Palestinians and rights groups warn the plan could split the West Bank and undermine prospects for a future Palestinian state.

Israel gave final approval for a controversial settlement project in the occupied West Bank that would effectively cut the territory in two, and that Palestinians and rights groups say could destroy plans for a future Palestinian state.
Settlement development in E1, an open tract of land east of Jerusalem, has been under consideration for more than two decades, but was frozen due to US pressure during previous administrations.
On Wednesday, the project received final approval from the Planning and Building Committee after the last petitions against it were rejected on August 6.
If the process moves quickly, infrastructure work could begin in the next few months and construction of homes could start in around a year.
The plan includes around 3,500 apartments to expand the settlement of Maale Adumim, far-right Finance Minister Bezalel Smotrich said during a press conference at the site last Thursday.
Smotrich cast the approval as a riposte to western countries that announced their plans to recognise a Palestinian state in recent weeks.
&ldquo;This reality finally buries the idea of a Palestinian state, because there is nothing to recognise and no one to recognise,&rdquo; Smotrich told reporters. &ldquo;Anyone in the world who tries today to recognise a Palestinian state will receive an answer from us on the ground.&rdquo; The location of E1 is significant because it is one of the last geographical links between Ramallah, in the northern West Bank, and Bethlehem in the southern West Bank.
The two cities are 22 kilometres apart by air, but Palestinians travelling between them must take a wide detour and pass through multiple Israeli checkpoints, adding hours to the journey. The hope for final status negotiations for a Palestinian state was to have the region eventually serve as a direct link between the cities.
Peace Now, an organisation that tracks settlement expansion in the West Bank, called the E1 project &ldquo;deadly for the future of Israel and for any chance of achieving a peaceful two-state solution&rdquo; which is &ldquo;guaranteeing many more years of bloodshed.&rdquo; Israel's plans to expand settlements are part of an increasingly difficult reality for Palestinians in the occupied West Bank as the world's attention focuses on the war in Gaza.
There have been marked increases in attacks by settlers on Palestinians, evictions from Palestinian towns, and checkpoints that choke freedom of movement, as well as several Palestinian attacks on Israelis.
More than 700,000 Israelis now live in the occupied West Bank and east Jerusalem, territories captured by Israel in 1967 and sought by the Palestinians for a future state. The international community overwhelmingly considers Israeli settlement construction in these areas to be illegal and an obstacle to peace.
Israel's government is dominated by religious and ultranationalist politicians with close ties to the settlement movement. Smotrich, previously a firebrand settler leader and now finance minister, has been granted Cabinet-level authority over settlement policies and vowed to double the settler population in the West Bank.
Israel has annexed east Jerusalem and claims it as part of its capital, which is not internationally recognised. It says the West Bank is disputed territory whose fate should be determined through negotiations. Israel withdrew from 21 settlements Gaza in 2005.

Israeli forces killed six Palestinians in separate operations in Tulkarem and Balata refugee camps in the West Bank. Violence has intensified since the Gaza war began in October 2023.

The ministry of health in Ramallah announced Thursday that four Palestinians were killed and three were injured "as a result of the (Israeli) bombing of a vehicle in Tulkarem camp", in the northern West Bank.

Earlier Thursday, the ministry said two Palestinians were killed in a raid in the Balata refugee camp near Nablus.
One of the dead was 80-year-old Halima Abu Leil, according to the ministry, which said she was fatally shot in the chest and leg.
The Palestinian Red Crescent confirmed her death after transporting her to the hospital.
The ministry also announced the death of a 25-year-old man in the same raid. His passing was confirmed by the Red Crescent.
The Red Crescent accused Israeli forces of firing at its ambulances, "obstructing the delivery of humanitarian and medical services inside the camp".
Violence in the West Bank has intensified since the war in Gaza began on October 7 last year, following Hamas's attack on Israel.
Since the start of the Gaza war, at least 803 Palestinians have been killed in the West Bank by Israeli forces or settlers, according to the Palestinian health ministry.
In the same period, Palestinian attacks have claimed the lives of at least 24 Israelis in the West Bank, based on Israeli official data.
Israel has maintained an occupation of the West Bank since the 1967 Arab-Israeli war.

