Union Home Minister Amit Shah on Monday said the 11 years of Modi government was a "golden period" of resolve, endeavour and dedication towards public service.
In Narendra Modi's third term as prime minister, Shah said this new India is rapidly progressing towards development and self-reliance with the power of reform, perform and transform.
He said this journey of making India "number 1" in every field by bringing positive changes in the lives of the countrymen will continue.
"The historic 11 years of the Modi Government have been a golden period of resolve, endeavour and dedication towards public service," he wrote on 'X' in Hindi and called it 11 years of "seva" (service).
The Modi government completes the first year of its third term on Monday.
The home minister said the country has seen a new era of economic revival, social justice, cultural pride and national security.
"The Modi government has proved that when the leadership is clear, the resolve is firm and the intention is of public service, then new records of service, security and good governance are created," he said.
Shah said when PM Modi took over the reins of the country in 2014, there was policy paralysis in the country.
He said there were no policies, no leadership and scams were at their peak in the government the economy was in shambles and the governance system was directionless.
The home minister said during the "11 years of seva", the speed and scale of the country's development have been changed by 'Minimum Government, Maximum Governance'.
"PM Shri @narendramodi ji brought farmers, women, backwards, Dalits and marginalised to the centre of governance and created a work culture of Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas instead of appeasement," he said.
Shah said the 11 years of the Modi government have also proved to be a milestone in the direction of national security.
"Naxalism is on its last legs, peace has been established in Jammu-Kashmir and the Northeast, India now responds to terrorist attacks by entering the homes of terrorists. This shows the changing picture of India under the Modi government," he said.

Delhi Chief Minister Rekha Gupta on Tuesday said the process of delivering justice to 1984 anti-Sikh riot victims truly began after Prime Minister Narendra Modi came to power, as she handed over appointment letters to the kin of those killed in the carnage.
Gupta said by distributing these appointment letters, the Delhi Government has not just provided jobs but also recognised the dignity and identity of thousands of families who had waited decades for justice. She called it a landmark step in the journey toward justice for the victims of the 1984 Sikh riots.
&ldquo;The 1984 riots remain a dark chapter in the history of India -- one that is impossible to forget. For those who lost loved ones, no compensation can ever be enough for their pain,&rdquo; she noted.
The process of delivering justice to the riot victims and punishing the perpetrators truly began after Prime Minister Modi assumed power at the center, she said.
As she distributed appointment letters to 125 people, she said that it is akin to "justice walking into their lives after 40 years of silence and struggle".
"We cannot undo the past, but we can certainly improve their present,&rdquo; she said.
Hitting out at previous governments, she said over the last four decades, the victims endured immense pain and hardship but were not provided meaningful assistance.
&ldquo;Today, as we appoint 125 individuals, with 19 already having joined their duties, it is a moment of pride for all of us. This is more than a bureaucratic decision -- it is a restoration of rightful entitlements," she added.
Gupta said past governments had ignored the struggle of Kashmiri migrants but her government has already begun the disbursement of pending aid and grants to them.
She also highlighted that many families who lost loved ones during the COVID-19 pandemic were not provided any compensation.
To address this, a special committee has been formed to identify such cases and provide financial support.
Recalling the contributions of those who were imprisoned during the Emergency, she said they were never honoured. "Our government has now decided that such defenders of democracy will receive the same respect as they do in other states.&rdquo; Delhi cabinet minister Manjinder Singh Sirsa called the appointments historic.
&ldquo;This appointment is historic in itself, as the Delhi Government has even relaxed eligibility conditions to ensure justice is served.
"Today&rsquo;s process proves beyond doubt that while justice may be delayed, it is not always denied; it arrives, and it arrives with dignity," he added.

