Braving heavy rain, a fresh batch of more than 3,500 pilgrims left Jammu for the Amarnath cave shrine in the south Kashmir Himalayas amid tight security in the early hours of Tuesday, officials said.
Over 3 lakh pilgrims have visited the 3,880-metre-high shrine of Lord Shiva, which houses a naturally formed ice lingam, since the pilgrimage began on July 3.
Escorted by Central Reserve Police Force and police personnel, the 20th batch of 3,536 pilgrims -- 2,601 men, 822 women, 11 children and 102 sadhus and sadhvis -- left the Bhagwati Nagar base camp here in 132 vehicles between 3:33 am and 4:09 am, the officials said.
The first pilgrim convoy, carrying 1,250 pilgrims in 48 vehicles, left for the shorter but steeper 14-km Baltal route in Ganderbal district. The second convoy of 2,286 pilgrims in 84 vehicles undertook the yatra via the traditional 48-km Pahalgam route in Anantnag district, they said.
With this, a total of 1,27,541 pilgrims have departed from the Jammu base camp for the valley since July 2, when Lieutenant Governor Manoj Sinha flagged off the first batch.
The number of pilgrims undertaking the yatra has witnessed a decline over the past few days.
While 7,908 pilgrims left in the 16th batch on July 18, 6,365 left in the 17th batch on July 19.
On July 20, 4,388 pilgrims left in the 18th batch and 3,791 pilgrims left in the 19th batch on July 21. Tuesday's batch was the smallest so far.
According to the officials, on-the-spot registration for the pilgrimage has been closed due to the drop in footfall of pilgrims. The registration will now be done at the Bhagwati Nagar base camp.
More than 4 lakh people have registered online for the pilgrimage so far. Last year, over 5.10 lakh pilgrims paid obeisance at the cave shrine.
The 38-day pilgrimage will conclude on August 9.

Punjab Roadways has suspended its bus service from Hoshiarpur to Jammu for the day due to the military conflict between India and Pakistan, an official said on Friday.
Jasvir Kotla, general manager of Punjab Roadways, Hoshiarpur, said none of the depot's buses were sent to Jammu on Friday as a precautionary step in light of the prevailing situation.
"In view of the current tense atmosphere resembling war-like conditions between India and Pakistan, no Punjab Roadways buses from Hoshiarpur have gone to Jammu today. The service has been halted temporarily as a precautionary measure," Kotla said.
He added that buses are currently operating only up to Pathankot.
This restriction applies to buses from Hoshiarpur as well as those from other depots that usually run services to Jammu.
The Hoshiarpur depot has three regular routes to Jammu, all of which have been suspended for now.

A video of highly intoxicated Dalair Singh, the teacher on duty at a school in Dharidhar village of Chassana, had gone viral on social media.
Taking serious note of the video, the chief education officer of Reasi ordered Singh&rsquo;s immediate suspension and also ordered an inquiry into his conduct, the official said.
Pending inquiry into his conduct, Singh is placed under suspension with immediate effect in connection with a viral video, an official quoting the order said.
The suspended teacher is directed to report to the deputy commissioner's office in Reasi for further duties, he added.&nbsp;

The National Investigation Agency team visited the site of the blasts in the morning and the federal anti-terror agency is likely to take over the case for a thorough probe, the officials said.

Seven people were injured in two explosions within a span of 15 minutes on Saturday, sources said.
The additional director general of police (Jammu zone) confirmed the explosions and injuries to six people.
Hospital sources, however, said seven people were admitted with splinter injuries and all of them are "stable".
The blasts in the transport yard of Narwal were triggered by suspected terrorists at a time when security agencies in the region are on high alert amid the ongoing Bharat Jodo Yatra of the Congress and the upcoming Republic Day celebrations.
The first blast occurred around 10.45 am, followed by another explosion, an official said, adding that the whole area was cordoned off and a search operation underway.
Jaswinder Singh, an eyewitness, said the first blast occurred in a vehicle that was sent to a workshop for repairs.
Fifteen minutes later, another explosion nearby littered the area with damaged parts and garbage, said Singh, chief of the Motor Spare Parts Association.
Five people were injured in the first blast and two more in the second, he added.&nbsp;

"All owners shall, after the issuance of this order, within three days submit without fail the detailed particulars of the tenants as per the declaration form to be signed by both the owner and the tenant, to the concerned police station, either in person or by registered post addressed to the concerned Station House Officer," the order read.

