Israel gave final approval for a controversial settlement project in the occupied West Bank that would effectively cut the territory in two, and that Palestinians and rights groups say could destroy plans for a future Palestinian state.
Settlement development in E1, an open tract of land east of Jerusalem, has been under consideration for more than two decades, but was frozen due to US pressure during previous administrations.
On Wednesday, the project received final approval from the Planning and Building Committee after the last petitions against it were rejected on August 6.
If the process moves quickly, infrastructure work could begin in the next few months and construction of homes could start in around a year.
The plan includes around 3,500 apartments to expand the settlement of Maale Adumim, far-right Finance Minister Bezalel Smotrich said during a press conference at the site last Thursday.
Smotrich cast the approval as a riposte to western countries that announced their plans to recognise a Palestinian state in recent weeks.
&ldquo;This reality finally buries the idea of a Palestinian state, because there is nothing to recognise and no one to recognise,&rdquo; Smotrich told reporters. &ldquo;Anyone in the world who tries today to recognise a Palestinian state will receive an answer from us on the ground.&rdquo; The location of E1 is significant because it is one of the last geographical links between Ramallah, in the northern West Bank, and Bethlehem in the southern West Bank.
The two cities are 22 kilometres apart by air, but Palestinians travelling between them must take a wide detour and pass through multiple Israeli checkpoints, adding hours to the journey. The hope for final status negotiations for a Palestinian state was to have the region eventually serve as a direct link between the cities.
Peace Now, an organisation that tracks settlement expansion in the West Bank, called the E1 project &ldquo;deadly for the future of Israel and for any chance of achieving a peaceful two-state solution&rdquo; which is &ldquo;guaranteeing many more years of bloodshed.&rdquo; Israel's plans to expand settlements are part of an increasingly difficult reality for Palestinians in the occupied West Bank as the world's attention focuses on the war in Gaza.
There have been marked increases in attacks by settlers on Palestinians, evictions from Palestinian towns, and checkpoints that choke freedom of movement, as well as several Palestinian attacks on Israelis.
More than 700,000 Israelis now live in the occupied West Bank and east Jerusalem, territories captured by Israel in 1967 and sought by the Palestinians for a future state. "He has taken actions, as you've seen, sanctions on India and other actions as well. He has made himself very clear that he wants to see this war end,&rdquo; she said.
"The president wants to move and bring this war to an end as quickly as possible," Leavitt added.

President Trump begins arranging direct talks between Putin and Zelenskyy to explore ending Russia-Ukraine war, while supporting European security guarantees and cautious optimism emerges.

President Donald Trump said Monday he's begun arrangements for a face-to-face meeting between Vladimir Putin and Volodymyr Zelenskyy to discuss a pathway to end Russia's invasion of Ukraine, while affirming that the U.S. would back European security guarantees aimed at preventing Moscow from reinvading its neighbor once the current conflict ends.
Details of the security guarantees and Trump's efforts to arrange peace talks were still evolving as an extended meeting among Trump, Zelenskyy and other European leaders wrapped up at the White House.
But as they emerged from their talks, the leaders expressed guarded optimism that Trump could be finding momentum in his quest to fulfill his campaign promise of ending the grinding war.
The &ldquo;most important&rdquo; outcome of the meeting was the &ldquo;U.S. commitment to work with us on providing security guarantees,&rdquo; French President Emmanuel Macron told reporters.
Trump said he would forge ahead with arrangements for a meeting between Zelenskyy and Putin. He spoke by phone with Putin during Monday's talks with Zelenskyy and the leaders of Britain, Finland, France, Germany and Italy as well as the president of the European Commission and head of NATO.
The developments come amid a significant measure of trepidation on the continent that Trump is pressing Ukraine to make concessions that will only further embolden Putin after the U.S. leader hosted the Russian president for an Alaska summit last week.