Israeli forces disguised as civilian women and medical workers stormed a hospital on Tuesday in the occupied West Bank, killing three Palestinian militants in a dramatic raid that underscored how deadly violence has spilled into the territory from the war in Gaza.
The Palestinian Health Ministry said Israeli forces opened fire inside the wards of the Ibn Sina Hospital in the town of Jenin. The ministry condemned the raid and called on the international community to pressure Israel's military to halt such operations in hospitals. A hospital spokesperson said there was no exchange of fire, indicating that it was a targeted killing.
The military said the militants were using the hospital as a hideout, without providing evidence. It alleged that one of those targeted in the raid had transferred weapons and ammunition to others for a planned attack, purportedly inspired by the Hamas assault on southern Israel on October 7 that triggered the war in Gaza.
Footage said to be security camera video from the hospital that circulated on social media showed about a dozen undercover forces, most of them armed, dressed as women with Muslim headscarves or hospital staff in scrubs or white doctor's coats. One in a surgical mask carried a rifle in one arm and a folded wheelchair in the other. The forces were seen patting down one man who kneeled against a wall, his arms raised.
The Associated Press has not independently verified the footage, but it is in line with its reporting.
Meanwhile, fighting continued in the Gaza Strip, even as talks inched forward on a cease-fire to pause the war, which began when hundreds of Hamas-led militants stormed into Israel, killing about 1,200 people, mostly civilians, and abducting about 250 others.
In response, Israel launched a blistering air, sea and ground offensive that killed more than 26,700 people in Gaza, according to the Health Ministry in the Hamas-run territory. The ministry count does not distinguish between fighters and noncombatants, but it says about two-thirds of the dead are women and minors.
The conflict has also levelled vast swaths of the tiny coastal enclave, displaced 85 per cent of its population, and pushed a quarter of residents to starvation. That humanitarian crisis may soon be exacerbated, the UN has warned, after several countries froze funding to the main aid provider to Palestinians in Gaza following Israeli claims that a dozen of its workers participated in the October 7 assault.
Israel has come under heavy criticism for its raids on hospitals in Gaza, which have treated the tens of thousands of Palestinians wounded in the war as well as providing critical shelter for displaced people.
Gaza's health care system, which was already feeble before the war, is on the verge of collapse, buckling under the scores of patients, the lack of fuel and medical necessities limited by Israeli restrictions and repeated interruptions from fighting in and near the facilities.
Israel says militants use hospitals as cover, hiding out in them or launching operations from them. The military has found underground tunnels in the vicinity of hospitals, and says it has located weapons and vehicles used in the October 7 attack on hospital grounds.

War on Gaza: Blinken in West Bank, meets Palestine President Abbas; protest erupt 

Blinken reaffirmed the US commitment to the delivery of life-saving humanitarian assistance and resumption of essential services in Gaza and made clear that Palestinians must not be forcibly displaced.

