Albania Introduces AI 'Minister' to Combat Corruption

Albania's PM announces the introduction of Diella, an AI 'minister' overseeing public tenders, aiming to eradicate corruption.

Albania Introduces AI 'Minister' to Combat Corruption

Tirana, Albania (AP) - Albania is embarking on a novel venture as Prime Minister Edi Rama announced on Friday the introduction of an artificial intelligence "minister" in his newly formed cabinet. Named Diella, which translates to "Sun" in Albanian, this virtual minister is anticipated to oversee public funding projects and spearhead the fight against corruption in public tenders.

Prime Minister Rama explained that Diella, although not a physical entity, has been developed as a virtual presence through artificial intelligence. The minister is expected to play a critical role in ensuring public tenders are completely free from corruption.

Launched earlier this year, Diella operates as a virtual assistant on the e-Albania public service platform, donning traditional Albanian folk attire and assisting users in navigating the site.

The Socialist Party, led by Rama, clinched its fourth consecutive term in the May 11 parliamentary elections, securing 83 of the 140 Assembly seats. This majority allows the party to govern independently; however, constitutional changes demand a two-thirds majority, or 93 seats.

The Socialists have ambitiously pledged EU membership for Albania within five years, suggesting negotiations will conclude by 2027. This promise has been met with skepticism by the opposition Democrats, who argue that Albania is not yet poised for such a milestone.

The conservative Democratic Party-led coalition, under the leadership of former Prime Minister and President Sali Berisha, gained 50 seats. Despite not accepting the election results, citing irregularities, its members participated in the parliament's inaugural session. The remaining seats were captured by four smaller parties.

While legal experts acknowledge that more groundwork is necessary to properly define Diella's official status, the initiative reflects ongoing efforts to tackle the persistent issue of corruption that has plagued the Western Balkan nation since the collapse of the communist regime in 1990.

On Friday, the parliament commenced the swearing-in process of its newly elected lawmakers. Later in the day, a new speaker and deputies are expected to be elected, additionally formalizing Rama's cabinet announcements. (AP)
