He especially praised the Chief Minister Bhagwant Singh Mann-led Punjab Government for expanding the Mukh Mantri Sarbat Sehat Bima Yojna to cover every citizen and doubling the insurance coverage from ₹5 lakh to ₹10 lakh per family annually.
Finance Minister Harpal Singh Cheema, while presenting the &lsquo;Badalda Punjab&rsquo; Budget 2025-26 in the Vidhan Sabha, announced a 10% increase in the health sector budget to ₹5,598 crore. This allocation aims to strengthen infrastructure, expand Aam Aadmi Clinics, and enhance emergency healthcare under the FARISHTEY Scheme. Additionally, the Medical Education and Research sector has received a 27% budget hike, reaching ₹1,336 crore.
Dr. Balbir Singh termed the budget as &ldquo;historic and progressive&rdquo; and highlighted that bringing all 65 lakh families under the Mukh Mantri Sarbat Sehat Bima Yojana is a game-changer. &ldquo;This ensures that no citizen in Punjab will ever have to worry about medical expenses again,&rdquo; he emphasized.
Currently, only 45 lakh families are covered under the health insurance scheme&mdash;16 lakh under the Central government&rsquo;s Ayushman Bharat and 29 lakh under Punjab&rsquo;s SSBY. The new budget removes all eligibility restrictions, extending coverage to every household, regardless of income or location. This marks the first time in Punjab&rsquo;s history that every single family&mdash;urban or rural, rich or poor&mdash;will have comprehensive health security.
Families enrolled under Ayushman Bharat will also receive an additional ₹5 lakh top-up from the state, increasing their total insurance coverage to ₹10 lakh. Additionally, all beneficiaries will receive Sehat Cards, enabling cashless treatment at government and private empaneled hospitals.
Dr. Balbir Singh also announced that a new medical college with 50 MBBS seats will be established at Barnala Kalan in SBS Nagar during the financial year 2025-26.
Additionally, following the success of the "CM Di Yogshala" program, which currently benefits 1.5 lakh residents through 3,200 daily yoga sessions, the initiative will now be expanded to reach two lakh participants.

The budget includes measures aimed at increasing farmers' income and securing long-term prosperity.
A new scheme will be launched in Bathinda, Kapurthala, and Gurdaspur districts to encourage Kharif maize cultivation as an alternative to paddy. Approximately 21,000 hectares will be diversified from paddy to maize to support ethanol production, aligning with the target of 20% ethanol blending by 2025. Farmers opting for maize cultivation will receive a subsidy of ₹17,500 per hectare, benefiting around 30,000 farmers.
An amount of ₹115 crore has been allocated for various crop diversification initiatives, while ₹149 crore has been earmarked under the Krishonnati Yojana to support key activities such as agricultural extension, food security, horticulture, seed development, edible oil production, and digital agriculture.
To promote sustainability and environmental responsibility, the Punjab government has committed ₹60 crore in capital subsidies for industries transitioning to paddy stubble-based boilers. This initiative is expected to utilize three million tonnes of paddy stubble annually.
For sustainable crop residue management, ₹500 crore has been set aside to support farmers, cooperative societies, and gram panchayats. The funds will be used to assist in purchasing crop residue management (CRM) machines, setting up Custom Hiring Centers, and developing Paddy Straw Supply Chain Centers. The government aims to implement eco-friendly alternatives to curb stubble burning, ensuring environmental protection and farmers&rsquo; well-being.
The government has also continued its commitment to providing free power to farmers. An allocation of ₹9,992 crore has been made in the FY 2025-26 budget for power subsidies in the agricultural sector.

