Delhi flood update: Yamuna flows at 208.48 metres, water level set to rise further

While the Yamuna is flowing at a staggering level, officials have said that the water level is set to rise further as Haryana has relased more water.&nbsp;

The torrential Yamuna in Delhi swelled to a staggering 208.48 metres Thursday morning, inundating nearby streets and public and private infrastructure, and causing immense hardships to people living in close proximity to the river.
The water level at the Old Railway Bridge crossed the 208-metre mark Wednesday night and rose to 208.48 metres by 8 am on Thursday. It is expected to rise further, according to the Central Water Commission, which has termed it an "extreme situation".
With the situation deteriorating every passing hour, Chief Minister Arvind Kejriwal urged the Centre to intervene and the city police imposed Section 144 of the CrPC in flood-prone areas to prevent unlawful assembly of four or more people and public movement in groups.
Lt Governor V K Saxena has also called a meeting of the Delhi Disaster Management Authority on Thursday. In a letter to Union Home Minister Amit Shah, Kejriwal requested that the water from Hathnikund barrage in Haryana be released slowly and pointed out that Delhi is set to host the G20 Summit meeting in a few weeks.
"The news of flooding in the capital of the country will not send a good message to the world. Together we will have to save the people of Delhi from this situation," he said.
There are two major barrages on the Yamuna -- Dakpathar in Dehradun and Hathnikund in Yamunanagar, upstream of Delhi. There are no dams on the river and, therefore, most of the monsoon flow remains unutilised, resulting in floods during the season.
Delhi recorded a rapid increase in the Yamuna's water level over the past three days.
It shot up from 203.14 metres at 11 am on Sunday to 205.4 metres at 5 pm on Monday, breaching the danger mark of 205.33 metres 18 hours earlier than expected.
The river exceeded the evacuation mark of 206 metres Monday night, prompting the relocation of people residing in flood-prone areas to safer locations and the closure of the Old Railway Bridge for road and rail traffic. The water level breached the previous all-time record of 207.49 metres by 1 pm on Wednesday and the 208-metre mark by 10 pm.

Water from the overflowing Yamuna River has reached Red Fort, one of the historical sites located in the old Delhi area. Drone footage shared by news agency ANI shows roads inundated with people walking in knee-deep water.

The Yamuna in Delhi swelled to 207.83 metres on Wednesday, breaching its all-time record of 207.49 metres set 45 years ago, flooding many areas and prompting Chief Minister Arvind Kejriwal to appeal to people living in low-lying to evacuate immediately.
Thousands of people have been shifted to safer areas as water gushed into their homes and markets near the river, causing them immense hardships.
Waterlogging on parts of the busy Ring Road, including on the stretch between Majnu ka Tila and Wazirabad, led to traffic congestion, officials said.
In view of the grave situation, the Delhi Police imposed prohibitory measures under CrPC section 144 in flood-prone areas of the city, preventing unlawful assembly of four or more people and public movement in groups.
Lt Governor V K Saxena has called a meeting of the Delhi Disaster Management Authority (DDMA) on Thursday over the rising water level of the Yamuna, Raj Niwas officials said.
According to the Central Water Commission's (CWC) flood-monitoring portal, the water level at the Old Railway Bridge crossed the 207-metre mark at 4 am on Wednesday, the first time since 2013. It rose to 207.83 metres by 7 pm on Wednesday.
The water level of the river is likely to rise further, an official of the Delhi Irrigation and Flood Control Department said. The India Meteorological Department has predicted "heavy to very heavy" rainfall to continue in Uttarakhand in the next two days.
"I urge everyone living in low-lying areas to evacuate because the water level will rise suddenly and your life could be in danger," the chief minister said at a press conference.
As the water level rose to a record level, Kejriwal urged the Centre to intervene to ensure that levels of the Yamuna don't rise further.
In a letter to Union Home Minister Amit Shah, he requested that "if possible the water from Hathnikund barrage in Haryana be released in limited speed" and pointed out that Delhi is set to host the G-20 Summit meeting in a few weeks.

Kejriwal informed Shah that Delhi did not receive any rain in the last three days, adding that the level of Yamuna in the national capital was not rising due to rain in the city but because of water released into the river from the Hathinikund barrage in Haryana.
Addressing the press conference on Wednesday evening, he said Union Water Minister Gajendra Shekhawat has informed him that the volume of water being released to Haryana from Himachal Pradesh has reduced, which in turn will bring down the water level in the Yamuna.
"Following my letter (to Shah), I got a call from Union minister Gajendra Singh Shekhawat, who said that Hathnikund is just a barrage and there is no reservoir to store water and limit the water speed.
"The water volume being released from Himachal Pradesh has reduced and the situation will improve. But it will take time to reflect in the water level of the Yamuna," the chief minister told reporters here.
The swelling of the Yamuna river led to waterlogging in the Delhi Transport Corporation headquarters area near ITO. Its employees waded through the waterlogged entrance to get into the office on Wednesday.
In northeast Delhi's Garhi Mendu and Usmanpur villages, flood water has risen to over four feet, local MLA Ajay Mahawar said, adding that the residents have already been moved to safety. The power supply was cut off around 4 am.

