Teams of the agency raided an office location in Delhi's Okhla area with a security cordon being provided by the police and paramilitary forces.
Fifteen persons have been killed in the blast that took place on November 10 near the iconic monument in Delhi, and the role of a number of doctors linked to the University and in Kashmir is under the scanner of the anti-terror probe agencies.
"The operation forms part of an ongoing investigation into financial irregularities, use of shell companies, accommodation entities and money laundering. The role of Al-Falah Trust and related entities is under investigation," an ED official said.
The official said "key" personnel overseeing finance and administration of the trust and the University have also been covered in the raids.
The agency has taken cognisance of the first information reports filed by the NIA and the Delhi Police in the case. Till now, the NIA has arrested two persons, stated to be the alleged close aides of "suicide bomber" Dr Umar Nabi.
At least nine shell (dummy) companies linked to the group, all registered at a single address, are under the examination of the ED, according to the officials.
Preliminary findings point to multiple "risk" indicators consistent with shell-company behaviour like no physical presence or meaningful utility consumption at declared places of business and common mobile number and email across various companies and accounts.
The ED investigators have also found absence of EPFO/ESIC filings inconsistent with reported scale of operations and overlapping of directors/signatories and weak KYC trails across entities.
Instances of minimal salary disbursal through banking channels and absence of HR (human resource) records, apart from synchronised incorporation patterns and common contact coordinates across firms, have been detected at the varsity, the officials said.
In addition, prima facie discrepancies have been noted in claims regarding UGC and NAAC recognition, which indicate alleged non-compliance to norms established for educational institutions, the officials said.
The Al Falah varsity is located in the Dhouj area of Haryana's Faridabad district, and it is a medical college-cum-hospital.

The accused generated about Rs 260 crore in the form of Bitcoins in multiple crypto-wallets, which were further liquidated into cash through conversion into USDTs through multiple hawala operators and individuals based in the UAE, according to agency sources.
The money laundering case stems from FIRs registered by the CBI and the Delhi Police.

Probe has found that the managements of certain private colleges -- offering MBBS, MD and MS courses -- in these states colluded with agents to create "fake" papers for candidates, such as embassy documents of NRIs and family tree, the ED said.
"These private medical colleges were paying agents to prepare fake documents. The agents approached and obtained credentials of unrelated NRIs by paying money and used these to prepare fake documents and projected these NRIs as sponsors for students." "In some cases, the agents and medical colleges used the same set of NRI sponsor documents for two to three different and unrelated candidates," the agency said.
It claimed that this has been done to show compliance with guidelines laid down by the Supreme Court in this matter. The ED said "huge commissions" were being paid for this illegal act.
"Despite categorical information of forgery in cases of certain NRI sponsors provided by the Ministry of External Affairs, no action has been taken by concerned state authorities," the probe agency said.
Various Indian consulates/embassies in foreign countries have informed that NRI certificates of sponsor in many cases, which were used to secure admissions in these private medical colleges under the NRI quota, are "not genuine", it added.

This is the third money laundering investigation in which ED is probing the role of Jain.
He was arrested by the agency in 2022 and later chargesheeted in an alleged hawala transactions and possession of disproportionate assets case. Recently, the ED booked him in an alleged classroom construction scam case along with former deputy CM and AAP leader Manish Sisodia.
The investigation in the latest case pertains to allegations of corruption in the augmentation of some sewage treatment plants by the Delhi Jal Board. The ED had conducted searches in this case in July last year.
The money laundering probe stems from an FIR of the Delhi government anti-corruption branch (ACB) against a Hyderabad based company named Euroteck Environmental Pvt Ltd. and others alleging a scam in the DJB in the name of augmentation and upgradation of 10 Sewage Treatment Plants (STPs) at Pappankala, Nilothi, Najafgarh, Keshopur, Coronation Pillar, Narela, Rohini and Kondli.
According to the ACB, only three JV companies participated in the four tenders issued.
These four tenders valued at Rs 1,943 crore were awarded to various joint venture (JV) entities in October, 2022.
It said, as per the ED, the tendering conditions were made "restrictive" including adoption of IFAS ((Integrated Fixed-film Activated Sludge) technology to ensure that a select few entities could participate in the four tenders.
The verification of the tender documents shows that the initial cost of four tenders was about Rs 1,546 crore, which was revised to Rs 1,943 crore without following due process/project reports, according to the ED.
The contracts were awarded to three JVs at "inflated" rates which caused "substantive" loss to the exchequer and all the JVs sub-contracted the work related to the four tenders to the Hyderabad company, the agency claimed.

