Uttar Pradesh Chief Minister Yogi Adityanath on Wednesday said the state has successfully transformed its perception over the past nine years, moving from "policy paralysis" to a land of "unlimited potential," as the government presented its 10th budget in the Assembly.
Speaking with reporters, Adityanath said the budget reflects the sentiments and aspirations of the people and noted that the size of the state budget has more than tripled during the nine-year period.
"Uttar Pradesh has successfully transformed its perception over the past nine years, emerging from policy paralysis and changing perceptions to present UP as a land of unlimited potential," the chief minister said.
Highlighting the theme of the 2026-27 budget, the chief minister said, "This budget is dedicated to safe women, capable youth, happy farmers and work for every hand, a prosperous Uttar Pradesh through technological investment. This budget presents a new saga of nine years of new construction before the countrymen."
Adityanath termed the budget historic, saying it was the 10th budget presented by his government. "This is the tenth budget of our government. This is the first time that a Chief Minister has had the opportunity to present the tenth budget. This has never happened before in a state like UP."
The chief minister also stressed that no new taxes had been imposed in the past nine years. He added that through efficient financial management and by plugging leakages, the state has moved from being categorised as a 'BIMARU' state to a revenue-surplus state.
"By stopping all the tax evasion and leakages in UP through efficient financial management, we have succeeded in transforming UP from a BIMARU state to a revenue surplus state, presenting it as a breakthrough in the Indian economy," he said.
In addition, the chief minister said that over Rs 43,565 crore has been proposed exclusively for new schemes in the 2026-27 Budget. He added that more than Rs 2 lakh crore has been earmarked for capital expenditure, which would play a crucial role in asset creation, infrastructure development and strengthening the economy, besides generating employment opportunities.
He also noted that budgetary allocations for various departments have been significantly enhanced.
Adityanath claimed that the state's debt burden, which was over 30 per cent in 2017, was brought down to 27 per cent within two to three years of his government taking office. Although the ratio rose during the Covid period, it has again been reduced to 27 per cent, with a target to bring it down further to 23 per cent in the current financial year, he said.
He asserted that on the strength of improved financial management and sustained development without imposing additional taxes, Uttar Pradesh has emerged among the top three state economies in the country.
The chief minister further claimed that the unemployment rate in the state, which he said stood between 17 and 19 per cent before 2017, has been reduced to 2.24 per cent.
Stressing a focus on youth employment, he said initiatives such as MSME start-ups, the 'One District, One Product' programme and promotion of local entrepreneurs have helped position Uttar Pradesh as both an investment destination and a job-creating state.
He also announced provisions in the budget for emerging technologies, including setting up data centre clusters for artificial intelligence and related sectors, and said the agriculture sector would be promoted on an income-based and value-addition model to help farmers transition from being beneficiaries to active partners in development.
Earlier in the day, Finance Minister Suresh Khanna presented a Rs 9,12,696.35 crore budget for the financial year 2026-27 in the state Assembly, marking an increase of about 12.2 per cent over the previous year's outlay.

According to an official statement issued after Finance Minister Suresh Khanna presented what is being seen as the last full-fledged budget of the Yogi Adityanath government ahead of the 2027 Assembly elections, the outlay reflects a push towards industrial expansion, MSME growth and employment generation.
An allocation of Rs 5,000 crore has been proposed for the Chief Minister Industrial Area Expansion and New Industrial Area Promotion Scheme. Rs 2,374 crore has been earmarked under the Swami Vivekananda Yuva Sashaktikaran Yojana for distribution of tablets and smartphones, while Rs 2,000 crore has been proposed under the Atal Infrastructure Mission.
Another Rs 1,000 crore has been set aside to implement the 2023 incentive policy to attract foreign direct investment and Fortune 500 companies. The statement said MoUs have been signed for setting up 200 defence units under the Defence Industrial Corridor, involving proposed investment of Rs 35,280 crore and estimated direct employment for 53,263 people.
For the MSME sector, Rs 3,822 crore has been proposed, 19 per cent higher than 2025-26, it stated. A new Sardar Vallabhbhai Patel Employment and Industrial Zone scheme has been proposed with an outlay of Rs 575 crore.
Rs 1,000 crore has been earmarked for the Mukhyamantri Yuva Udyami Vikas Abhiyan, targeting one lakh micro enterprises annually, and Rs 225 crore for the Mukhyamantri Yuva Swarozgar Yojana. A new "One District One Cuisine" scheme has been proposed with Rs 75 crore allocation.
In textiles, the government has set a target of generating 30,000 jobs in 2026-27, according to the statement. In the Budget, Rs 4,423 crore has been proposed under the Atal Bihari Vajpayee Powerloom Weavers Flat Rate Electricity Scheme and Rs 150 crore under the UP Textile and Garmenting Policy-2022.
A mega textile park is being developed under the PM MITRA scheme to create a garment hub. Under khadi and village industries, the Mukhyamantri Gramodyog Rozgar Yojana aims to establish 800 units through Rs 40 crore in bank loans, generating employment for 16,000 people.
An allocation of Rs 10 crore has been proposed for interest subsidy under the Pt Deendayal Gramodyog Rozgar Yojana. The government has also proposed Rs 7.5 crore for modernisation of the blanket production centre in Khajni, Gorakhpur, and Rs 13 crore for the integrated development of traditional potters under the UP Mati Kala Board, the statement said.

