The event, held at Bilaspur&rsquo;s Bahatarai Indoor Stadium, also saw the felicitation of urban bodies that excelled in the Swachh Survekshan 2024-25. Deputy Chief Minister Arun Sao presided over the programme, organised by the Urban Administration and Development Department.
The Chief Minister inaugurated and laid foundation stones for development works worth more than ₹260 crore. Announcing incentives for top-performing municipalities, he said, &ldquo;The urban body achieving first place in cleanliness at the national level will receive ₹1 crore; the second-place winner will get ₹50 lakh; and the third will be awarded ₹25 lakh.&rdquo;The event was attended by MLAs Dharamlal Kaushik, Amar Agrawal, Dharamjeet Singh, Dileep Lahariya and Sushant Shukla; Bilaspur Mayor Pooja Vidhani; Chhattisgarh Textbook Corporation Chairman Raja Pandey; CREDA Chairman Bhupendra Savanni; and Zila Panchayat Chairperson Rajesh Suryavanshi, among other dignitaries.Congratulating the Urban Administration Department for successfully organising &lsquo;Swachhata Sangam&rsquo;, CM Sai said, &ldquo;Our sanitation workers&mdash;Swachhata Didis&mdash;have made an immense contribution in the field of cleanliness, and today, washing their feet is a gesture of deep respect. Our urban bodies have won six national-level awards&mdash;this is a matter of immense pride. Raipur Municipal Corporation has secured a Seven-Star rating in the Garbage-Free City category. Among towns with populations under 20,000, as many as 58 from Chhattisgarh have earned Three-Star ratings. Our cities have also excelled in source segregation and waste management.&nbsp;
Chhattisgarh is advancing rapidly on all cleanliness parameters. Our aim is to make our cities clean, beautiful, and well-equipped, making cleanliness the state&rsquo;s identity.&rdquo;Urban Administration and Development Department Secretary Dr. Basavaraju S.said 115 cities in the state improved their rankings in the Swachh Survekshan 2024-25. Seven urban bodies were felicitated by President Droupadi Murmu in New Delhi for their outstanding performance.&nbsp;
More than 30 urban bodies excelling at the divisional level were also honoured at the event. CM launches online property tax portal CM Sai also launched the GIS-based Property Tax Live Portal to enable online property tax payments in three municipal corporations&mdash;Birgaon, Bhilai-Charoda, and Dhamtari&mdash;and in 43 municipal councils. With the facility now operational in 46 cities, this marks a major step in modernising local governance and providing citizens with convenient, at-home services.

In a significant move, the Election Commission of India (EC) announced on Monday that it is proceeding with the delisting of an additional 476 registered unrecognised political parties (RUPPs) that have failed to meet prescribed norms, including the requirement to contest at least one election in the past six years.
This latest action follows closely on the heels of the EC's previous announcement on Saturday, where the poll body delisted 334 such parties for non-compliance with electoral laws and related rules.
"This marks the second round of the initiative, with another 476 RUPPs identified across various states and Union Territories. To ensure fairness in this process, Chief Electoral Officers (CEOs) in the respective states and UTs have been instructed to issue show-cause notices to these parties, offering them an opportunity for a hearing through the concerned CEOs," stated the EC in an official release.
Predominantly, the current list of parties facing delisting comprises entities from Uttar Pradesh (121), followed by Maharashtra (44), Tamil Nadu (42), and Delhi (41). Bihar, which is on the verge of Assembly elections, has 15 parties on the list.
Since 2001, the Election Commission has embarked on several rounds of removing defunct RUPPs, this being the third or fourth such instance.
Although the Supreme Court barred the EC from "derecognising" political parties, citing the absence of a legal provision for such action, the commission has opted for "delisting" instead. Importantly, parties removed from the list can potentially be reinstated by the EC without the necessity of undergoing the fresh recognition process.
EC officials have highlighted past violations of income tax provisions and the anti-money laundering law by some RUPPs.
Under Section 29A of the Representation of the People Act, 1951, the EC registers political parties&mdash;encompassing national, state, or registered unrecognised entities&mdash;granting them various privileges, including tax exemptions.
This strategic measure targets removing parties that haven't contested elections to the Lok Sabha, state or UT legislatures, or byelections since 2019, and those that have been elusive in terms of physical presence, as noted by the EC.

