Responding to a question during a press conference, the Minister of State for Social Justice and Empowerment said he has been raising the demand for a caste census for many years.
"I had launched this campaign back in 1998," he said, adding that the exercise would provide critical data to assess how much employment each caste group has secured in both the government and private sectors.
He emphasised that caste-wise data is essential to ensure social justice and equal opportunity.
"To collect information about any community, it is important to conduct a caste census. The advantage of this enumeration is that we will know which castes need more empowerment," Athawale said.
The minister argued that only a comprehensive understanding of the socio-economic status of various castes would help the government formulate inclusive policies.
"Empowering every caste group is possible only when we know their real condition," he added.

Criticizing the Congress party, Kashyap cited historical instances and said, "When Jawahar Lal Nehru was the PM, he had written a letter to chief ministers in which he had expressed his opposition to caste-based reservation... Not only this, but Congress had also suppressed the Kaka Kalelkar Commission's report, which recommended measures for backward classes." He further said that when the Mandal Commission was introduced in the 1980s, then PM Indira Gandhi opposed its report. "Rahul Gandhi should also remember his father Rajiv Gandhi's stance on the issue of a caste-based census." Kashyap further said that the UPA government led by Prime Minister Manmohan Singh and Sonia Gandhi had assured to consider a caste-based census in a cabinet meeting, and a group of ministers was also formed, but no such census was carried out.
Only a survey, known as the Socio-Economic and Caste Census (SEC), was conducted, which was also riddled with errors, he pointed out.

Karnataka Chief Minister Siddaramaiah on Wednesday insisted that the Centre should conduct a socio-economic survey as the caste census alone will not suffice.
In a major decision, the Centre on Wednesday announced that caste enumeration will be included in the forthcoming census exercise in a &lsquo;transparent&rsquo; manner.
Opposition parties, including the Congress, have been demanding a nationwide caste census, making it a major election issue, and some states like Bihar, Telangana and Karnataka have conducted such surveys in their states.
Karnataka carried out a &lsquo;social and educational survey&rsquo; covering 94 per cent of the state population. After nine years of the exercise since 2015, the then Backward Class Commission Chairperson Jayaprakash Hegde submitted the report to the chief minister in February 2024.
Amid internal differences over the caste census report, a special meeting of the state cabinet that met on April 17, 2025, to discuss it, ended inconclusive, without any major decision.
Speaking to reporters here, Siddaramaiah said, "We (Congress) had said in our manifesto that a socio-economic and caste census should be conducted. I don&rsquo;t know whether they would do just a caste census or a socio-economic survey as well. I will react after going through it (Centre&rsquo;s decision)." Siddaramaiah said a socio-economic survey was necessary for social justice.
"They (Centre) have said they would do a census and caste census. Socio-economic survey is very important. If we have to do social justice, then socio-economic survey has to be done," he added.
When he was reminded that he faced criticism for tabling the caste census at a cabinet meeting held recently, the chief minister said he had told all the ministers to give their opinion.
"After the ministers submit their opinion in writing, we will present it in the cabinet and discuss the socio-economic survey report," Siddaramaiah added.

&ldquo;The House resolves to take up comprehensive door-to-door household survey (socio, economic, educational, employment, political and caste survey of entire Telangana (Kulaganana)) so as to plan and implement various socio, economic, educational, employment and political opportunities for the amelioration of socially and educationally backward classes of citizens and SC and ST mandated under Clause (4) and (5) of Article 15, Clause (4) of Article 16, Articles 38 and 39, Clause (6) of Article 243D and Clause (6) of Article 243T of the Indian Constitution,&rdquo; the resolution tabled by Backward Classes Welfare and Transport Minister Ponnam Prabhakar said, according to The Hindu newspaper.
The minister said that the Congress government&rsquo;s commitment for the welfare of the backward classes, adding that ghe Government would take cooperation of all the stakeholders including political parties, backward classes leaders and experts for finalising the modalities for taking up the caste survey.
&ldquo;This is not a secret exercise and will take up the exercise in a transparent manner. There is no scope for any doubts in the caste survey for the conduct of which we have decided to allot ₹150 crore in principle. Funds will not be a criterion for the exercise as the Government will increase the allocation whenever necessary,&rdquo; he said.
If implemented, Telangana would become the second Indian state after Bihar to have launched such a massive survey.

