A principal of a private school was removed as an exam instructor by the Gujarat Education Department after parents alleged that their girls were forced to remove hijabs during Class 10 board exams.

The principal of a private school was removed as an exam administrator by the Gujarat Education Department on Thursday after an outrage erupted among parents who alleged that she had compelled Muslim girl students to remove their hijabs before a Class X examination.
The incident took place at Lions School in Ankleshwar town, Bharuch district, just before the mathematics paper on Wednesday of the Gujarat Secondary and Higher Secondary Education Board (GSHSEB).
Following complaints from the parents, the state education department swiftly removed the exam centre administrator, Ilaben Suratiya, who is also the principal of the school.
District Education Officer Swati Raol took action after meeting with the concerned parents.
&ldquo;I have seen the CCTV footage and the parents also gave their application to me in this regard. I have ordered an inquiry into the incident and also started the process to change the exam centre administrator because I found merit in the complaint,&rdquo; Raol said.
Parents recounted how their daughters, including one who cried for hours after the incident, were pressured by school staff to remove their hijabs before the exam.
Suratiya defended the actions, stating that ensuring clear video recordings of all students&rsquo; faces was the rationale behind the request.
&ldquo;As per the rules, the faces of all the students must be clear in the video recording. That&rsquo;s why we had asked the girls to remove their (head) scarves before the exam so that we don&rsquo;t have to disturb them during the exam and others also don&rsquo;t get disturbed,&rdquo; Suratiya said.
However, Raol contested this action of the principal saying &ldquo;there are no specific instructions or guidelines from the board about the attire to be worn during exams&rdquo;.
CCTV footage reviewed by parents revealed that women supervisors at the school requested two Muslim students to remove their hijabs before collecting the garments, citing the need for clear facial identification according to exam protocols.
Talking to reporters, a parent said, &ldquo;The school principal and other staff harassed the girl students, including my own daughter, by asking them to remove their hijab ahead of the exam.
&ldquo;My daughter cried for three hours after returning home. It happened with nearly a dozen girls yesterday. We want the authorities to take action against those involved in this act,&rdquo; the parent said.
After a thorough review and discussions with parents, Raol initiated an investigation into the incident and promptly replaced Suratiya as the exam centre administrator.
The GSHSEB clarified that there are no specific dress code rules for examinees, emphasising that students can wear any &ldquo;decent&rdquo; attire during exams.
Exam Director of the GSHSEB, M K Raval, said students can appear for the exam wearing any decent attire.
&ldquo;There are no specific rules about clothes to be worn during exams. Students can wear any decent attire. Any female supervisor can check the identity of a female student ahead of the exam by matching her face with the photo on the receipt. After that, we have no issues,&rdquo; Raval said.&nbsp;

Karnataka Chief Minister Siddaramaiah on Friday said the restrictions on wearing hijab (head scarf) in educational institutions in the state will be lifted from December 23, saying choice of dress and food is personal and no one should interfere in it.
Speaking at the inauguration of three police stations in Nanjangud in Mysuru district, the Chief Minister said no one should indulge in vote bank politics.
Lashing out at the BJP, Siddaramaiah said, "They say 'Sabka Sath, Sabka Vikas' (Cooperation of all, Development of all) but sidelining those wearing caps, burqa and sporting beard. Is this what they mean?" When someone in the crowd asked about restrictions on wearing hijab, the CM said, "No (restrictions). You can wear Hijab. I have instructed (the officials) that there will be no restriction from tomorrow onwards. You can wear and eat whatever you want. It's up to you." "... your choices are yours and my choices are mine. it's that simple," Siddaramaiah said amid the cheering crowd.
"I wear dhoti and kurta, and you wear pant and shirt. It's your choice. What's wrong in this?" he asked.
Affirming that the Congress party does not indulge in politics for votes, the chief minister said, "Congress government came to power to protect the rights of the poor, backward classes, Dalits and minorities. There is no question of compromising on this." Referring to the five guarantees of the government in Karnataka, he said the benefits are available to people irrespective of their caste, religion and even "political ideology".
"Even BJP supporters are availing the benefits and travelling in the bus free of cost. We never discriminate," he added.
Hijab was banned in educational institutions in the state during the BJP regime in 2022.

The order said that this is part of the effort to stop exam malpractices using Bluetooth devices.
However, women will be allowed to wear mangalasutra and toe rings in the examination hall but other jewellery have been restricted.
Earlier in October, the Karnataka government had allowed students to wear the Hijab during competitive exams.

This comes after some pro-Hindutva groups threatened to protest, while BJP legislator Yashpal Suvarna urged the Congress government to reconsider its decision.
In response, the Congress leader said people who are protesting should verify the guidelines of the NEET exam, which allows wearing hijabs.
Last year, a ban on hijab was imposed under the BJP regime.

The school's principal said that they only want to ensure that students follow the prescribed uniform.&nbsp;
School principal Memroz Shafi added that the students had been told that they can wear abaya from home to school, but they should take it off inside the school premises.
"We told them to wear a long white-coloured Hijab or a large dupatta as that is part of the school uniform. They come wearing colourful abayas, with different designs which is not part of the uniform," she said.