Narrating the problems faced at relief camps, a person said, "It's poor people like us who are suffering... Government makes false promises but does nothing on the ground. We don't get anything." Another flood victim Radhe Kishan sought to vent his anger at the government saying, "Last year too the area had got flooded. The government has hardly done anything since then and the situation remains the same." "The government could have at least made arrangements for food. But that is being provided by a gurdwara," he said.
A shopkeeper at north Delhi's Monastery market alleged that the government has not done anything.
"Our goods have been destroyed. This is like Venice," another person said, pointing towards the flooded market. The shopkeepers at the Monastery market were busy shifting their goods.
The national capital on Wednesday witnessed traffic snarls in many areas due to waterlogging, damaged roads and movement of Kanwarias.
Revenue Minister Atishi said the Delhi government is strengthening river embankments and evacuating people out of the floodplains.
The Delhi Disaster Management Authority issued an advisory asking people to move to safer places and cautioned them against passing through low-lying areas.
As the flood situation persisted in the Yamuna river, people should stay away from power lines and reach out to the helpline 1077 in case of any need, it said.

Major floods in Delhi occurred in 1924, 1977, 1978, 1995, 2010, and 2013. Analysis of flood data from 1963 to 2010 indicates an increasing trend for floods in September and a decreasing trend in July.

With water levels rising in the Yamuna in Delhi, the authorities say the river is close to breaking a water-level mark that was recorded in 1978.

According to the Central Water Commission's (CWC) flood-monitoring portal, the water level at the Old Railway Bridge crossed the 207-metre mark at 4 am, the first time since 2013, and rose to 207.25 metres by 8 am on Wednesday.
It is expected that the river will rise to 207.35 metres by 12 noon on Wednesday and continue to rise further, an official of the irrigation and flood control department said.

The water level of 207.25 metres is the highest since 2013 when the river reached a level of 207.32 metres, the CWC data showed.
An official explained that the sharp rise in water level was due to continuous rainfall in the upper catchment areas and saturated soil from heavy precipitation in Delhi and nearby regions over the weekend.
People living in low-lying areas have been shifted to safer places at higher altitudes, the department said.
It said 45 boats have been deployed for awareness, evacuation and rescue work and NGOs have been roped in to provide relief to the evacuated people.
"The Old Railway Bridge has been closed for traffic. All gates of the Okhla Barrage have been opened to release excess water and prevent prolonged high water levels," the department said.
All district magistrates concerned and their sector committees are alert and are working in coordination with Irrigation and Flood Control Department, Delhi Police, Delhi Jal Board, Delhi Urban Shelter Improvement Board and other stakeholders to deal with the flood situation, it said.
Chief Minister Arvind Kejriwal had on Monday said a flood-like situation is unlikely in Delhi, but the city government is prepared to tackle any eventuality.
According to the CWC, the flow rate at the Hathnikund barrage increased to 3,59,760 cusecs at 11 am on Tuesday, the highest in the last three days. It remained above the 2 lakh cusec mark till Wednesday morning.
Normally, the flow rate at the barrage is 352 cusecs, but heavy rainfall in the catchment areas increases the discharge. One cusec is equivalent to 28.32 litres per second.
The water from the barrage takes around two to three days to reach Delhi.
The India Meteorological Department said heavy rain pounded several places in Uttarakhand and adjoining parts of Uttar Pradesh, raising concerns about a further rise in the water level in rivers.
The Delhi government issued a flood warning on Sunday and a second warning on Tuesday. Authorities have been instructed to stay vigilant and take necessary action in vulnerable areas. Quick response teams and boats have also been deployed.
Sixteen control rooms have been set up to monitor the flood-prone areas and the water level of the Yamuna. Diving and medical teams have been deployed with all the necessary materials and equipment.
Northwest India saw incessant rainfall over three days from Saturday, with many areas in Jammu and Kashmir, Uttarakhand, Himachal Pradesh, Haryana, Uttar Pradesh and Rajasthan recording "heavy to extremely heavy" rains.
This has resulted in overflowing rivers, creeks and drains that have massively damaged infrastructure and disrupted essential services in Jammu and Kashmir, Himachal Pradesh, Uttarakhand and Punjab.
Delhi witnessed its highest rainfall (153 mm) in a single day in July since 1982 in the 24-hour period ending at 8:30 am on Sunday. The city received an additional 107 mm of rain in the subsequent 24 hours, exacerbating the situation. The heavy rain transformed roads into gushing streams, parks into watery labyrinths and marketplaces into submerged realms.
The Yamuna River system's catchment covers parts of Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Rajasthan, Madhya Pradesh and Delhi.
The low-lying areas near the river in Delhi, inhabited by around 41,000 people, are considered prone to flooding. Encroachments on the river floodplain have occurred over the years, despite the land belonging to the Delhi Development Authority, the revenue department and private individuals.
The Yamuna breached the danger mark twice in September last year, with the water level reaching 206.38 metres.
In 2019, the river witnessed a peak flow rate of 8.28 lakh cusecs on August 18-19 and the water level rose to 206.6 metres. In 2013, it reached a level of 207.32 metres. The river had swollen to an all-time record water level of 207.49 metres in 1978.&nbsp;
