Explained: experts elaborate why Joshimath faces risk of sinking

A phenomenon called land subsidence is affecting Joshimath. It means gradual settling or sudden sinking of the earth's surface due to removal or displacement of subsurface materials like groundwater, mineral or tectonic movement.

Experts have attributed the subsidence to mainly two things. Geological and man-made reasons. 

The town was built over a century ago on landslide debris which has a low bearing capacity. Low bearing capacity implies that Joshimath cannot withstand a high rate of construction.&nbsp;

The hill town of Joshimath, located in the Garwhal Himalayas in Uttarakhand, faces the risk of sinking. Residents of the town took out protests demanding action by the state government after cracks gradually developed in homes, roads and fields over the past 14 months.&nbsp;
Widespread panic ensued when a temple collapsed in Joshimath on January 6, alarming residents who have been living under constant fear amid heavily cracked walls of their houses for over a year.
After a team of experts conducted an on-the-spot inspection of the town, Chief Minister Pushkar Singh Dhami on Saturday ordered immediate evacuation of 600 families living in houses at risk.&nbsp;
But why is this town, nestled in between pilgrimage sites like Badrinath and Hemkund Sahib and serving as a pit stop to skiing destination Auli, and Valley of Flowers, at risk of sinking?&nbsp;
Experts have attributed the subsidence to mainly two things. Geological and man-made reasons.&nbsp;
Alarm bells by experts are however not recent. As early as 1976, the Mishra Committee in its report had written about the town's location on an old subsidence zone, corroborating with E Atkinson's words from 1886 that Joshimath was located on landslide debris.&nbsp;
The town was built over a century ago on landslide debris which has a low bearing capacity. The reason why settlements built on landslide debris are considered unstable is due to the loose structure of the upper layer of soil.
Loose soil cannot hold heavy construction especially when built in an unorganised manner. &nbsp;
As Joshimath is the gateway to tourist and pilgrimage destinations, haphazard construction activities have been going on in the area for a long time without thinking about the pressure the town is capable of coping with, Kalachand Sain, director of the Wadia Institute of Himalayan Geology said on Friday.&nbsp;
He added this may also have led to cracks appearing in the houses there.
&lsquo;Hotels and restaurants have mushroomed everywhere. The pressure of population and the size of the crowd of tourists has also increased manifold,&rsquo; Sain said.
&lsquo;Many houses in the town are unlikely to survive and people living in them must be shifted to safe locations as life is precious,&rsquo; he added. According to experts, when construction work is done in high altitude places like the town of Joshimath, it obstructs the natural flow of water, adding to drainage woes.&nbsp; When natural flow of water is obstructed, it finds different ways to come to the surface thus building pressure which the loose soil cannot bear.&nbsp;
However, Sain stated that the factors contributing to Joshimath's sinking are not recent. Rather, they have built up over a long period of time, he said.&nbsp;

Apart from being developed on the debris of a landslide triggered by an earthquake, two other principal factors for subsidence are the town's location in seismic zone V which is more prone to earthquakes besides gradual weathering and water percolation which reduce the cohesive strength of the rocks over time, Sain told PTI.&nbsp;
Dr. Swapnamita Vaideswaran, Scientist, Wadia Institute of Himalayan Geology also revealed in a 2006 report that the drainage system of the town of Joshimath is not well maintained. Waste water from the days' usage flows through the improper drains.&nbsp;
Speaking to India Today, Dr. Swapnamita said, 'The nalas of Joshimath have been blocked by the sludge that came from the 2013 Himalayan tsunami and the Rishiganga flood disaster of 2021 worsened the situation. It was followed by incessant rainfall in the region between August to October 2021. The problem has been long spreading.'&nbsp;
Dr. Satyendra Mittal, professor of Civil Engineering Department at IIT Roorkee on Thursday told news agency ANI, 'There is under-construction activity in the affected area, the tunnel work is going on and its lining is not completed yet. So in this situation, water inside the tunnel, seeping out from any point of the tunnel is not surprising.'
He added, 'The water which is seeping out from some unknown place of the tunnel must be getting accumulated somewhere and when that water gets accumulated beyond the land's capacity, it increases hydrostatic pressure, whose aftermath is land subsidence.'&nbsp;
Rightly stressing measures to stop such disasters, Dr Mittal said, 'A team should be constituted for surveying the land, and identify the places from where water seepage is taking place.'&nbsp;
'And apart from this, the locals of Joshimath should be trained so that they be prepared for such situations. They should also be taught 'Architectural Art'. They should be given the knowledge of avoiding any work which can be fatal in future,' he added.
After the evacuation of people in affected areas to safety, microzonation of the town, replanning of its drainage system and rainwater outlets besides assessment of rock strength among others should be undertaken, Kalachand Sain suggested.