&ldquo;I called President Putin, and began the arrangements for a meeting, at a location to be determined, between President Putin and President Zelenskyy,&rdquo; Trump said in a social media post. &ldquo;After that meeting takes place, we will have a Trilat, which would be the two Presidents, plus myself. Again, this was a very good, early step for a War that has been going on for almost four years.&rdquo; It was not clear if Putin has fully signed on to such talks.
Russia state news agency Tass cited Putin's foreign affairs adviser Yuri Ushakov saying Putin and Trump &ldquo;spoke in favor&rdquo; of continuing direct talks between the Russian and Ukrainian delegations. Ushakov said they also discussed &ldquo;the idea of raising the level of the direct Russian-Ukrainian negotiations.&rdquo; Zelenskyy told reporters following the White House meeting that if Russia does &ldquo;not demonstrate a will to meet, then we will ask the United States to act accordingly.&rdquo; NATO Secretary General Mark Rutte said in an appearance on Fox News that &ldquo;if Russia is not playing ball&rdquo; on direct talks with Ukraine, &ldquo;the United States plus Europe will do more when it comes to tariffs and sanctions&rdquo; on Moscow.
Zelenskyy previously had said he wanted Russia to agree to a ceasefire before any meeting between himself and Putin, but he said Monday that if the Ukrainians started setting conditions, the Russians would do the same.
&ldquo;That's why I believe that we must meet without any conditions, and think about what development there can be of this path to the end of war,&rdquo; Zelenskyy said.
Earlier, Trump said during talks with Zelenskyy and the European leaders that a potential ceasefire and who gets Ukrainian territory seized by Russia should be hashed out during a face-to-face meeting between the warring countries' two leaders.
&ldquo;We're going to let the president go over and talk to the president and we'll see how that works out,&rdquo; Trump said.
That was a shift from comments Trump made soon after meeting Putin last week in which he appeared to tilt toward Putin's demands that Ukraine make concessions over land seized by Russia, which now controls roughly one-fifth of Ukrainian territory.
Questions about US and NATO involvement Trump stopped short of committing U.S. troops to a collective effort to bolster Ukraine's security. He said instead that there would be a &ldquo;NATO-like&rdquo; security presence and that all those details would be hashed out with EU leaders.
Zelenskyy said deep U.S. involvement in the emerging security guarantees is crucial.
&ldquo;It is important that the United States make a clear signal, namely that they will be among the countries that will help to coordinate and also will participate in security guarantees for Ukraine,&rdquo; Zelenskyy said.
Speaking Monday before the White House meetings took place, Russia's Foreign Ministry spokesperson Maria Zakharova rejected the idea of a possible NATO peacekeeping force in Ukraine. She said such a scenario could lead to further escalation and &ldquo;unpredictable consequences." Trump's engagement with Zelenskyy had a strikingly different feel to their last Oval Office meeting in February. It was a disastrous moment that led to Trump abruptly ending talks with the Ukrainian delegation, and temporarily pausing some aid for Kyiv, after he and Vice President JD Vance complained that Zelenskyy had shown insufficient gratitude for U.S. military assistance.
At the start of Monday's meeting, Zelenskyy presented a letter from his wife, Olena Zelenska, for Trump's wife, Melania.
Zelenskyy faced criticism during his February meeting from a conservative journalist for appearing in the Oval Office in a long-sleeve T-shirt. This time he appeared in a dark jacket and buttoned shirt. German and French leaders on Monday praised Trump for opening a path to peace, but they urged the U.S. president to push Russia for an immediate ceasefire.
&ldquo;I would like to see a ceasefire from the next meeting, which should be a trilateral meeting," said German Chancellor Friedrich Merz.
Trump, for his part, reiterated that a broader, war-ending peace agreement between the two countries is &ldquo;very attainable," but &ldquo;all of us would obviously prefer the immediate ceasefire while we work on a lasting peace.&rdquo;

He warned that two to three more monsoon spells are expected to hit the country in September. Shah noted that this year, monsoon rainfall had been 50 to 60 per cent heavier than last year.
