The U.S. Olympic and Paralympic Committee has effectively barred transgender women from competing in women's sports, telling the federations overseeing swimming, athletics and other sports it has an "obligation to comply" with an executive order issued by President Donald Trump.
The new policy, announced Monday with a quiet change on the USOPC's website and confirmed in a letter sent to national sport governing bodies, follows a similar step taken by the NCAA earlier this year.
The USOPC change is noted obliquely as a detail under "USOPC Athlete Safety Policy&rdquo; and references Trump's executive order, "Keeping Men Out of Women's Sports,&rdquo; signed in February. That order, among other things, threatens to "rescind all funds" from organizations that allow transgender athlete participation in women's sports.
U.S. Olympic officials told the national governing bodies they will need to follow suit, adding that &ldquo;the USOPC has engaged in a series of respectful and constructive conversations with federal officials&rdquo; since Trump signed the order.
&ldquo;As a federally chartered organization, we have an obligation to comply with federal expectations," USOPC CEO Sarah Hirshland and President Gene Sykes wrote in a letter. &ldquo;Our revised policy emphasizes the importance of ensuring fair and safe competition environments for women. All National Governing Bodies are required to update their applicable policies in alignment.&rdquo; The National Women's Law Center put out a statement condemning the move.
&ldquo;By giving into the political demands, the USOPC is sacrificing the needs and safety of its own athletes,&rdquo; said that organization's president and CEO, Fatima Goss Graves.
The USOPC oversees around 50 national governing bodies, most of which play a role in everything from the grassroots to elite levels of their sports. That raises the possibility that rules might need to be changed at local sports clubs to retain their memberships in the NGBs.
Some of those organizations &mdash; for instance, USA Track and Field &mdash; have long followed guidelines set by their own world federation. World Athletics is considering changes to its policies that would mostly fall in line with Trump's order.
A USA Swimming spokesman said the federation had been made aware of the USOPC's change and was consulting with the committee to figure out what changes it needs to make. USA Fencing changed its policy effective Aug. 1 to allow only &ldquo;athletes who are of the female sex&rdquo; in women's competition and opening men's events to &ldquo;all athletes not eligible for the women's category, including transgender women, transgender men, non-binary and intersex athletes and cisgender male athletes.&rdquo; The nationwide battle over transgender girls on girls' and women's sports teams has played out at both the state and federal levels as Republicans portray the issue as a fight for athletic fairness. More than two dozen states have enacted laws barring transgender women and girls from participating in certain sports competitions. Some policies have been blocked in court after critics challenged the policies as discriminatory, cruel and unnecessarily target a tiny niche of athletes.
The NCAA changed its participation policy for transgender athletes to limit competition in women's sports to athletes assigned female at birth. That change came a day after Trump signed the executive order intended to ban transgender athletes from girls' and women's sports.
Female eligibility is a key issue for the International Olympic Committee under its new president, Kirsty Coventry, who has signaled an effort to &ldquo;protect the female category.&rdquo; The IOC has allowed individual sports federations to set their own rules at the Olympics &mdash; and some have already taken steps on the topic.
Stricter rules on transgender athletes &mdash; barring from women's events anyone who went through male puberty &mdash; have been passed by swimming, cycling and track and field. Soccer is reviewing its eligibility rules for women and could set limits on testosterone.
Trump has said he wants the IOC to change everything &ldquo;having to do with this absolutely ridiculous subject.&rdquo; Los Angeles will host the Summer Games in 2028.

The competition is scheduled to begin on July 12, with medal matches taking place on July 20 and 29, 2028. In this quadrennial event, which will feature cricket for the first time since 1900, a total of six teams each in the men's and women's divisions, comprising 180 players, will battle it out in the T20 format.
According to the competition schedule released by the organizers, there are no matches planned for July 14 and 21, with most matchdays consisting of double headers.
The last and only time cricket was played at the Olympics was in Paris, 1900. During that event, just two teams, Great Britain and France, competed in a two-day match, with Great Britain claiming the gold medal.
With 90 athlete quotas available in both the men's and women's categories, the 12 participating teams are allowed to name 15-member squads.
Cricket's increasing popularity is evident from the fact that three venues in the United States &mdash; Grand Prairie, Lauderhill, and New York &mdash; hosted several matches of the 2024 T20 World Cup, which the USA jointly hosted with the West Indies.