US Secretary of State Antony Blinken brought his frenetic Mideast diplomatic push on the Israel-Hamas war to the occupied West Bank on Sunday, meeting with Palestinian President Mahmoud Abbas in his latest bid to ease civilian suffering in the Gaza Strip and begin to sketch out a post-conflict scenario for the territory.
Blinken travelled to Ramallah for his previously unannounced visit in an armoured motorcade and under tight security just hours after Israeli warplanes struck a refugee camp in the Gaza, killing at least 40 people and wounding dozens, health officials said.
Despite the secrecy and the State Department refusing to confirm the trip until after Blinken had physically left the West Bank, protests erupted against his visit and US support for Israel as word of his arrival leaked.
Aside from pleasantries, neither man spoke as they greeted each other in front of cameras and the meeting ended without any public comment. It was not immediately clear if the lack of words indicated the meeting had gone poorly.
Blinken and Abbas discussed efforts to restore calm and stability in the West Bank, including the need to stop extremist violence against Palestinians and hold those accountable responsible, Miller said, in reference to violence being committed by Israeli settlers.
The meeting with Abbas, whose Ramallah-based Palestinian Authority has not been a factor in Gaza since Hamas took it over by force in 2007, came at the start of Blinken's third day of an intense Middle East tour &ndash; his second since the war began with a surprise Hamas attack on Israel on October 7.
Blinken had visited Israel and met with Israeli Prime Minister Benjamin Netanyahu on Friday before decamping to Jordan for meetings with senior Arab officials on Saturday.
At each stop, Blinken has offered firm US support for Israel's right to defend itself but also stressed that it must adhere to the laws of war, protect civilians and increase humanitarian aid supplies to Gaza.
To do that, as well as to ease the flow of foreigners fleeing Gaza, he has made the case that Israel should implement rolling humanitarian pauses to its airstrikes and ground operations, something that Netanyahu has thus far flatly rejected.
US officials believe that Netanyahu may soften his opposition if he can be convinced that it is in Israel's strategic interests to ease the plight of Palestinian civilians in Gaza. The soaring death toll has sparked growing international anger, with tens of thousands from Washington to Berlin taking to the streets over the weekend to demand an immediate cease-fire.
The Arab foreign ministers that Blinken met with on Saturday in Amman &ndash; from Jordan, Egypt, Saudi Arabia, Qatar, and the United Arab Emirates &ndash; issued the same demand.
But Blinken said the US would not push for one.
&ldquo;It is our view now that a cease-fire would simply leave Hamas in place, able to regroup and repeat what it did on October 7,&rdquo; he said. Instead he said that temporary humanitarian pauses in fighting would be critical to protecting civilians, getting aid in and getting foreign nationals out &ldquo;while still enabling Israel to achieve its objective, the defeat of Hamas.&rdquo; Arab officials said it was far too soon to discuss one of Blinken's main agenda items, Gaza's postwar future. Stopping the killing and restoring steady humanitarian aid are immediate that must be addressed first, they said.
&ldquo;How can we even entertain what will happen next?&rdquo; said Jordanian Foreign Minister Ayman al-Safadi. &ldquo;We need to get our priorities straight.&rdquo; Arab states are resisting American suggestions that they play a larger role in resolving crisis, expressing outrage at the civilian toll of the Israeli military operations but believing Gaza to be a problem largely of Israel's own making.
But US officials believe Arab backing, no matter how modest, will be critical to efforts to ease the worsening conditions in Gaza and lay the groundwork for what would replace Hamas as the territory's governing authority, if and when Israel succeeds in eradicating the group.
Still ideas on Gaza's future governance are few and far between. Blinken and other US officials are offering a vague outline that it might include a combination of a revitalized Palestinian Authority along with international organizations and potentially a peacekeeping force. US officials acknowledge these ideas have been met with a distinct lack of enthusiasm.&nbsp;

The Israeli military on Monday announced the long-awaited results of its investigation into the deadly shooting of Al Jazeera journalist Shireen Abu Akleh, saying there was a “high probability” an Israeli soldier had mistakenly killed her during a raid in the occupied West Bank last May but added that it would not be launching a criminal investigation. 

The Israeli investigation said that its soldiers had come under fire from Palestinian fighters at the scene, a claim that has not been corroborated by footage of the incident.&nbsp;

