The exact location of his stay remains undisclosed due to strict security norms, police said. Senior police officers said that from Putin's arrival to his departure, every movement will be tracked by multiple security units operating jointly.&nbsp;
"Minute-to-minute coordination is underway, and all concerned agencies have been instructed to maintain maximum vigilance throughout. Over 5,000 police personnel will be deployed to maintain strict vigil," the officer said.&nbsp;
Top-ranking Delhi Police officers are supervising route security, traffic arrangements and area sanitisation around locations likely to feature in the Russian president's schedule.&nbsp;
"All routes mapped for VVIP movement have been secured in advance. Traffic advisories will be issued from time to time to minimise inconvenience to commuters. Anti-drone systems will be in place," another official said.&nbsp;
Delhi Police, central agencies and Putin's personal security detail have formed a multi-layered security grid with SWAT teams, anti-terror units, snipers and quick-reaction teams stationed at sensitive points.&nbsp;
Additionally, high-definition CCTV networks and technical monitoring systems have been activated across zones associated with the visit.&nbsp;
Traffic restrictions and controlled pedestrian movement are expected around key areas, though officials said alerts will be issued in advance to avoid major disruptions.

The government on Wednesday withdrew the order mandating pre-installation of cyber security app Sanchar Saathi on smartphones by manufacturers.&nbsp;
The Department of Telecom said that it is removing the order mandating installation of the Sanchar Saathi app, following a 10-fold jump in voluntary app downlaods in just one day.&nbsp;
"The number of users has been increasing rapidly, and the mandate to install the app was meant to accelerate this process and make the app available to less aware citizens easily.&nbsp;
"Just in last one day, 6 lakh citizens have registered for downloading the app, which is a 10x increase in its uptake. Given Sanchar Saathi's increasing acceptance, Government has decided not to make the pre-installation mandatory for mobile manufacturers," the DoT said in a statement.&nbsp;
In the November 28 order, the DoT directed smartphone makers to pre-install the app on all new devices and push it through updates on older ones.&nbsp;
The order led to controversy with opposition leaders raising snooping concerns, saying the app could listen to calls and monitor messages.&nbsp;

"We will see when it comes...what is the problem. When it comes, I will give a befitting reply," she added when questioned further on what she would do.
The often outspoken Rajya Sabha MP has been at a centre of a growing controversy for bringing a dog in her car in Parliament premises on Monday, the first day of the Winter session.
She said the canine was a stray who she had rescued and was taking it to a vet.
"Those sitting inside bite, dogs don't," Chowdhury told reporters when asked why she had done so.
As debate escalated, her party colleague Rahul Gandhi joined in on Tuesday, saying that pets are not allowed outside but are "allowed inside". He said so while pointing to the Parliament House.
The action triggered a row with some BJP members accusing her of indulging in drama and sought action against her.
Chowdhury, a known dog lover, had also claimed that the government does not like animals and questioned the objections raised by the ruling party MPs.
"Which law says that I can't rescue a dog," she asked.
There has been a chorus of protest on the issue from ruling MPs.
BJP MP and national spokesperson Sambit Patra said, "The way the decorum and dignity of Parliament was hurt by the statement made by Rahul Gandhi and Renuka Chowdhury. Both the 'Rs' need to remember that there is an R -- that is 'responsibility of an MP'."
With their remarks, both Gandhi and Chowdhury have insulted all MPs, including those of the Congress, as well as the security personnel, officials and other staff working in Parliament, he alleged.
BJP spokesperson Pradeep Bhandari said in an X post, "Rahul Gandhi is comparing his own Congressmen, and Opposition leaders to Dog! This is how Parivarvadi treat temple of democracy."
"You keep bringing 'kutta' (dog) here and we will continue to get 'satta' (power)," added Union minister Ramdas Athawale said.
BJP MP Jagdambika Pal accused Chowdhury of indulging in a "tamasha" (theatrics) and violating protocol by bringing a dog to Parliament.

