Ten people, all women, were arrested after a clash broke out between a group of women protesting the opening of a liquor shop in south Delhi’s Tigri area and the shop’s staff, police said on Saturday.
The incident happened Thursday around 8.30 am before the shop was opened.
The quarrel started with a protest staged by a group of local women, who were apparently against the opening of the liquor shop in the area, police said.
Officials said that the police was already brought in at the spot, as they had got to know about the protest, besides the female staff, who were deployed by the owner of the shop.
As their demonstration got heated, the protesters got into a fight with the women staff of the shop, roughing up a male police too.
Head Constable Ranjeet, the beat officer of the area, got caught in the fight and his uniform was also torn by those in the crowd, the officer said.
The situation in the area was brought under control and medical of the injured staff was conducted at AIIMS Trauma Centre, the officer added.
According to police, a case under several sections, including 146 for rioting, was filed against the 10 offenders booked. "Ten accused have been arrested in this case. The situation in the area is under control and staff in sufficient number has been deployed to avoid further tension," said Benita Mary Jaiker, Deputy Commissioner of Police (South).

Punjab Home Minister Atta Tarar announced the emergency. He reportedly said that 4-5 rape cases are being reported every day in the state, and special measures are needed to counter sexual harassment, abuse, and coercion. The government announced that the Cabinet Committee on Rape and Law &amp; Order will review all these cases.

Pakistan has had a history of agonising crimes against women, compounded by lack of strict action against the culprits.
On 14 August 2021, which is celebrated as Pakistan's Independence Day, a TikTok star was molested by a mob at the Minar-e-Pakistan monument in Lahore. A month earlier, 27-year-old Noor Muqaddam, the daughter of a former diplomat, was raped, tortured, and killed allegedly by the scion of a prominent industrialist family.
In July 2016, social media star Qandeel Baloch was murdered by her brother for what he called "intolerable behaviour". In June 2002, a woman named Mukhtaran Mai had been gangraped on orders of the village council as punishment for her brother's relationship with a woman from a rival tribe. In April 1999, 28-year-old Samia Sarwar had been shot dead allegedly be her family for seeking a divorce over domestic violence.
In light of such distressing cases, Pakistan ranks 167 out of 170 countries on the Global Women, Peace, and Security Index. According to police records, 41,000 women went missing in Pakistan's Punjab province in the last 5 years, and over 3,500 of them had not been found by March 2022.
Studies say that at least 32% women in Pakistan have experienced physical violence, and 28% women aged between 15 and 49 years have been victims of intimate partner violence. Experts agree that these figures are conservative. Meanwhile, the conviction rate is limited to 1% to 2.5% in crimes against women.
The imposition of an emergency in Pakistan's Punjab has been sparked by an alarming spike in violence. On 14 June, a rickshaw driver allegedly raped a teenage girl in Muzaffargarh. On 27 May, a 25-yr-old woman was allegedly gangraped on a Karachi-Multan train. A day earlier, robbers allegedly raped a minor girl in front of her family in Pattoki. On 22 May, a bus driver working with a private company allegedly raped a woman in Bahawalpur.
With panic gripping women, Pakistani authorities have announced a slew of measures. The steps include fast-track DNA examination by forensic labs to identify assailants. The government is also running anti-rape campaigns to spread awareness.
The authorities are also telling parents to not leave children unattended at home. Additionally, students will be sensitised at school regarding sexual harassment. The government will also consult civil society, women's rights activists, and teachers for prevention of sexual crimes.
It remains to be seen whether measures like imposition of emergency are effective in ending an entrenched culture of crimes against women and subsequent impunity in Pakistan.