Hijab row in MP: BJP leader throws ink at Damoh district education office

BJP leaders threw ink at the district education officer of Damoh in Madhya Pradesh on Tuesday accusing him of favouring a private school at the centre of a hijab row. 

While BJP's Damoh district vice president Amit Bajaj claimed responsibility for the incident, Madhya Pradesh BJP unit president VD Sharma condemned it.

The ink was thrown on the district education officer (DEO) of Damoh in Madhya Pradesh on Tuesday by some BJP functionaries who accused him of favouring a private school which was at the centre of a row over a headscarf allegedly being part of the uniform.
The incident occurred when DEO SK Mishra's vehicle was moving out of the office campus in the afternoon.
BJP's Damoh district vice president Amit Bajaj claimed responsibility for the ink attack.
The incident was condemned by Madhya Pradesh BJP unit president VD Sharma.
The state Education Department last week suspended the recognition of Ganga Jamuna Higher Secondary School following a controversy over a poster showing girls, including Hindu students, wearing headscarves that looked like hijab as part of the uniform.
A couple of students of the school alleged that Hindu students were being forced to wear hijabs and offer namaz in the school.
Initially, the DEO had given a clean chit to the school but the district collector later constituted a probe committee on the directives of Chief Minister Shivraj Singh Chouhan.
After throwing the ink on the DEO, Bajaj alleged Mishra had tried to suppress the issue though he was aware of illegal activities in the school.
Reacting to the incident, Mishra said some suspects have thrown ink suddenly and he didn't know their names.
"But their faces are known. Their bills about school maintenance work remained pending due to late deposit and funds were lapsed," he claimed.
Mishra said he didn't conduct any inquiry into the school issue and had nothing to do with it directly as alleged.
Damoh Superintendent of Police, Rakesh Kumar Singh, said no complaint of an ink attack has been received so far.
&ldquo;The law is taking its own course in the Ganga Jamuna School incident and the guilty will be punished, but no one has the right to commit an act like throwing ink on a government official after being swayed by emotions. The BJP does not support such incidents,&rdquo; V D Sharma tweeted.
Following the incident, district BJP chief Pritam Singh Lodhi has issued a show cause notice to Bajaj, local functionary Monti Raikwar, and another leader for their involvement.&nbsp;

Karnataka hijab ban: SC agrees to set up bench to hear plea of Muslim girls for nod

Following the apex court's split verdict on the issue of ban on sporting the Islamic headscarf in educational institutions in Karnataka.&nbsp;

The Supreme Court Friday said it will set up a three-judge bench to hear a plea of Muslim girl students to sit for examinations in Karnataka government schools while wearing hijab.
&ldquo;I will create a bench,&rdquo; said a bench comprising Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala when a woman lawyer sought urgent hearing of the plea saying girls are on the verge of losing another academic year as the exams are being held in government schools which are not permitting wearing of headscarf.
Initially, the CJI said the matter will be listed for hearing after Holi vacations.
The examinations are scheduled to be held after five days, the lawyer said, adding, &ldquo;They have missed one year. They will miss another year.&rdquo; On being told by the bench that the matter has been mentioned on the last day before the vacation, the lawyer said it has been mentioned twice earlier.
Without specifying the date, the bench then said it will create the bench.
The matter was last mentioned for urgent hearing by lawyer Shadan Farasat on behalf of the students.
The court had said it will take a call on listing a plea for allowing Muslim girl students to sit for examinations in Karnataka government schools while wearing hijab.
Following the apex court's split verdict on the issue of ban on sporting the Islamic headscarf in educational institutions in Karnataka, girls in hijab are not being permitted to take the exams scheduled to begin from March 9, the bench was told.
On March 15, 2022, the high court had dismissed the petitions filed by a section of Muslim students of the Government Pre-University Girls College in Karnataka's Udupi seeking permission to wear the hijab inside classrooms, ruling it is not a part of the essential religious practice in the Islamic faith.

Several instances of girls not being allowed to appear for the Class 10 board exams in Karnataka because they were wearing hijabs were reported on Monday. 
In Bengaluru, an invigilator was removed from duty for wearing a hijab and also for speaking in support of students who wanted to wear the headscarf while taking the exam. 
On Sunday, Karnataka's Education Minister BC Nagesh had announced that students will not be allowed to wear the hijab inside exam halls.
After the recent controversy in the state over a headscarf, the full bench of Karnataka High Court had  ruled that hijab is not an essential religious practice and everyone should abide by the uniform dress rule.

On Sunday, Karnataka's&nbsp;Education Minister BC Nagesh&nbsp;had announced that students will not be allowed to wear the hijab&nbsp;inside exam halls.