As of March 31, 2025, total disbursements under the RoDTEP scheme have crossed Rs 57,976.78 crore.
The government also said that the benefits under the scheme for exports of goods manufactured in special economic zones and export-oriented units are restored from June 1 this year.
Under the Remission of Duties and Taxes on Exported Products (RoDTEP), various central and state duties, taxes, and levies imposed on input products, among others, are refunded to exporters. The current RoDTEP rates are in the range of 0.3-4.3 per cent.
"For the Financial Year 2025-26, the government has allocated Rs 18,233 crore under the scheme. The support will cover 10,780 HS lines (or product categories) for Domestic Tariff Area exports and 10,795 HS lines for Advance Authorization (AA) holders, Export-Oriented Units (EOUs), and units operating in Special Economic Zones (SEZs) exports, ensuring broad-based coverage for diverse sectors of the economy," the commerce ministry said.
Operational since January 1, 2021, the scheme is designed to reimburse exporters for embedded duties, taxes, and levies that are not otherwise refunded under any other existing scheme.
It is compliant with World Trade Organization (WTO) norms and implemented via a comprehensive end-to-end digital platform to ensure transparency and efficiency.
"The reinstatement of RoDTEP benefits for special export categories reflects the government's continued commitment to creating a conducive, competitive, and compliant export ecosystem that drives India's long-term trade growth," it said.
Commenting on the move, economic think tank GTRI said the government did not allow RODTEP benefits for these groups for exports made between February 5 and May 31, 2025.
"The government's stop-and-start approach to RoDTEP undermines the scheme's purpose," Global Trade Research Initiative (GTRI) founder Ajay Srivastava said.
Although RoDTEP is a WTO-compliant way to refund embedded duties paid by exporters, its repeated withdrawal for AA holders, EOUs, and SEZs creates serious uncertainty, he said.
"Exporters struggle to price products or plan long-term deals when they cannot rely on steady refunds. While the reinstatement of benefits is welcome, it raises a bigger issue: why were they cut off mid-cycle at all? To position India as a stable and competitive export hub, the government must ensure uninterrupted RoDTEP coverage for at least five years," he said.

Wijepala was responding to a statement by the main opposition leader, Sajith Premadasa, who raised concern over the rising rate of gun violence and murders since January this year.
&ldquo;Fifty-two killed in 79 incidents of shooting over the last eight months. These are happening while the government maintains that such incidents do not threaten national security," Premadasa said.
He asked what action the government had taken to tackle the shooting incidents.
Wijepala said intelligence reports on underworld links would be revealed, and all such politicians will be arrested soon.
Wijepala admitted to the incidents and said the situation was complicated due to the involvement of opposition figures.
&ldquo;Despite clashes between rival underworld gangs, the situation does not threaten national security," Wijepala stressed.
Wijepala said both Prime Minister Harini Amarasuriya and opposition leader Sajith Premadasa allegedly received death threats.
&ldquo;It was a Gmail threat to the prime minister. We have obtained information from Google on the IP address, which has been traced to Germany and the Netherlands," Wijepala said.
Wijepala said the investigation proved that the threat to Premadasa was false.

MP Amol Kolhe, who belongs to the NCP (SP), said the incident of a woman lawyer being &ldquo;thrashed by 10-12 men is a blot on a progressive state like Maharashtra, which boasts of icons like Jijabai, Ahilyabai Holkar and Savitribai Phule&rdquo;.
There is a three-party government in the state, but instead of working for the people, the alliance leaders are busy fighting amongst themselves for power, he said, referring to the ruling coalition of BJP, Shiv Sena and NCP.
The law and order situation has deteriorated, but a woman being mercilessly beaten up for complaining about noise pollution is a sign that criminals are ruling the roost, he said.
&ldquo;The chief minister, who also holds the home department, should take a serious note of this incident and at least act to restore the belief that the home ministry exists,&rdquo; Kolhe added.

The Appointments Committee of the Cabinet (ACC) has approved Shrivastava's appointment as Secretary, Department of Revenue, Ministry of Finance, a Personnel Ministry order said.
Civil Aviation Secretary Vumlunmang Vualnam has been named as Secretary, Department of Expenditure, it said.
He succeeds Manoj Govil, who has been appointed as Secretary (Coordination), Cabinet Secretariat.
Vivek Aggarwal, a 1994 batch IAS officer of Madhya Pradesh cadre, has been appointed as Secretary, Ministry of Culture.
Aggarwal is currently Additional Secretary in the Department of Revenue. He is also holding the charge of Director, Financial Intelligence Unit-India (FIU-IND).
Other senior officers have been appointed to key central government departments as part of the bureaucratic rejig.

