Indian football is staring at an international ban with world governing body FIFA and the Asian Football Confederation issuing a stern ultimatum to the embattled AIFF that it must adopt and ratify a new constitution by October 30 or risk suspension.
In a hard-hitting two-page letter on Tuesday, addressed to AIFF president Kalyan Chaubey, the two international bodies expressed "profound concern" at the federation's failure to finalise its constitution despite the matter being pending in the Supreme Court since 2017. The top court is scheduled to take up the matter on Thursday.
A suspension would mean national teams and clubs being barred from all international competitions, besides throwing into uncertainty, India's ambitious bid for the 2036 Olympic Games in Ahmedabad.
FIFA and AFC have directed the Chaubey-led AIFF to secure a "definitive order" from the Supreme Court approving the revised constitution, align it with the mandatory statutes of FIFA and AFC, and ratify it at the next General Body meeting before the October 30 deadline.
"Failure to meet this schedule will leave us with no alternative but to refer the matter to the relevant FIFA decision-making body for consideration and decision... including the possibility of suspension," the letter mentions without any ambiguity.
The missive is jointly signed by FIFA Chief Member Associations Officer Elkhan Mammadov and AFC Deputy General Secretary (Member Associations) Vahid Kardany.
This is not the first time Indian football has faced such embarrassment.
In August 2022, FIFA had suspended India for "third-party interference" after a Supreme Court-appointed Committee of Administrators (CoA) temporarily ran the AIFF.
That ban, imposed when the nation was celebrating its 75th year of independence, was lifted within two weeks after the CoA was dissolved and elections were held when Chaubey defeated football icon Bhaichun Bhutia in a lopsided result.
The world bodies expressed concern at the "continued failure to finalise and implement the revised Constitution of the All India Football Federation (AIFF), a matter that has remained under consideration since proceedings before the Hon'ble Supreme Court of India in 2017." "Despite repeated assurances, the absence of a clear and compliant governance framework has now created an untenable vacuum and legal uncertainties at the heart of Indian football," it stated.
Calling it a "prolonged impasse" that has "precipitated a governance and operational crisis," the letter said: "Clubs and players remain uncertain regarding the domestic competition calendar." "Commercial partnerships beyond December 2025 remain unconfirmed; and essential functions relating to development, competitions, and marketing are increasingly compromised.
Lambasting the lack of financial stability and its "profoundly negative impact on India's football ecosystem", the two bodies said they are worried about the impact on footballers employed by clubs participating in the Indian Super League.
"We have received concerning reports from FIFPRO of the unilateral termination of players' employment contracts by various clubs, as a direct consequence of the current impasse, affecting the players&rsquo; livelihoods and careers," the letter stated.
Accordingly, the AIFF has been directed to take three immediate steps by the deadline.
"Secure a definitive order from the Supreme Court of India approving the revised AIFF Constitution. Ensure full alignment of the AIFF Constitution with the mandatory provisions of the FIFA and AFC Statutes and regulations.
"Obtain formal ratification of the AIFF Constitution at the next AIFF General Meeting." Failure to adhere to this obligation may result in sanctions outlined in the FIFA and AFC Statutes, "including the possibility of suspension".
"A suspension of the AIFF would result in the loss of all of its rights as a FIFA and AFC member, as defined in the FIFA and AFC Statutes," it added.
The Supreme Court is set to hear the matter relating to the Master Rights Agreement between AIFF and its commercial partner Football Sports Development Limited on Thursday.
The agreement expired on December 8 last year.
The FSDL last month put the upcoming season "on hold" citing uncertainty over MRA renewal.
That decision forced at least three clubs to suspend operations or delay salaries, and prompted all 11 ISL clubs to warn of an "existential crisis." On August 22, the Supreme Court permitted AIFF and FSDL to hold talks to work out interim measures so that the season can start on time.
Chaubey said the federation would "endeavour to arrive at mutually agreeable measures" with FSDL in good faith, while clubs pressed for an early judgment as it had paralysed the entire football calendar, threatening the survival of players, staff, among others.