The four labour codes ushering another wave of reforms in the country are likely to be fully operational from April 1, 2026 as the ministry has begun the process for enforcing rules under the notified law.&nbsp;
The four labour codes - Code on Wages, 2019, Industrial Relations Code, 2020, Code on Social Security, 2020 and the Occupational Safety, Health and Working Conditions Code, 2020 - were notified on November 21.&nbsp;
For enforcing a law, the government needs to notify rules under that to operationalise the legislation. Before that, the central and state governments are required to pre-publish the draft rules for public feedback.&nbsp;
Addressing CII IndiaEdge 2025 in New Delhi, Labour &amp; Employment Minister Mansukh Mandaviya on Wednesday said draft rules under the four labour codes will be pre-published shortly. He said that earlier the central government as well as states had pre-published draft rules, but that was a long time ago, and now there is a need for bringing draft rules again in sync with present times.&nbsp;
A senior official explained that after pre-publishing the draft rules, the government will give 45 days time for public comments before firming up those for final notification.&nbsp;
The official also explained that the government intends to enforce the rules for operationalisation of the four codes from April 1, the beginning of the new fiscal year.&nbsp;
Replying to queries during a session at the conference, the minister explained that the number of working hours for a worker is still 8 hours per day under the new codes which will replace 29 fragmented laws with a unified, modern framework.&nbsp;
He further explained that the new framework provides for an option of overtime to the worker which is an international practice. The minister also highlighted the government's intent to meet the target of providing social security to 100 crore workers by March 2026, up from existing 94 crore in the country.&nbsp;
The social security coverage had expanded from 19 per cent in 2015 to over 64 per cent in 2025.&nbsp;
Since labour is a concurrent subject, appropriate governments- Centre and states - will have to notify the rules under the four codes to enforce these fully across the country.&nbsp;
The enforcement of the codes will mark the next transformative step -- broadening worker protection, easing business operations and promoting a pro-worker labour ecosystem.&nbsp;
The minister also highlighted various provisions of the labour codes like mandatory appointment letter, free health check up for workers of the age of 40 years and above, equal work equal pay and equal opportunity for women for work in different shifts.

Several opposition MPs, including Congress leaders Sonia Gandhi, Rahul Gandhi, and Mallikarjun Kharge, protested against the new labour codes in Parliament, raising slogans and banners demanding their rollback.

In a post on X after the protest by the opposition, Kharge said the Opposition parties protested against the Modi government in Parliament premises, expressing strong objection about the newly implemented labour codes.
"Some of the serious concerns in the New Codes are -- threat to job security. Layoff threshold raised from 100 to 300 workers i.e. more than 80% of factories in India can now lay off or retrench workers without government approval, reducing job security. Expansion of Fixed Term Employment (FTE) will end many permanent jobs. Companies can now hire workers on short-term contracts, avoiding long-term benefits," the Congress chief said.

He further said that although the code keeps an 8-hour day on paper, states can allow 12-hour shifts through flexible scheduling. "Coupled with state-determined overtime limits, this effectively permits much longer workdays, increasing fatigue and safety risks even when labelled 'consensual'," he said.
"Workers must wait 60 days before striking, plus a 14-day cooling-off period. This prevents quick action against unsafe or unfair conditions. Requiring one union with 51% membership to be the sole negotiator sidelines smaller unions and reduces representation for diverse worker groups," Kharge said.
He pointed out that standing orders will not apply to units with fewer than 300 workers. "Basic rules on working hours, leave, and termination will not be mandatory. This may increase arbitrary 'hire and fire' practices in medium-sized units," the Congress chief said.
Alleging that the codes weakened safety and welfare of workers, Kharge said that by raising the definition of a factory to 20 workers (with power) and 40 workers (without power) where violations and unsafe conditions are most common, they fall outside the law&rsquo;s safety net.
"The Code fails to extend safeguards for migrants, removing the displacement allowance and retaining a restrictive Rs 18,000 income cap that leaves many migrants without protection. Mandatory Aadhaar-based registration risks leaving out migrants and informal workers who often face documentation errors or limited digital access, creating barriers to social-security enrolment," Kharge said.
By allowing offences to be settled for a fee, the Code turns wage violations into a payable cost, weakening accountability and effectively monetising illegality, he said.
Congress general secretary Priyanka Gandhi Vadra, who also participated in the protest, said that in the name of simplifying labour laws, the central government has brought in four new labour codes but under this pretext, the government has snatched away all the rights that workers had in their hands.
"The protection previously granted to workers have been taken away, and new avenues for their exploitation have been opened. Through these laws, Narendra Modi ji's pro-capitalist and anti-worker mindset has once again come to the fore. The country does not accept these laws," she said in her post on X in Hindi after the protest.