Earlier, on February 2, Khurana conducted an on-site inspection of the prefabricated shelters being constructed to rehabilitate the affected families migrating due to land subsidence.

Chamoli District Magistrate (DM) Himanshu Khurana on Friday said various cracks had been noticed in 868 buildings of Joshimath. Taking to social media, DM Himanshu tweeted, "Cracks have been noticed in 868 buildings of Joshimath. Out of these, 181 buildings are in unsafe areas.
The dismantling work of Hotel Mount View and Malari Inn is in its final stage." Himanshu Khurana also said that 878 members of 243 disaster-affected families are in relief camps and basic facilities are being provided to them.
Earlier, on February 2, Khurana conducted an on-site inspection of the prefabricated shelters being constructed to rehabilitate the affected families migrating due to land subsidence.

A local official said that the "zone of influence" was limited to the area where the affected buildings are situated.

Hundreds of affected people descended on the streets of subsidence-hit Joshimath on Friday to take part in a protest rally against alleged slow pace of efforts to save the sinking town.
The Joshimath Bachao Sangharsh Samiti had given the call for the rally to press for demands of permanent rehabilitation and compensation to affected families.
"The urgency necessary to save Joshimath is still missing. Permanent rehabilitation and compensation on the lines of Badrinath and the scrapping of the NTPC project for good are some of the issues which remain unresolved," Joshimath Bachao Sangharsh Samiti spokesperson Kamal Raturi said.
The protesters raised slogans as they took out the rally from the Tapovan taxi stand, crossed through the main road and gathered at the Ved Vedang ground in Singhdhar ward.
Local people allege that the digging of a 12-km tunnel for the National Thermal Power Corporation's 520 MW Tapovan Vishnugad hydroelectric project exacerbated the subsidence in Joshimath. The NTPC has denied any link between the project and the subsidence, saying the tunnel is over a kilometre under the ground and not below Joshimath.
Briefing the media on the relief efforts underway in Joshimath, Secretary, Disaster Management, Ranjit Kumar Sinha said the number of houses that have developed cracks stands at 863, while the water discharge in the JP colony area has reduced to 171 LPM.
Around 250 families have been evacuated to temporary relief centres and Rs 3.36 crore distributed among the affected people as interim relief, he said.
Construction of model pre-fabricated shelters continues on the land of the horticulture department in Joshimath, Sinha said, adding it is likely to be completed soon.
Land development work is also in progress for pre-fabricated transition centres in Dhak village of Chamoli district.&nbsp;

Regulator Irdai on Thursday asked insurance companies to take steps for expeditious settlement of claims of loss to property due to subsidence and landslides in the calamity-affected areas in Uttarakhand.
The Insurance Regulatory and Development Authority of India (Irdai) has issued the circular for general insurers in wake of subsidence in Joshimath town of Chamoli district and subsequent evacuation and demolition of properties which have developed cracks.
"As you are aware, subsidence and landslide have caused loss to property in some areas in the State of Uttarakhand. There is an urgent need for the general insurers to take immediate steps to mitigate the hardships of the affected insured population by ensuring immediate registration and settlement of eligible claims," it said.
Irdai has asked the insurers to nominate a senior officer at the company level who would act as a Nodal Officer in the affected districts of Uttarakhand. The nodal officer would be coordinating the receipt, processing, and settlement of all eligible claims.
Insurers have also been asked to engage adequate number of surveyors immediately as required and, if need be, consider engaging surveyors from neighbouring areas as well.
"We request you (insurance companies) to take urgent steps for expeditious settlement of claims in the affected areas and maintain the details of the same," the Irdai's circular said.
Meanwhile, crack meters installed in the damaged houses of Joshimath have registered no further widening of cracks in the last three days, but water discharge from an underground channel near J P Colony has shot up again to 150 litres per minute, a senior official said on Thursday.
Uttarakhand minister Satpal Maharaj said an inquiry will be conducted to find out how multi-storey buildings were allowed to be constructed in Joshimath which has been sinking for at least 20 years.

