PM Anthony Albanese on May 17 said that leaders of the 4 Quad nations - India, USA, Australia, and Japan - may meet on the sidelines of the G7 summit being held in Hiroshima between May 19 and 21.

China opposes 'exclusionary blocs', slams Quad meeting in New Delhi

The Quad foreign ministers carried out a comprehensive review of the situation in the Indo-Pacific at a meeting in New Delhi on March 3.

&nbsp;China on Friday renewed its criticism of the Quad grouping comprising the US, India, Australia and Japan, saying that state-to-state cooperation should be consistent with the trend of peace and development, rather than putting up "exclusionary blocs." The Quad foreign ministers carried out a comprehensive review of the situation in the Indo-Pacific at a meeting in New Delhi on Friday. Presided over by External Affairs Minister S Jaishankar, the meeting was attended by US Secretary of State Antony Blinken, his Japanese counterpart Yoshimasa Hayashi and Australian foreign minister Penny Wong.
The meeting came against the backdrop of growing global concerns over increasing Chinese assertiveness in the strategically-vital region.
A joint statement issued after the meeting reaffirmed the four-nation grouping's commitment to a free and open Indo-Pacific and said it strongly supports the principles of rule of law, sovereignty and territorial integrity and peaceful settlement of disputes.
Responding to the Quad statement at a media briefing here, Chinese Foreign Ministry spokesperson Mao Ning said China has stated its position on QUAD on multiple occasions.
"We believe that state-to-state cooperation needs to be consistent with the trend of peace and development, rather than be about putting up exclusionary blocs," she said.
"We hope certain countries can do more things that contribute to security and mutual trust between regional countries and that help to maintain regional peace and stability," Mao said, reaffirming Beijing's oft-repeated opposition to the Quad that it is an exclusive bloc aimed at containing China's rise.
In November 2017, India, Japan, the US, and Australia gave shape to the long-pending proposal of setting up the Quad to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence.
US President Joe Biden hosted the first-ever summit of the Quad leaders in the virtual format in March 2021 that vowed to strive for an Indo-Pacific region that is free, open, inclusive, anchored by democratic values, and unconstrained by coercion, sending a subtle message to China.
Beijing claims almost all of the 1.3 million square miles of the South China Sea as its sovereign territory. China has been building military bases on artificial islands in the region also claimed by Brunei, Malaysia, the Philippines, Taiwan, and Vietnam.
On China&rsquo;s reluctance, along with Russia, to endorse a joint statement on the Ukraine war at the G20 Foreign Ministers meeting in New Delhi on Thursday, spokesperson Mao said G20 is a premier forum for international economic cooperation.

The G20 foreign ministers' meeting in New Delhi was unable to come out with a joint communique due to a bitterly increasing rift between the US-led Western powers and Russia over the Ukraine conflict despite consistent efforts by host India to bridge the differences.
"The G20 is the premier forum for international economic cooperation. Leaders of member states made it clear in the G20 Bali Leaders&rsquo; Declaration last year that the G20 is not the forum to resolve security issues," Mao said.
China believes that the G20 should work to follow through on the leaders&rsquo; consensus, focus on its mandate and main function, and contribute to promoting stable, inclusive and sustainable economic recovery, she added.
"We also noted that G20 members have varying views on the Ukraine issue. We hope that G20 members will respect each other&rsquo;s concerns and send a message of solidarity and cooperation instead of division and mutual recrimination," she added.
About China&rsquo;s views on the outcome of the New Delhi meeting of the G20 Foreign Ministers, she said: It was an important event, especially considering the uncertainties and challenges facing today&rsquo;s world.
"China hopes that the G20 will demonstrate its sense of responsibility and contribute to global development and prosperity," she added.
Chinese Foreign Minister Qin Gang took part in the meeting.
The G20 or Group of 20 is an intergovernmental forum of the world's major developed and developing economies.
The members represent around 85 per cent of the global GDP, over 75 per cent of the global trade, and about two-thirds of the world population.
The grouping comprises Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, the Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the UK, the US and the European Union.

The development was reported by Japanese media, which suggested that a deputy minister might participate in the meetings.

