With the upcoming Budget 2024 just weeks away, the government is considering a proposal to provide central govt employees enrolled with National Pension System or NPS with 50% of their final pay drawn as a pension. This initiative aims to address concerns regarding pension payouts as per Times of India report. The report further adds that despite this potential change, the government assures that the NPS will continue to offer attractive returns for long-term investors, particularly those who remain invested for 25-30 years and were recruited after 2004. The proposal follows an announcement by Finance Minister Nirmala Sitharaman and the formation of a committee led by Finance Secretary T V Somanathan to review the NPS and its benefits. The upcoming full budget is expected to boost consumer spending and infrastructure building, which in turn is likely to propel the soaring share market to gain as much as 20%, reported Bloomberg. The report quoted market watchers and said that the market will gain, buoyed by government spending and continued momentum in corporate earnings
<h3>Share market to gain</h3>
Bloomberg surveyed about 24 respondents and more than half of them estimated that the NSE Nifty 50 Index may advance up to 26,000 points by the end of 2024, while one predicted the gauge can climb even more. So far this year, the benchmark index has risen 12% to hit a record high.&nbsp;
Investors have raised their bets in the consumer sector on expectations the government will shift toward more populist measures as Prime Minister Narendra Modi led BJP failed to secured majority in the Lok Sabha polls.&nbsp;
Meanwhile an early monsoon has also boosted the prospects for companies involved with crops such as rice, corn and soybeans.
&ldquo;Corporate earnings for the year gone by had been robust on the back of margin tailwinds and may grow above trend in financial year 2025, keeping India&rsquo;s medium-term growth story intact,&rdquo; Bino Pathiparampil, head of research at Mumbai-based Elara Capital told Bloomberg.
As per datat compiled by Bloomberg Intelligence, analysts estimated earnings per share of MSCI India Index&rsquo;s companies for all of calendar year 2024 to increase 15.6% on-year. In comparison, Chinese firms are expected to post a 10% rise in their EPS for the same period.
A quarter of the respondents who were surveyed had said that the capex push would be the government&rsquo;s main priority. Another quarter thought boosting consumer demand would be on top of their to-do list.
&ldquo;The government can please everyone with higher capex, social spending and yet a tighter fiscal,&rdquo; thanks to larger tax revenue and bumper dividend payout from the central bank, Jefferies Financial Group Inc. strategists including Mahesh Nandurkar wrote in a note on June 24.

As the Union Budget approaches, the India Cellular &amp; Electronics Association (ICEA) has recommended lowering input tariffs to build a robust components ecosystem in the country. The recommendations are based on a "tariff study" conducted by ICEA, comparing seven competing economies, including India.
<h3>Electronic Body's budget expectations</h3>
The ICEA report emphasized that high tariffs on inputs hinder growth and competitiveness, reducing exports and limiting production of final products such as mobile phones. The report suggests that reducing tariffs on inputs is essential to address these issues.
"We acknowledge the importance of developing the domestic supply chain," the report stated. "However, the approach should not be through high tariffs but by reducing disabilities, enhancing competitiveness, and implementing incentive schemes to fill existing gaps."
To attract global value chains (GVCs) and scale up production, ICEA proposed reducing tariffs on all cost-increasing components, including parts of complex subassemblies, to zero. Additionally, the association recommended removing the 2.5% tariff on sub-assembly parts and inputs.
"These tariffs are counterproductive. They do not foster a domestic industry but instead increase costs, complexity, and compliance burdens for legitimate manufacturers," the report noted.
The ICEA also called for appropriate policy and financial support from the government to develop a large-scale components and sub-assembly ecosystem. They suggested that this support should include a longer gestation period and extended incentive schemes.

Agriculture sector which is one of the key sectors, is expected to grow at a rate of 6% in the current fiscal 2024-25. Mint quoted experts and mentioned that the farm and agri sector has grappled with strenuous challenges such as drought, adverse weather conditions, the impact of climate change, and inflationary pressures.

<li>Higher export: Mint quoted &nbsp;PHD Chamber of Commerce and Industries and said that the exports of agri and allied products should be increased to the level of $100 billion in the next three years from the current level of around $25 billion.</li>
<li>Long term credit for farmers:&nbsp;As per the industry body, there is a need to strengthen access to credit for long-term loans to enhance growth and productivity in the sector and farm incomes.</li>
<li>Strong rural infrastructure:&nbsp;Focusing on building rural infrastructure, including roads, bridges, storage facilities, cold chains, and veterinary services, can significantly reduce post-harvest losses and improve market access for farmers in remote areas is also expected.&nbsp;</li>
<li>Minimize impact of climate change:&nbsp;As per Mint, as many as 80% of marginal farmers in India have suffered crop losses due to adverse climatic events over the past five years. Hence the sector is expecting an adaptation strategy to promote climate-resilient agricultural practices, diversify livelihoods, and improve access to financial services and technical advice</li>
<li>Budget Allocation: The sector is also expecting an enhancement in the budget allocation for the Agricultural and Processed Food Products Export Development Authority from ₹80 crore to ₹800 crore to boost farm exports. &nbsp;</li>

The upcoming full budget for FY25 may see increased capital expenditure and welfare subsidy allocations compared to the estimates projected in the Interim Budget, reported Business Today. As per the report, the government is mulling to increase the estimate for capital expenditure by a further 5-7% over the estimate made in the interim budget.
<h3>Capital Expenditure in Budget</h3>
In the interim budget that was presented in February, the Centre had allocated Rs 11.11 lakh crore, representing an 11% increase over budget estimate for the previous fiscal year, and a 16.9% rise over the actual spending.
&ldquo;Capital expenditure has been our focus and discussions are underway to see what can be done,&rdquo; a person aware of the matter told Business Today.
This is also in line with the expectations of industries who have sought increased capital expenditure by the Centre. In a recent press conference, Chairman and Managing Director, ITC Ltd and President, Confederation of Indian Industry Sanjiv Puri suggested that the government should consider raising spending on this account by 25% this fiscal year.
He mentioned the windfall dividend of Rs 2.1 trillion from the Reserve Bank of India and robust tax receipts as supporting factors. He went on to say that an increase in spending on asset creation, combined with an anticipated rise in private investments, would help India achieve 8% real GDP growth for the second consecutive year.
<h3>Welfare Spending</h3>
The Business Today report further added that the government is considering up to a 5% increase in various subsidy allocations. The Interim Budget had allocated Rs 4.1 lakh crore for subsidies, 7% lower than the revised estimate of Rs 4.41 lakh crore for 2023-24.&nbsp;