Two men were arrested for allegedly making extortion calls to a Ludhiana-based businessman demanding Rs 10 lakh in the name of Lawrence Bishnoi and Goldy Brar, police said on Wednesday.
According to the police, the accused also threatened that he would meet the same fate as singer and politician Sidhu Moosewala, who was shot dead recently, if he did not oblige to the demand.
Accused Shakti Singh, 29, and Afzal Khan, 24, are residents of Bilaspur in Chattisgarh. Another person named Raja, a resident of Gopalganj in Bihar, is yet to be arrested, they said.
The businessman in his complaint alleged that he had been receiving threat calls from unknown international and Indian numbers since June 4, police said.
The callers identified themselves to be associated with the Lawrence Bishnoi-Goldy Brar gang and demanded Rs 10 lakh. They threatened to kill him, just like Moosewala, if he failed to pay the money, a senior police officer said.
The accused had allegedly also sent details of a bank account the businessman to transfer the money.
The Punjab Police had informed us that the location of the one of the phone numbers used in making the extortion calls was traced to Delhi and that the caller was changing his location frequently, Deputy Commissioner of Police (Intelligence Fusion and Strategic Operations) KPS Malhotra said.
During investigation, the caller was traced to Gurugram Sector-22 and nabbed along with another person and the phone was recovered. This phone was registered in Khan's name, the DCP said.
Singh revealed to the police that in January, he met the third accused Raja, who told him to arrange bank accounts and ATM cards, police said.
At Raja's behest, Singh arranged around 25 bank accounts and received Rs 25,000 for each of them, police said.
Moosewala, the singer-politician who had joined the Congress months before the 2022 state assembly polls, was shot dead in Punjab's Mansa district on May 29.
Last week, the Delhi Police had said that gangster Lawrence Bishnoi was the mastermind behind the murder. The Punjab Police took Bishnoi to the state from the national capital in the early hours of Wednesday to question him in the connection with the case.

A manager of a jewellery showroom here has alleged that he received an extortion call from Canada-based Goldy Brar, a close aide of gangster Lawrence Bishnoi, following which an FIR has been lodged.
According to the complaint filed by Sachin Kumar, a resident of Delhi, he works at a jewellery showroom in Gold Souk Mall, Sector 43 as manager and at around 11:30 am he got the call from a 16-digit number on his mobile phone.
An FIR has been registered at Sushant Lok police station.
“The caller claimed that he is Goldy Brar from Canada. He asked about the jewellery showroom and I told him that I am the manager here. He said that we collected a lot of money and asked me to either arrange Rs 5 lakh by evening or I will be killed. I approached the police,” Kumar said.
Following the complaint, an FIR has been registered against the unknown caller under IPC sections 387 (extortion), and 507 (criminal intimidation by an anonymous communication) at Sushant Lok police station and the investigation assigned to the crime unit.
“Our teams are on job and I hope the accused caller will be arrested soon ”, said Preet Pal Singh Sangwan, ACP, crime.
Canada-based gangster Goldy Brar had taken responsibility for the sensational killing of Punjabi singer and Congress politician Sidhu Moosewala recently.
Bishnoi is also a suspect in the case.

Accused Mehtab, a resident of Aman Vihar, is a graduate from Delhi University, they said.
A victim in his police complaint alleged that he received a call from an unknown number and the caller offered him a handsome remuneration for being a male sex worker. He said he ended up paying Rs 70,000 towards registration and other charges.
On the basis of technical surveillance, the caller's location was traced to Avantika in Rohini and the police found that the calls were being made from a call centre set up for this purpose.
Mehtab had employed eight women for calling targets and placing advertisements on internet and on porn websites. They also used to sell pills and spray that they claimed enhanced sex drive.
The woman used to call around 500 random numbers every day and they were able to lure at least 50 to 100 of them.
The women used to also ask the targets if they were interested in offering sexual services for a good remuneration. At least 10 to 20 men used to sign up on a daily basis, police said.
Mehtab had been running the call centre since July last year and has duped many people across the country, police said.
After cheating the targets, Mehtab and his team would block their numbers, police said.
Mehtab had earlier worked at a few call centres and gathered some idea from his work experience, they said.
Sixteen notebooks maintained to record the details of victims and their transactions, five bottles of pills and as many spray bottles were recovered, police said.