These include inauguration of Digital Uttarakhand App, inauguration of 66 websites based on Secure, Scalable and Accessible (S3Waas) platform, inauguration of GIS based web app developed for real time tracking of garbage collection vehicles in urban areas, launch of AI application innovation in 1905 CM Helpline operated for public convenience and launch of web based application for monitoring encroachment.&nbsp;
The Chief Minister's announcements aim to address future challenges. A next-generation data centre will be established in the state, accompanied by a separate disaster recovery mechanism. "AI Mission" will be started in the state soon to face the challenges of the future, which will be developed as "Centre of Excellence," the CM said. He is taking forward the concept of good governance, and a next-generation remote sensing and drone application centre will be developed in the state. The government will make efforts to establish a special IT cadre in the state. The Chief Minister stated that the state government is working on the mantra of "Hill to Hi-Tech," aiming for Uttarakhand to progress from a beautiful hill state to a technically proficient one, according to the release.&nbsp;
"Today, five important initiatives related to information technology have been started in the state. All these innovations will make the governance system better as well as bring speed and transparency in various services," he added. He said that technology and innovation have expanded through the Digital India campaign under the leadership of Prime Minister Narendra Modi. The state government is also making continuous efforts to realise its dream of 'Digital India'. Through the "Digital Uttarakhand" app, people will be able to access many government services from home. Now people will not need to visit government offices. As per the release, this app will be helpful in realising the Prime Minister's mantra of 'Minimum Government - Maximum Governance'. This will help in making government services integrated, simple and accessible and monitoring of various activities will also be easy. The Chief Minister said that 66 new government websites based on the S3Waas platform will make departmental information available to the public in a safe, quick and transparent manner. A GIS-based web app will do real-time monitoring of garbage collection vehicles in urban areas. For the prevention of encroachment, any citizen can upload a picture or video of encroachment through a web-based app. The concerned department will then investigate and take immediate action. This entire process can be tracked online, the release said.
He said that the 1905 CM Helpline is an essential medium of communication between the citizens of the state and the government. In this service, auto-categorisation of complaints, quick resolution, and follow-up monitoring will be enhanced even further with AI-based facilities. The Chief Minister said that works like online education, e-health service and land records digitisation are being given special priority in the state. Efforts are being made to provide the benefits of many government services to people at home through the e-district portal and the CM dashboard, the release said. "Smart classrooms and e-learning platforms are also being expanded for students. Work is also being done to provide advice from expert doctors at home to the citizens of remote areas through telemedicine and e-Sanjeevani services. 886 services are being made available online through the "Apni Sarkar" portal. Telecommunication connectivity has reached about 95 per cent of the villages of the state," he added.

The Chief Minister Kisan Kalyan Yojana, launched in September 2020, provides an annual assistance of Rs. 6,000 to beneficiary farmers, in addition to the benefits under the PM-Kisan Samman Nidhi Yojana. By March 2025, more than 8.3 million farmer beneficiaries had received financial support totalling Rs. 17,500 crore under the scheme.

The Odisha government has asked all its departments, public and educational institutes and others to stop using the term 'harijan' in communications, officials said on Wednesday.
The government suggested the authorities concerned that words like 'scheduled caste' in English and 'anusuchita jati' in Odia or other national languages should be used to "denote persons belonging to scheduled castes as notified under Article 341 of the Constitution", according to a letter issued on August 12 by the commissioner-cum-secretary of the ST and SC Development, Minorities and Backward Class Welfare Department.
The letter was sent to all the additional chief secretaries, principal secretaries, and commissioner-cum-secretaries, the officials said.
"They have been instructed to ensure that the word 'harijan' does not appear in any official communications, records, transactions, caste certificates, publications, departmental names, or any other form of use," one of the officials said.
The authorities concerned are also directed to educate their staff and update existing documents and records accordingly, he said.
They are also told to submit a compliance report on the action taken on the matter, another official said.
The state government's action came in the wake of the guidelines issued by the Odisha Human Rights Commission (OHRC), prohibiting the use of the word &lsquo;harijan&rsquo;.
These guidelines will be strictly enforced in all government offices, the official said.

Following fresh guidelines prepared by the Ministry of Social Justice and Empowerment, a similar order was also issued in 2013 to all the states, directing them to ensure non-use of the 'harijan' word not only in caste certificates but also in official communications, the officials said.

Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday launched the 'Har Ghar Tiranga' campaign in Lucknow ahead of the 79th Independence Day, calling it a symbol of national pride and gratitude towards freedom fighters, revolutionaries, and soldiers.
Deputy Chief Ministers Keshav Prasad Maurya and Brajesh Pathak, along with several state dignitaries, attended the event at the Kalidas Marg here, which was launched two days before Independence Day.
Addressing the gathering, Adityanath said the campaign was being organized in response to Prime Minister Narendra Modi's call to take the message of patriotism to every household.
"Our country is completing 78 years of Independence and has entered the Amrit Kaal. Every Indian should have a sense of respect and devotion towards the Constitution, national symbols, great revolutionaries, and eminent personalities,&rdquo; he said.

