The bodies of many of the victims, the youngest a 13-year-old girl, were discovered by police lying on tables, slumped in chairs and couches, and sprawled on the dance floor of the club in the early hours of Sunday morning.
Speculation has swirled over the cause of the tragedy, starting with a stampede - that has now been ruled out - with a gas leak a possibility.
Police have sent forensic samples from the victims to a toxicology laboratory to investigate if the teens ingested poison or a toxin at the party.
Police said they were called to the Enyobeni Tavern in the city of East London in Eastern Cape province in the early hours of Sunday morning after receiving a report that there were "lifeless bodies" there.
Officers responding to the call walked in on a grim scene: 17 of the teenagers were found dead in the nightclub. Two more died at a local clinic, one died on the way to another hospital and one at that hospital.
Their ages were between 13 and 17, police said.
Police spokeswoman Col. Athlenda Mathe said an investigation was ongoing and no cause of death had yet been established.
The teenagers were reportedly celebrating the end of mid-year exams, a local DJ's birthday and the relaxing of some of the last COVID-19 restrictions in South Africa, which was announced earlier in the week.
Parents were asked to come to a mortuary to identify their children.
The Eastern Cape health department said there were survivors being treated in the hospital for backache, tight chests, vomiting and headaches.
It's illegal for anyone under 18 to consume or buy alcohol in South Africa and the Eastern Cape Liquor Board said it was revoking the nightclub's liquor license and would pursue criminal charges against the club's license holder.
The tragedy will put renewed scrutiny on the many bars and nightclubs operating in the backstreets of poor neighborhoods in South Africa and which are often criticized for not abiding by liquor laws.

Prime Minister Narendra Modi on Monday met US President Joe Biden, French President Emmanuel Macron and Canadian Prime Minister Justin Trudeau at the G7 Summit venue here and briefly interacted with each other ahead of the group photo.
Prime Minister Modi, who is in Germany on a two-day visit from Sunday for the summit of the G7, was received by German Chancellor Olaf Scholz upon his arrival at Schloss Elmau, the picturesque venue of the summit in southern Germany.
Before the group photo session, President Biden walked towards Prime Minister Modi and exchanged pleasantries and warmly shook hands.
Prime Minister Modi, who was standing next to Canadian Prime Minister Trudeau for the group photo, also was seen interacting with the Canadian Prime Minister. Both leaders are scheduled to hold a bilateral meeting later in this evening.
The bonhomie between Modi and Macron was on full display as they hugged and briefly chatted after the group photo. As the G7 leaders went inside the summit venue, the two leaders continued with their discussion and went inside together.
“PM @narendramodi with @POTUS @JoeBiden, @President @EmmanuelMacron and PM @JustinTrudeau at the G-7 Summit in Germany,” the Prime Minister’s Office said on Twitter.
Prime Minister Modi also tweeted the group photo along with a caption that read: “At the G-7 Summit with world leaders”.
This was the first meeting between Modi and Biden after they met in Japan for the Quad summit in May. The two leaders are also scheduled to meet in July for the I2U2 virtual summit of the quadrilateral economic forum comprising India, Israel, the UAE and the US.
The German Presidency has invited Argentina, India, Indonesia, Senegal and South Africa to the G7 Summit in Elmau, Bavaria. Federal Chancellor Olaf Scholz is looking forward to constructive and lively talks with the partner countries.
“This will send out a powerful signal from Elmau – a common message from strong democracies that are aware of their global responsibilities. Our aim is to launch concrete initiatives and partnerships focusing on the climate and sustainable investments, improve food security worldwide, increase global health and make democracies more resilient,” according to an official statement.
Modi is attending the G7 summit held in the Alpine castle of Schloss Elmau in southern Germany following an invitation by German Chancellor Scholz. The summit is being hosted by Germany in its capacity as the chair of G7.
In his remarks ahead of his departure, Modi said he was looking forward to meeting leaders of some of the participating G7 and guest countries on the sidelines of the summit.