Congress leader D K Suresh, the younger brother of Karnataka deputy chief minister D K Shivakumar, appeared before the federal probe agency and recorded his statement in this case on Monday in Bengaluru.
The Enforcement Directorate (ED) had arrested the woman -- 33-year-old Aishwarya Gowda -- earlier in April following searches against her, Congress MLA Vinay Kulkarni and some others.
The provisionally attached properties include flats, building and land worth Rs 2.01 crore apart from cash and Rs 1.97 crore vehicle, the ED said in a statement.
An order under the Prevention of Money Laundering Act (PMLA) was issued on June 19 for attaching these properties, it added.
The total value of the attached properties is Rs 3.98 crore, the ED said.
The ED did not specify in the statement as to whom the attached assets belonged to.
The money laundering case against Gowda, her husband Harish K N and some others stems from multiple FIRs filed by Karnataka Police against them.
The allegation in the FIRs is that Gowda, her husband and others have entered into a "criminal conspiracy" to defraud and cheat several individuals by taking gold, cash and funds through bank accounts promising high rate of returns, the agency said.
However, it said, that the accused neither returned the money nor gave the promised return and also "threatened" the investors of dire consequences in case of further pursuance of the matter by "claiming her proximity to various high profile politicians".
Gowda is alleged to have used the name of D K Suresh, a former MP, and claimed to be his sister. Suresh had denied knowing her and filed a police complaint against her.
He spoke to the press in Bengaluru before appearing before the agency.
"The ED issued a notice asking me to appear before the investigation officer at 11 am. So, accordingly, I am reaching there. They had sought some information. So, today I am meeting the ED officers with my lawyer," Suresh said.
He said that this case was unrelated to him.
"I am unable to understand why the notice was served to me. I was the one who had lodged a complaint with the police commissioner against the woman, who had orally said that she is my sister. I have no connection with the cheating case," Suresh said.

They said five premises in Bellary and three in Bengaluru city are being searched under the provisions of the Prevention of Money Laundering Act (PMLA).
These include houses belonging to Tukaram and MLAs Nara Bharath Reddy (Bellary city), J N Ganesh (Kampli) and N T Srinivas (Kudligi).
The sources said the searches are being conducted in order to gather evidence on the allegation that funds siphoned off from the accounts of the Karnataka Maharshi Valmiki ST Development Corporation (KMVSTDC) were used for election expenses -- to distribute cash to voters and Congress workers of the Bellary seat during the 2024 Lok Sabha elections.
The money laundering case of 2024 stems from FIRs registered by Karnataka Police and Central Bureau of Investigation (CBI) which alleged that funds worth crores of rupees were diverted from the KMVSTDC and sent to "fake accounts" before being laundered through shell entities.
The corporation was established in 2006 with a primary focus on the socio-economic development of the Scheduled Tribe (ST) communities in Karnataka by running welfare schemes for them.
The alleged irregularities came to the fore after accounts superintendent of the Valmiki Corporation, Chandrasekharan P, was found dead on May 21 last year. He wrote a suicide note alleging illegal transfer of money from the corporation to various bank accounts.
Former Karnataka tribal affairs minister B Nagendra and five others allegedly linked to him were arrested by the ED in this case. Nagendra later got bail.
Nagendra told the ED that J G Padmanabha, the managing director of the corporation under his ministry, "fraudulently" transferred funds of the corporation without his knowledge or approval from the board. He denied any wrongdoing and said that he did not benefit personally from the siphoned funds.
Padmanabha told the ED that he was acting on the orders of the higher officials, including Nagendra, and he had no real control over the fraudulent activities.
Nagendra, an MLA from Bellary rural seat, resigned as minister in the face of these allegations.
According to an ED chargesheet filed last year, two of Nagendra's personal assistants and an associate "admitted" to handling large sums of money, which aligns with the broader scheme of siphoning funds for electoral purposes.
Nagendra, the agency said, handled a "substantial portion" of the proceeds of crime, primarily in the form of cash, which was used to support activities related to the Lok Sabha elections.
"This cash, siphoned from the Valmiki Corporation, was received and distributed by Vijay Kumar Gowda, personal assistant to B Nagendra, under his direct instructions," the ED said.
Gowda recorded in his statement with the ED that he had handed over cash to the persons instructed by Nagendra which "eventually went to party workers and voters, following instructions from B Nagendra, for the purpose of election-related activities", the agency said.
"To incentivise voters to cast their vote in favour of Sh. E Tukaram, the INC (Congress) candidate, Rs 200 was distributed to each voter.
"Additionally, Rs 10,000 was allocated to each polling booth to compensate the Congress party workers responsible for assisting voters and overseeing the booths," the ED said in its chargesheet filed last year.
The ED claimed that the three MLAs "ensured" that the cash was disbursed to voters and party workers in their respective constituencies and this was " corroborated" by the evidence gathered during the investigation.
It said that a total of 7,40,112 voters in Bellary were given Rs 200 each from the Valmiki funds, totalling more than Rs 14 crore, apart from Rs 10,000 each to party workers in each booth, totalling over Rs 72 lakh.
The probe, the ED earlier said, uncovered a "complex" money laundering operation within the corporation with more than Rs 187.33 crore intended for welfare schemes being fraudulently siphoned off from the corporation's account between March and May last year.