The government has convened an all-party meeting on July 21 ahead of the Monsoon Session of Parliament which will start next Monday, the Parliamentary Affairs Ministry said.
The meeting, which will be held at 11 am on Sunday, has been called by Parliamentary Affairs Minister Kiren Rijiju, the ministry said in a statement.
This will be Leader of Opposition and Congress MP Rahul Gandhi's first time at the customary session-eve meeting of floor leaders from all parties if he attends it.
The Trinamool Congress (TMC) said no representatives from the party will attend the meeting as July 21 is observed by the party as Martyrs' Day.
TMC's parliamentary party leader in Rajya Sabha Derek O'Brien wrote to Rijiju and informed him that his party will not be able to attend the meet.
"For 30 years now, 21st July has been observed as 'Martyrs' Day' in Bengal in honour of our 13 colleagues who were unlawfully killed in a police firing on the day in 1993.
"In this context, all MPs of the All India Trinamool Congress including myself will be in our home state to mark the day along with other party colleagues. Therefore, no MP will be able to attend the meeting," he said.
The July 21 Martyrs' Day is observed in memory of 13 Congress supporters who were shot dead in firing by the Kolkata Police in 1993 during a march to the state secretariat -- Writers Buildings -- when the CPI(M)-led Left Front was in power in West Bengal.
West Bengal Chief Minister Mamata Banerjee was the state Youth Congress chief at that time and she continued to mark the day by holding a rally every year even after forming the TMC on January 1, 1998.
The Monsoon Session of Parliament is scheduled to begin on July 22 and will conclude on August 12. The Union Budget will be presented on July 23.
The first Parliament session after the formation of the 18th Lok Sabha witnessed the opposition INDIA bloc raising issues like the recent NEET controversy, Manipur situation, and price rise among others, resulting in uproars and adjournments.

<h3>Paytm Payments Services Crisis</h3>
In November 2020, PPSL had applied for licence with the Reserve Bank of India (RBI) to operate as a payment aggregator under the guidelines on Regulation of Payment Aggregators and Payment Gateways.
However, in November 2022, RBI rejected PPSL's application and asked the company to resubmit it, so as to comply with Press Note 3 under FDI rules.

Having investment from a Chinese firm, One97 communications applied to the Indian Government for past downward investment from OCL into the PPSL to comply with Press Note 3 prescribed under FDI guidelines in 2022.
Under Press Note 3, the government had made its prior approval mandatory for foreign investments in any sector from countries that share land border with India to curb opportunistic takeovers of domestic firms following the COVID-19 pandemic.
Countries which share land borders with India are China, Bangladesh, Pakistan, Bhutan, Nepal, Myanmar and Afghanistan.
In a response to this, Paytm has mentioned that the ownership structure has changed. Ant Financial reduced its stake in One 97 Communications Limited (OCL) to less than 10% in July 2023 leaving its founder Vijay Shekhar Sharma as the largest stakeholder in the company.
"The Paytm founder remains the largest stakeholder in the company. Ant Financial reduced its stake in One 97 Communications Limited (OCL) to less than 10% in July 2023. Subsequently, it does not qualify for beneficial company ownership. One 97 Communications Ltd founding promoter now holds a 24.3% stake", Paytm said in a statement.
<h3>Paytm sets up advisory Committee</h3>
Meanwhile, One97 Communications has announced setting up of a group advisory committee headed by former Sebi Chairman M Damodaran.&nbsp;The committee will advise the company on strengthening compliance and on regulatory matters, according to a stock exchange filing.
Merchants have also extended support to the fintech company. In a blog post, Paytm said, its merchant partners can continue to benefit from solutions like Paytm QR codes, Soundbox, and card machines, just as before.
"Leading industry players across retail, entertainment, and beyond, such as Arvind Limited, Smaaash, BIBA, and more' stand testament to the strength of our partnerships, having experienced firsthand the benefits of our seamless payment solutions," the blog said.
Leading companies have expressed their satisfaction with their prolonged association with Paytm, it added.
"We have been working with Paytm for two years, and they have always been at par when it comes to their innovative products and services. I strongly recommend everyone to continue using Paytm services as before," the blog quoted Hotspot Retail Private Limited Chief Operating Officer Satya N Satyendra as saying.