It said the step was taken after Jammu's Senior Superintendent of Police brought to Lavasa's notice that there was an imminent need to conduct verification following instances where anti-national and anti-social elements have sought hideouts in residential areas in the guise of tenants and domestic helpers.
It is necessary that some measures be taken to make the landlords and property owners accountable before renting out and making available their premises to tenants and domestic helps, she said.
"I consider the threat posed by such adverse elements as imminent danger to public safety and security, that warrants immediate preventive measures under Section 144 of CrPC," the top district official said.
The owners who have already let, sub-let, or rented out their houses on any date prior to the issuance of this order, shall submit the detailed particulars of tenants as per the declaration form to the concerned police station with immediate effect, the order said.
"Owners, who have allowed jhuggies on their lands, shall also be required to disclose the details as per the declaration form," she added.
"Any person contravening this order shall be punishable under section 188 of Indian Penal Code," the order said.&nbsp;

A North Korean drone sent from Pakistan with a payload of seven magnetic or sticky bombs and an equal number of under barrel launcher grenades was shot down by the Jammu and Kashmir Police in the Talli Hariya Chak area close to the International Border on May 31.
"We advise people to thoroughly check their vehicles before starting them," senior Superintendent of Police, Jammu, Chandan Kohli said.
He said drivers and conductors of passenger vehicles should also check their vehicles thoroughly before starting them.
There is high degree of threat perception in view of the smuggling of sticky bombs from across the border, he said.
In view of the present security scenario, SSP, Kishtwar, Shafqat Hussain Batt also visited the bus-stand in the district and interacted with drivers of commercial vehicles.
The SSP advised the drivers to take all precautionary measures, including undertaking frequent checks of their vehicles, before and after boarding of passengers, so that terrorists by way of sabotage may not succeed in carrying out their evil designs.
He said any suspicious activity should be reported to the police or officers on real time basis for immediate action.
The SSP asked them to remain vigilant so that drug peddlers do not succeed in transporting of narcotics substances.

Protests are taking place in various parts of Jammu and Kashmir after Rahul Bhat, a govt employee belonging to the Kashmiri Pandit community was shot dead by militants inside his office in Budgam on Thursday. 
In Srinagar, the police used batons and tear gas to disperse the protesters who were trying to march to the city airport from Budgam, according to news agency PTI. 
There were several pockets of protests in Budgam as well with members of the Kashmiri Pandit community demanding justice. They also demanded a meeting with the union territory's Lieutenant Govenor Manoj Sinha. 
The Kashmiri Pandit Employees Association also protested in Anantnag. 
Bhat (35), a Kashmiri Pandit employee, was shot dead by terrorists at a crowded government office in the Chadoora area of Budgam on Thursday.
PDP president Mehbooba Mufti, meanwhile, claimed that she has been placed under house arrest to stop her from visiting Budgam to express solidarity with the protesting Kashmiri Pandits.
In a tweet, Mufti said she was put under house arrest as the BJP did not want Kashmiri Muslims and Pandits to empathise with each other's pain.
"Wanted to visit Budgam to express my solidarity with Kashmiri Pandits protesting against GOIs failure to protect them. Have been put under house arrest as the fact that Kashmiri Muslims and Pandits empathise with each other’s pain doesn’t fit into their vicious communal narrative," the PDP chief said.
Police officials, however, refused to comment over Mufti’s claim.
National Conference (NC) vice-president Omar Abddullah said it was “shameful that legitimate and justified protests” are met with a “heavy-handed response”.
“This is not new for the people of Kashmir because when all the administration has is a hammer every problem resembles a nail. If the LG’s Govt can’t protect KPs they have a right to protest,” he wrote on Twitter.
“Tourism is not normalcy, it’s a barometer of economic activity. Normalcy is the absence of fear, the absence of terror, the inability of militants to strike at will, the presence of democratic rule & by any yardstick you choose to use, Kashmir is far from normal today,” Abdullah said.
The NC leader, while condemning the killing of a policeman in Pulwama on Friday, said targeted killings continue “unabated” in the valley.
“Rahul in his office yesterday, Riyaz Ahmad Thoker, a SPO with J&K police, in his own home today. Targeted killings continue unabated. I can’t condemn this killing strongly enough. May Allah grant Riyaz place in Jannat,”

Redrawing the electoral map of Jammu and Kashmir, a three-member Delimitation Commission on Thursday earmarked 47 assembly seats for Kashmir division and 43 for Jammu in its final order submitted just a day before its two-year tenure was to end.
A gazette notification was issued after the panel, headed by retired Supreme Court judge Ranjana Prakash Desai, signed the final order giving Jammu six additional seats and one more to Kashmir.
Before the restructuring, which takes the total number of assembly seats in the union territory to 90, Jammu had 37 assembly constituencies and Kashmir 46.
The Commission, also comprising Chief Election Commissioner Sushil Chandra and Jammu and Kashmir Election Commissioner K K Sharma as ex-officio members, has recommended that the legislative assembly of the union territory have at least two members, one of them a woman, from the Kashmiri migrant community.
They should be at par with nominated members of the Puducherry Assembly who have the right to vote, the Commission said in a statement.
The Commission, which was set up in March 2020 and entrusted with the work of delimiting assembly and parliamentary constituencies in the union territory on the basis of the 2011 Census, has also recommended to the government to consider giving displaced persons from Pakistan-occupied Jammu and Kashmir some representation in the assembly through nomination.
Besides, for the first time, nine seats have been proposed for Scheduled Tribes -- six in Jammu and three in the Valley -- following consultations with representatives of political parties, citizens, civil society groups.
The panel has redrawn the Anantnag parliamentary constituency in Kashmir by adding the Rajouri and Poonch assembly seats that fall in Jammu region. There are five parliamentary constituencies in the union territory with each having 18 assembly seats.
The names of some assembly seats have been changed keeping in view the demand of local representatives and public sentiment involved in the renaming, the statement said.
Tangmarg has been renamed Gulmarg, Zoonimar is Zaidibal, Sonwar is now Lal Chowk, Padder is Padder-Nagseni, Kathua North is Jasrota, Kathua South is Kathua, Khour is Chhamb, Mahore is Gulabhgarh and Darhal is Budhal.
"The Delimitation of Assembly and Parliamentary constituencies in the Union Territory of Jammu and Kashmir had been a challenging task and the Commission visited the union territory twice during which it interacted with delegations as well as officials," the statement added.
"The peculiar geo-cultural landscape of the Union Territory presented unique issues arising due to factors like competing political aspirations of the geographically and culturally distinctive regions," the statement said.
During the public hearing, the Commission received several representations from Kashmiri migrants and displaced persons from Pakistan-occupied Jammu and Kashmir (PoJK). The Kashmiri migrants' delegations said before the Commission that they were persecuted and forced to live in exile as refugees in their own country for the last three decades.
It was urged that in order to preserve their political rights, seats may be reserved for them in the Jammu and Kashmir assembly as well as in Parliament. Displaced persons from PoJK also requested the Commission to reserve few seats for them in J&K Legislative Assembly, the statement said.