In what might cause a diplomatic tiff between Delhi and Tokyo, Japan's foreign minister might not attend a meeting of foreign ministers of G20 nations which India is hosting from 1 March 2023, according to reports.
It is also unclear whether minister Yoshimasa Hayashi will attend a meeting of the anti-China Quad grouping, scheduled for 3 March. He is reportedly cancelling the visit due to parliamentary work.
The development was reported by Japanese media, which suggested that a deputy minister might participate in the meetings.
An Indian official was quoted as saying by Kyodo News that the move might negatively impact Japan's foreign policy, and give the impression that Tokyo only values the G7 group of rich nations.

This was only the second in-person meeting of the Quad, which has been seen by some as a vehicle for the US to counter China&rsquo;s influence in the Asia and Indo-Pacific region, with the help of like-minded nations.
This Quad meeting was held in the shadow of the Ukraine-Russia war, which has shaken up the world order, and reshaped global politics. The US has deeply engaged in the war, and has committed $54 billion to the effort.
There is some tension within the Quad over the war as well. Australia, Japan, and US all unequivocally stand against Russia&rsquo;s aggression, while India&rsquo;s position is one of studied neutrality, which calls for peace and respect for territorial sovereignty, but stops short of criticising Russia.

The Quad, however, remains primarily an alliance for like-minded nations to counter China&rsquo;s influence. China does not find mention in any official Quad statement, but the four nations are banded together by the shared interest of creating a strategic balance of power in the Indo-Pacific, free from China&rsquo;s aims of expansion and subversion of the international order. Beijing has branded the Quad an &lsquo;anti-China alliance&rsquo;.
While all four countries are united in wanting to counter China&rsquo;s influence, the nature of the threat is different. While for the US and Australia, the Chinese threat is mainly about trade and the sovereignty of Taiwan, Japan and India face Chinese claims to territory. India is also facing Chinese economic overtures to its neighbours Sri Lanka, Nepal, Bangladesh, and Pakistan.

In a statement after the meeting, the four nations also announced co-operative measures including a Quad Fellowship programme, which will sponsor a 100 students every year to pursue graduate degrees in STEM fields in the United States. They also pledged $5.2 billion to the COVAX vaccination initiative, recognised the urgent need to address climate change, and recognised the importance of combating the financing of terrorism. The Quad also pledged $50 billion to improve infrastructure across the Indo-Pacific region.
On the sidelines, Prime Minister Modi also held bilateral talks with US President Joe Biden, Japanese PM Fumio Kishida, and held his first in-person meeting with newly-elected Australian Prime Minister Anthony Albanese. PM Modi complimented Albanese on his commitment to the Quad, for being present at the summit just a day after being sworn into office. The two leaders held &lsquo;fruitful&rsquo; discussions, and affirmed their desire to continue the positive momentum in the bilateral relationship. Australia is set to host the next Quad summit in 2023.
China and Russia certainly took note of the Quad meeting in their backyard, as jets from both countries carried out joint flights over the Sea of Japan and the East China Sea as the meeting occurred in Tokyo. How Shinzo Abe transformed Indo-Japan ties 

Shinzo Abe&rsquo;s term as Prime Minister of Japan not only deepened Tokyo&rsquo;s ties with India amid a common Chinese &lsquo;threat&rsquo; but also&nbsp;helped New Delhi enter the club of major democratic powers in the Indo-Pacific region.&nbsp;

Former Japanese Prime Minister Shinzo Abe died after being shot in the chest during an election campaign in the city of Nara in Japan on Friday leaving him seriously injured.
The 67-year-old was rushed to the hospital and was reportedly &ldquo;showing no vital signs&rdquo;. &nbsp;
As the news broke, wishes poured in from leaders from across the world. In India, Prime Minister Narendra Modi, Congress&rsquo; Rahul Gandhi, and Union Minister Jyotiraditya Scindia, among other leaders expressed their grief while stressing on the important role Abe played in strengthening India-Japan ties.&nbsp;
Abe as Japan's PM not only redefined Tokyo&rsquo;s ties with New Delhi amid a common Chinese &lsquo;threat&rsquo; but also helped New Delhi enter the club of major democratic powers in the Indo-Pacific region. He is often credited as the 'architect' of modern Indo-Japan ties.