The Centre has earned Rs 500 crore by disposing of office scrap during the recently concluded cleanliness campaign, according to a statement issued on Wednesday.
During the campaigns conducted by the government from 2021 to 2023, Rs 1,100 crore revenue has been generated by disposing of office scrap, it said.
The third special campaign generated revenue of Rs 500 crore in the October 2-31 period this year, said the statement issued by the Personnel Ministry.
"The special campaign 3.0 has seen Swachhata campaigns being undertaken in more than 2.53 lakh sites and has resulted in freeing 154 lakh square feet of space for effective office use," it added.
Union Minister of State for Personnel Jitendra Singh said that with every passing year, the size and scale of the special campaign was increasing with more than 2.53 lakh sites covered in 2023 as against 1.01 lakh sites in 2022.
He announced the successful conclusion of the special campaign 3.0 on October 31.
Singh said that it was India's largest campaign for institutionalising cleanliness and reducing pendency in government offices. It has witnessed many best practices and milestones, he said.
Inspired by Prime Minister Narendra Modi's directions, a saturation approach was adopted in the Special Campaign 3.0 that covered more than 2.53 lakh offices even in the remotest parts of India, he added.
The minister called on all officials to continue the momentum of the Special Campaign 3.0 throughout the year and make it a way of life.
"Special campaign 3.0 concluded on October 31, 2023, with outstanding results and after collating all the data, the evaluation phase will start from November 10, 2023,"&nbsp;

Global geopolitical tensions seem to have created challenges for the government with regard to its FY23-24 disinvestment plans. Current data reveals just ₹8,000 crore has been collected so far, which is only 16% of the aimed ₹51,000 crore for the fiscal year.
One significant setback is the delayed sale of a 60.72% stake in IDBI Bank. The global scenario and specific compliance issues, including adherence to the Reserve Bank of India's &lsquo;fit and proper&rsquo; criteria, have contributed to this delay.
Sources revealed to Business Today that the &lsquo;fit and proper&rsquo; vetting process, initiated by the RBI in April, has extended beyond the usual timeframe due to the unique nature of this transaction. Initial bids from Kotak Mahindra Bank, CSB Bank from Canada, and Emirates NBD to acquire a majority stake in IDBI Bank were affected by these delays.
Apart from IDBI Bank, the government faces challenges in divesting its stakes in CONCOR and the Shipping Corporation of India, impacting overall disinvestment revenue. Financial bids for a majority stake in NMDC Steel (NSL) have been postponed until 2024, despite expectations of a minimum ₹11,000 crore revenue.
However, the government has collected ₹26,645 crore in total disinvestment receipts, including ₹18,645 crore from dividends. The government remains hopeful, anticipating that robust bank dividends and contributions from the Reserve Bank of India will offset disinvestment shortfalls, providing some relief amid these challenges.

67 listed public-sector enterprises (PSUs) are expected to give the central government a record equity dividend of ₹63,056 crore for FY23.
This is 24.7% higher than the dividend of ₹50,583 crore received in FY22 and more than double of ₹29,049 crore for FY19, as per Business Standard.
This is when some of the PSUs have not yet announced their final equity dividends. It is anticipated that the dividend for FY23 may be much larger than the sum previously quoted.
Public-sector banks (PSBs) and financial institutions are expected to make up the largest portion of the government's dividends, contributing around ₹18,000 crore for FY23, up 56% over their FY22 contribution of around ₹11,525 crore.&nbsp;
PSUs including Coal India, Oil and Natural Gas Corporation (ONGC), NTPC, and Power Grid Corp are anticipated to contribute about ₹45,000 crore, up 15.4% from ₹39,059 crore in the previous year, the business standard report said.