Police said that the accused had killed the mother on Sunday itself and he stayed with her body for three days and kept using room freshener to keep the stench away. According to the police, on Tuesday, after he failed to contain the foul smell, the boy called his father in Kolkata and informed about the murder.  It was the boy’s father, an army officer, who called the police.   Initially, the boy misled the police by saying that a miscreant had come to the house and he carried out the murder, but within a short time the truth of the murder came to light and the police took the accused son into custody.

Around a year after claiming that OneCoin would be the "Number One cryptocurrency worldwide", the company's founder Dr Ruja Ignatova vanished without a trace. And now, Ignatova, who called herself "cryptoqueen", has been added to the FBI's Most Wanted List.
She is accused of masterminding a massive scam worth $4 billion, or around ₹26,000 crore. The Federal Bureau of Investigation is offering up to $100,000 for information leading to her arrest.
To evade arrest, Ignatova is believed to have changed her appearance, possibly through plastic surgery. She has been missing since 2017, when she boarded a flight from Bulgaria to Greece.
Ignatova went on the run after bugging her boyfriend's house over suspicion that he was cooperating with the FBI, which turned out to be true.

With massive hype, OneCoin had managed to secure over 30 lakh investors from more than 100 countries. But how exactly did the scam work?
Investigators have called the case a Ponzi scheme with a "virtual twist". Basically, Ignatova's company sold OneCoin tokens which were worthless. Customers were promised high returns with low risk.
An exchange to convert OneCoin into real currency was never set up. Additionally, OneCoin was not backed by crypto-technology like blockchain, which is a decentralised digital ledger.

Customers were also told to encourage people they knew to buy OneCoin. In return, these customers were given commission for selling the cryptocurrency.
Ponzi schemes usually collapse when fresh customers dry up, and the flow of money stops, as the main product has no real value. To keep investors enthused, Ignatova also claimed that an IPO was in the pipeline, but it never occurred.&nbsp;
Some arrests have taken place in the case. In 2019, Ruja Ignatova's brother Konstantin was arrested by the FBI. He reportedly pleaded guilty and struck a deal to cooperate with the government.
Along with Konstantin Ignatov, US corporate lawyer Mark Scott was convicted for laundering $400 million for OneCoin. However, the prominent face of the company remains at large.
Ruja Ignatova was born in Bulgaria in 1980. She speaks Bulgarian, English, and German. She studied law at Oxford, and also has a PhD from Konstanz university. She worked with consultancy firm McKinsey &amp; Company before setting up OneCoin in 2014.
Ignatova made big claims about OneCoin, even calling it the "Bitcoin killer". However, OneCoin could not be traded, and could not be used for buying things.
Here are some of the other lies Ignatova told her victims.

A special court in Kairana in Shamli district of Uttar Pradesh dealing with cases registered under the POCSO Act has sentenced a man to life imprisonment for sexually assaulting a seven-year-old boy.
The judgment was delivered on Wednesday, within nine days of the first hearing in the matter.
Judge Mumtaz Ali also slapped a fine of Rs 45,000 on the convict, Wasil (21), after holding him guilty under sections 377 (unnatural offences) and 506 (punishment for criminal intimidation) of the Indian Penal Code (IPC) and sections 5 and 6 of the Protection of Children from Sexual Offences (POCSO) Act.
The court also directed that half the amount will be given to the victim.
According to government lawyer Pushpendra Malik, the convict lured the boy on the pretext of giving him candies, took him to a vacant plot of land and sexually assaulted him.
He also threatened to kill the boy if he narrated his ordeal to anyone, Malik said.
The incident took place in Kairana on April 1, 2021.
Police filed the chargesheet in the court on June 1. The court started hearing the matter from June 21 and delivered the judgment on Wednesday.