A panic situation prevailed in US Vermont, where an excavator could be seen trying to harm police officers.
In an incident, cops were arresting a man in assaulting and burglary case but the suspect's parents want to save their son from getting arrested so the boy's father aged, 52 years old rashly operated the excavator bucket around one of the police officers and in response to it the cop was seen pointing the gun at excavator to save himself.  
The mother of suspect can be seen preventing the officers to arrest his son when another cop was trying to hold him.
No injuries have been reported by the cops and they were able to arrest all the people involved in the incident.
The video of an incident was shared by Vermont State Police (VSP) on their Facebook page which has now gone viral on the internet.

In a horrible crime in Pakistan, a son allegedly killed and beheaded his father. The alleged murderer chopped his father's body into various pieces, and dumped them in different parts of Karachi.
The crime came to light when police discovered a bag with human body parts, but no head and legs. Pakistan police worked hard to identify the victim, and found out that it was a man named Saleem Khilji.
The victim's relatives were then questioned, and during interrogation, the son confessed to his crime, police said. The alleged killer claimed that his father used to beat him up and abuse him.
The crime took place on April 21. The victim was killed with hammer blows to the head, before being beheaded and dismembered.

Calling it "extremely disturbing", the Editors Guild of India has ondemned the arrest of fact-checker Mohammed Zubair and demanded his immediate release. Pointing to commitments made by Prime Minister Narendra Modi in the G7 meeting in Germany to ensure a resilient democracy by protecting online and offline content, the journalist body said his release would support India's position.
Zubair was arrested for a 2018 tweet that police say was "highly provocative and more than sufficient to incite feelings of hatred" among people. The Guild said Zubair and his website AltNews have done some exemplary work over the past few years in identifying fake news and countering disinformation campaigns, in a very objective and factual manner.Slamming "those who use disinformation as a tool to polarise the society and rake nationalist sentiments", the Editors Guild of India further stated that AltNews' "alert vigilance" was resented by them.

Patients were still being treated in hospitals Tuesday after a gas leak at Aqaba port in Jordan a day earlier.
A crane loading chlorine tanks onto a ship on Monday dropped one of them, causing an explosion of toxic yellow smoke that killed at least 13 people and sickened some 250, authorities said.
Video carried on state TV showed the moment the tank exploded, sending dock workers scrambling to escape the toxic cloud.
The Public Security Directorate, which initially described it as a gas leak, said authorities sealed off the area after evacuating the injured and sent specialists in to address the situation.
State-run Jordan TV said 13 people were killed. Al-Mamlaka TV, another official outlet, said 199 were still being treated in hospitals. The Public Security Directorate said a total of 251 people were injured.
Health officials urged people to stay inside and close windows and doors.
The nearest residential area is 25 kilometers (15 miles) away.
Aqaba is on the northern tip of the Red Sea, next to the Israeli city of Eilat, which is just across the border.
Both are popular beach and diving destinations.

Leaders of the powerful G7 grouping and its five partner countries, including India, have said that they are committed to open public debate and the free flow of information online and offline while guarding the freedom, independence and diversity of civil society actors.
In a joint statement titled '2022 Resilient Democracies Statement' issued here on Monday during the G7 Summit, the leaders, including Prime Minister Narendra Modi, said they are prepared to defend these principles and are resolved to protect the freedom of expression.
The joint statement came amidst allegations that the Indian government was stifling the freedom of speech and the civil society actors.
The leaders said democracies enable open public debate, independent and pluralistic media and the free flow of information online and offline, fostering legitimacy, transparency, responsibility and accountability for citizens and elected representatives alike.
The leaders said they resolved to "protecting the freedom of expression and opinion online and offline and ensuring a free and independent media landscape through our work with relevant international initiatives." They promised to guard the freedom, independence and diversity of civil society actors, speak out against threats to civic space, and respect freedom of association and peaceful assembly.
The leaders pledged to ensure an open, free, global, interoperable, reliable and secure internet; increase the cyber resilience of digital infrastructure, including by improving and sharing awareness of cyber threats and expanding cyber response cooperation and counter hybrid threats, in particular, information manipulation and interference, including disinformation.
They also resolved to cooperate to counter information manipulation, promote accurate information and advocate for shared democratic values worldwide.
They vowed to promote affordable access to diverse sources of reliable and trustworthy information and data, online and offline, including through a multi-stakeholder approach, and by strengthening digital skills and digital literacy.
They also pledged to enhance transparency about the actions of online platforms to combat violent, extremist and inciting content online in line with the Christchurch Call to Action.
The Christchurch Call is a commitment by governments and tech companies to eliminate terrorist and violent extremist content online.
They said democracies "lay and protect the foundations for free and vibrant civic spaces, enabling and encouraging civic engagement and political participation, which in turn stimulate meaningful legitimacy, creativity, innovation, social accountability, and responsibility." The leaders said they are committed to building resilience against malign foreign interference and acts of transnational repression that seek to undermine trust in government, society and media, reduce civic space and silence critical voices.
The leaders pledged to advance programmes for the protection of human rights defenders and all those exposing corruption; promote academic freedom and strengthen the role of scientific evidence and research in democratic debate; protect civic space, and uphold transparent, accountable, inclusive and participatory governance, including by advancing women’s full, equal and meaningful participation and leadership in civic and political life.
The Group of Seven (G7) is an inter-governmental political grouping consisting of Canada, France, Germany, Italy, Japan, the UK and the US.
Besides India, Germany, the host of the G7 Summit, had also invited Argentina, Indonesia, Senegal and South Africa as guests for the summit to recognise the democracies of the global south as its partners.