Several instances of girls not being allowed to appear for the Class 10 board exams in Karnataka&nbsp;because they were wearing hijabs&nbsp;were reported on Monday.&nbsp;
In Bengaluru, an invigilator was removed from duty for wearing a hijab&nbsp;and also for speaking in support of students who wanted to wear the headscarf while taking the exam.&nbsp;

The Udupi Muslim girls whose petitions seeking permission to wear Hijab inside the classrooms were dismissed by the Karnataka High Court said on Tuesday they will not go to college without hijab and fight the case legally till they get "justice".
They also claimed the verdict was 'unconstitutional'.
"We had approached the High Court seeking permission to wear hijab in the classrooms. The order has come against us. We will not go to the college without hijab but we will fight for it. We will try all the legal ways. We will fight for justice and our rights," one of the girls said in a press conference in this coastal town.
"The verdict which came today is unconstitutional...the constitution itself provides us (our rights) to follow my religion and whatever I can wear," the girl stated and also referred to a government order on February 5 banning any cloth that disturbed peace, harmony and public order on the campus.
According to them, the circular came only after they approached the HC.
Accusing the government of 'creating an issue' by issuing a circular, the girls alleged it was done to create pressure.
"How much issue they made! Oh my God! They made an issue for all the colleges. They have denied education to all the girls. This was done to create pressure...," the girl charged.
She reiterated that Hijab was an essential part of her religion

The Karnataka High Court on Tuesday dismissed petitions filed by a section of Muslim students from the Government Pre-University Girls College in Udupi, seeking permission to wear Hijab inside the classroom.
The prescription of school uniform is only a reasonable restriction, constitutionally permissible which the students cannot object to, a three-judge bench of the court further noted.
"We are of the considered opinion that wearing of Hijab by Muslim women does not form a part of essential religious practice in Islamic faith," Chief Justice Ritu Raj Awasthi who headed the full bench of the High Court said reading out portion of the order.
The other two judges in the panel were Justice Krishna S Dixit and Justice J M Khazi.
The bench also maintained that the government has power to issue impugned government order dated February 5, 2022 and no case is made out for its invalidation. By the said order, the state government had banned wearing clothes which disturb equality, integrity and public order in schools and colleges.
The court also rejected the plea to initiate a disciplinary inquiry against the college, its principal and a teacher.
"In the above circumstances, all these writ petitions being devoid of merits are liable to be and accordingly are dismissed. In view of the dismissal of the writ petition, all the pending applications fell into insignificance and are accordingly disposed off," the bench said in its order.
On January 1, six girl students of a college in Udupi attended a press conference held by Campus Front of India (CFI) in the coastal town protesting against the college authorities denying them entry into the classroom wearing Hijab.
This was four days after they requested the principal permission to wear Hijabs in classrooms which was not allowed. Till then, students used to wear Hijab to the campus and entered the classroom after removing the scarves, the college principal Rudre Gowda had said.

Ahead of the verdict, the Karnataka government banned large gatherings for a week in state capital Bengaluru "to maintain public peace and order". Mangalore too has banned large gatherings from March 15 to 19. The Udupi district administration has declared a holiday in schools and colleges on Tuesday.

The Karnataka high court has proposed disallowing religious garments in schools and colleges till the matter is pending with the court.
The government is likely to issue guidelines for all schools and colleges after some students came to attend classes on Monday wearing hijab despite the court order, reports said.
Video showed that some students and teachers were asked to remove hijab by school authorities standing outside the school gate. The government is likely to come up with a new set of guidelines to prevent such situations, reports said.
Chief Minister Basavaraj Bommai will meet Education Minister BC Nagesh, education department officials and home department officials to decide on new guidelines based on the high court proposal.
According to some reports, the new guidelines will let students coming in hijabs and burqas enter schools and then change into uniform rather than making them stand outside and remove the head scarf.

The Karnataka high court has proposed disallowing religious garments in schools and colleges till the matter is pending with the court.
The government is likely to issue guidelines for all schools and colleges after some students came to attend classes on Monday wearing hijab despite the court order, reports said.

Video showed that some students and teachers were asked to remove hijab by school authorities standing outside the school gate. The government is likely to come up with a new set of guidelines to prevent such situations, reports said.
Chief Minister Basavaraj Bommai will meet Education Minister BC Nagesh, education department officials and home department officials to decide on new guidelines based on the high court proposal.
According to some reports, the new guidelines will let students coming in hijabs and burqas enter schools and then change into uniform rather than making them stand outside and remove the head scarf.

The students' lawyer further added that the state cannot say if wearing a headscarf is essential practise or not. It has to be seen from the view point of a believer, he said adding that in this case students have been wearing headscarf for years together.
Muslim girls wearing headscarves are not hurting anyone, the petitioners' lawyer said, pointing out that religious freedoms can be barred only when it interferes with public order.
The high court will continue hearing the petition on Tuesday.
The hijab row had started in Karnataka last month as Muslim girl students at a Udupi school were not allowed to attend classes due to hijab. Five students then went to court. The hijab protests then spread to a number of schools and colleges in many towns of the state with rightwing groups protesting and harassing Muslim girls students who wore jihab to school or college.