Adityanath said the Tiranga Yatra was not just a march but also an expression of gratitude to Bharat Mata, great leaders, revolutionaries, and brave soldiers.
"With the Independence Day celebrations, this journey in every village, town, and district is setting an example for all," he said.
Urging people to participate enthusiastically, Adityanath said, "The Tiranga should be hoisted in every Indian home as a symbol of our pride and respect for the country and our soldiers.
&ldquo;The world has witnessed the valor of Indian forces in Operation Sindoor, and today, when the world is amazed at India&rsquo;s strength, it is our responsibility to uphold the country&rsquo;s honor by rising above self-interest and dedicating ourselves to the nation,&rdquo; he said.
The CM said the occasion should also be used to expose forces that attempt to divide society on the basis of caste, region, religion, language, or other grounds.

The National Sports Governance Bill, which has been passed by both houses of Parliament, is a landmark move to revamp and standardise India's sports administration.
A day after Lok Sabha's approval, the bill was cleared in the Rajya Sabha on Tuesday after extensive discussion.
PTI presents an overview of its salient features that promise to overhaul several aspects of sports governance and the grievance redressal system for athletes and administrators alike in the country. The bill now awaits a presidential assent to become an act, which is not likely to take too long.
After this a gazette notification will be brought out by the government.
Age and tenure cap: ============= The bill fixes the tenure limit at three consecutive terms adding up to 12 years for the posts of President, Secretary General and Treasurer in sports bodies. The age cap has been kept at 70, extending up to 75 at the time of nomination if permitted by the international charter and statutes of the concerned sport.
The Executive Committee strength of a sports body has been capped at 15 to ensure that the financial burden on the federation is not high. The EC would be mandated to have at least two sportspersons of outstanding merit and four women in the ranks.
The provision is in line with the international push to ensure gender parity in sports governance and make athletes a prominent stakeholder in decision-making process.
National Sports Board: =============== The National Sports Board (NSB) will have overriding powers to grant or suspend recognition of all National Sports Federations (NSFs) and even "collaborate" with the international federations for athlete welfare.
The NSB will comprise a chairperson, and its members will be appointed by the central government from "amongst persons of ability, integrity and standing." The appointments would be done based on the recommendations of a search- cum-selection committee, which would have the Cabinet Secretary or Secretary Sports as chairperson.
The other members of this panel will be the Director General of the Sports Authority of India, two sports administrators who have each served as the President or Secretary General or Treasurer of a National Sports Body and one eminent sportsperson who is a Dronacharya, or Khel Ratna or Arjuna awardee.
The Board has been empowered to de-recognise a national body that fails to hold elections for its Executive Committee or has committed "gross irregularities in the election procedures." In addition, failure to publish annual audited accounts or "misused, misapplied or misappropriated public funds" would also invite suspension from the NSB but it would be required to consult the concerned global body before proceeding.
Only a recognised sports organisation will be eligible to receive grants or any other financial assistance from the central government.
National Sports Tribunal: ================ According to the Sports Ministry, over 350 cases are currently in progress in various courts of the country over issues ranging from selection to election, significantly hampering the progress of athletes and NSFs. The setting up of a National Sports Tribunal promises to end that for good as it would have "all the powers of a civil court." It will comprise a chairperson and two other members. The head of the Tribunal would be a sitting or retired judge of the Supreme Court or the Chief Justice of a High Court.
The appointments to this would also be in the hands of the central government based on recommendations of a committee that will be headed by Chief Justice of India or a Supreme Court judge recommended by the CJI and comprise the Sports Secretary and Secretary in the Ministry of Law and Justice.
The central government will have the power to remove its members in case of violations, including financial irregularities and actions prejudicial to "public interest".
The orders of this Tribunal would only be challengeable in the Supreme Court, which will ensure that no lower court would be involved in deciding disputes related to sports, making "jurisprudence stable and faster".
The appeal will also have to be filed within 30 days of the tribunal's decision but the Supreme Court will have the authority to decide if a filing can be done on the expiry of the deadline.
National Sports Election Panel: ==================== This too shall be appointed by the central government on the recommendation of the National Sports Board. The panel will be made up of retired members of the Election Commission of India or the State Election Commission or retired Chief Electoral Officers of the States or Deputy Election Commissioners, with "adequate experience".
The panel will act as "electoral officers" to oversee the conduct of free and fair elections to the Executive Committees and the Athletes Committee of the sports bodies.
The Board shall maintain a roster of the National Sports Election Panel, in such manner as may be prescribed.
RTI: ==== All recognised sports organisations, which are dependent on government funding and support, will be covered under the Right to Information Act, 2005 "with respect to the exercise of its functions, duties and powers." This ensures that the BCCI, which is not relying on ministry funding, will readily come under the bill's ambit. It will have to register itself as an NSF with the NSB as cricket is set to debut as an Olympic sport in the 2028 Games in the T20 format.
Govt's discretionary powers: ================== Any sports organisation wanting to use the word "India" or "Indian" or "National" or any national insignia or symbols will have to obtain a No Objection Certificate from the central government.
The central government, if it considers "necessary" and expedient in the public interest, will have also have the power to "relax" any of the provisions mentioned in the bill.
In addition, the government can also give such directions to the National Sports Board or any other person or entity for the "efficient administration" of the provisions of this bill.
The government will also be authorised to "impose reasonable restrictions on the participation of any national team of a concerned sport" under extraordinary circumstances and in the national interest.