Former captain and top striker Sunil Chhetri on Wednesday said the current state of "uncertainty" in Indian football is very concerning and the sport's ecosystem is "worried, hurt, and scared" by the top-tier ISL being put on hold indefinitely.
Chhetri, who turns up for Bengaluru FC in the league, said he has been inundated with phone calls and messages expressing apprehensions about the future of the sport in the country.
"It began with worrying about how I am on borrowed time with what I have left in the tank. But speaking with players from across clubs, I've realised that my selfish problem isn't as important," the 40-year-old Chhetri posted on X.
"The current situation that Indian football finds itself in, is very concerning. I've received a flurry of texts from players, staff members, physios, masseurs - not just from my club, but from other clubs as well.
"Everybody in the Indian football ecosystem is worried, hurt, scared about the uncertainty we are faced with," he added.
The ISL (Indian Super League) put the 2025-26 season "on hold" due to uncertainty surrounding the renewal of Master Rights Agreement (MRA) between the event organisers and the All India Football Federation.
The league normally runs from September to April, and the current MRA between Football Sports Development Limited (FSDL), which organises the event, and the AIFF is scheduled to expire on December 8, 2025, by which time the ISL would be into its third month.
This was after a Supreme Court directive to AIFF in which the body was asked not to negotiate new terms of the MRA with FSDL, the apex governing body's commercial partner running the ISL, until a final judgment is delivered in the AIFF draft constitution case.
FSDL is also the commercial partner of AIFF, and they signed a 15-year MRA in 2010. According to the MRA, FSDL pays the AIFF Rs 50 crore annually, and in turn gets the rights to broadcast, manage and commercialise Indian football, which also includes the national team.
Chhetri said he was on vacation when he first learnt about the league being put on hold.
"...I must admit it made me smile. And that's because I was on vacation, hadn&rsquo;t moved as much as I would have liked to, and hadn't been eating as clean as I usually do. I had more time than I had bargained to get in shape.
"That 'fortnight' has now changed to 'indefinitely' and that smile's been wiped out. I know that the think tank and all those involved in running the sport are working to get the football season up and running, and I'm hopeful that there is a solid fix sooner rather than later," he said.
The star player, who has come out of international retirement to bolster the Indian team that is enduring continuous poor results, urged for patience nonetheless.
"I may not have all the answers, but my message to all those involved with Indian football &ndash; and more importantly the ones whose livelihood depends on it, the players, staff, kitmen, masseurs, medical teams, production crews, operations staff &ndash; please stay calm.
"We'll ride this storm together. Stick together and look out for each other. Keep training and getting better. Football has to resume soon. It will," he signed off.
The AIFF has said it is "conscious" of ISL's importance to the football ecosystem but had to respect the law of the land by following the Supreme Court directive.

Set to play their opening match without any training session and proper rest after the last-minute announcement of the squad, India will be the clear underdogs against formidable China in their Asian Games group game here on Tuesday.
India were able to stitch a rag-tag final squad only on Friday and the team left for China on Sunday, leaving no time for the players to even have a training session together.
Moreover, two players -- defenders Konsam Chinglensana Singh and Lalchungnunga -- out of the 22 players picked will join later as their visas were not ready. The Indian contingent's chef de mission Bhupinder Singh Bajwa has, however, said that the duo will get their 'express visas' in a day or two and they will join the team.
In any case, the duo will not be available for the Group A match against China on Tuesday and that will be a blow for India. Also, head coach Igor Stimac said on Sunday that senior defender Sandesh Jhingan and talismanic striker Sunil Chhetri will not play the opening match to save them for the later two matches.
Chhetri started training just a couple of weeks ago as he needed time with his family after becoming a father recently.
Stimac's move is understandable as India have more chance to win against Bangladesh (September 21) and Myanmar (September 24) than against China, and considering that the team will take on the hosts without proper rest and training. The head coach was forced to have strategy sessions inside the aircraft and at the airport.
It will have to be seen whether Stimac sticks to what he had said or field Jhingan as defenders Chinglensana and Lalchungnunga will not be available for Tuesday's match. Already, he is facing the problem of full-backs and central midfielders as he lamented on Sunday.
Even otherwise, China are a much stronger side than India at the continental stage, and they will also have the advantage of playing in familiar surroundings at the Huanglong Sports Center Stadium. For India, on the other hand, their first outdoor activity could be the match.
The last time the two countries met in the Asian Games was in the 2002 edition in Busan, Korea, where India lost 0-2. The then Indian team had the likes of Bhaichung Bhutia, Shanmugam Venkatesh, Jo Paul Ancheri, Renedy Singh and current assistant coach Mahesh Gawli.
Stimac was candid enough to concede that it would be a tough task for his side against China, more so due to the unprecedented controversy surrounding the picking of the team, that too after getting exemption from eligibility criteria to take part in the Games.
"They have been preparing this team for a long time. Since March this year, they've played four tough and quality games against strong opponents, losing three and winning one," the Croatian said.
"So, it will be tough because they (China) have invested a lot in this team, especially because they are hosting the Asian Games." Talking about the players of the opposition team, Stimac said, "Mostly they (China) prefer a 4-4-2 system, which might change to a 3-4-3 occasionally. They have three senior players who are really important to them.
"One striker looks like a tower, scoring a lot of goals in the Chinese Super League. There is also an attacking midfielder, a senior player of great experience." On the strategy that he may be employing, Stimac said, "We have to be very clever and see whether we need to invest all our energy (against China) or skip it to keep for the next two matches and try to make it to the knock-out rounds.
"No tournament is a formality for me, neither the players. There is a possibility to qualify from the group, but to do that, some luck needs to be on our side also, and the goal is for the boys to give their best performances of their lives." The top two teams from the six groups will make it to the round of 16, with four best-ranked third-placed sides also qualifying.
Thirteen players out of the initial 22 were not released by their respective Indian Super League clubs, including Jhingan and first-choice goalkeeper Gurpreet Singh Sandhu. A 17-member team with Chhetri as the only notable face was named initially.
On Friday, the AIFF announced a revised squad of 22 after hectic parleys with Jhingan in it, besides two more senior players in Chinglensana and Lalchungnunga.