According to an official statement, the Uttar Pradesh Skill Development Mission has trained and certified 9.25 lakh youths under various short-term programmes over the past five years, out of which 4.22 lakh have been placed in reputed companies.
Under the Chief Minister Abhyudaya Yojana, more than 23,000 aspirants are currently receiving free coaching at 163 centres across the state. The government is also running the Chief Minister Fellowship Programme in 108 aspirational development blocks to ensure youth participation in policy-making and implementation.
The Swami Vivekananda Yuva Sashaktikaran Yojana has so far distributed 49.86 lakh tablets and smartphones free of cost to students. Additionally, sports kits have been provided to 90,000 'Mangal Dals' in the state to promote youth engagement in sports activities.
Highlighting recruitment in the police department, the minister said that since 2017, over 2.19 lakh personnel, including 1,83,766 men and 35,443 women, have been recruited, while 1.58 lakh personnel have been promoted. Training is currently underway for 60,244 newly selected constables, and recruitment for 83,122 non-gazetted posts is in progress.
Under Mission Rozgar, the government has completed the appointment process of 8,966 candidates in government secondary schools, including 1,939 lecturers, 6,808 assistant teachers and 219 principals. Since 2017, a total of 34,074 teachers have been selected in aided secondary schools.
The Chief Minister Yuva Udyami Vikas Abhiyan aims to establish one lakh new micro-enterprises annually by providing collateral-free and interest-free loans to young entrepreneurs, with scope to increase the target if required.
Under the MGNREGA scheme, against a target of 20 crore person-days for the financial year 2025-26, the state had generated 20.19 crore person-days as of January 13, 2026, the highest in the country, benefiting 47.11 lakh families so far this fiscal, the minister said.

Finance Minister Suresh Khanna presented a Rs 9.12 lakh crore Budget for the financial year 2026-27 in the state Assembly. Tabling the Budget before the House, Khanna said the total outlay marked an increase of about 12.2 per cent over the previous year's allocation.
According to an official statement issued after the Budget presentation, several provisions have been made for women-centric schemes and police modernisation. Under Mission Shakti, Rs 25 crore has been proposed for the purchase of vehicles for women beat personnel to facilitate field visits. The statement said integration of security, health, and employment services under the scheme is accelerating women&rsquo;s self-reliance and social participation.
As part of the Safe City project, deployment of women police beats, an extensive CCTV network, and Anti-Romeo squads has enhanced safety at public and work places. Working Women Hostels are being constructed in municipal corporations to ensure safe accommodation for working women. Under the Mukhyamantri Kanya Sumangala Yojana, 26.81 lakh girls had benefited till January 2026.
The statement noted that in 58,000 gram panchayats in 2025-26, 39,880 BC Sakhis conducted financial transactions worth over Rs 39,000 crore, earning around Rs 107 crore in commissions. Five milk producer companies were proposed under the Mahila Samarthya Yojana, of which units in Gorakhpur, Bareilly, and Rae Bareli have begun procurement and marketing, while those in Prayagraj and Lucknow are proposed. Around 60,000 women sugarcane farmers are being given priority in the issuance of cane slips.
On law and order, the government reiterated that strengthening policing remains a top priority. Citing comparative data with 2016, the statement said cases of dacoity, robbery, murder, rioting, and kidnapping for ransom have declined by 89 per cent, 85 per cent, 47 per cent, 70 per cent, and 62 per cent respectively. Crimes against women, including murder, dowry death, rape, and molestation, have fallen by 48 per cent, 19 per cent, 67 per cent, and 34 per cent respectively compared to 2016.
Cases related to atrocities against Scheduled Castes and Scheduled Tribes have also registered a significant decline in categories such as murder, arson, rape, and grievous hurt.
For strengthening infrastructure, Rs 1,374 crore has been proposed for the construction of non-residential police buildings and Rs 1,243 crore for residential buildings. An additional Rs 346 crore has been earmarked for police infrastructure in newly created districts.
Further, Rs 200 crore has been proposed for residential and non-residential buildings of fire stations, and Rs 190 crore for fire safety arrangements in multi-storey buildings and to operationalise newly constructed centres.