This year&rsquo;s monsoon season ranks among the most destructive in recent memory, he said.
According to NDMA, 657 people -- 171 children, 94 women, and 392 men -- died and 929 others were injured in rain-related incidents across Pakistan since June 26.
Khyber Pakhtunkhwa is the worst-hit province with 390 deaths -- 288 men, 59 children, and 43 women.
In Punjab, 164 people -- 70 children, 63 men, and 31 women -- died in rain-related incidents since June 26.
While Sindh recorded 28 deaths, including 14 children and 4 women; in Balochistan, 20 people, including 11 children, died.
At least 32 people, including eight children, died in Gilgit-Baltistan, while 15 people, including five minors, were killed as heavy rains lashed Pakistan-occupied Kashmir. Eight people, including 4 children, died in Islamabad.
Khyber Pakhtunkhwa Provincial Disaster Management Authority (PDMA) Director General Asfandyar Khattak in a press conference on Sunday said around 150 people are missing from Buner and Shangla districts.
According to officials, 84 people, including 21 members of a family preparing for a wedding, were killed in flash floods triggered by cloudbursts in Buner.
Rescue operations are underway and five armed forces helicopters are at the disposal of the provincial government, Khattak said, adding that the provincial government has released PKR 1.5 billion for relief activities.
The PDMA DG said 33 trucks of non-food items had reached Buner, eight had reached Swat, and seven had reached Bajaur, while additional supplies were also being dispatched.
Meanwhile, investigators have recovered the black box of the helicopter that crashed during a rescue operation near Peshawar, officials said on Monday.
The MI-17 helicopter had crashed on August 15 while transporting relief supplies to flood-affected residents in the Salarzai area of Bajaur, resulting in the death of all five crew members.
Prime Minister Shehbaz Sharif has directed federal ministers to supervise relief operations in the Khyber Pakhtunkhwa province.

Ukraine's future could hinge on a hastily assembled meeting Monday at the White House as Ukrainian President Volodymyr Zelenskyy brings with him an extraordinary cadre of European leaders to show US President Donald Trump a united front against Russia.
The European political heavy-hitters were left out of Trump's summit with Russian President Vladimir Putin last Friday, and they look to safeguard Ukraine and the continent from any widening aggression from Moscow.
By arriving as a group, they hope to avoid any debacles like Zelenskyy's February meeting in the Oval Office, where Trump chastised him for not showing enough gratitude for American military aid.
The meeting also is a test of America's relationship with its closest allies after the European Union and United Kingdom accepted Trump's tariff hikes partly because they wanted his support on Ukraine.
Monday's showing is a sign both of the progress and the possible distress coming out of the Alaska meeting as many of Europe's leaders are descending on Washington with the explicit goal of protecting Ukraine's interests, a rare and sweeping show of diplomatic force.
&ldquo;It's important that America agrees to work with Europe to provide security guarantees for Ukraine, and therefore for all of Europe,&rdquo; Zelenskyy said on X.
The night before the meeting, however, Trump seemed to put the onus on Zelenskyy to agree to concessions and suggested that Ukraine could not regain Crimea, which Russia annexed in 2014, setting off an armed conflict that led to its broader 2022 invasion.
"President Zelenskyy of Ukraine can end the war with Russia almost immediately, if he wants to, or he can continue to fight," he wrote Sunday night on social media. &ldquo;Remember how it started. Some things never change!!!&rdquo; Zelenskyy appeared to respond with his own post late Sunday, saying, &ldquo;We all share a strong desire to end this war quickly and reliably.&rdquo; He went on to say that &ldquo;peace must be lasting,&rdquo; not as it was after Russia seized Crimea and part of the Donbas in eastern Ukraine eight years ago, and &ldquo;Putin simply used it as a springboard for a new attack.&rdquo; The sitdown in Alaska yielded the possible contours for stopping the war in Ukraine, though it was unclear whether the terms discussed would ultimately be acceptable to Zelenskyy or Putin.