The Karnataka High Court has set aside a sessions court order of life sentence on a woman from Andhra Pradesh who allegedly killed her two-month-old daughter, and ordered her release from prison.
The Fourth Additional District and Sessions Judge, Madhugiri in Tumakuru district on July 22, 2017, convicted Kavitha, from Madakasira in Sri Sathyasai district of Andhra Pradesh, under Section 302 (punishment for murder) of the Indian Penal Code, to undergo life imprisonment for murder.
Kavitha and her husband Manjunatha had come to a hospital in Koratagere, Tumakuru, Karnataka to treat their child suffering from respiratory problems and epilepsy. Kavitha was also unable to feed her baby.
Manjunatha complained to the local police that Kavitha threw the baby in the Suvarnamukhi river on the outskirts of the town on August 24, 2016. The investigation and trial led to her conviction by the trial court in 2017.
A total of 15 witnesses and 16 documents were used by the prosecution to get the conviction.
However, the division bench of the High Court comprising Justice K Somashekar and Justice Shivashankar Amarannavar earlier this month allowed the woman's appeal, set aside the conviction, acquitted her and also ordered her release.
"In the instant case, the importance of corroboration of the evidence which was facilitated by the prosecution, it must be positive, cogent, consistent and probabalized that the accused had committed the murder of the deceased," the HC said in the judgement.
However, "in the instant case, though the prosecution subjected examination of PW.1 to PW.15, but no worthwhile evidence has been facilitated by the prosecution for securing the conviction of the accused for the offence under Section 302 of Indian Penal Code," it stated.

Investigations into the death of nine members of the family of two brothers in Maharashtra's Sangli district, which was earlier suspected to be a case of suicide pact due to harassment by money lenders, revealed that the deceased, including four children, were allegedly poisoned to death by a "mantrik" and his accomplice both of whom arrested, police said on Monday.
As per the preliminary probe, the main accused Abbas Mohammad Ali Bagwan allegedly killed the family of nine with the help of his accomplice as he didn't want to return the money he had taken from them under the pretext of locating a "hidden treasure" for them.
Bagwan and Dheeraj Surawase, both residents of Solapur, allegedly poisoned nine members of the Vanmore family to death by mixing poisonous substance in tea probably on the night of June 19, officials said.
Nine members of a family of two brothers - one of them a teacher and the other a veterinarian - were found dead in Maharashtra's Sangli district's Mhaisal village on June 20.
Police had initially suspected that it was a suicide pact and arrested 15 lenders of the 25 accused on the charges of abetment of suicide of the nine members of the family that had borrowed money from them.
Popat Vanmore (54), who worked as a teacher, his brother and veterinarian Dr Manik Vanmore (49), their 74-year-old mother, wives and four children were found dead at their houses in Mhaisal village of Sangli district on Monday, police had said.
'Suicide' notes were found from the two houses, located 1.5 km apart from each other.
Inspector General of Police (Kolhapur range) Manoj Kumar Lohiya said Bagwan, who is a "mantrik", had taken a huge amount of money from the Vanmore brothers under the pretext of helping them explore "gupt dhan" (hidden treasure) and the family was frequently asking him to return the money as the promise regarding the treasure was not fulfilled.
A Sangli Police official said the police had stumbled upon the notes purportedly left behind by the Vanmore brothers in which they had mentioned the names of some lenders from whom they had borrowed the money.
He said the police felt something was amiss when they examined the suicide notes. Also, a bottle was found with only one of the nine bodies.
"Generally, in a suicide note, the person first writes the reason and then blames the people for the extreme step he is taking. In this case, the names of some people were written at the start of the notes. Both the notes didn't even mention that the family wanted to commit suicide. It seems that the accused might have misled the two brothers to write the names of the money lenders under some pretext to pass it off as a suicide pact,” the official said.
Speaking about the investigation, he said the police tracked the movements of all the deceased which led them to a vehicle.
“We then checked the CCTV footages on the roads and finally the vehicle was located in Solapur,” he added.
“The preliminary probe suggests that the accused mantrik and his accomplice reached the houses of the Vanmores (probably on June 19) and told them that he (Bagwan) would perform some rituals to find the hidden treasure. They sent the family members to the terrace of their houses, then called them down one by one, and asked them to consume tea which was laced with some poisonous substance,” the official said explaining the sequence of events of June 19-20.
Prima facie, Bagwan and Surawase committed the crime by going to the houses of the Vanmore brothers one after the another.
When asked about the motive behind the crime, the official said that police suspect Bagwan killed the family members as they were demanding their money back from Bagwan after he failed to locate the "hidden treasure" for them as promised.
According to police, the Vanmore brothers had given over Rs one crore to Bagwan in the hope that they will find "guptdhan".
Sangli Superintendent of Police, Dikshit Gedam, said Bagwan and Surawase are arrested and section 302 (punishment for murder) of the Indian Penal Code will be invoked.