In his first stint in 2006-07, then 52-year-old Abe visited India and addressed the Parliament. During his second stint, he visited India thrice&mdash;in 2014, 2015, and 2017&mdash; the most visits by any Japanese PM. &nbsp;
He was also the first Japanese PM to be Chief Guest at the Republic Day parade in 2014. The visit was credited to have helped the Indo-Japan ties reach the &ldquo;pinnacle&rdquo;. He was invited by the Congress-led UPA-II government that was ousted that year by the Bharatiya Janata Party (BJP)-led NDA government.&nbsp;
Deepening Indo-Japan, Indo-Pacific ties&nbsp; &nbsp; Although a &ldquo;global partnership&rdquo; and annual bilateral summits between the two countries were agreed upon in 2001 and 2005, respectively, Abe accelerated the process of deepening the ties.&nbsp;
During his first visit to India as PM in August 2007, Abe delivered the famous &ldquo;Confluence of the Two Seas&rdquo; speech&mdash;this idea about an arc of democracy stretching from the Pacific to the Indian Ocean now defines India-Japan ties.&nbsp;
During his second term, Abe helped build the relationship further.&nbsp;
Narendra Modi as PM chose Japan for his first bilateral visit in September 2014. The two leaders then agreed to upgrade the bilateral ties to &ldquo;Special Strategic and Global Partnership&rdquo; covering issues ranging from civilian nuclear energy to maritime security, bullet trains to quality infrastructure, Act East policy to Indo-Pacific strategy.&nbsp;
In 2017, the India-Japan Agreement for Cooperation in the Peaceful Uses of Nuclear Energy was signed. Abe&rsquo;s government played a key role in materialising the pact which faced resistance from anti-nuclear groups within Tokyo given India&rsquo;s exclusion from the 1970 Nuclear Non-Proliferation Treaty. The agreement helped India strike deals with US and French nuclear firms owned by or having stakes in Japanese firms.&nbsp;
Defence and infrastructure build up amid China 'threat'
Under Abe the two sides decided to have Foreign and Defence Ministers&rsquo; Meeting (2+2), a pact for transfer of defence equipment and technology was also signed in 2015.&nbsp;
In October 2017, as &lsquo;Chinese aggression&rsquo; grew in the Pacific, Indian Ocean, and India&rsquo;s borders in Doklam, Abe Japan pushed the idea of reviving the Quad--a Japan, US, India, and Australia grouping. &nbsp; During India-China border stand-offs over the years, including the one in Doklam in 2017, Abe&rsquo;s Japan firmly stood with India while asking China to change status quo.&nbsp;
Under Abe, India and Japan formed the Act East Forum that promotes projects in the Northeast and planned joint projects in Maldives and Sri Lanka in a bid to counter China's growing influence.&nbsp;

A draft of the proposed multilateral agreement obtained by The Associated Press said that China wanted to train police forces in the Pacific nations, collaborate with them on "traditional and non-traditional" security, jointly develop a marine plan for fisheries, have greater cooperation in running of internet networks in the region, and also explore the idea of a free trade area among the participating nations.

However, several of the Pacific nations wanted to defer action or have it amended, as per news agency Reuters. The President of the Federated States of Micronesia is reported to have made the strongest pitch against signing China's agreement. But the most worrisome agreement has been the one announced by Beijing and the Solomon Islands in April 2022. As per a leaked draft, the agreement allows Chinese warships to dock at the island nation, and send forces to the island to ensure law and order. Both the countries denied that it's a precursor to China setting up a military base at the island, but the West is not convinced.
What worries the West is that China would post military assets very close to Australia and New Zealand. Also, with its presence on Solomon Islands, Beijing could very easily block vital shipping lanes in the region, holding the world trade to ransom.

They discussed Softbank’s future participation in India in key areas such as technology, energy and finance. As per the statment Specific proposals were shared with Softbank where it could enhance its investments in India. Softbank claims to be India's largest foreign investors having invested in nearly 10% if startups in the subcontinent. Celebrating a partnership and investment into India for 4 decades the PM also met with Suzuki's patriarch Osamu Suzuki. The MEA tweeted that the meeting focused around diverse opportunities in India, the strong India-Japan economic partnership .
From old partners to new entrants, The CEO of clothing brand Uniqlo Tadashi Yanai also had audience with the Indian PM who as per a release by the govt was invited to take part in the PM-Mitra scheme. 
Overall, Tokyo is the 5th largest investor in the Indian economy, providing a cumulative FDI of over $42 billion.