Uttar Pradesh Finance Minister Suresh Khanna on Wednesday presented the state&rsquo;s Budget for the financial year 2026-27 in the Assembly, with a total outlay of Rs 9.13 lakh crore.&nbsp;
This marks an increase of about 12.2 per cent over last year. The Budget focuses on strengthening education and agriculture sectors to drive economic growth.
Khanna highlighted that the state government remains fully committed to fiscal management and debt control. The capital expenditure for the year is set at 19.5 per cent.&nbsp;
Following the recommendations of the 16th Central Finance Commission, accepted by the Centre, the fiscal deficit limit for 2026-27 has been fixed at three per cent and will remain in effect until 2030-31.
Speaking on allocations, Khanna said, &ldquo;The allocations for education and health are 12.4 and six per cent of the total budget, respectively. Furthermore, the amount allocated for agriculture and allied services is nine per cent of the total budget.&rdquo;&nbsp;
He stressed that capital investment and infrastructure development are vital for strengthening the economy, alongside creating employment opportunities and equipping youth with relevant skills.
To reduce unemployment, the minister announced large-scale employment-oriented training and skill enhancement programmes, to be run in mission mode. Existing skill development centres will be expanded, and new centres established across the state, including special centres for women. Private sector participation will be encouraged through public-private partnership (PPP) initiatives for skill development and job placement.
Khanna further announced the establishment of an agri-export hub under the World Bank-assisted UP-AGREES project to boost agricultural exports and farmers&rsquo; income. The next phase of the Ease of Doing Business reforms will promote industries based on the &ldquo;Jan Vishwas&rdquo; principle, with simplified procedures for registration, licensing, and operations. A Digital Entrepreneurship Scheme will also be implemented to support innovation and technology-driven enterprises.
The minister cited Chief Minister Yogi Adityanath&rsquo;s vision: &ldquo;Yahi junoon, yahi khwab mera hai, diya jalakar roshni kar doon jahan andhera hai&rdquo; (This is my passion, this is my dream &ndash; to light a lamp and illuminate wherever there is darkness). Khanna expressed gratitude to Prime Minister Narendra Modi for including two high-speed rail corridors &mdash; Delhi-Varanasi and Varanasi-Siliguri &mdash; in the Union Budget, connecting Uttar Pradesh, and welcomed proposals for developing the Sarnath and Hastinapur sites.
He also highlighted state initiatives such as establishing emergency and trauma centres in district hospitals, hostels for girl students in each district, and skill enhancement for 10,000 tourist guides. Khanna appreciated the Centre&rsquo;s move to reduce prices of medicines for diabetes and cancer, calling it a highly commendable step.

Kanpur Police have dismissed claims by Shivam Mishra&rsquo;s lawyer that a driver was at the wheel during the Lamborghini crash, citing CCTV footage and eyewitness accounts confirming Mishra&rsquo;s involvement.