During his meeting with Joshi at his residence, Mann highlighted that in the upcoming Rabi Marketing Season (RMS) 2025-26, beginning April 1, Punjab is expected to procure 124 LMT of wheat. Additionally, around 5 LMT of wheat from the previous season remains in stock, creating a total storage requirement of 129 LMT. He emphasized that due to a severe shortage of storage space, most covered storage areas are being used for rice, further complicating the situation.
Mann requested the Union Minister to facilitate the movement of at least 25 LMT of wheat through direct delivery special trains to manage storage constraints effectively. He also pointed out that due to limited space for rice storage, only 45% of the rice quota had been accepted by the Food Corporation of India (FCI). "As of today, space available with FCI is 7.50 LMTs while a total of 71.50 LMTs of rice is yet to be delivered. Therefore, maximum movement of rice from the state must be allowed by FCI to ensure timely completion of rice milling for KMS 2024-25," he stated.
Raising concerns over the reduction in Arthia Commission for wheat procurement at silos, Mann highlighted that the issue had been discussed with the Department of Food and Public Distribution (DFPD), Government of India. He stressed that if the commission for arthias at silos were at par with that of regular mandis, there would be net savings on mandi labor and transportation charges. "Arthias are performing the same operations in silos as in mandis, so their commission should be allowed at the same rate," he asserted.
Mann also addressed the issue of restricting the Arthia Commission in the provisional cost sheet, stating that the commission had been frozen at ₹46 per quintal for wheat since RMS 2020-21 and ₹45.88 per quintal for paddy since KMS 2019-20. "As per the Punjab Agriculture Produce Marketing Act, 1961, arthia commission is set at 2.5% of MSP, which amounts to ₹60.63 per quintal for the upcoming Rabi season. However, the Government of India has not finalized this rate for reimbursement. If this issue is not resolved, arthias may go on strike again, disrupting wheat procurement in RMS 2025-26," he warned.
Additionally, Mann urged the central government to immediately release Punjab&rsquo;s pending share of the Rural Development Fund (RDF). He stressed that the state had completed all necessary formalities and that it was time for the center to disburse the funds. "States are not beggars; they should receive their rightful share instead of being subjected to unnecessary delays," he remarked.
In response, Union Minister Prahlad Joshi assured Bhagwant Singh Mann that the central government would sympathetically consider Punjab&rsquo;s demands.

He highlighted that the ₹2,36,080 crore budget is the largest in Punjab&rsquo;s history and marks the third consecutive tax-free budget under his government. While acknowledging the negative financial legacy inherited from past administrations, he reaffirmed his commitment to building a progressive and prosperous Punjab. "Funds have been earmarked for every sector, including health, education, jobs, and industry, to drive the state&rsquo;s overall development," he said.
Mann emphasized that his government&rsquo;s third tax-free budget is designed to accelerate Punjab&rsquo;s progress. "This budget aims to transform the destiny of the common man by ensuring peace, prosperity, and economic growth," he stated. He described it as a blueprint for restoring Punjab&rsquo;s glory and fostering comprehensive development across all sectors.
The Chief Minister also pointed out Punjab&rsquo;s improving financial indicators. "Thanks to our efforts, Punjab now ranks 15th in the list of states by per capita income. The state's economy is on a strong growth trajectory, with a remarkable 9% growth this year," he said. He further noted that Punjab&rsquo;s Own Tax Revenue has grown by 14% in 2025, reaching ₹57,919 crore&mdash;an increase of ₹20,500 crore since 2021-22.
Addressing the fight against drugs, Mann announced that the state has launched "Yudh Nashe De Virudh" from March 1, 2025, to eradicate the drug menace. "A budget of ₹400 crore has been allocated to equip the police department in this war against drugs," he said. He also introduced the &lsquo;Rangla Punjab Vikas Scheme&rsquo; with a budgetary provision of ₹585 crore to boost development in all constituencies.
In a major push for water conservation, the Chief Minister announced a ₹8,227 crore project to expand canal irrigation in previously excluded areas. "To ensure last-mile connectivity and better irrigation, 63,000 hectares will be covered with underground pipelines at an estimated cost of ₹315 crore," he stated.
Mann also unveiled the "Mukh Mantri Street Light Yojna," under which 2.5 lakh streetlights will be installed across Punjab. To promote industrial growth, financial incentives for industries have been raised to ₹250 crore&mdash;the highest in Punjab&rsquo;s history. Additionally, ₹80 crore has been allocated for constructing a Unity Mall to showcase Punjab&rsquo;s industrial and cultural diversity.
The budget allocates ₹3,426 crore for the industrial sector, including subsidized electricity, to boost Punjab&rsquo;s economic growth. "To enhance employment opportunities, we have allocated ₹230 crore for skill training and career counseling, a 50% increase from last year," Mann said. The &lsquo;Mukhya Mantri Sarbat Sehat Bima Yojana&rsquo; will now provide cashless treatment up to ₹10 lakh for 65 lakh families in both government and private hospitals.
Education, health, and employment remain top priorities for the government. "We have allocated ₹18,047 crore&mdash;11% of the total budget&mdash;towards education," Mann said. Recognizing sports as a tool against drug addiction, the government has set aside a record ₹979 crore for sports, the highest in Punjab&rsquo;s history. Additionally, he assured modernization of the police force to maintain law and order.
Mann emphasized that the budget prioritizes welfare schemes for SCs, BCs, minorities, and other marginalized communities. "We are focusing on road repair, rural and urban development, canal system upgrades, and improvements in public transport," he said. He expressed confidence that the budget would position Punjab as a leading state in India, ushering in a new era of growth and prosperity for every Punjabi.