The Quad or Quadrilateral Security Dialogue comprises India, the US, Japan and Australia.
Modi, who is visiting Tokyo at the invitation of his Japanese counterpart Fumio Kishida, will hold separate bilateral meetings with Biden, Kishida and Albanese on the sidelines of the summit.
He had hosted Kishida for the 14th India-Japan Annual Summit in March 2022.
"During my visit to Tokyo, I look forward to continuing our conversation further, with an aim to strengthen the India-Japan Special Strategic and Global Partnership," Modi said ahead of his visit.
He said economic cooperation between India and Japan is an important aspect of their Special Strategic and Global Partnership.

External Affairs Minister S Jaishankar on Saturday dismissed China's vehement opposition to the Quad, saying the grouping will do "positive things" and contribute to the prosperity and stability of the strategic Indo-Pacific region and criticising it repeatedly will not make the four-nation grouping less credible.
Jaishankar's remarks in response to a question came a day after he and other foreign ministers of Quad –US Secretary of State Antony Blinken, Japan’s Yoshimasa Hayashi and Australia's Marise Payne - on Friday vowed to expand cooperation to keep the Indo-Pacific free from "coercion".
The reference to coercion is seen as a veiled message to China's more assertive and aggressive behaviour in the Indo-Pacific region.
"All four of us yesterday, the two of us and Blinken and Hayashi, as well, made that point that we are here to do positive things. We are here to contribute to the peace, prosperity, and stability of the region," Jaishankar said while speaking at a joint press conference along with his Australian counterpart here.
"Our record and our actions and stances is fairly clear and by criticising it repeatedly, it doesn't make us less credible," he asserted.
China, which has territorial disputes with many countries in the strategic Indo-Pacific region, has been vehemently opposing the Quad alliance since its formation.
On Friday, China termed the Quad alliance between the US, India, Australia and Japan as a "tool" to contain China's rise and to maintain American hegemony.
"China believes that the so-called Quad group cobbled together by the US, Japan, India and Australia is essentially a tool for containing and besieging China to maintain US hegemony. It aims to stoke confrontation and undermine international solidarity and cooperation," Chinese Foreign Ministry Spokesman Zhao Lijian said in Beijing in response to a question on the Quad grouping.
"I want to stress that as the Cold War is long over, the attempt to forge a so-called alliance to contain China wins no support and leads nowhere," he said.
Zhao also alleged that the US was playing up the “China threat” theory in order to "smear, oppress and contain China’s development".

The two leaders met in New York and reviewed the multi-faceted bilateral relationship and exchanged views on recent global developments, including in Afghanistan.
The meeting came ahead of the first in-person Quad meeting to be hosted by US President Joe Biden.
During their meeting, the two Prime Ministers agreed to enhance bilateral security and defence cooperation, including in the area of defence equipment and technologies, according to a statement issued by the Ministry of External Affairs.
Prime Minister Modi thanked Suga for his personal commitment and leadership in enabling great advances in the India-Japan Special Strategic &amp; Global Partnership over the last few years, it said.
"The two Prime Ministers reviewed the multi-faceted relationship between the two countries and exchanged views on recent global and regional developments, including in Afghanistan. They reaffirmed their commitment towards a free, open and inclusive Indo-Pacific region," it said.
The two Prime Ministers welcomed the increasing economic engagement between the two countries.

On September 15, US President Joe Biden, Australian Prime Minister Scott Morrison and British Prime Minister Boris Johnson announced the trilateral security alliance AUKUS under which Australia would get a fleet of nuclear-powered submarines.
"The announcement of AUKUS last week was not meant to be an indication, and I think this is the message the President also sent to French President Emmanuel Macron, that there is no one else who will be involved in security in the Indo-Pacific," White House Press Secretary Jen Psaki told reporters at her daily news conference on Wednesday.
France had criticised its exclusion from the alliance, saying it reflects a lack of coherence when common challenges are being faced in the Indo-Pacific region.
The Quad comprises India, the US, Japan and Australia. The US is hosting the in-person Quad summit in Washington on September 24.