Before India's 0-3 loss to Vietnam, they were held to a 1-1 draw by Singapore.

The Indian football team suffered a 0-3 defeat by hosts Vietnam in the Hung Thinh Friendly Tournament on Tuesday.&nbsp;
The Blue Tigers, who were seeking redemption against Vietnam after their draw against Singapore earlier, failed to challenge the home side.
In their previous game, they were held to a 1-1 draw by Singapore (Rank 159), who are ranked 55 places lower than the Indian team in the 104th spot in FIFA rankings.
Vietnam opened the scoring with Phan Van Duc who slotted home in the 10th minute. The visitors came close on some occasions courtesy of forwards Ashique Kuruniyan and Sunil Chhetri but couldn't put the ball in the back of the net. The home team scored two goals in the second half to complete the rout.
Team India are without a win since their 4-0 victory against Hong Kong back in June and will be disappointed by their performance during the international break.
With Igor Stimac's job under scanner regarding the team's form, India need some results to go their way before the crucial AFC Asian Cup next year.

Mumbai City FC: What Does the CFG Deal Mean For Indian Football?

Football fans in India have long wondered about the possibility of having the quality and amazement of European Leagues. Even though the destination seems far off, the journey has begun. Manchester City FC owners, City Football Group, has recently agreed to acquire 65% stake in Mumbai City FC of the Indian Super League making it their eighth club internationally.
What does the deal mean for Mumbai City and what does it mean for Indian Football?

 The completion of the investment remains subject to the approval of certain football bodies but as per the deal, the remaining 35% shares will be held jointly by Ranbir Kapoor and Bimal Parekh. CFG is the world&rsquo;s leading private owner and operator of football clubs with Manchester City being the most popular among its&nbsp; roster and the reigning champions of the Premier League.
 The news of the acquisition was revealed in front of Mumbai City&rsquo;s fans by CFG CEO Ferran Soriano with the chairperson of FSDL Nita Ambani. He said-
 &ldquo;We have been looking at this for years. I came myself and watched many games and we are now convinced of the bright future of football in India. I am sure 10 years from now, we will be here and we will be talking about a lot of people playing good football for India,&rdquo;&nbsp;
 Nita Ambani welcoming the CFG&rsquo;s move to India spoke about the association-
 "Today we welcome a global football powerhouse to India, to Indian Super League and Indian football. I am delighted and proud to announce that the City Football Group has acquired a majority stake in Mumbai City FC.I am sure Mumbai City FC and Indian Football will benefit from this historic partnership,"
Although, the entry of European Clubs into Indian clubs is not new; Atletico Madrid owned ATK partly while Fiorentina held 15% stake in the now obsolete FC Pune city, this is the first time a big club holder will hold the majority stake in an Indian club.
The numbers and the brand name is, of course, a big selling point. The fans of Mumbai City and Indian football are thrilled to hear this news. Social media platforms buzzed with excitement upon hearing this announcement.&nbsp;
Despite the excitement and the euphoria what needs to be focussed upon is what does this deal mean for Indian Football in the near and far future?
Speaking on this Amrinder Singh, Mumbai City&rsquo;s Goalkeeper was hopeful when he said-
 &ldquo;I feel this is a momentous deal. This is indeed a great moment for football in India and all the young players who are emerging to play the sport. We have seen in the last four or five years how rapid the progress has been in Indian football after the emergence of the ISL. I believe City Football Group coming to India can only take football forward in our country,&rdquo;
Soriano also mentioned that the priority is to find kids early. Citing the example of their New York City Club, he said that they are not here to import anything. The main aim is to tap into Indian football by providing the expertise and the experience they bring with them.&nbsp;
That can translate into Mumbai City and India getting better infrastructure and facilities to train and play in. It will also be a great learning experience for Indian Football bodies on how to maximise the potential of local talent. For the AIFF this could be a great opportunity to tie hands with one of the best in the world to uplift the level of football in India.
CFG has some of the best assessors and coaches of the game. Their roster contains some of the biggest players and experts of the game such as Pep Guardiola. Their experience, strategy and tactics is a great pool to tap into. This association could lead to better training and understanding of the sport. Indian players might get the chance to go overseas and train with the other clubs of CFG which will be a great boost to Indian Football.
Financially, it opens up the door for bigger investors to come in given they follow suit of CFG. Such an investment is bound to bring more eyeballs to Indian Super League not just in India but also worldwide.
If the CFG delivers what they have promised, this could be huge for Indian Football. Although, there is always a fear among domestic players and fans alike of monopoly by an international investor which might hold back the progress of the local talent although it may bring in more money. However, if we look at their other clubs, the focus seems to be on youth development, which is what India needs.

With the local talent and international standard training, this can help bring change from the policy side inspiring local and national government bodies to direct their attention to football.