The Joshimath Bachao Sangharsh Samiti (JBSS) also raised pitch for scrapping of NTPC's Tapovan-Vishnugad hydel project.
The development comes on a day the Supreme Court refused to entertain a plea seeking the court's intervention to declare the crisis in Joshimath a national disaster, saying since the state high court is seized of a "broad range of issues" it should hear it as a matter of principle.
In a letter to Prime Minister Narendra Modi, JBSS convenor Atul Sati accused the state government of ignoring its warnings about the imminent disaster for 14 months and dealing with it now at a snail's pace.

A Uttarakhand High Court on Thursday asked the state government to strictly implement the ban on construction in Joshimath. Hearing a PIL on the crisis, a division bench of Chief Justice Vipin Sanghi and Justice Alok Kumar Verma directed the government to form a committee of independent experts to look into the matter.
The court has directed the state government that the committee must include Disaster Management Authority CEO Piyush Rautela and MPS Bisht in it. The committee will present its report in a sealed envelope before the court within two months, the court has instructed.
During the hearing, counsel on behalf of the state government and National Thermal Power Corporation Limited (NTPC) said that the government is very serious about this matter.
"All construction work has been stopped in Joshimath and possible help is being given to the affected. The government is taking the help of Wadia Institute experts regarding landslides," the counsel added.

Joshimath town in Uttarakhand sank a startling 5.4 cm in just 12 days, according to analysis by the Indian Space Research Organisation (ISRO).
ISRO's National Remote Sensing Centre said that land subsidence of 5.4 cm was recorded between 27 December 2022 and 8 January 2023.
In comparison, subsidence of 9 cm was recorded over a period of 7 months, between April and November 2022.
ISRO recorded the speed of land-sinking using satellite data.

Residents in Joshimath bid tearful goodbyes to ancestral homes and age-old businesses as bulldozers moved in to demolish worn down properties.&nbsp; As they move out of their homes, residents claim that the state or central government has not provided them with any assistance to vacate their homes. 'They marked our houses with a red cross and just asked us to leave,' says a resident sitting outside her house.&nbsp; 'We were not given any assistance. Since the past few days the officials have simply asked us to vacate our homes. We are really troubled,' adds the resident's brother.&nbsp;
Almost 131 families in total have so far been shifted to the temporary relief centres while the number of damaged houses in Joshimath has risen to 723, a bulletin from the Chamoli unit of Disaster Management Authority said on Tuesday.
There are 86 houses in the area demarcated as an unsafe zone. The district administration has put red cross marks on houses in the sinking town that are unsafe for living.
Kalpeshwari Rana, a hotel owner claimed, 'The NTPC tunnel construction is most probably responsible for the condition of our properties. Tell me, how can a single storeyed house put so much pressure to create such cracks?'&nbsp; The national and state disaster response forces have been deployed to help the district administration in their relief and rehabilitation efforts.
Meanwhile, hotel owners said they came to know about the state government's decision through newspapers and demanded that a one-time settlement plan should have been offered to them before the decision to demolish their hotels. The owner of a hotel about to be demolished said, 'Our hotel will be pulled down is really saddening and we had no knowledge it would happen today. We did not receive a notice. We instead read about it in the newspaper.'&nbsp;

With demolitions of some hotels and houses planned in Joshimath, the owner of Malari Inn objected to the way that the state authorities were proceeding in the matter.
Thakur Singh Rana on 10 January 2023 said, "If this hotel is being demolished in public interest, I stand with the government. I support the demolition even though there are partial cracks, and the hotel is solid."
Objecting to the process, he added, "At least I should be given a notice. Monetary valuation (of hotel) should be done. Why are they keeping me here? Is my family being kept here so that we die? Let us go. We'll go."

Congress chief Mallikarjun Kharge on 9 January said that the adverse event should be declared a national calamity by the government, and big-ticket infrastructure projects should be paused.
He added that those affected by the sinking land should be given adequate compensation from the PM-CARES Fund, instead of just ₹5000.
In response, Uttarakhand minister Subodh Uniyal said that Congress should not politicise the matter, and instead help the people.

An NDRF team is "on standby" to assist the local administration in any relief and rescue work at the 'sinking' border town of Joshimath in Uttarakhand, a senior officer said Monday, according to PTI.&nbsp;