She slammed the codes as "exploitative laws". Carrying posters and placards against the new labour codes, the opposition MPs raised slogans demanding their rollback.
Besides Kharge, Rahul Gandhi, Sonia Gandhi and Priyanka Gandhi Vadra, TMC's Dola Sen, DMK's K Kanhimozhi and A Raja, CPI(M)'s John Brittas, CPI(ML) Liberation's Sudama Prasad, among others, participated in the protest.
The MPs also held a large banner which read - 'No to Corporate Jungle Raj, Yes to Labour Justice'.
The Centre had last month notified the four labour codes, pending since 2020. The Congress had alleged that the 29 existing labour-related laws have been re-packaged into the four codes.
The four labour codes are the Code of Wages (2019, Industrial Relations Code (2020), Code on Social Security (2020) and Occupational Safety, Health and Working Conditions Code (2020).
Key reforms include mandatory appointment letters to workers to ensure formalisation and job security; universal social security coverage, including to gig, platform, contract, and migrant workers, with PF, ESIC, and insurance benefits; statutory minimum wages and timely payment across all sectors; expanded rights and safety for women, including night-shift work and mandatory grievance committees; and free annual health check-ups for workers aged 40 and above.
The codes, however, had earlier come under criticism from trade unions over unclear provisions on retrenchment and possible discretionary behaviour during the implementation by the central or state governments.
The rules raised the ceiling for mandatory government approval for carrying out closures, layoffs or retrenchment. Against the existing provision of establishments employing 100 or more workers needing government nod, the new code raises the cap to 300 workers.
It also increases working hours in factories from 9 to 12 hours and in shops and establishments from 9 to 10 hours.

Sanchar Saathi app se "na snooping sambhav hai, no snooping hoga," he said in response to Congress leader Deepender Singh Hooda's supplementary question regarding snooping concerns related to the app.&nbsp;
The ministry's order, dated November 28, mandating all mobile phone manufacturers to pre-install Sanchar Saathi app in all handsets to be sold in India as well as in existing devices through software update has triggered a row.&nbsp;
Concerns have been raised about possible snooping and that the app could be used to read messages that users exchange.&nbsp;
Asserting that the app is for the protection of people, he said the government wants to give choices to consumers. If a consumer has not been registered on the app, then the app will not be operational and one can also delete the app, he stated.&nbsp;
There have been around 1.5 crore app downloads. With the portal and the app, 26 lakh stolen handsets have been traced, 7 lakh stolen handsets have been returned to the consumers, 41 lakh mobile connections have been disconnected and 6 lakh frauds have been blocked, the minister said.&nbsp;
The ministry's order also mandates mobile phone companies to ensure that the pre-installed Sanchar Saathi application is readily visible and accessible to the end users at the time of first use or device setup and that its functionalities are not disabled or restricted.&nbsp;

The BJP won seven wards and AAP three, while the Congress and the All India Forward Bloc emerged victorious in one ward each in the MCD bypolls for 12 wards.
These civic body bypolls were a litmus test for the BJP, as they were its first big electoral battle after coming to power in Delhi in February this year.
BJP's Suman Kumar Gupta defeated Aam Aadmi Party candidate Harsh Sharma by a margin of 1,182 votes. The saffron party also comfortably won the Shalimar Bagh B ward, with Anita Jain defeating AAP's Babita Rana by a margin of over 10,000 votes. The Shalimar Bagh B ward was vacated after sitting BJP councillor Rekha Gupta won the assembly polls in February and became Delhi's chief minister.
AAP won the Mundka and Dakshinpuri wards, while Congress's Suresh Choudhary won the Sangam Vihar A ward by defeating BJP's Subhajeet Gautam. Choudhary polled 12,766 votes while his opponent managed to get 9,138 votes.
BJP's Veena Asija was locked in a close fight with AAP's Seema Goyal but surged ahead to win the Ashok Vihar ward by a margin of 405 votes.
All India Forward Bloc candidate Mohd Imran won the Chandni Mahal seat by defeating AAP's Mudassar Usman by a margin of 4,692 votes.
The BJP also won the Dichaon Kalan and Greater Kailash wards and the Dwarka-B ward, which was earlier held by its Kamaljeet Sehrawat. Sehrawat is now a BJP MP. The saffron party's Manisha Rani won the Dwarka-B ward by a comfortable margin of 9,100 votes against AAP's Raj Bala.
AAP's Rajan Arora won the Naraina seat by just 148 votes against the BJP's Chandrakanta Shivani.
The counting of votes for the MCD bypolls to 12 wards began at 8 am amid tight security. Of the 12 wards where voting was held on November 30, nine were earlier held by the BJP and the remaining by AAP.
The State Election Commission, Delhi, had set up 10 counting centres, one each at Kanjhawala, Pitampura, Bharat Nagar, Civil Lines, Rouse Avenue, Dwarka, Najafgarh, Gole Market, Pushp Vihar and Mandawali.
The strong rooms where the EVMs are stored after polling were secured with adequate security measures, including round-the-clock CCTV surveillance and the deployment of paramilitary and Delhi Police personnel.
The vote percentage in the bypolls was 38.51 per cent as compared to 50.47 per cent in the MCD elections held for 250 wards in 2022.