The European heavyweights coming to Washington Planning to join Zelenskyy in America's capital are European Commission President Ursula von der Leyen, French President Emmanuel Macron, British Prime Minister Keir Starmer, German Chancellor Friedrich Merz, Italian Premier Giorgia Meloni, Finnish President Alexander Stubb and NATO Secretary-General Mark Rutte.
On the table for discussion are possible NATO-like security guarantees that Ukraine would need for any peace with Russia to be durable. Putin opposes Ukraine joining NATO outright, yet Trump's team claims the Russian leader is open to allies agreeing to defend Ukraine if it comes under attack.
Trump briefed Zelenskyy and European allies shortly after the Putin meeting, and details from the discussions emerged in a scattershot way that seemed to rankle the US president, who had chosen not to outline any terms when appearing afterward with Putin.
&ldquo;BIG PROGRESS ON RUSSIA,&rdquo; Trump posted Sunday on social media. The president also bemoaned media coverage of his summit with Putin and said on Truth Social: "I had a great meeting in Alaska." Following the Alaska summit, Trump declared that a ceasefire was not necessary for peace talks to proceed, a sudden shift to a position favoured by Putin.
Secretary of State Marco Rubio said Sunday that a ceasefire was still possible but that &ldquo;the best way to end this conflict is through a full peace deal." The issues on the table for the European allies European officials confirmed that Trump told them Putin is still seeking control of the entire Donbas region, even though Ukraine controls a meaningful share of it.
And Trump's special envoy, Steve Witkoff, said the US and its allies could offer Ukraine a NATO-like commitment to defend the country if it came under attack as the possible security guarantee.
"How that's constructed, what we call it, how it's built, what guarantees are built into it that are enforceable, that's what we'll be talking about over the next few days with our partners who are coming in from overseas,&rdquo; Rubio told NBC's &ldquo;Meet the Press.&rdquo; Rubio said on Fox News' &ldquo;Sunday Morning Futures&rdquo; that such a commitment &ldquo;would be a very big move" by Trump. He expects the delegations will &ldquo;spend six, seven hours talking about these things, maybe more, and try to get to a point where we have something more concrete.&rdquo; Monday's meeting will likely be very tough for Zelenskyy, an official close to the ongoing talks said. That official spoke on condition of anonymity to speak openly about thinking within Ukraine and between allies.
Zelenskyy needs to prevent a scenario in which he gets blamed for blocking peace talks by rejecting Putin's maximalist demand on the Donbas, the official said. It is a demand Zelenskyy has said many times he will never accept because it is unconstitutional and could create a launching pad for future Russian attacks.
If confronted with pressure to accept Putin's demands, Zelenskyy would likely have to revert to a skill he has demonstrated time and again: diplomatic tact.
Ukrainian leadership is seeking a trilateral meeting with Zelenskyy, Trump and Putin to discuss sensitive matters, including territorial issues.
Zelenskyy is looking to avoid another Oval Office blowup After enduring a public tirade by Trump and Vice President JD Vance in February, Zelenskyy worked to repair relations with the US.
Constant diplomatic communication and a 15-minute meeting at the Vatican in April on the sidelines of Pope Francis' funeral helped turn the tide. Trump appeared at the time to be swayed by Zelenskyy's conditions for peace.
But Trump says he cares primarily about ending the war, an ambition that led him after his meeting with Putin to discard the need for a ceasefire.
European allies also have worked with Trump, reaching a deal in July for NATO allies to buy weapons from the US for Ukraine.
Ahead of Monday's meeting, France's Macron stressed the importance of building up Ukraine's military and the need to show Putin that Europe interprets his moves as a threat to other nations.
&ldquo;If we are weak with Russia today, we'll be preparing the conflicts of tomorrow and they will impact the Ukrainians and &mdash; make no mistake &mdash; they can impact us, too,&rdquo; Macron said.