The investigation into the high-profile Lamborghini crash took a contentious turn on Tuesday after tobacco baron's son Shivam Mishra's lawyer claimed that his client was not driving the luxury sports car when it rammed into pedestrians on VIP Road, even as police said CCTV footage, eyewitness accounts and other evidence clearly place that he was driving.
Mishra's counsel, Mrityunjay Kumar, told reporters that the vehicle was being driven by Mohan, a designated driver employed by Mishra&rsquo;s family, and not Mishra himself.
"The car was being driven by the driver, not by Shivam Mishra. We will present the facts and evidence before the court," Kumar said, urging authorities to treat the incident as an accident rather than a criminal offence.
However, the Kanpur Police dismissed the claim, maintaining that the investigation so far has confirmed Mishra to be the driver at the time of the crash.
Commissioner of Police Raghubir Lal told PTI that available evidence and eyewitness statements corroborate Mishra's presence at the wheel.
"An FIR may sometimes contain incorrect or incomplete details initially. During the investigation, Shivam Mishra's involvement was confirmed through evidence, CCTV footage and eyewitness accounts," Lal said.
Senior officers also referred to videos from the spot, which appear to show bystanders and rescuers pulling a man believed to be Mishra out of the driver's seat immediately after the impact.
Deputy Commissioner of Police (Central) Atul Kumar Srivastava said CCTV footage from the site identifies the person pulled out of the vehicle as Mishra.
He added that submissions made by the counsel would not influence the probe.
"What an advocate argues in court does not affect our investigation. If the court seeks any clarification, all facts will be placed before it," DCP said further.
Police teams also visited Mishra's residence in Arya Nagar to serve a notice, but were unable to establish contact, said an official.
The FIR had initially named an unidentified driver of a Lamborghini car, but it was later updated to include Mishra as the accused.
Also, the car has been seized for forensic examination.
The accident involving the Lamborghini Revuelto, an Italian luxury sports car that costs upwards of Rs 10 crore, took place on VIP Road in Kanpur's upscale Gwaltoli area around 3.15 pm.
SHO Santosh Gaur was removed from his post and sent to police lines.
Shivam Mishra is the son of Banshidhar Exports Pvt Ltd's owner, K K Mishra, who had been under the I-T department's scanner for tax-related issues.

Sharing a letter addressed to children on his official X handle, he said, "Safety, good health and success of children are among the top priorities of his government".
With many incidents of Chinese manjha (kite string) claiming the lives of people, Adityanath said children must keep away from it. "Everyone likes to see a kite flying high in the sky. You too must enjoy flying kites, but you must completely stay away from Chinese manjha," Adityanath said in the letter.

He said the use of sharp Chinese manjha is a punishable offence under the law and its use, sale and storage are completely banned across the state. In view of the loss of life and injuries caused by it, a special campaign is being run throughout Uttar Pradesh, he added.
The chief minister urged children to cooperate with the campaign by not using Chinese manjha themselves and also making their friends aware about its dangers.
Adityanath also cautioned children against excessive use of mobile phones, saying games and reels steal their valuable time. Prolonged use of mobile phones for gaming and watching reels weakens eyesight, affects concentration and has an adverse impact on physical and mental health, he said.
He advised children to befriend books instead of mobile phones, spend time with family, play outdoor games and focus on studies, calling these habits far more beneficial.
Wishing students success in the upcoming examinations, the chief minister asked them to enter the examination hall with full confidence, read the question paper carefully and maintain discipline in their efforts. He also advised them to stay away from negative thoughts.