Singh&rsquo;s comments came during an event near Vadodara commemorating the 150th birth anniversary of Sardar Vallabhbhai Patel. He claimed, &ldquo;Pandit Jawaharlal Nehru wanted to (re-)build the Babri Masjid (in Uttar Pradesh's Ayodhya) using public funds. If anyone opposed this proposal, it was Sardar Vallabhbhai Patel, born to a Gujarati mother. He did not allow the Babri Masjid to be built using public funds.&rdquo;
The minister added that public donations, not government funds, financed the work on the temple. &ldquo;A trust had been established. Not a single penny of government money was spent on this (Somnath temple) work. Similarly, the government didn't give a single rupee to construct the Ram temple in Ayodhya. The entire cost was borne by the people. This is called real secularism,&rdquo; he said.
Tagore responded by accusing Singh of using history for political ends. &ldquo;Rajnathji's statements aren't about history. They're about politics - rewriting the past to divide the present. The BJP's strategy is simple: insult our founders, invent stories, fuel polarisation,&rdquo; he said.
On the topic of Patel&rsquo;s memorial, Singh had said, &ldquo;After Patel died, common people collected funds to build a memorial for him, but when this information reached Nehruji, he said Sardar Patel was a leader of farmers, so this money should be spent on building wells and roads in the village.&rdquo;
Tagore called the suggestion &ldquo;a farce&rdquo; and added, &ldquo;Building wells and roads is the government's responsibility. The suggestion of using memorial funds for that was absurd.&rdquo; He concluded, &ldquo;We all know that Pandit Nehru and Sardar Patel had a cordial relationship, and Pandit Nehru's logic was simple: public money should not be spent on mosques, temples, churches, or gurudwaras. It should be people's contribution...&rdquo;

The Supreme Court on Thursday asked states and union territories to consider deputing additional staff to reduce the workload of booth level officers (BLOs) during the time-bound special revision of electoral rolls.

Taking note of a plea alleging extreme work pressure faced by booth level officers (BLOs) engaged in time-bound special revision of electoral rolls, the Supreme Court on Thursday directed the states and union territories to consider deputing additional employees for reducing their working hours.
The top court was hearing an application by actor Vijay's party Tamilaga Vetri Kazhagam (TVK) seeking a direction to the poll panel to not take coercive actions under the Representation of the People Act against the BLOs for not performing the duty in a time-bound manner.
A bench comprising Chief Justice Surya Kant and Justice Joymalya Bagchi took note of the submissions of senior advocate Gopal Sankaranarayanan, appearing for the TVK, that some instructions are needed to be issued as many BLOs, who are either teachers or Anganwadi workers, have died due to extreme pressure exerted by the EC officials.
Advocate Sankaranarayanan said, moreover, the poll panel officials are also registering FIRs against the BLOs if they fail to perform the duties assigned.
CJI Kant said that the state government may consider deploying additional staff so that the work pressure is eased.
&ldquo;In case they are facing hardships, including they being overburdened with their routine duties as well as the additional duties assigned by the Election Commission, the state government can obviate such hardships," the bench noted.
The state governments may consider the "desirability of deputing additional staff at the disposal of the EC so that the working hours can be proportionately reduced", an order issued by the court stated.
The bench said if any employee has any &ldquo;specific reason&rdquo; for seeking exemption from the SIR duty, the competent officer of the state government can consider such requests on a case-to-case basis and replace such an employee with another.
"However, it shall not be construed or understood as if they can withdraw the employees who have been assigned the duty if their substitutes are not provided,&rdquo; it said.
It further said states and the UTs, where the SIR is underway, &ldquo;shall be obligated to deploy the requisite work force at the disposal of the EC, though the strength of such employees can be increased as explained above."

