The Pradhan Mantri Viksit Bharat Rozgar Yojana portal launched to incentivize employers and first-time employees under the Rs 1-lakh crore scheme.

The government has launched the Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) portal on Monday, Union Minister Mansukh L Mandaviya said, urging employers and first-time employees to take benefit of the Rs 1-lakh crore central scheme.
The Union Cabinet approved the Employment Linked Incentive Scheme on July 1, 2025.
With an outlay of nearly Rs 1 lakh crore, the central sector scheme aims to incentivise the creation of more than 3.5 crore jobs in the country, over a period of 2 years starting August 1, 2025, to July 31, 2027, the Union Minister of Labour and Employment said in an interaction with the media.
All employers and first-time employees are covered under the scheme, he said, adding that one can avail the incentive benefit by either registering on the portal or by uploading their UAN number on the UMANG App.
While Part A of the scheme is for first-time employees, Part B supports employers, Mandaviya said.
Under Part A, a one-time incentive equivalent to an average one-month wage (Basic+DA) of up to Rs 15,000 will be offered to first-time employees in two instalments, he explained.
The employer is entitled to get incentives under three slabs. If the salary of an employee is Rs 10,000 per month, then the employer will get an incentive of Rs 1,000. The employer of an employee with a monthly salary ranging between Rs 10,000-20,000 will get an incentive of Rs 2,000. Employers whose new employee has a salary up to Rs 30,000 will get a one-time incentive of Rs 3,000.
"The scheme will promote new job creation in the country and support new employees with the encouragement amount," the Minister said.
In a note, the ministry said employees with gross wages up to Rs 1 lakh will be eligible for the scheme under Part A.
Part B will provide an incentive for generation of additional employment in all sectors, with a special focus on the manufacturing sector.
"Under this part, the establishment will get an incentive up to Rs 3,000 per month for each additional employee (both first timer and re-joinee), for a sustained period of at least six months. The incentive shall be paid for 2 years. However, for establishments in the manufacturing sector, the incentives will be provided for 4 years," it said.
To be eligible under this part, establishments will be required to hire at least two additional employees (for employers with fewer than 50 existing employees) or five additional employees (for employers with 50 or more existing employees), on a sustained basis for at least six months.
As per the ministry, exempted establishments under the EPF &amp; MP Act, 1952, are also included. They must file the electronic challan-cum-Return (ECR), and open UANs for all their existing &amp; new employees using the facility provided on the UMANG App.&nbsp;

The report anticipates a 15-20% increase in entry-level job opportunities, with a significant surge in demand for specialised tech roles. Areas such as artificial intelligence (AI), machine learning (ML), data analytics, Python, cloud technologies, and cybersecurity are expected to experience a 30-35% growth in hiring.
This uptick in demand extends beyond recruitment, with companies strategically prioritizing tech upskilling initiatives. Firms are investing heavily in training programs to equip their workforce with the skills required to adapt to the evolving technological landscape, the report noted.
Sectors including global capability centers (GCCs), manufacturing, BFSI (banking, financial services, and insurance), healthcare, and retail are projected to increase their fresher intake by 30-35% in 2025, further fueling the growth in IT hiring.
NLB Services also highlighted the growing emphasis on campus hiring, with larger companies actively recruiting to address anticipated demand in 2024-25. While the global economic slowdown of 2021-22 had dampened discretionary spending and impacted project pipelines, the sector is expected to stabilize in 2025, signaling a revival in hiring activity.
As the reliance on emerging technologies continues to rise, the IT industry&rsquo;s focus on skill development and strategic hiring positions it for sustained growth in the coming year.