This initiative is expected to reduce registration time while enabling authorities to monitor pilgrim movement, manage crowd control at temples, and improve the dissemination of weather-related information, particularly in high-altitude areas.
Registration for the 2025 Char Dham and Hemkund Sahib Yatra began on March 20, and as of this morning, over 750,000 pilgrims have already registered using Aadhaar-based online verification, according to the ministry's release.&nbsp;
UIDAI has been supporting states in adopting such innovative initiatives to improve ease of access for citizens. The official registration portal (https://registrationandtouristcare.uk.gov.in) and the Tourist Care Uttarakhand mobile app have integrated this facility to streamline the process.
By eliminating duplicate registrations, this digital verification system ensures more pilgrims get the opportunity to undertake the Yatra. The Aadhaar-based system is also expected to expedite the registration process and reduce paperwork, though offline registration at designated centers remains available.&nbsp;
Additionally, Aadhaar-linked registration will aid in better planning and allocation of essential services such as accommodation, transport, food, and medical aid, minimizing wastage and shortages.&nbsp;
The system is also expected to enhance emergency response coordination between pilgrims and authorities, further strengthening safety measures, the release stated.

Finance Minister Nirmala Sitharaman on Wednesday said deceiving farmers cannot do good to anybody as she attacked the Congress on their farm loan waiver scheme, alleging that their promises left the farmers in lurch.
During her reply in Rajya Sabha on The Banking Laws (Amendment), 2024 Bill, the finance minister took a cue from BRS member Ravi Chandra Vaddiraju's statement in Telugu during the discussion where he referred to Congress loan waiver scheme for farmers.
Sitharaman said Congress announced "Rina maafi" (loan waiver), but in reality... half the farmers were left without loan waiver, the banks had put their name on record thereby making them also ineligible for new loans.
"I would want to highlight the fact that deceiving the farmers is for nobody's good. If you really want to help the farmers, here is Prime Minister Modi putting Rs 2,000 every time, annually, 6,000 rupees into their account through the transparent DBT (Direct Benefit Transfer). It helps the small farmers. Show it in action," she asserted.
Sitharaman said Congress policies have been limited to paper without any action on ground and if there was any action then it was riddled with corruption.
"I want to highlight like the way they speak about food security, MGNREGA and the rural areas, all schemes brought by them (but) none of which were effectively implemented. When Prime Minister Modi implements them, without corruption, without malpractice and without any kind of wrongdoing. They will say, oh that was our scheme. Yes, it was your scheme, but you kept it in the paper, or you mismanaged," the minister said.
Sitharaman said that Congress' policies have all been big time talk with "no action on the ground and if there's action, it's riddled with corruption" .
The finance minister said that she received information from the media that Congress used the farm loan waiver promise to come back to power in 2009.
"So instead of serving the farmers, the Congress's notorious 2008 (promise), by which we were told through the media, that they won election and came back in 2009, that notorious Rina Maafi had left many farmers, neither here nor there," she said.
Later DMK member Tiruchi Siva raised objection to the use of word "notorious" calling an unparliamentary word and sought its removal from the record.
Rajya Sabha Chairman Jagdeep Dhankar said that he will examine the point of order raised by Siva around the word "notorious" and take action suitably.

The satirical rendition, based on the iconic "Hawa Hawai" song from the 1987 blockbuster 'Mr India,' was part of a comedy special recorded at the Habitat Comedy Club in Mumbai&rsquo;s Khar about a month ago. Kamra shared this segment on YouTube on Sunday and, on Wednesday, reposted it with popcorn emojis.
Many interpreted this as a jab related to last year's controversy concerning GST (Goods and Services Tax) rates on cinema snacks.
In the video, Kamra critiques the government on several issues, including potholes, roadworks for Metro construction, and bridge collapses. He highlighted the disparity in tax contributions between corporate employees and the corporations themselves.
Referring to Nirmala Sitharaman with nicknames such as "sariwaali didi" and "Nirmala tai," he turned his comedic lens on the Finance Minister.
The second summons follows a case filed by Shiv Sena MLA Murji Patel against Kamra for another satirical piece based on &lsquo;Bholi Si Surat&rsquo; from the 1997 hit 'Dil To Pagal Hai.'
In this performance, Kamra alluded to Mr. Shinde without naming him and referenced 'gaddar' (traitor), seemingly a nod to Shinde's 2022 political maneuver that fractured the Shiv Sena and aligned with the BJP, resulting in the Uddhav Thackeray-led government losing power in Maharashtra.
Although summoned by Mumbai Police on Tuesday, Kamra requested a week to comply. The police denied this and reiterated their summons on Wednesday.
Despite legal pressures, Kamra displayed defiance with a Tuesday post featuring Shiv Sena workers vandalizing the Habitat Comedy Club, set to another satirical tune.