An FIR has been registered against an "unidentified person" after a speeding Lamborghini allegedly driven by a tobacco baron's son ploughed into pedestrians in Kanpur, leaving at least six injured, police said on Monday.
Police said the name of Shivam Mishra, son of Banshidhar Exports Pvt Ltd's owner K K Mishra, is not there in the FIR, but he is part of the investigation.
Recalling the horror, which unfolded on VIP Road in the upscale Gwaltoli area on Sunday, eyewitnesses said the car first hit an autorickshaw and then crashed into a stationary motorcycle, flinging its rider nearly 10 feet into the air.
The car mounted the motorcycle's front wheel and dragged it for some distance before hitting an electric pole and coming to a halt.
An FIR was registered in the matter against an unidentified person late on Sunday night, Deputy Commissioner of Police (Central) Atul Kumar Srivastava said. No one has been detained in connection with the incident, the DCP said in response to a question, adding that a detailed probe is underway. Asked if the driver was under the influence of alcohol at the time of the incident, the officer said it will be known once the probe has been completed.
According to Gwaltoli police, footage from multiple CCTV cameras installed at nearby shops, traffic intersections, and residential buildings is being examined to reconstruct the sequence of events and determine the speed of the vehicle at the time of the crash.
The accused driver has been identified as Shivam Mishra. He is under close surveillance to prevent any attempt to evade the investigation, according to police. Statements of the injured victims and eyewitnesses are being recorded, while the black Lamborghini has been seized and sent for mechanical inspection, police said.
The on-road price of Lamborghini Revuelto, an Italian luxury sports car which was being driven allegedly by Shivam Mishra at the time of the accident, costs upwards of Rs 10 crore.
Gwaltoli Station House Officer (SHO) Santosh Gaur told PTI that the FIR has been registered under charges of rash and negligent driving and causing hurt based on a complaint filed by an injured, Taufiq, a resident of Chamanganj. The name of Shivam Mishra has emerged during the investigation. No arrest has been made so far, the SHO said.
Taufiq was thrown several metres and suffered serious leg injuries. The remaining injured sustained fractures and bruises, police said. All injured have been discharged from the hospital. According to officials, further legal action will follow based on the findings of the probe.
K K Mishra's Banshidhar Exports Pvt. Ltd. supplies tobacco to gutkha manufacturers in the region. The officials said the Mishras had come under the scanner of the Income Tax Department in March 2024. The department conducted searches at multiple premises in Delhi and Kanpur, and found luxury vehicles and around Rs 4.5 crore in cash. Among the seized cars was a Rolls-Royce Phantom, McLaren, Porsche, and the black Lamborghini Revuelto involved in Sunday's accident. Many of them bore the distinctive registration number "4018", the official added. Jewellery and expensive watches were also seized.
On Sunday, DCP Srivastava told reporters, "The accident occurred around 3.15 pm near Rev-3 Mall when the luxury car, allegedly driven by Shivam Mishra, the son of businessman K K Mishra, went out of control and ploughed into people standing along the roadside and several vehicles, triggering panic in the area."
Angry locals gathered at the spot after the accident and surrounded the car, forcing the driver to remain inside. Witnesses alleged that private bouncers accompanying the accused tried to push back the crowd and behaved aggressively, escalating tension.
Police rushed to the spot, rescued the driver, and shifted him and the injured to a private hospital, officials said. At the police station, the victims and local residents alleged misbehaviour by the associates of the accused and claimed that police were going soft on him due to his family's influence. Some alleged that pressure was being exerted for a compromise.
Sonu Tripathi, one of the injured, told mediapersons that he and his cousin were standing near their motorcycle when the car hit them. He said his cousin fell and two other persons were flung onto the footpath. "We have filed a complaint," he said.

Uttar Pradesh Chief Minister Yogi Adityanath on Thursday directed that deaths caused by "Chinese manja" (kite string) be treated under the category of murder and ordered the strictest possible action against those found guilty.
The directive comes after a motorcyclist died allegedly after his throat was slit by a kite string in Lucknow's Bazarkhala area on Wednesday, and a sharp rise in similar incidents in the state capital.
In a post on X, the Chief Minister&rsquo;s Office said that Adityanath has taken serious note of fatalities linked to "Chinese manja" and instructed authorities to initiate stringent action against its manufacture, sale and use across the state.
"Taking cognisance of accidents caused by Chinese manja, the chief minister has directed strict enforcement against it and ordered a statewide campaign along with a high-level review. The deaths due to this should be treated under the category of murder," the post said.

Adityanath asserted that the Uttar Pradesh government is fully committed to the safety of public life. In another recent incident, metro services were disrupted after a kite string fell on a high-tension line, forcing trains to halt mid-route.
On Wednesday afternoon, Syed Shoaib, 34, a resident of Sitee Bihar in Dubagga, died allegedly after his throat was slit by a Chinese manja on the Haiderganj overbridge in the Bazarkhala area, police said. Shoaib, a medical representative, was travelling by motorcycle from the Mill area towards Haiderganj.
According to the police, a kite string hanging in the air suddenly got entangled around Shoaib&rsquo;s neck. The string was so sharp and strong that it severed a major vein. As he struggled in pain to remove it, his motorcycle went out of control and overturned, causing him to fall onto the road.
Bystanders rushed him to the trauma centre in an e-rickshaw, but doctors declared him dead due to excessive blood loss, police said.