A new report by Azim Premji University has revealed that 42% of Indian graduates under 25 are unable to find jobs. The report titled State of Working India 2023 also showed that the unemployment rate in India declined post-covid for all educational qualifications. However it continues to stay over 15% for graduates.
&ldquo;There is large variation in the rate of unemployment even within the higher educated group. The unemployment rate falls from over 40 percent for educated youth under 25 years of age to less than 5 percent for graduates who are 35 years and above,&rdquo; the report said.
The report also highlighted that the relationship between the country's growth and the employment rate has turned weaker over time. The policies formed to increase the GDP need not necessarily aide in creating more jobs.&nbsp;
&ldquo;Over the long-run GDP growth and employment growth have been uncorrelated in India suggesting that policies oriented towards achieving faster GDP growth will not necessarily speed up job creation,&rdquo; the report claimed.

As per the report, The loss of jobs during the pandemic forced workers to fall back on agriculture or self-employment in order to survive. As a result, the share of employment accounted for by these two sectors rose sharply in the lockdown quarter (April-June 2020).&nbsp;
However, two years later, unemployment had declined to pre-pandemic levels for men but continued to remain elevated for women. After the pandemic while men entered construction work, women who quit agriculture didn't find a place in the workforce.
&ldquo;While half of the lost employment is accounted for by women, only a third of the increase in formal employment accrued to women. So, in net terms, women lost out on formal employment in this period. Not only that, there was a shift towards self-employment due to distress,&rdquo; the report shows.

Presently, Avaada maintains a dedicated workforce of approximately 700 professionals. The hiring plans come as a natural progression, in sync with Avaada's rising ventures in solar module manufacturing and green hydrogen initiatives. "We have set our sights on bringing aboard 2,000 to 3,000 new talents within the span of two years," Mittal said.
The revelation follows closely on the heels of Avaada securing $1.3 billion in funding, making waves within India's renewable energy landscape. The financial boost comprised $1 billion investment from Brookfield Global Transition Fund, further bolstered by a $233 million infusion by stalwart stakeholder Global Power Synergy Public Co.
Mittal laid out the statistics underlying Avaada's ascendancy. The company currently boasts an operational renewable energy capacity of an impressive 4 GW, with an additional 3 GW under active construction. However, Avaada is aiming to elevate its renewable energy capacity to a 30 GW by 2030.
The company has already secured a substantial production-linked incentive of ₹961 crore for a 3 GW wafer-to-module capacity, as an integral facet of the central government's PLI scheme.

Employers in India continue to anticipate hiring workers in the second quarter, reporting a seasonally adjusted Net Employment Outlook of 30%, which is marginally lower from the January-March quarter, according to ManpowerGroup Employment Outlook Survey.
Hiring intentions remain marginally lower by 2% quarter-on-quarter, while employers continue to have difficulty finding the right talent, it added.
The ManpowerGroup Employment Outlook Survey is based on an analysis of nearly 3,020 employers.
The survey further revealed that the talent supply with the requisite skills depicted in the sliding shift of employers, experiencing a talent shortage by 3%.
The survey stated that employers in the Information Technology sector (81%), consumer goods and services (81%), health care and life sciences (80%), financials and real estate (80%) and energy and utilities (80%) report the greatest difficulty finding the talent they need.
Employers in medium-sized organisations (83%) face the biggest challenge as compared to the large (80%), micro (80%) and small (78%), it noted.

However, despite an improvement, and the fact that overall consumer confidence has been moving in an upward trajectory, the current perception of consumers still remains in the pessimistic zone. Future expectations of consumers, meanwhile, has seen a sharp improvement and is in the optimistic zone.&nbsp;&nbsp;
"Consumers&rsquo; sentiment on current expenses witnessed some moderation but their expectations on overall spending improved marginally for both essential and non-essential items", the survey said.&nbsp; 52.1% of the respondents' perception of the current general economic situation has worsened but 50.2% expect it will improve in the year ahead. For employment as well, 49.9% feel the situation has worsened, but 51.8% expect the employement scenario to improve in the year ahead.&nbsp;&nbsp;
The consumer confidence survey assesses consumers&rsquo; sentiment about the general economic situation, employment scenario and their own spending and savings capability. An index value below 100 shows pessimism, while a value that's above 100 reflects optimism.&nbsp;