Department of Telecommunications (DoT) has instructed state-owned companies BSNL and MTNL to identify core and non-core assets with a value up to ₹10 crore for monetisation, as per a report by Financial Express.&nbsp;
At least ten such properties in this range are likely to be found by BSNL in each circle. Even if the government has given BSNL and MTNL a ₹1.64 lakh crore revitalization package, asset monetisation is essential for them to pay off debts and meet capital expenditure obligations.
The chief general managers (CGMs) of all circles have been requested to list the assets that are under the BSNL board's purview and that can be quickly monetized. The CGMs have been given roughly three months to finish the assignment, and based on their performance, BSNL will share the DoT's monetisation target.
As of February, the BSNL board has approved transaction advisors for nine properties, with total indicative value of around ₹50 crore.
In addition, the BSNL board requested Group of Ministers approval for 14 properties with a value of between ₹10 and ₹100 crore. The DoT informed the parliamentary panel that the approximate market value of these 14 assets is ₹600 crore.
While the total asset value for BSNL remained unavailable, MTNL has a base of assets with a value of roughly ₹30,000 crore, as reported by Financial Express

With just about 10 days left in the current fiscal, the centre is facing a shortfall of Rs. 19,000 crore, as per a report by CNBC-TV18. A&nbsp;turbulent stock market has made it more difficult for the government to implement its plans to issue an OFS. And there is a very slim chance that the ₹19,000 crore difference between present actuals and the target will be closed.
The government could also encounter a marginal shortfall in terms of tax income. According to CNBC-TV18, 98% of the total tax revenue goal for FY23 will be achieved, leaving the government with probable 2% shortfall.&nbsp;
The 2% odd gap could translate into a shortfall of ₹50,000&ndash;60,000 crore for this financial year based on the combined base of direct and indirect tax goals.

The Editors Guild of India on January 18 urged the government to &ldquo;expunge&rdquo; the draft amendment to the IT Rules asking social media companies to take down news articles that have been deemed "fake" by the Press Information Bureau (PIB).
"The Guild urges the Ministry to expunge this new amendment, and to initiate meaningful consultations with press bodies, media organisations and other stakeholders, on the regulatory framework for digital media, so as to not undermine press freedom," a statement issued by the Editors Guild of India said. "At the outset, determination of fake news cannot be in the sole hands of the government and will result in the censorship of the press," the Guild said in a statement here, voicing "deep concern" over the draft amendment to the Information Technology (IT) Rules.
It said that already multiple laws exist to deal with content that is found to be factually incorrect.
"This new procedure basically serves to make it easier to muzzle the free press, and will give sweeping powers to the PIB, or any &lsquo;other agency authorised by the Central government for fact checking&rsquo;, to force online intermediaries to take down content that the government may find problematic," the Guild said.
The Ministry of Electronics and Information Technology (MeitY) on January 17 released a modification to the draft Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 it had previously released for public consultation.

The Aam Aadmi Party government will provide 450 types of medical tests free of cost at its hospitals and health centres from January 1, with Chief Minister Arvind Kejriwal saying the move will help those unable to afford private healthcare.
The number of medical tests provided free of cost by the city government at present is 212, officials said.

Confirming Moradkhani&rsquo;s arrest on Twitter, her brother, Mahmoud Moradkhani said she was arrested last week on Wednesday when she went to the prosecutor&rsquo;s office in response to a court order, it said.
Before Moradkhani was arrested, she allegedly recorded a video statement which was shared by her France-based brother on Friday. In the video Moradkhani had called on people around the world to urge their governments to &ldquo;stop any dealings with this regime.&rdquo;
The video is now doing rounds on social media.&nbsp;

A major part of IRCTC's&nbsp;revenue&nbsp;comes from the convenience fee it charges on online bookings ever since the lockdown&nbsp;happened. In 2019-20, IRCTC earned Rs 352 crore from convenience fees and in 2020-21, it earned Rs 299 crore. Till August this year,&nbsp;IRCTC had earned Rs 224 crore. Earlier, IRCTC&nbsp;used to share only 20% of the abovesaid&nbsp;revenue with the Railways.
Why should investors be bothered?
The development is expected to significantly hit the bottomline of the company as the major revenue source will be shared in 50:50 with the government. Moreover, this is IRCTC's&nbsp;most profitable segment that enjoyed&nbsp;an 80% margin. Analysts&nbsp;say this will result in a big impact on IRCTC's&nbsp;valuations.
Any silver lining?
Since sales on the counter are restricted, those through IRCTC have risen. The option of raising the service charge is not ruled out, an official told a business daily. He said IRCTC booked around 7 lakh tickets a day during the pre-pandemic period. This has now risen to around 13 lakh a day. So even if the ministry takes half the revenue, IRCTC&rsquo;s bottom line will not change much.