The Israeli military on Monday announced the long-awaited results of its investigation into the deadly shooting of Al Jazeera journalist Shireen Abu Akleh, saying there was a &ldquo;high probability&rdquo; an Israeli soldier had "mistakenly" killed her during a raid in the occupied West Bank last May but added that it would not be launching a criminal investigation.
It was the closest that Israel has come to accepting responsibility for the shooting. But in a report that seemed to raise as many questions as it sought to answer, the military revealed no new evidence to back its claim that the Palestinian-American journalist might have been killed by Palestinian gunmen during a battle with Israel troops and Palestinian gunmen. It also said that no one would be punished for the shooting.
The conclusions were unlikely to put to rest an issue that has worsened what already were badly strained relations between Israel and the Palestinians. Both Palestinian officials and Abu Akleh's family accused the army of evading responsibility for her killing.
&ldquo;Our family is not surprised by this outcome since it's obvious to anyone that Israeli war criminals cannot investigate their own crimes. However, we remain deeply hurt, frustrated and disappointed,&rdquo; her family said in a statement.
Abu Akleh, a 51-year-old Palestinian-American, was killed while covering an Israeli raid in the Jenin refugee camp in the northern West Bank on May 11. She had covered the West Bank for Al Jazeera for two decades and was a well-known face across the Arab world.
In a briefing with reporters, a senior Israeli military official said there was a &ldquo;very high likelihood&rdquo; that Abu Akleh was mistakenly shot by an Israeli soldier positioned inside an armoured vehicle who thought he was aiming at a militant.
&ldquo;He misidentified her,&rdquo; the official said, speaking on condition of anonymity under military briefing guidelines. &ldquo;His reports in real time... absolutely point to a misidentification.&rdquo; &ldquo;We know that he fired, but it could very well be that this happened from other fire,&rdquo; he added.
Jenin is known as a bastion of Palestinian militants, and Israel has carried out raids there almost nightly since a string of deadly attacks inside Israel earlier this year, some of which were carried out by assailants from the area.
Repeating previous Israeli claims, the military official said the soldiers had been under continuous fire for almost an hour from multiple directions before Abu Akleh was shot. The army released several videos showing Palestinian militants firing automatic weapons and soldiers coming under fire that day.
But the military provided no evidence to support its claim that a fierce gunbattle was under way at the time that Abu Akleh was shot. Amateur videos as well as witness accounts have shown no evidence of militants in the vicinity and the area appeared to be quiet for several minutes before she was shot.
It also was unclear how Abu Akleh, who was wearing a helmet and vest marked &ldquo;press&rdquo; at the time, could be mistaken for a militant. The official only said that the soldier's vision from inside the vehicle was &ldquo;very limited,&rdquo; causing Abu Akleh to be misidentified in a split-second decision.
He said the findings of the investigation had been turned over to the chief military prosecutor, who was satisfied with them and decided against a criminal investigation. That means no one will be charged in her death.
Critics have long accused the military of doing a poor job of investigating wrongdoing by its troops. The Israeli human rights group B'Tselem accused the army of carrying out a &ldquo;whitewash,&rdquo; while Abu Akleh's family and the Palestinian Authority both called for the case to be turned over to the International Criminal Court in the Hague. The ICC has opened an investigation into possible war crimes by Israel in both Gaza and the West Bank.
Nabil Abu Rdeneh, spokesman for Palestinian President Mahmoud Abbas, dismissed the announcement as &ldquo;another Israeli attempt to evade responsibility for her killing.&rdquo; He said all evidence proves that &ldquo;Israel is the culprit, that it killed Shireen, and it must be held responsible for its crime.&rdquo; The PA, Abu Akleh's family and Al Jazeera have accused Israel of intentionally killing Abu Akleh, while a series of investigations by international media organizations, including The Associated Press, have found that Israeli troops most likely fired the fatal bullet. The United States concluded that an Israeli soldier likely killed her by mistake, but it did not explain how it reached that conclusion.
Al Jazeera's local bureau chief, Walid Al-Omari, said Monday's report was &ldquo;clearly an attempt to circumvent the opening of a criminal investigation.&rdquo; The Committee to Protect Journalists called the Israeli findings &ldquo;late and incomplete.&rdquo; "They provided no name for Shireen Abu Akleh's killer and no other information than his or her own testimony that the killing was a mistake,&rdquo; said Sherif Mansour, the group's Middle East and North Africa program coordinator. &ldquo;That does not provide the answers &mdash; by any measure of transparency or accountability &mdash; that her family and colleagues deserve.&rdquo; Israel has previously said she was killed during a complex battle with Palestinian militants and that only a forensic analysis of the bullet could confirm whether it was fired by an Israeli soldier or a Palestinian militant. However, a US-led analysis of the bullet last July was inconclusive as investigators said the bullet had been badly damaged.
US State Department spokesman Ned Price said Monday, &ldquo;We welcome Israel's review of this tragic incident, and again underscore the importance of accountability in this case, such as policies and procedures to prevent similar incidents from occurring in the future.&rdquo; The AP reconstruction of Abu Akleh's killing lent support to witness accounts that she was killed by Israeli forces. Subsequent investigations by CNN, the New York Times and the Washington Post reached similar conclusions, as did monitoring by the office of the UN human rights chief.
Abu Akleh rose to fame two decades ago during the second Palestinian intifada, or uprising, against Israeli rule. She documented the harsh realities of life under Israeli military rule &mdash; now well into its sixth decade with no end in sight &mdash; for viewers across the Arab world.
Israeli police drew widespread criticism from around the world when they beat mourners and pallbearers at her funeral in Jerusalem. An Israeli newspaper reported that a police investigation found wrongdoing by some of its officers, but said those who supervised the event will not be seriously punished.
Israel captured the West Bank in the 1967 Mideast war and has built settlements where nearly 500,000 Israelis live alongside nearly 3 million Palestinians. The Palestinians want the territory to form the main part of a future state.