According to the News18 outlet, one of the injured is a panchayat member of the Indian Secular Front. It has been reported that the blast took place while some of them were making a bomb.

Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday accused the opposition of acting as "barriers" in the state's development.
Addressing an event organised to mark eight years of the BJP government in the state, the chief minister said, "All those who are above 25 years of age will remember that before 2017, the public system of Uttar Pradesh was ruled by hooliganism and mafia.&rdquo;
He emphasised that the situation was especially dire for the youth, farmers, and the general public. &ldquo;The youth was facing an identity crisis, farmers used to commit suicide, and the poor used to die of hunger,&rdquo; he added.
Underscoring the progress made under his government, Adityanath said, &ldquo;This is the same state where the youth did not get jobs and when they went out of the state, they faced an identity crisis,&rdquo; he said.
He criticised the Congress and the Samajwadi Party for allegedly "opposing development".
"When it comes to the pride of Uttar Pradesh, these people first start making misleading comments," he said.
He alleged that the Congress and SP were "fighting against the government during the COVID pandemic". They were not happy with the consecration of Ram temple and "spread false propaganda regarding the Maha Kumbh," he added.
"When these people got the opportunity, the Congress, the Samajwadi Party, they never did any development and when it is happening in UP, they are becoming a barrier in the way of development," said the chief minister.
Claiming development in sectors like agriculture, Adityanath said, &ldquo;Farmers who once faced despair are now contributing to the state&rsquo;s development and no longer committing suicide.&rdquo;
Adityanath outlined the government's commitment to economic growth, citing initiatives such as &ldquo;One District, One Product&rdquo; and increased infrastructure development, particularly in expressways, metro systems, and airports.
&ldquo;Today, Uttar Pradesh is the largest producer of food grains, potatoes, sugarcane, and ethanol in the country,&rdquo; he said, adding, &ldquo;We have transformed Uttar Pradesh from a BIMARU state into a thriving economy.&rdquo;

A police personnel was injured on Thursday in a fresh gunfight with terrorists in Kathua district of Jammu and Kashmir where a massive anti-terror operation is underway for the last four days, officials said.
The gunfight erupted this morning when the security forces spotted the terrorists near Jakhole village in Ghati Juthana area of Rajbagh, some 30 km from the scene of Sunday&rsquo;s encounter in Hiranagar sector.
Officials said reinforcements had been rushed and an exchange of fire between the two sides was going on when last reports were received.
The terrorists are believed to be the same group that escaped in Hiranagar sector after a gunbattle lasting more than half-an-hour on Sunday evening when a a Special Operations Group (SOG) of police launched an operation after getting intelligence input about their presence inside a 'dhok', a local term for an enclosure in a nursery in Sanyal village near the International Border with Pakistan, they said.
A massive search operation involving the police, army, NSG, BSF, and CRPF armed with technical and surveillance equipment and supported by helicopter, UAVs, drones, bulletproof vehicles, and sniffer dogs continued to track down the terrorists, who are believed to have infiltrated on Saturday via either the ravine route or through a newly created tunnel from across the border.
The security forces extended the search operation particularly the routes leading to Billawar forest and were successful in tracking down the terrorists, the officials said.
The search parties on Monday found four loaded magazines of M4 carbine, two grenades, a bulletproof jacket, sleeping bags, tracksuits, several packets of eatables, and separate polythene bags containing material for making Improvised Explosive Devices near the scene of the encounter in Hiranagar.
Director General of Police, Nalin Prabhat, was camping in Kathua and was seen leading the anti-terrorist operation along with Inspector General of Police, Jammu Zone, Bhim Sen Tuti over the past four days.