The Enforcement Directorate (ED) is conducting searches at educational institutions linked to Karnataka Home Minister G. Parameshwara in Tumakuru and on the outskirts of Bengaluru, official sources said on Wednesday.
According to sources, the searches were underway at Sri Siddhartha Medical College and Sri Siddhartha Institute of Technology in Tumakuru and Sri Siddhartha Institute of Medical Sciences in Nelamangala on the outskirts of Bengaluru.
The reasons for the searches are not yet known.
While Chief Minister did not wish to make any comments on ED searches stating he was not aware of it, Congress General Secretary in-charge of Karnataka Randeep Singh Surjewala while pointing out that Parameshwara was a tall SC leader said that the raids appear to be a desperate attempt to coverup the corruption of previous BJP governments and stifle the voice of those who champion the voice of the oppressed.
"I don't know...I will check and speak," Siddarmaiah said in response to a question on ED raids.
Deputy Chief Minister D K Shivakumar said, "I don't know. No way my Home Minister is involved in any such case. He is a decent, simple man...no way Parameshwara is involved in such type of case." "What is there to do it (searches) on educational institutions. I don't have proper information. I get information and react to it," he said.

"The constant assault on Constitution and leaders of SC/ST and OBC communities across India has become a habitual pattern. The revenge seeking against Parameshwara is part of this sinister design," he said in a post on 'X'.
Siddhartha Institute of Technology in Tumakuru, run by Parameshwara, was set up 46 years ago in 1979 and Siddartha Medical College in Tumakuru was set up 28 years ago in 1988 in the rural hinterland of Tumkuru to light the lamp of education, Surjewala said. He also added, it was indeed surprising that after 46 years of setting up of this institution, Modi government is searching for wrongdoing, while BJP&rsquo;s corruption is being actively investigated by the state's Home ministry and Parameshwara.
"The ED raids appear to be a desperate attempt to coverup the corruption of previous BJP Governments and stifle the voice of those who champion the voice of the oppressed," he said.
"Karnataka Congress will carry forward with the 5 Congress guarantees undeterred and will follow up more rigorously the 6th Congress guarantee of giving ownership of 1 Lakh houses to our brothers and sisters of the SC/ST communities. Truth shall win. Satyamev Jayate," he said.

The Enforcement Directorate on Friday raided premises linked to Congress MLA Vinay Kulkarni in Karnataka amid allegations linking him to a woman accused of "cheating" a jeweller to the tune of crores of rupees.
Addressing reporters here, Kulkarni said the ED is probing a case against him and alleged that he was being harassed by the agency for the past one month.
&ldquo;There should be some limit to troubling a person. It pains me to see people misusing the power they have&hellip; They want to finish me off politically and cut me off from people,&rdquo; he said.
To a question whether there had been any financial dealings between him and alleged con woman Aishwarya Gowda, he denied it and said if it existed then it can be traced easily.
Criticising the ED action, Karnataka Chief Minister Siddaramaiah called it "political vendetta".

The Enforcement Directorate on Friday said that it has filed chargesheet against an ex-Magadh University vice-chancellor and his family in a disproportionate assets case.
The prosecution complaint was filed against former vice-chancellor of the varsity Dr Rajendra Prasad, his son Dr Ashok Kumar, brother Awadhesh Prasad, and Pyari Devi Memorial Welfare Trust allegedly linked to them.
The chargesheet was filed before a special Prevention of Money Laundering Act (PMLA) court in Patna on April 15 and the court took cognisance on the same day, the federal agency said in a statement.
Dr Rajendra Prasad and his family members could not be contacted for a comment.
The money laundering case emerged from an investigation conducted by the Special Vigilance Unit of Bihar Police against the former vice-chancellor and others.
The Special Vigilance Unit alleged that Rajendra Prasad worked as the vice-chancellor of Magadh University in Bihar's Bodh Gaya between September 2019 and November 2021 and acquired disproportionate assets worth Rs 2,66,99,591 (more than Rs 2.66 crore) during this period.
The probe found that Dr Rajendra Prasad used these funds to acquire five properties "in cash" in the name of his son Ashok Kumar and RP College "represented" by his brother Awadhesh Prasad, the Enforcement Directorate said.
The properties acquired in the name of RP College were "transferred" on lease to Pyari Devi Memorial Welfare Trust, the probe agency said, adding the Trust is owned by Prasad's family.
Some of the "cash" was deposited in the Trust's bank account to portray it as its income, it claimed.
"A well-planned conspiracy has been hatched by Dr Rajendra Prasad involving his family members to project the properties acquired with the proceeds of crime as untainted properties by using the said family-owned Trust as a conduit," the Enforcement Directorate alleged.
The agency had earlier attached assets worth Rs 64.53 lakh as part of the probe.