In central government jobs or centre-funded educational institutions, 17% of seats are reserved for SCs, while 7.5% for STs.
According to the Indian Express, the EBCs are the biggest social group comprising 4,70,80,514 individuals or 36.01% of the state&rsquo;s population. The OBCs number 3,54,63,936 (27.12%), and the Scheduled Castes (SCs) 2,56,89,820 (19.65%).&rsquo;
Scheduled Tribes (STs) number only 21,99,361 (1.68%), the bulk of the tribal population having become part of Jharkhand after the bifurcation of the state in 2000. The &ldquo;unreserved&rdquo; category comprises 2,02,91,679 individuals (15.52%).
Bihar&rsquo;s population, according to the survey, is 13,07,25,310, compared to the 10.41 crore recorded in the 2011 census.

EBCs comprise 36.01% of the population, while the OBCs account for 27.12%. Of the OBC, Yadavs constitute 14.26%, while Kushwaha and Kurmi form 4.27% and 2.87% of the population surveyed.
The population of the general category stands at 15.52%. The survey further showed that the Scheduled caste comprises 19.65% and the Scheduled Tribe makes up for 1.68% of the population.
According to the data released by Development Commissioner Vivek Singh, the state&rsquo;s total population stood at a little over 13.07 crore.

The first phase of the much-awaited caste census in Bihar will start from January 7
The government will conduct the exercise in two stages. In the first phase, which will be over by January 21, the number of all households in the state will be counted.
In the second, starting from March, data pertaining to people of all castes, sub-castes and religions will be collected. Enumerators, whose training began on December 15, will also record information about the financial status of all people.
The exercise will be completed by May, 2023.
The state government will spend Rs 500 crore from its contingency fund for the exercise.
The general administration department is the nodal authority for the survey.
Asserting that caste-based census will benefit all sections of the society, Bihar Chief Minister Nitish Kumar on Friday said the purpose of the exercise is to carry out developmental work for the people who are deprived.

Addressing the same press conference, Additional Chief Secretary of Cabinet Secretariat Department S Siddharth said "details like how many personnel will be engaged in the survey will be made known in the general administration notification”.
He also said district magistrates will be the "nodal authority at district levels".

Bihar Chief Minister Nitish Kumar&nbsp;on Saturday told reporters that a delegation of leaders from 10 parties would meet Prime Minister Narendra Modi on Monday to demand a caste-based Census.Nitish Kumar led delegation will include opposition leader Tejashwi Yadav of the Rashtriya Janata Dal, a strong critic of the state government.He informed that PM Modi has agreed to meet the delegation at 11 am on Monday. He also said an entire list of the delegation has been sent to the PM.Kumar added that &lsquo;it is the desire of the people that there must be a caste Census as he hoped for a positive discussion on the subject.The JDU leader has been echoing the demand for a caste-based Census for some time now. On July 24, the Bihar CM first tweeted the demand and reiterated it after his party's national executive meeting in Delhi on July 31.After the Union minister of state for home Nityanand Rai said in the Lok Sabha that the Centre would not enumerate the population according to caste, Nitish Kumar took the charge and suggested otherwise.&nbsp;

Ahead of the Uttar Pradesh assembly election in 2022, BJP ally Apna Dal (S) has demanded a caste-based census in India. The party is also pushing for a separate Union ministry dedicated to working for the welfare of the Other Backward Classes. 
A PTI report quoted Ashish Patel, working president of Apna Dal (S) saying that caste-based census is the need of the hour to ascertain the exact population of each segment, especially the other backward classes (OBC).
Earlier, Janata Dal (United) leader and Bihar Chief Minister Nitish Kumar stated that he would ask the Centre to conduct a caste-based census as part of delayed Census-2021.
Apna Dal (S) has been a BJP ally since 2014 and Anupriya Patel, daughter of the party's founder late Sonelal Patel, was made a Union minister when Prime Minister Narendra Modi expanded his Council of Ministers recently. 
Anupriya Patel hails from the Kurmi caste which falls under the OBC category. The party, Apna Dal (S), wields influence in around 50 assembly constituencies, mostly in eastern Uttar Pradesh.