Russian President Vladimir Putin will visit New Delhi for a two-day summit with PM Modi, aimed at boosting defence ties, addressing trade deficits, and expanding cooperation amid US sanctions.

Prime Minister Narendra Modi will host a private dinner for Russian President Vladimir Putin on Thursday, hours after he lands in New Delhi to further expand a nearly eight-decade partnership that has remained steadfast notwithstanding fractious geopolitical environment and tensions.
Boosting defence ties, insulating India-Russia trade from external pressure and exploring cooperation in small modular reactors are set to be the focus of the summit meeting between Modi and Putin on Friday that is expected to be closely watched by Western capitals.
The Russian leader's nearly 27-hour visit to New Delhi has assumed greater significance as it is taking place against the backdrop of rapid downturn in India-US relations. Following the 23rd India-Russia summit, the two sides are expected to seal several agreements, including in areas of trade.
As the Russian leader is visiting India amid renewed American push to end the war in Ukraine, the issue is likely to figure prominently at the summit.
The Russian president is likely to arrive in New Delhi at around 6:35 pm on Thursday, and hours later, Modi will host him for a private dinner in reciprocation of a similar gesture extended to the Indian prime minister by the Russian leader during his visit to Moscow in July last year.
On Friday, Putin will be accorded a ceremonial welcome at the Rashtrapati Bhavan before the 23rd India-Russia summit. Modi will also host a working lunch for the Russian leader and his delegation at Hyderabad House, the venue for the summit. Putin will also visit Rajghat in the morning, according to people familiar with the matter.
After the summit, Putin is set to launch the new India channel of Russian state-run broadcaster, following which he will attend a state banquet to be hosted in his honour by President Droupadi Murmu. The Russian leader is expected to leave India at around 9 pm on Friday.
In the summit talks, New Delhi is expected to press for addressing the increasing trade deficit caused by India's procurement of large volumes of Russian crude oil.
The Russian president's trip to India is taking place at a time when India-US relations are going through possibly the worst phase in the last two decades after Washington imposed a whopping 50 per cent tariff on Indian goods, including 25 per cent levies for New Delhi's procurement of Russian crude oil.
The impact of American sanctions on India's procurement of Russian crude oil is likely to be discussed at the summit. Kremlin spokesperson Dmitry Peskov on Tuesday said New Delhi's purchase of crude oil from Russia may decline for "a brief period" in view of Western sanctions, but, at the same time, he said Moscow is taking steps to enhance the supplies.
At the summit, Putin is expected to apprise Modi about the latest US efforts to bring an end to the Ukraine conflict. India has been consistently maintaining that dialogue and diplomacy is the only way forward to end the war.
Following the Modi-Putin talks, the two sides are expected to ink a plethora of agreements, including one on facilitating the movement of Indian workers to Russia, and another on logistical support under a broader framework of defence cooperation.
It is learnt that under the trade basket, Indian exports to Russia are expected to significantly increase in areas of pharma, agriculture, food products and consumer goods. The move comes amid concerns in New Delhi over a ballooning trade deficit in favour of Russia.
India's annual procurement of goods and services from Russia amounts to around USD 65 billion, while Russia's imports from India stand at around USD 5 billion. Officials said India is also looking at boosting cooperation in the fertiliser sector. Russia supplies three to four million tonnes of fertilisers to India annually.
The Indian and Russian sides are also likely to discuss New Delhi's proposed free trade agreement with the Eurasian Economic Union.
Ahead of the summit, the defence ministers of the two countries will hold wide-ranging talks on Thursday that are likely to focus on India's plan to procure additional batches of S-400 missile systems and other critical military hardware from Russia.
The S-400 missile systems proved to be very effective during Operation Sindoor. Top military officials said the overall focus will be to further expand the already close defence and security ties between the two countries, with a particular focus on ensuring expeditious supply of military hardware from Russia to India.
In October 2018, India signed a USD 5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding a warning by the US that going ahead with the contract may invite US sanctions under the provisions of Countering America's Adversaries Through Sanctions Act (CAATSA).
Peskov said there may be a discussion on the possibility of Russia supplying Su-57 fighter jets to India. India is in the process of procuring a batch of fifth-generation fighter jets. Dassault Aviation's Rafale, Lockheed Martin's F-21, Boeing's F/A-18 and the Eurofighter Typhoon are the main contenders.
Ways to bolster bilateral energy ties are also expected to figure prominently in the summit. It is learnt that Russia has offered India additional discounts for its procurement of crude oil.
The offer came after the volume of India's purchase of Russian crude oil registered a decline in the last few weeks following the latest wave of US sanctions on two Russian oil producers.
India and Russia have a mechanism under which India's prime minister and the Russian president hold a summit meeting annually to review the entire gamut of ties. So far, 22 annual summit meetings have taken place alternatively in India and Russia. The Russian president had last visited New Delhi in 2021.
In July last year, PM Modi travelled to Moscow for the annual summit. Russia has been a time-tested partner for India and a key pillar of New Delhi's foreign policy.