Speaking about the investigation, he said the police tracked the movements of all the deceased which led them to a vehicle.
&ldquo;We then checked the CCTV footages on the roads and finally the vehicle was located in Solapur,&rdquo; he added.
&ldquo;The preliminary probe suggests that the accused mantrik and his accomplice reached the houses of the Vanmores (probably on June 19) and told them that he (Bagwan) would perform some rituals to find the hidden treasure. They sent the family members to the terrace of their houses, then called them down one by one, and asked them to consume tea which was laced with some poisonous substance,&rdquo; the official said explaining the sequence of events of June 19-20.
Prima facie, Bagwan and Surawase committed the crime by going to the houses of the Vanmore brothers one after the another.
When asked about the motive behind the crime, the official said that police suspect Bagwan killed the family members as they were demanding their money back from Bagwan after he failed to locate the "hidden treasure" for them as promised.
According to police, the Vanmore brothers had given over Rs one crore to Bagwan in the hope that they will find "guptdhan".
Sangli Superintendent of Police, Dikshit Gedam, said Bagwan and Surawase are arrested and section 302 (punishment for murder) of the Indian Penal Code will be invoked.

In March, a similar scam took place in Kerala. A teacher in Kollam was duped of ₹14 lakh after fraudsters sent WhatsApp messages posing as Kerala's police chief. The teacher was told that she had won the lottery and would be booked if tax was not paid on the winnings. The number used to send the messages was reportedly registered in an Assam native's name.
Recent cases have highlighted at least 3 types of common scams which are perpetrated through WhatsApp and Facebook.
The first is WhatsApp hijacking. Scamsters try to log into their target's WhatsApp account by using that person's phone number. Then, to get the verification pin, the criminals pose as WhatsApp technicians. If the target shares the PIN, then scamsters gain access to the person's WhatsApp account. Subsequently, they send messages to the target's friends and family seeking money, or further OTPs.

The second type is the WhatsApp DP scam which we told you about earlier. For this, a WhatsApp account is created using a fake or virtual SIM. Then a government official's photograph is set as the profile picture. Subsequently, messages are sent to unsuspecting people seeking money or other favours.
Another type of scam involves fake Facebook accounts. In this, scamsters create fake accounts of their targets and then contact the target's friends and family. Covid troubles, and financial crisis are common excuses used by scamsters to seek money in this type of con.
With such cases emerging in various parts of the country, authorities have been spreading awareness and telling people how to stay safe.
Some of the basic precautions include not replying to messages from unknown numbers even if the profile picture is of a person whom you know. Do not transfer money without verifying the request offline with the person asking for help.
Do not share OTPs, passwords, bank details, and credit and debit card information under any circumstances. Do not install remote access apps, and do not click on suspicious links. Also, secure your social media accounts by enabling two-factor authentication.
Cyber criminals prey on people's lack of awareness to carry out their cons. So share this information as widely as possible to make such scams virtually impossible.