Addressing the gathering, Yogi Adityanath said, "This ceremony of distribution of appointment letters is in itself an example of the government's intention, integrity and transparency. Inspired by PM Narendra Modi, the state government has given about 8.5 lakh government jobs to the people of the state in the last 8 years." He also extended his gratitude to UPPSC and UPSSSC for ensuring a fair and transparent selection process.
A day earlier, on Wednesday, Yogi Adityanath spoke about the construction of the Ram Temple in Ayodhya, calling it a historic achievement. "Building a grand Ram Temple at Sri Ram Janmabhoomi in Ayodhya, which was called impossible by the people, but that resolve was fulfilled," he said.
In an exclusive interview with ANI, the Chief Minister responded to criticism from West Bengal Chief Minister Mamata Banerjee, who had labeled the recent Mahakumbh in Prayagraj as "Mrityu Kumbh" due to alleged mismanagement. Defending the event, Adityanath called it a "Mrityunjay Mahakumbh," highlighting its massive success despite challenges.
He also criticized opposition parties, including the Congress, RJD, and Samajwadi Party, for their negative remarks, calling them an attempt at appeasement and an "insult to the faith of India." "Every day from Bengal, from January 13 to February 26, 50,000 to 100,000 devotees used to come to Prayagraj. The West Bengal Government got scared to see the crowd as their railway stations and airports were filled with people heading to Prayagraj... Whether it is the West Bengal Government, the Congress, the RJD, or the Samajwadi Party, whatever they have said about the Mahakumbh is an example of their appeasement. It is an example of insulting the faith of India. But the Mahakumbh has proved that it was a Mrityunjay Mahakumbh," he said.
The Chief Minister reaffirmed that 66 crore devotees and saints participated in the Mahakumbh, making it an unprecedented gathering in history.

Speaking about the development of religious corridors, he emphasized that the Maa Vindhyavasini corridor has already attracted lakhs of visitors, boosting regional development. "Faith can also become the basis of economic growth, or Maha Kumbh paved the way for it. I congratulate you. After the development of a corridor of Maa Vindhyavasini, lakhs of Sardars have visited it, and I thank you all for visiting with reverence," he said.
He also underscored the importance of the Ganga Expressway, describing it as the largest expressway in the country, which will connect key religious sites like Maa Vindhyavasini Dham and Baba Vishwanath Dham. "Ganga Expressway is the largest expressway in the country, till now between Meerut and Prayagraj. We have decided that we will conduct a survey and connect Maa Vindhyavasini Dham to Baba Vishwanath Dham. This expressway should be connected with Purvanchal Expressway," he stated.
Highlighting infrastructure development, he noted that expressways serve as the backbone of the economy by enhancing connectivity and strengthening infrastructure. "Infrastructure will be strengthened, connectivity will be so much better, and there will be great potential for economic growth. Through this 8-year Janpati Mahotsav, you must be seeing the exhibition that is being held, through this you all must be getting a glimpse and you must have seen that when you select and send good people, a medical college was also built in Mirzapur, a corridor of Maa Vindhyavasini was also built. When the new generation who have done graduation will get their degree, then parents will also be a part of it. You will receive the blessings of Vindhyavasini," he said.
The Chief Minister expressed pride in the establishment of a medical college in Mirzapur and the various infrastructure projects undertaken during his tenure. He urged people to continue supporting good governance for the overall development of the state.
The event also featured an exhibition showcasing the key achievements of the government over the past eight years. Union Minister of State for Chemicals &amp; Fertilizers and Health &amp; Family Welfare, Anupriya Patel, was also present.

Discussing the Global Investors Summit, she stated that Uttarakhand offers a favorable industrial environment. She informed that out of the MoUs worth three lakh crore signed during the summit, projects worth ninety thousand crore have already been implemented. She recognized the strategic investment plan as a benchmark for the State and appreciated initiatives like U-Hub Investor Mitra and the Transport Subsidy.
Raturi urged the department to list small-scale industries to attract global investments. She noted that Uttarakhand is ranked among the top achievers in Ease of Doing Business by the Department for Promotion of Industry and Internal Trade. The state is also in the leader category for startup rankings and holds the top position among Himalayan states in exports. Experts at the conclave discussed sustainable development and ways to enhance the competitiveness of small industries by leveraging Uttarakhand&rsquo;s geographical advantages.
The event also marked the launch of the Raising and Accelerating MSME Performance (RAMP) scheme in the State, along with a workshop. Raturi mentioned that this World Bank-funded initiative aims to improve MSME performance and boost product competitiveness on a global scale. Uttarakhand has received a budget allocation of Rs 100 crore under RAMP.
Several dignitaries attended the event, including Secretary Vinay Shankar Pandey, MSME Ministry Director Vinamra Mishra, officials from the Industries Department, and representatives from the central government.