Domestic carrier IndiGo has cancelled over 180 flights from three major airports on Thursday, as the Gurugram-based airline struggles to secure the required crew to operate its flights in the wake of new flight-duty and rest-period norms for pilots.
"IndiGo has cancelled over 180 flights on Thursday at three airports&mdash;Mumbai, Delhi and Bengaluru," a source told PTI. While the number of cancellations at Mumbai airport stands at 86 (41 arrivals and 45 departures) for the day, at Bengaluru, 73 flights have been cancelled, including 41 arrivals, the source said.
Besides, it had cancelled as many as 33 flights at Delhi Airport for Thursday, the source said, adding, "The number of cancellations is expected to be higher by the end of the day."
The airline's On-Time Performance (OTP) nosedived to 19.7 per cent at six key airports&mdash;Delhi, Mumbai, Chennai, Kolkata, Bengaluru and Hyderabad&mdash;on December 3, as it struggled to get the required crew to operate its services, down from almost half of December 2, when it was 35 per cent.
"IndiGo has been facing acute crew shortage since the implementation of the second phase of the FDTL (Flight Duty Time Limitations) norms, leading to cancellations and huge delays in its operations across the airports," a source had told PTI on Wednesday.
DGCA has already said it is investigating IndiGo flight disruptions and has asked the airline to submit the reasons for the current situation, as well as its plans to reduce flight cancellations and delays.
It may be mentioned here that the pilots' body Federation of Indian Pilots (FIP) has alleged that IndiGo, despite getting a two-year preparatory window before the full implementation of new flight duty and rest period norms for cockpit crew, "inexplicably" adopted a "hiring freeze."
FIP said it has urged the safety regulator, DGCA, not to approve airlines' seasonal flight schedules unless they have adequate staff to operate their services "safely and reliably" in accordance with the New Flight Duty Time Limitations (FDTL) norms.
In a letter to the Directorate General of Civil Aviation (DGCA) late Wednesday, FIP urged the DGCA to consider re-evaluating and reallocating slots to other airlines, which have the capacity to operate them without disruption during the peak holiday and fog season if IndiGo continues to "fail in delivering on its commitments to passengers due to its own avoidable staffing shortages."

Recalling the contributions of historical figures such as Maharana Pratap, Chhatrapati Shivaji Maharaj, Guru Gobind Singh, Rani Lakshmibai and countless soldiers who sacrificed their lives for the nation, he said their courage continues to inspire future generations.
Adityanath emphasised that festivals and traditions strengthen national values and bring people together beyond social differences. He also highlighted Prime Minister Modi's "five pledges", saying they have helped the country reconnect with its heritage, shed the mindset of colonialism, and reaffirm respect for the armed forces.
The chief minister said India has made significant economic progress in recent years, emerging as one of the fastest-growing nations. He asserted that if citizens fulfil their duties and uphold unity, the country will achieve the goal of becoming a developed nation by 2047. "National identity must rise above divisions of caste, region and language. If we embrace these five commitments, there is no reason India cannot become a fully developed nation," he said.