The 2024 Paris Olympics might have concluded, but the controversy surrounding Vinesh Phogat's disqualification is far from over...The Indian Olympic Association (IOA) issued a statement on Sunday, placing the responsibility for weight management squarely on the shoulders of the star wrestler and her personal team.
It read, "The Indian Olympic Association President Dr P-T Usha today clarified that the responsibility of weight management of athletes in sport like wrestling, weightlifting, boxing and judo is that of each athlete and his or her coach and NOT that of the IOA-appointed Chief Medical Officer Dr. Dinshaw Pardiwala and his team.
Dr. Usha said that each Indian athlete in the Paris 2024 Olympic Games in such sport had his or her own support team. These support teams have been working with the athletes over so many years.
The IOA appointed a medical team a couple of months ago, primarily as a team that would assist in the recovery and injury management of athletes during and after their competition. This team was also designed to support athletes who did not have their own team of nutritionists and physiotherapists.
Dr. Usha said that the hate directed at the IOA medical team, especially Dr. Pardiwala, is unacceptable and worthy of condemnation. She hoped that those rushing to judge the IOA medical team would consider all facts before arriving at any conclusions."
Vinesh Phogat was disqualified just before her much-anticipated Gold Medal bout in the 50 kg category after being found overweight by a mere 100 grams. The disqualification came as a shock, leading the three-time Commonwealth Games gold medallist to seek justice through the Court of Arbitration for Sport, where she later hoped to secure a joint Silver medal.
While the decision was initially expected before the end of the Olympics, it has now been deferred to August 13th.
In the wake of Vinesh's disqualification on August 7th, the IOA swiftly issued a statement acknowledging the unfortunate situation. Later that day, Dr. P.T. Usha reassured that the IOA was doing everything in its power to support Vinesh. She highlighted that both the wrestler&rsquo;s team and the IOA's staff had worked tirelessly overnight to help her meet the required weight criteria.
Sunday's statement from the IOA, however, raises further questions - particularly regarding its timing, given that the matter remains under judicial review. Numerous voices, including Indian cricket legends Sachin Tendulkar and Sourav Ganguly, have rallied behind Vinesh, supporting her claim for the silver.

Caster Semenya, the double 800m Olympic champion, has received a favourable ruling from the European Court of Human Rights (ECHR) in a case centered on testosterone levels in female athletes.
32-year-old Semenya has a long-standing dispute with governing body World Athletics regarding regulations that require her to undergo hormone treatment to reduce her natural testosterone levels in order to compete in events between 400m and a mile.
The ruling could force the sport's highest court to re-examine the regulations that force Semenya and other female athletes to artificially reduce naturally high testosterone levels in order to compete at top meets such as the Olympics and World Championships.
The Strasbourg-based rights court ruled in Semenya's favor by a 4-3 majority of judges.
The case presented to the ECHR was against the Swiss government for failing to protect Semenya's rights, stemming from a Swiss Supreme Court ruling three years ago.
Despite two previous legal battles to overturn the decision, Semenya was unsuccessful until now.
In its detailed judgement, the ECHR determined that the Swiss government had not safeguarded Semenya from discrimination when the Supreme Court upheld the Court of Arbitration for Sport's decision to support World Athletics' regulations for athletes with differences of sexual development (DSD).
Semenya argued that taking testosterone-reducing medication could pose a risk to her health and that the ruling violated her rights and those of other athletes with DSD, impeding their ability to rely on their natural abilities.
The court also ruled the South African runner was denied an &ldquo;effective remedy&rdquo; against that discrimination when the Court of Arbitration for Sport and Switzerland's Supreme Court denied her two previous appeals against the rules.
It was not immediately clear if the ruling would force an immediate rollback of the rules and if the 32-year-old Semenya would be allowed to compete at next year's Olympics in Paris.
She was the 2012 and 2016 Olympic champion in 800 metres but was barred from running in that event since 2019 by the testosterone rules and wasn't allowed to defend her title at the Tokyo Olympics.