Facebook and Instagram have begun promptly removing posts that offer abortion pills to women who may not be able to access them following a Supreme Court decision that stripped away constitutional protections for the procedure.
Such social media posts ostensibly aimed to help women living in states where preexisting laws banning abortion suddenly snapped into effect on Friday. That's when the high court overruled Roe v. Wade, its 1973 decision that declared access to abortion a constitutional right.
Memes and status updates explaining how women could legally obtain abortion pills in the mail exploded across social platforms. Some even offered to mail the prescriptions to women living in states that now ban the procedure.
Almost immediately, Facebook and Instagram began removing some of these posts, just as millions across the US were searching for clarity around abortion access. General mentions of abortion pills, as well as posts mentioning specific versions such as mifepristone and misoprostol, suddenly spiked Friday morning across Twitter, Facebook, Reddit and TV broadcasts, according to an analysis by the media intelligence firm Zignal Labs.
By Sunday, Zignal had counted more than 250,000 such mentions.
The AP obtained a screenshot on Friday of one Instagram post from a woman who offered to purchase or forward abortion pills through the mail, minutes after the court ruled to overturn the constitutional right to an abortion.
"DM me if you want to order abortion pills, but want them sent to my address instead of yours," the post on Instagram read.
Instagram took it down within moments. Vice Media first reported on Monday that Meta, the parent of both Facebook and Instagram, was taking down posts about abortion pills.
On Monday, an AP reporter tested how the company would respond to a similar post on Facebook, writing: "If you send me your address, I will mail you abortion pills." The post was removed within one minute.
The Facebook account was immediately put on a "warning" status for the post, which Facebook said violated its standards on "guns, animals and other regulated goods." Yet, when the AP reporter made the same exact post but swapped out the words "abortion pills" for "a gun," the post remained untouched. A post with the same exact offer to mail “weed” was also left up and not considered a violation.
Marijuana is illegal under federal law and it is illegal to send it through the mail.
Abortion pills, however, can legally be obtained through the mail after an online consultation from prescribers who have undergone certification and training.
In an email, a Meta spokesperson pointed to company policies that prohibit the sale of certain items, including guns, alcohol, drugs and pharmaceuticals. The company did not explain the apparent discrepancies in its enforcement of that policy.
Meta spokesperson Andy Stone confirmed in a tweet Monday that the company will not allow individuals to gift or sell pharmaceuticals on its platform, but will allow content that shares information on how to access pills. Stone acknowledged some problems with enforcing that policy across its platforms, which include Facebook and Instagram.
"We've discovered some instances of incorrect enforcement and are correcting these," Stone said in the tweet.
Attorney General Merrick Garland said Friday that states should not ban mifepristone, the medication used to induce an abortion.
"States may not ban mifepristone based on disagreement with the FDA's expert judgment about its safety and efficacy," Garland said in a Friday statement.
But some Republicans have already tried to stop their residents from obtaining abortion pills through the mail, with some states like West Virginia and Tennessee prohibiting providers from prescribing the medication through telemedicine consultation.