Uttar Pradesh Chief Minister Yogi Adityanath has directed the Housing and Urban Planning Department to implement a new 'One-Time Settlement Scheme' for the speedy resolution of long-pending residential and commercial allotment cases.
Chairing a departmental review meeting, the chief minister said delays in settlement of dues and disputes not only hamper the progress of housing schemes but also cause unnecessary hardship to citizens, an official statement said here on Wednesday.
The government's objective is to put in place a mechanism that ensures swift, transparent and practical resolution for all stakeholders, the statement said.
Adityanath said pending payments and disputed allotments in various state housing schemes slow down the pace of development and impact revenue generation.
He stressed the need for a solution-oriented system that provides relief to genuine allottees while ensuring the department receives its legitimate dues.
Referring to the One-Time Settlement Scheme introduced in 2020, the statement said a large number of cases were resolved under OTS-2020, but many allottees could not make final payments due to the COVID-19 pandemic.
Detailed data on default cases across residential and commercial complexes in the state was presented during the meeting.
The chief minister directed that OTS-2026 be made more practical and beneficial, with suitable rebates for allottees opting for lump-sum payment, along with the option of paying dues in instalments.
He said the scheme must remain people-centric, offering clear and simple choices to every genuine allottee.
Adityanath also emphasised that every application under the scheme should be disposed of within a fixed time-frame.
The new scheme, he said, would provide relief to thousands of allottees while also augmenting the department's revenue.
The chief minister further instructed officials to ensure wide publicity of the scheme so that all eligible beneficiaries are informed.
He said the entire process should be online, transparent and user-friendly, enabling maximum participation and ease of access, the statement added.

Uttar Pradesh CM Yogi Adityanath signed MoUs worth Rs 1.5 lakh crore and secured investment proposals of Rs 2.5 lakh crore during his Singapore and Japan visit to boost global partnerships and industrial growth.

Uttar Pradesh Chief Minister Yogi Adityanath's four-day visit to Singapore and Japan has been "unprecedentedly successful" in terms of investment, technology and global partnerships, the state government said on Thursday.
Adityanath has signed Memorandums of Understanding (MoU) worth Rs 1.5 lakh crore and also received investment proposals worth Rs 2.5 lakh crore, it said in a statement.
According to the statement, the chief minister's visit marked a decisive step towards achieving the state's target of becoming a one-trillion-dollar economy by 2029-30, with business leaders describing Uttar Pradesh as a "dream destination" for investment.
During the Japan leg of the tour, MoUs were signed with major companies including Kubota Corporation, Spark Minda (in collaboration with Toyo Denso), Japan Aviation Electronics Industry and Nagase &amp; Co.
In business-to-government meetings, leading firms such as Suzuki Motor Corporation, Honda Cars India Ltd, Konoike Transport Co Ltd, Mitsui &amp; Co Ltd, Rapidus Corporation, Marubeni Corporation, Sumitomo Realty &amp; Development Co Ltd and MUFG Bank participated, it said.
The government said the key sectors of proposed investments include agricultural machinery, automobile OEM and components, auto R&amp;D, semiconductors, data centres, green hydrogen, power-to-gas, compressed bio-gas, electronics system design and manufacturing (ESDM), logistics and warehousing.
It said a Green Hydrogen Centre of Excellence will be established in collaboration with the University of Yamanashi, Yamanashi Hydrogen Company, IIT Kanpur, Harcourt Butler Technical University, IIT BHU and Madan Mohan Malaviya University of Technology.
In the Yamuna Expressway Industrial Development Authority area, a dedicated "Japan City" will be developed over 500 acres to provide a specialised industrial ecosystem for Japanese companies.
Dedicated auto clusters and R&amp;D facilities for OEM (original equipment manufacturers) and component manufacturers will also be set up, the statement said, adding that the "Japan Desk at Invest UP" will be further strengthened under the direct monitoring of the Chief Minister's Office.
The chief minister also visited the L0 Series Maglev train station and travelled on a high-speed train, exploring possibilities of cooperation in advanced transport technologies.
He inspected the industrial robotics and factory automation plant of FANUC Corporation, which expressed interest in investing in Uttar Pradesh and supporting technological upgradation in the MSME (micro, small and medium enterprises) sector.
On tourism, both the sides agreed to promote cooperation by linking Uttar Pradesh's Buddhist Circuit and Ramayana Circuit to boost spiritual, cultural and heritage tourism, creating fresh opportunities in hospitality, infrastructure and services. Skill development initiatives aligned with requirements of the Japanese industry, including language and technical training, will also be undertaken.
During the Singapore visit, wide-ranging cooperation was discussed in sectors such as MRO (maintenance, repair and operations), cargo hubs, semiconductors, data centres, logistics, skilling and fintech.
Adityanath met top leadership in Singapore -- including its president, prime minister and deputy prime minister -- to enhance industrial, technological and infrastructure collaboration, according to the statement.
Discussions were held on developing the Noida International Airport at Jewar as an MRO and cargo hub.
The outcomes of the visit reflected growing global confidence in Uttar Pradesh's transparent policies, improved law and order and robust infrastructure, the statement said, asserting that the agreements and proposals secured during the tour would significantly accelerate the state's journey towards becoming a one-trillion-dollar economy.