Naming a political party in such a case is unusual. It was the first time in the history of the country's jurisprudence when AAP was made an accused in the excise case.
But how did this practice start?
In October last year, the Supreme Court had raised the question of making AAP an accused. But the court had later clarified that it was just a legal question. Moreover, the Delhi High Court recently held that a political party can be brought within the purview of the Prevention of Money Laundering Act.

International Amusement Limited is accused of collecting over Rs 400 crore from approximately 1,500 investors, promising them allotment of shops and other commercial spaces in Sector 29 and 52-A in Gurugram. However, the company failed to deliver on its promises, missing project deadlines and halting the assured monthly returns to investors.
The ED's statement alleges that the company siphoned off the investors' money, redirecting the funds to associated individuals and entities for personal use. It further claims that a back-dated agreement was executed between the promoter directors and the buying entity, EOD, to remove the business advance from IRAL's balance sheet. This maneuver allegedly allowed the departing directors to evade their responsibilities towards IRAL.
The directors and promoters of IRAL are accused of deliberately misappropriating over Rs 400 crore from the Gurugram project investors, with the intention of parking these funds in related entities. They then allegedly sold the company at low valuations to avoid investor liabilities.
Assets worth Rs 291.18 crore have been attached under the Prevention of Money-laundering Act. These assets include unsold commercial space measuring 3,93,737.28 sq ft at the Great India Place Mall (GIP) in Noida, commercial space of 45,966 sq ft held in the name of Adventure Island Limited in Rohini, and leasehold rights over 218 acres of land at Daulatpur village, Tehsil in Jaipur, held by International Amusement and Infrastructure Limited.
This attachment order was issued on May 28 as the investigation continues into the alleged financial misconduct and money laundering activities involving International Amusement Limited and its associated entities.

The Supreme Court Thursday held that the Enforcement Directorate (ED) cannot arrest an accused under Section 19 of the Prevention of Money Laundering Act (PMLA) after a special court has taken cognisance of the complaint of money laundering.
A bench of Justices Abhay S Oka and Ujjal Bhuyan said when an accused appears before a court in pursuance of a summons, the agency will have to apply to the court concerned to get his custody.
"If the accused appears before the special court by summons (issued by court), it cannot be treated that he is in custody," it said.
"Accused who appeared before the court pursuant to the summons not required to apply for bail, and thus twin conditions of Section 45 of PMLA not applicable," the bench said in its judgment.
The twin conditions state that when an accused in a money laundering case applies for bail, the court has to first allow the public prosecutor to be heard and only when it is satisfied that the accused is not guilty and unlikely to commit a similar offence when released, can bail be granted.
The apex court judgment was pronounced on a question of whether an accused in a money laundering case has to meet the stringent twin test for bail even in cases where the special court takes cognisance of the offence.&nbsp;

A Delhi court on Monday sent Chief Minister Arvind Kejriwal to judicial custody till April 15 in the excise policy-linked money laundering case.
Kejriwal was produced in the court of Special Judge Kaveri Baweja after his Enforcement Directorate custody came to an end.
The ED had sought 15-day judicial custody of Kejriwal, saying he was "totally uncooperative".
Speaking to reporters before entering court, the AAP leader said, "Whatever the prime minister is doing(referring to his arrest) is not good for the country".
AAP ministers Atishi, Saurabh Bhardwaj and Kejriwal's wife Sunita Kejriwal were present in court.
The federal probe agency had arrested Kejriwal on March 21 in connection with the case.
The next day, Special Judge Baweja remanded him in the custody of the ED till March 28.
Following this, the court allowed the ED's plea requesting extension of his custodial interrogation by four days till April 1.
In its remand application, the probe agency has accused the AAP leader of "being involved in the entire conspiracy of Delhi liquor scam, in drafting and implementation of the policy, for favouring and benefiting the quid pro receiving kickbacks and eventually using part of proceeds of crime generated out of the scheduled offence in the election campaign for Goa Assembly elections".
