passengers inside the vehicle. Other vehicles got affected. All agencies -- Delhi Police, Forensic Science Laboratory, National Investigation Agency (NIA), National Security Guard (NSG) -- have arrived and they are taking stock of the situation," he said.
Shah spoke to the Delhi police chief and the director of the Intelligence Bureau to take stock of the situation. He directed the chiefs of the NSG, NIA and forensic sciences to send expert teams to the blast site to assist the probe and collect evidence.
Prime Minister Narendra Modi also took stock of the situation and expressed condolences over the deaths.
No terror outfit has so far claimed responsibility for the attack.
Police are scanning CCTV footage to determine the route of the vehicle before the blast occurred. They are questioning locals and asking eyewitnesses to share information about any suspicious activity in the lead-up to the incident. Mobile dump data are being gathered, and dossiers of suspected terrorists are being scanned.
According to a fire department official, six cars, two e-rickshaws and one autorickshaw were gutted in the fire.
The blast was so powerful that it shattered the window panes of vehicles parked several metres away, and the sound was heard at ITO, a few kilometres from the site.
A person injured in the incident said the explosion appeared to have originated from a car. Another witness said, "I was at the gurdwara when I heard a loud sound. We were dumbfounded. A number of vehicles were completely damaged."
Meanwhile, Prime Minister Narendra Modi took stock of the situation and spoke with Home Minister Amit Shah, government sources said.
In the aftermath of the incident, the Chandni Chowk market will be closed on Tuesday, said market president Sanjay Bhargaw. Bhargaw's shop is about 800 metres away from the incident site. He said the entire building shook due to the blast. There was chaos in the market as people started running, he shared.
The blast in Delhi occurred hours after the recovery of around 360 kg of suspected ammonium nitrate and a cache of arms and ammunition from a Kashmiri doctor's rented accommodation in Faridabad, bordering Delhi. Haryana Police, in coordination with their Jammu and Kashmir counterparts, arrested Dr Muzammil Ganaie from Faridabad's Dhauj area.

A bench of Acting Chief Justice Vibhu Bakhru and Justice Tushar Rao Gedela dismissed the appeal by Sultana Begum against the December 2021 decision of an HC single judge, noting the challenge was filed after a delay of over two-and-a-half years, which could not be condoned.
Begum said she could not file the appeal owing to her bad health condition and the passing of her daughter. &ldquo;We find the said explanation inadequate, considering that the delay is more than two-and-a-half years. The petition was also dismissed (by a single judge) for being inordinately delayed by several decades. The application for condonation of delay is dismissed. On December 20, 2021, the single judge dismissed Begum&rsquo;s petition seeking possession of the Red Fort taken illegally by the British East India Company, saying there was no justification for the inordinate delay in approaching the court after over 150 years.
The petition, filed through advocate Vivek More, claimed the family was deprived of their property by the Britishers following the first War of Independence in 1857, following which the emperor was exiled from the country and possession of the Red Fort was forcefully taken away from the Mughals.
It asserted that Begum was the owner of the Red Fort as she inherited it from her ancestor Bahadur Shah Zafar-II, who died on 11 November 1862 at age 82, and the government of India was an illegal occupant of the property.
The petition sought a direction to the Centre to hand over the Red Fort to the petitioner or give adequate compensation besides the compensation from 1857 to till date for alleged illegal possession by the government.