The upcoming Meerut Metro is set to become the fastest metro service in the country, with a maximum operational speed of 120 kmph, significantly cutting travel time across the city, an official has said.
The service will operate on a 21 km corridor between Meerut South and Modipuram with 12 stations, covering the entire stretch in around 30 minutes, including stoppages at all stations, the official said on Monday.
In a first-of-its-kind initiative in India, the Meerut Metro will run on the same tracks and infrastructure as the semi-high-speed Namo Bharat trains, creating an integrated transport model that combines regional rapid transit with city metro services, the official said.
According to the official, the metro will feature modern stainless-steel trainsets with a lightweight design and a distinctive fluorescent green, blue and orange colour scheme.
The three-coach trains are energy-efficient, equipped with regenerative braking systems, and compatible with Automatic Train Protection and Automatic Train Operation technologies, he added.
Each fully air-conditioned train will have a capacity of more than 700 passengers, including 173 seated commuters, and will offer a mix of transverse and longitudinal cushioned seating.
Luggage racks, USB charging ports and reserved seating for women, senior citizens and passengers with disabilities have also been provided, the official said.
He further said that safety and accessibility have been built into the system&rsquo;s design, with CCTV surveillance across stations and trains, platform screen doors at all stations, and universal access features such as lifts, wheelchair spaces and dedicated areas for stretchers.
The Meerut Metro is expected to improve daily commuting, enhance connectivity and support economic and social activity in the city, the official said and added that Prime Minister Narendra Modi will soon inaugurate the metro services, making Meerut the fifth city in Uttar Pradesh to get a metro network.
Before the Meerut Metro, the highest operational speed on an Indian metro corridor was 110 kmph on the Delhi Airport Express Line.

Uttar Pradesh Chief Minister Yogi Adityanath has said that Prime Minister Narendra Modi will lay the foundation stone of north India's first semiconductor manufacturing unit in Gautam Buddh Nagar and inaugurate the Namo Bharat rapid rail corridor along with the Meerut Metro next week, marking major milestones in the state's infrastructure push.
Speaking in the Legislative Council during the Budget Session on Monday, Adityanath said Uttar Pradesh today has "excellent connectivity by water, land and air", and highlighted the prime minister's upcoming engagements in the state.
He said the foundation stone of the semiconductor unit in Gautam Buddh Nagar would be laid on February 21, terming it a significant step towards making the state a hub for high-technology manufacturing.
On February 22, Modi will inaugurate the remaining stretches of the 82-km Delhi-Ghaziabad-Meerut Namo Bharat corridor, connecting Sarai Kale Khan in Delhi with Modipuram in Meerut, he said.
Alongside, the 23-km Meerut Metro corridor with 13 stations will also be launched.
According to officials, the remaining sections include a 5-km stretch in Delhi between Sarai Kale Khan and New Ashok Nagar, and a 21-km stretch from Meerut South to Modipuram.
The 82-km corridor comprises key stations such as Sarai Kale Khan, Anand Vihar, Ghaziabad, Guldhar, Muradnagar, Modinagar South, Modinagar North and Meerut South, forming the backbone of the regional rapid transit system connecting major residential, commercial and industrial clusters.
Recalling the pre-2017 situation, Adityanath said it earlier took around three hours to travel from Meerut to Delhi and even then security was not guaranteed.
"Today, the distance between Delhi and Meerut can be covered in about 45 minutes through the 12-lane highway, and with the rapid rail, it will be further streamlined," he said, adding that law and order had significantly improved.
Adityanath said Uttar Pradesh accounts for 55 per cent of the country's total expressway network and has the largest railway network in India.
The state currently has a network of 22 expressways, of which seven are operational, five are under construction and work on 10 others is underway, he added.
He said metro services are running on six corridors in the state, and the Meerut corridor will be inaugurated by the prime minister on February 22.
Highlighting inland waterways, the chief minister said the Varanasi-Haldia waterway has been developed, with terminals at Ramnagar, Chandauli, Mirzapur and Ghazipur being upgraded.
He also said that when his government assumed office, only two airports were fully operational in the state and two were partially functional.
"Today, there are 16 airports in Uttar Pradesh, including four international airports, while the fifth international airport at Jewar is ready," he said, adding that efforts are on to take the project forward this month with the prime minister's participation.
The country's first Maintenance, Repair and Overhaul (MRO) hub is also being established at Jewar, he added, underlining the state's emergence as a major connectivity and logistics hub.

