The Maharashtra government has issued an order making Hindi a compulsory third language for students in Marathi and English medium schools from classes 1 to 5.The Marathi language advocates have accused the government of reintroducing the policy through the "backdoor" after initially backtracking on it.
The Maharashtra School Education Department on Tuesday issued the order as part of the implementation of the 'State Curriculum Framework for School Education 2024', aligned with the National Education Policy (NEP) 2020.
According to the order, all students in classes 1 to 5 in Marathi and English medium schools will now mandatorily study Hindi as the third language "generally".
"Those who wish to learn any other language as an option to Hindi, should meet the expectation of 20 students from each standard in a school. In such a situation, a teacher for that particular language will be made available or the language will be taught online," the order stated.
Critics claim the government's latest move contradicts earlier statements of School Education Minister Dada Bhuse that Hindi would not be mandatory for the primary classes.
Though the government order provides a conditional option for students to opt for another Indian language instead of Hindi, it stipulates that a minimum of 20 students per school must opt for the alternative.
If a such demand arises, either a teacher will be appointed or the language will be taught online, the order added.
The directive also mandates that in schools following other mediums of instruction, the three-language formula must include the medium language, Marathi and English.
Earlier this year, the state government faced widespread backlash for its proposal to introduce Hindi from class 1.On April 22, Bhuse said Hindi would no longer be compulsory in classes 1 to 5.Last month, the minister at an event in Pune said, "The decision to introduce Hindi from class 1 as a third language was taken earlier. However, many parents have suggested it be introduced from class 3 instead. We will consider these suggestions before taking any further decision."
He also said at the time that the three-language formula was "on hold" and schools would continue with the existing two-language system for now.
But the latest order appears to contradict that assurance, prompting a fresh wave of opposition."This is nothing but the backdoor imposition of Hindi," claimed Deepak Pawar of the Mumbai-based Marathi Bhasha Abhyas Kendra, working to preserve the Marathi language."The government has betrayed the Marathi people. If we remain silent now, it will pave the way for dismantling the federal structure and the legacy of the Samyukta Maharashtra movement," he charged in a social media post, urging people to protest.
Vasant Kalpande, former chairman of the Maharashtra State Board of Secondary and Higher Secondary Education, said it is unlikely to find 20 students in a class opting for a non-Hindi language."The provision to make teacher available online is also an attempt to discourage opting for any other language than Hindi. Although, Marathi and Hindi have similar scripts, it will be too much for students of such young age to learn the nuances and differences between the scripts," he claimed.
Hindi as a third language is not mandatory in Gujarat and Assam, Kalpande pointed out.

One blackboard, two teachers, two languages, and a lot of confusion - these are scenes regularly witnessed at Adarsh Middle School in Bihar's Katihar.
While one teacher teaches Hindi using one half of the blackboard, another teacher simultaneously teaches Urdu. The classroom houses students of classes 1 to 5.
One of the teachers claimed that there are not enough classrooms in the school. To make matters worse, an Urdu primary school was relocated to the premises by the education department in 2017, according to the staff.
Kumari Priyanka, an assistant teacher, said, "In 2017, Urdu Primary School was relocated here. Our school has a shortage of classrooms. But that school has also been provided space, because it was an order. They have been given a room. In the same room, classes 1 to 5 are taught. There are 3 teachers. They divide the blackboard into 2 parts to teach."
She added, "It causes a lot of problems for students. They find it difficult to study and understand. Lack of adequate space for so many children also leads to high rate of absence of students."
Kameshwar PD Gupta, the district education officer, said, "We'll conduct an investigation. We'll have to see why this is happening. We might provide another room."

He said, "Last year was very difficult due to Covid. These days, the situation in Ukraine is difficult because of Russia."
 Ellis added, "That is the extent of my Hindi. My Hindi teacher is here somewhere, and he's probably hiding with embarrassment. Guruji, my apologies."

When CBFC granted the Censor certificate to 'RRR', the duration of both the versions (Telugu and Hindi) was 186 minutes and 54 seconds, that is, 3 hours 56 minutes and 54 seconds.
After these cuts were carried out, the final duration of RRR for both versions now stands at 3 hours, 1 minute and 53 seconds, that is, 181.53 minutes.
The period drama is slated to release in theatres on March 25.

The world&rsquo;s dominant languages are running a steam roller over other smaller languages that could see us losing over 1,500 languages in&nbsp;the next 100 years, suggests a new study.&nbsp;&nbsp;
In&nbsp;fact, greater road density&nbsp;was linked to a higher endangerment risk&nbsp;for languages within a region.&nbsp;&nbsp;
The first-of-its-kind global report found that out of the 7,000 documented languages, more than half are currently endangered&nbsp;and&nbsp;the&nbsp;rare&nbsp;ones face an acute&nbsp;risk of completely disappearing within the next century.&nbsp;

Writing in&nbsp;Nature Ecology and Evolution, the team urged for bi- or multilingual education and support for&nbsp;programs that let communities bring their heritage language into schools.&nbsp;
Language loss has been predicted for decades and if current trends continue,&nbsp;the world could lose at least one language per month.&nbsp;This is why&nbsp;we must encourage children to speak other languages &mdash; including their Indigenous language.&nbsp;&nbsp;

"Due to this fact, the Government of India never posted a Chief Secretary who does not know the working standard of Mizo language since the creation of the state of Mizoram. Whether it is the UPA Government or the NDA Government at the Centre, this has been a practice since the creation of Mizoram State. It is a well-known fact that in other States of India, a Chief Secretary, who does not know even the basic working language of the the respective state is never posted at all," the Chief Minister added.

Goswami&nbsp;has been asked why&nbsp;a bond of good behaviour should not be taken from him, a police official told PTI.&nbsp;He has been asked to appear before the Special Executive Magistrate and Assistant Commissioner of Police, Worli Division on Friday at 4 pm.&nbsp;

Mumbai, PTI: Mumbai Police on Tuesday issued a show-cause notice to Republic TV's Editor-in-Chief Arnab Goswami over his alleged communal comments during his coverage of the Palghar lynching case and the Bandra migrants incident in April this year. The notice has been sent under section 108 of the Code of Criminal Procedure (CrPC), asking Mr Goswami to show reasons as to why a bond of good behaviour should not be taken from him, a police official said.
He has been asked to appear before the Special Executive Magistrate and Assistant Commissioner of Police, Worli Division on Friday at 4 pm, the official added.
On April 21, Arnab Goswami conducted a debate on his show "Puchhta Hain Bharat" on Republic Bharat about the attack on two monks and their driver in Maharashtra's Palghar.
The show-cause notice said during the debate (in Hindi), Mr Goswami asked whether it was a crime to be Hindu and wear saffron clothes and whether people would have remained silent had the victims not been Hindus.
A case under relevant sections of the Indian Penal Code for "giving provocation to cause riot" and "promoting enmity between different groups on the basis of religion" and other sections has been registered against Mr Goswami following the program, it added.
His comments could create communal disharmony and hatred between Hindus and Muslims, and the show evoked strong reactions on YouTube, the notice said.
Only because of the coronavirus pandemic there was no violence but the comments posed a threat to communal integrity and law and order, so as a preventive action the police had now started the process of taking an undertaking for good behaviour from Arnab Goswami, the official said.
A bond of ₹ 10 lakh for the duration of one year with one guarantor "who is well-known in society and who can control his behaviour" will be taken from Mr Goswami, he added.