Redrawing the electoral map of Jammu and Kashmir, a three-member Delimitation Commission on Thursday earmarked 47 assembly seats for Kashmir division and 43 for Jammu. 

The Delimitation Commission was set up in March 2020 and entrusted with the work of delimiting assembly and parliamentary constituencies in the union territory on the basis of the 2011 Census

Redrawing the electoral map of Jammu and Kashmir, a three-member Delimitation Commission on Thursday earmarked 47 assembly seats for Kashmir division and 43 for Jammu in its final order submitted just a day before its two-year tenure was to end.
A gazette notification was issued after the panel, headed by retired Supreme Court judge Ranjana Prakash Desai, signed the final order giving Jammu six additional seats and one more to Kashmir.
Before the restructuring, which takes the total number of assembly seats in the union territory to 90, Jammu had 37 assembly constituencies and Kashmir 46.
The Commission, also comprising Chief Election Commissioner Sushil Chandra and Jammu and Kashmir Election Commissioner K K Sharma as ex-officio members, has recommended that the legislative assembly of the union territory have at least two members, one of them a woman, from the Kashmiri migrant community.
They should be at par with nominated members of the Puducherry Assembly who have the right to vote, the Commission said in a statement.
The Commission, which was set up in March 2020 and entrusted with the work of delimiting assembly and parliamentary constituencies in the union territory on the basis of the 2011 Census, has also recommended to the government to consider giving displaced persons from Pakistan-occupied Jammu and Kashmir some representation in the assembly through nomination.
Besides, for the first time, nine seats have been proposed for Scheduled Tribes -- six in Jammu and three in the Valley -- following consultations with representatives of political parties, citizens, civil society groups.

The panel has redrawn the Anantnag parliamentary constituency in Kashmir by adding the Rajouri and Poonch assembly seats that fall in Jammu region. There are five parliamentary constituencies in the union territory with each having 18 assembly seats.

There has been a jump in the number of militants killed in the Kashmir valley in the first four months of 2022 compared to the same period last year, according to the police data.
Figures available with the Jammu and Kashmir Police show that while 62 militants have been killed in the Valley since the beginning of the year; 37 were killed in the first four months of 2021, according to a report by the Indian Express.
15 of the 62 militants killed this year have been identified as ‘foreign’ militants from Pakistan, the report said.  The Indian Express report goes on to add that no foreign militant was killed in the first four months of 2021. The total number of foreign militants killed in Kashmir in the entire year was just 20 with a total 168 militants killed in 2021.
The report quoted Inspector General of Kashmir Vijay Kumar as saying that the recent success in encounters is a result of both good human intelligence and technical intelligence and focused operations. He added that of the 62 terrorists killed this year, 32 were killed within just three months of joining militancy.
There has also been an increase in operations conducted by the army after a surge in attacks against migrants and minorities in Kashmir over the last 2 months. The period also an increase in attacks on posts of security forces.

A woman was arrested after a video of her thrashing her baby went viral on Social media. The incident took place in the Samba district of Jammu division.

A chilling video of a woman mercilessly beating her nine-month-old baby in Jammu and Kashmir's Samba district went viral on social media, thereby prompting police to arrest her.
The netizens demanded police action against the woman for the brutality, officials said.
In the heart-wrenching video, apparently shot by a relative, the woman was purportedly seen thrashing, slapping and also throwing the child on a bed, they said.
Her husband along with Sarpanch of Samba district's Bri Kamila area, Mukhtiyar Singh, who saw the video, immediately approached the police and a case was registered.
Following this, the woman has been arrested, SSP Samba Abhishek Mahajan said, adding the child has been handed over to her husband.
However, the incident is one month old and has been posted on social media and made viral by someone, officials said.