Police on Thursday arrested Shivam Mishra, son of local tobacco baron K K Mishra, in connection with the high-profile Lamborghini crash that left several people injured on the VIP Road in Kanpur earlier this week, the police chief said.
The action came a day after a man claimed that he, and not Mishra, was driving the car at the time of the incident and went to the local court to surrender himself.
The court, however, rejected his surrender plea after the police maintained its stand that it had evidence to establish Mishra was behind the wheel.
"He (Mishra) has been arrested and will be presented before the court," Commissioner of Police Raghubir Lal told PTI on Thursday morning.
Mishra was taken into custody from a hospital in Delhi where he was undergoing treatment for his alleged medical condition (as claimed by his family), an official said, requesting anonymity.
The 35-year-old was immediately taken to Kanpur to be produced before a court, the official added.
Lamborghini Revuelto, an Italian luxury sports car worth over Rs 10 crore, rammed into pedestrians and vehicles in the upscale Gwaltoli area around 3 pm on Sunday.
Mohd Taufeeq, 18, an e-rickshaw driver injured in the crash, lodged a complaint in the matter.
However, counsel for the accused later claimed that Taufeeq was not keen on pursuing legal action.
The police said that their preliminary probe, supported by CCTV footage and eyewitness accounts, indicated that the car was speeding before the collision.
Videos circulating on social media appear to show private security personnel pulling a man believed to be Mishra out of the driver's seat immediately after the crash and then taking him away in another SUV.
The police had initially listed an "unidentified driver" in the First Information Report (FIR) as accused, but later amended it to name Shivam Mishra after preliminary evidence emerged.
In a hearing on Wednesday, a local court rejected the surrender application of an individual named Mohan Lal, who claimed he was driving the car at the time of the crash, on the grounds that his name was not in the FIR and evidence points to Mishra as the driver.
While the police have stood by their findings, Mishra's father and his counsel have maintained that he was not driving the Lamborghini at the time of the accident.
They claimed that a hired driver was at the wheel, and that Mishra was unwell and suffered a medical episode during the ride &ndash; a condition his family says could have contributed to the mishap.
Mishra's father also alleged that the car had experienced a technical issue prior to the crash.
These assertions are expected to be examined as part of the ongoing investigation and potential medical and forensic evaluations, according to officials.
The high-profile case has drawn intense public scrutiny nationwide with many on social media alleging preferential treatment and delayed action by law enforcement following the crash.

With Rs 150 crore proposed for tourism infrastructure in Ayodhya and Rs 500 crore under the Chief Minister Tourism Places Development Scheme, the Uttar Pradesh Budget 2026-27 tabled on Wednesday places strong emphasis on spiritual tourism, according to an official statement.
Finance Minister Suresh Khanna presented the Budget in the Assembly, outlining allocations aimed at strengthening pilgrimage circuits and enhancing visitor amenities across key religious destinations.
Under the Shri Ram Janmabhoomi temple access road project, construction of the main approach road 'Ram Path' in Ayodhya is nearing completion, the statement said. Work is also underway to upgrade the road connecting the proposed Vedic Wellness City at Jamthara to the Ram Janmabhoomi temple, it added.
The Uttar Pradesh Shri Ayodhya Teerth Vikas Parishad has been allocated Rs 150 crore for tourism infrastructure development in the Ayodhya region.
Highlighting the surge in footfall, the statement said that between January and June 2025, nearly 122 crore tourists visited the state, including over 121 crore domestic and more than 33 lakh foreign tourists.
In Mirzapur's Trikoniya area, covering Maa Vindhyavasini, Maa Ashtabhuja and Maa Kali Khoh temples, Rs 200 crore has been proposed for the development of 'parikrama' paths and public amenities.
An additional Rs 100 crore has been earmarked for the renovation and reconstruction of public utility-protected temples. Rs 100 crore each has been proposed for the development of tourist facilities at Vindhyavasini Devi Dham and in Varanasi.
Another Rs 100 crore has been allocated for tourism infrastructure in Naimisharanya through the Shri Naimisharanya Teerth Vikas Parishad, while provision has also been proposed for development works in Mathura under the Braj Teerth Vikas Parishad.
The statement also noted that the first and second phases of the Vedic Science Centre in Kashi have been completed and academic activities have begun.
Several cultural projects, including museums and memorial complexes linked to prominent personalities and communities, have also been completed or are underway, it added.