Under the leadership of Chief Minister Pushkar Singh Dhami, the Uttarakhand Cabinet has approved the &ldquo;Uttarakhand Freedom of Religion (Amendment) Act, 2025&rdquo; to curb incidents of forced, fraudulent, or inducement-based religious conversions. The law introduces several stringent provisions to ensure severe punishment and heavy fines for offenders.
 Stricter Definition of Inducement Under the law, it will be considered a criminal offence if any person attempts religious conversion through: &nbsp;&bull; Offering money, gifts, or job opportunities &nbsp;&bull; Promising free education &nbsp;&bull; Deceiving with a marriage proposal &nbsp;&bull; Claiming to provide a better life &nbsp;&bull; Speaking ill of one religion while praising another &nbsp;&bull; Using social media or digital platforms for promotion
 Marriage by Concealing Religion to be a Crime Concealing one&rsquo;s religion with the intent to marry will invite a punishment of 3 to 10 years of imprisonment and a fine of ₹3 lakh.
 Severe Punishment and Fines &nbsp;&bull; General cases: 3&ndash;10 years imprisonment and ₹50,000 fine &nbsp;&bull; Involving a woman, child, SC/ST, or differently-abled person: 5&ndash;14 years imprisonment and ₹1 lakh fine &nbsp;&bull; Mass conversions: 7&ndash;14 years imprisonment and ₹1 lakh fine &nbsp;&bull; Accepting foreign funds: 7&ndash;14 years imprisonment and a minimum ₹10 lakh fine &nbsp;&bull; Conversions through threats, assault, or trafficking: 20 years to life imprisonment
 Property Seizure and Investigation Any illegal property acquired through religious conversion can be confiscated by the District Magistrate. The accused will have to prove the legitimacy of the property.
 Protection for Victims Victims will receive legal aid, shelter, maintenance, medical facilities, and assurance of confidentiality regarding their identity. The government will also formulate a special scheme for immediate victim support.
 All Offences to be Non-Bailable and Cognizable Police will have the authority to arrest without a warrant, and bail will only be granted if the court is satisfied that the accused is not guilty and will not commit the offence again.

In a significant breakthrough, Punjab Police announced the dismantling of a terror module linked to Pakistan's Inter-Services Intelligence (ISI) and Babbar Khalsa International (BKI). The operation culminated in the arrest of five individuals, including three minors, in a joint effort by Counter Intelligence Jalandhar and SBS Nagar Police, conducted across the Tonk and Jaipur districts of Rajasthan.
During the operation, one suspect sustained injuries following an exchange of gunfire with the police. The terror operatives were allegedly directed by their handlers to orchestrate grenade attacks in anticipation of India's Independence Day celebrations.
Director General of Police Gaurav Yadav stated that the arrested individuals were part of a module covertly controlled by overseas handlers Mannu Agwan, Gopi Nawanshehria, and Zeeshan Akhtar, all of whom were operating under orders from Harwinder Singh alias Rinda, a BKI operative based in Pakistan.
The apprehended individuals include Ritik Naroliya, from Didawata village in Jaipur, Rajasthan; Sonu Kumar, also known as Kali, from Kala Sanghian village in Kapurthala; alongside three juveniles. Police recovered a hand grenade, a .30 bore pistol, two live cartridges, and two spent shells from the suspects.
This group was implicated in a grenade attack on a liquor store in SBS Nagar on August 7. Further, they were allegedly instructed to execute additional attacks leading up to Independence Day.
DGP Gaurav Yadav highlighted the significance of the operation, asserting that it successfully thwarted further planned attacks by this terror cell. Efforts are ongoing to uncover other potential connections linked to this case.
Assistant Inspector General Navjot Mahal recounted that during a subsequent recovery operation, Sonu Kumar attempted to fire upon police officers. Law enforcement responded in self-defense, resulting in Sonu sustaining a gunshot wound. He is currently receiving medical treatment at the Civil Hospital in SBS Nagar.

In a major breakthrough against Pakistan&rsquo;s ISI-backed terror network amidst the ongoing drive to make Punjab a safe and secure state as per directions of Chief Minister Bhagwant Singh Mann, Counter Intelligence (CI) Jalandhar, in a joint operation with SBS Nagar Police, busted a Babbar Khalsa International (BKI) terror module with the arrest of five operatives, including three juveniles, from Tonk and Jaipur districts of Rajasthan, said Director General of Police (DGP) Punjab Gaurav Yadav here on Tuesday.
The module was being operated by foreign-based handlers Mannu Agwan, Gopi Nawanshehria and Zeeshan Akhtar on the directions of Pak-based BKI operative Harwinder Singh alias Rinda.
Those arrested have been identified as Ritik Naroliya, a resident of village Didawata in Jaipur, Rajasthan; Sonu Kumar alias Kali, a resident of village Kala Sanghian in Kapurthala and three juveniles. Police teams have also recovered one 86P hand-grenade and one .30 bore pistol along with two live cartridges and two empty shells.
DGP Gaurav Yadav said that the module had planned an attack inside a liquor store in SBS Nagar recently.
It is worth mentioning that this module had carried out a grenade attack at liquor store in SBS Nagar on August 7, 2025.
The DGP said that the operatives were further tasked to attempt such attacks during the period leading up to the Independence Day. The arrested accused were receiving direct instructions from foreign-based Zeeshan Akhtar and BKI mastermind Mannu Agwan, who is working in close coordination with Pak-based BKI operative Harwinder Rinda, he said.
&ldquo;We have successfully averted further planned attacks by this terror module,&rdquo; said DGP Gaurav Yadav, while adding that probe is on to establish forward and backward linkages in this case.
Sharing more details, AIG CI Jalandhar Navjot Mahal said that in an intelligence-led operation, all the five accused persons from the areas of Tonk and Jaipur districts of Rajasthan.
He said that during a follow-up recovery operation, arrested accused Sonu alias Kali attempted to open fire at the police party. In self-defence, the police party retaliated, resulting in a bullet injury to accused Sonu alias Kali, he said, while adding that the injured accused was immediately shifted to Civil Hospital in SBS Nagar, where he is undergoing treatment.
In this regard, an FIR under sections 109, 324(5) and 61(2) of the Bharatiya Nyaya Sanhita (BNS) and sections 3, 4 and 5 of the Explosive Substances Act has been registered at police station City Nawanshahr.

Continuing his visit in the field consecutively for second day, Director General of Police (DGP) Punjab Gaurav Yadav on Tuesday chaired a law and order review meetings and outreach sessions with officers of Ferozepur, Faridkot, Bathinda and Patiala Ranges ahead of forthcoming Independence Day-2025. During his day-long tour, the DGP has visited three districts including Ferozepur, Bathinda and Patiala.
Reaffirming Punjab Police&rsquo;s steadfast commitment to eliminating the cross-border drug menace through transparent enforcement of the NDPS Act, DGP Gaurav Yadav issued strategic directives on counter-terror readiness, inter-district coordination, strong nakas, and continuous surveillance to ensure safe Independence Day celebrations as mandated by the Chief Minister Bhagwant Singh Mann.
DGP Gaurav Yadav appreciated the officers on work being done under the anti-drug Yudh Nashian Virudh campaign and directed them to further intensify the anti-drug campaign to wipe out the drugs from the state. He also asked officers to conduct financial investigations vis section 68-F of the NDPS Act, and against Hawala operators to dismantle the entire ecosystem of drug trafficking.
He has also given instructions to all the SSPs to maintain peace and harmony by ensuring police presence at all important places, intensify domination operations and other preventive and detective measures. He also briefed the police force regarding the current security scenario and reviewed counter-terror strategies.
As part of the outreach, the DGP Punjab also engaged directly with officers across all ranks including station house officers (SHOs), encouraging an open discussion and exchange of valuable field insights to strengthen inter-district coordination and dismantle drug supply chains.
